1888 A.D., 18th Year of the Reign of Caesar Augustus IX
The 250 ships of Classis Misenensis floated in the harbor. Clearly visible were the 44 battleships that formed the core of the fleet. Around them, 14 armored cruisers, 14 protected cruisers, 37 light cruisers, 78 destroyers, 61 torpedo boats, and 2 unprotected cruisers formed a protective screen. Caesar Augustus IX stood on the balcony of the Imperial Palace, watching the ships as they began to make their way out of the harbor and into the Infinite Expanse. "Caesar, quod habeo ad te. Quidam coetus dicitur "Tekna Republika"." Caesar turned to face High Admiral Lucius Gaius Agrippa, First Lord of the Admiralty and the highest ranking officer in the Imperial Navy. "Verbum?" he asked, "Quid enim dicit?" Agrippa held up a telegram and said, "Tecna Republika velit statuere commercia. Etiam in te invitem coniungere Entente etiam. Optimus!" Caesar puzzled over the message. "Dic mihi, quae utriusque huius novimus "Entente"?"
"Non multum, Caesar. Et virtute magna sunt plerumque solum foedus est contra nos. Preterea, domine mi, pauca scimus." Caesar grunted his understanding before walking to a map of the world. "Admiral, ne classi Misenensi, ut Syday. Operae pretium foret futurum dilatatio locum regionis." Agrippa looked at the map before saying, "Sed Caesar." He then stepped back, snapped to attention, extend his arm parallel to the ground and said, "Fortitudo et decor! Romam!"
