Vice Commander Mirath Taar of the Federation for Intergalactic Peace stood before an assembled group of uncountable millions. Flags of the Federation hung from each of the corners of each of the buildings. Somewhere a gate creaked as Mirath gazed solemnly at the crowd. Mirath smiled briefly, then began to speak.
"Ladies and gentlemen," Mirath stated slowly, "some of you are aware that a faction known as the Order of the Blood Moon has been formed out of nations seeking power and wealth at the cost of others. These creatures kill without mercy, and have been known to slay innocent lives without cause. We, the Federation, recently learned that the Order is being lead by a nation calling itself the Dark Union of the Hydraic Empire, but we only have one word for it: Evil, pure and simple. They are beginning to accumulate far too many atrocities for us, the Federation, to let this pass by unmolested." Mirath paused as a Federation freighter flew overhead.
"To those of you whispering about war, that is not our intent. We intend to solve these matters diplomatically, avoiding war whenever possible."
Someone towards the front shouted, "What about the Order? They won't just go away!"
Mirath nodded towards the man who shouted. "Indeed, the Order of the Blood Moon will not just dissolve. We intend to break the Order up into separate Republics, each on their own planets and with strictures on imperializing. Their dictators shall be torn down, and violence shall hopefully be avoided."
At these words, Mirath walked off stage.

Vizier Rek'ass Ni'laar of the Genetically Ultra-Enhanced Supersoldiers (G.U.E.S.S.) Power subdivision stood alone on a podium. The flag of the Dark Union of the Hydraic Empire was behind him, fluttering in the slight wind. Several million soldiers were in attendance, and many more were watching on the cameras provided. She gazed around silently, her hard eyes sweeping through the each of the soldiers in turn, making them feel as though they were being examined on the molecular level. As a brisk wind began blowing through the streets, she opened her mouth and began to speak:
"Soldiers!" She paused. "We have formed a New Order, the Order of the Blood Moon! We shall conquer this galaxy, through force if we must! I realize some of you may be thinking of the Federation. They will be formidable enemies, oh yes, however they are WEAK! They care for innocents!" At these words, a slight murmur rose through the troops, though it was quickly stifled. "It is true. They actually care! We do not have these weaknesses! We fight to protect our homes! We fight to protect those that we love! We fight for honor, glory, and power! We shall sweep through the weak Federation like a winter storm through fallen leaves! No world shall escape our touch!" A furious roar was aroused at these words, and Rek'ass waited for it to end before resuming her speech. "We shall not be alone in conquering the universe, for even we could not do it alone. We can, shall, and will work together towards a common goal, towards a common enemy, and defeat cowardice and all weakness that exists!"
She stood there for a moment, her passion infecting them all, then she walked off the podium.

A Corporal in the Triad named Mellina Gallidiva stood on the Triad Ingvold Class Carrier Vellia addressing her troops. A field marshal barked to the troops: "Atten-tion!"
As the troops stood at attention, Mellina looked them straight in the eyes, started pacing, and began to speak in a harsh alto: "Soldiers! The Federation has found a new enemy to contend with, and they are calling themselves the Order of the Blood Moon! This is our chance, soldiers, to finally rise up out of the shadows and strike down the Federation! We shall wage war against BOTH the Federation AND the Blood Moon Order! They will both stand in our way! We must gather our troops, our resources, and our ships to launch a surprise attack! The question is... who do we attack first?"
Mellina liked to keep it short and sweet. She left her troops to dwell on that.
