Subj: Wording of the charter of the Serovskya Pact
Though the Leistungi government considers its relations with the members of the Serovskya Pact to be cordial at worst, there has been considerable unease concerning the wording of a paragraph of your charter. I, along with my fellow ministers and councilors of Leistung, would like to clear up any misunderstandings which might arise from this paragraph in advance, before conflict has a chance to arise.
Part three of Article Three of the charter reads, "...to protect socialism from counter-revolutionary and anti-socialist forces, member nations will allow the Soviet Union, with other Serovskya Pact members in support if needed, to intervene in any manner deemed necessary by the Soviet government if socialism or the socialist government is under threat from the threats mentioned in this section." It should be noted that it is possible to extrapolate from this section of the charter that the Serovskya Pact condones active intervention to support socialism outside its alliance's jurisdiction.
It is with this point that the government of Leistung takes offense. We cannot in good conscience allow the Pact to intervene to prop up dying and clearly unpopular socialist regimes simply because they are socialist. Likewise, corrupt, aggressive, and authoritarian regimes are all covered in the Serovskya Pact's rather broad outline of socialism, and it would appear that this alliance condones intervention on their behalf against, for example, a democratic, capitalist movement.
If this is not the case, I would very much appreciate an explanation of what exactly this alliance stands for. If it is, I must warn the leadership of the Pact that the Federal Republic does not tolerate socialist revolutionary states which flaunt their outdated ideals in the face of sovereign nations and seek through force of arms to overturn them.
