A stern looking dark haired man in a blue suit appears on screen shuffling papers,he looks up to the camera and begins speaking,"Good evening everyone I'm Clark Rogers here with the BBC Nightly Report.Our top story is the final explosion of the ignited powder keg that was the series of riots and pockets of unrest in the so-called dictatorship nation which is the South American Commonwealth Of Sanguano which is presided over by the labeled dictator Chancellor Ramon' Solano.Today after weeks of protests,threats,riots and street skirmishes the entire national situation boiled over just nine hours ago with the cities of Venturas,Nuevo Cordoba,Fieres,and Costa Narcissa breaking out into full fledged war zones with heavily armed militia armies attacking and killing police,soldiers,local politicians,and government supporters.Several other cities are beginning to riot and viral videos and radio broadcasts are being released by a man named Hugo Lacerda,who has proclaimed himself to be the leader of the newly formed rebel guerrilla army named the Sanguano Liberation Army,or the SLA.
Guerrilla forces distinguished by their bright red berets and arm bands are seen partaking in the open street battles as well as raids on military and police stations and depots,having only been nine hours since this uprising the casualty count is already estimated at eleven-hundred civilians and three hundred Sanguanan troops.This count is expected to be higher as Sanguanan Army tanks are on the move into the rebellious cities as well as prepared napalm and bombing runs into small villages suspected of harboring rebel activity and into the deep jungles.
The small Sanguanan Navy has already completely blockaded the coastline off in order to stop the rebels from receiving outside aid as well as closing down and securing the borders with Peru,Colombia,Maxtopia,Lillupia,Bigtopia,and Argentina.
However Hugo Lacerda,former Sanguanan General had broadcasted videos and recordings into the nations of Europe and North America asking for aid against Chancellor Solano and his armies.
Chancellor Solano himself has blocked himself into the Parliament building and tightly secured it,from sentries to aerial recon to guard dogs.

CURRENT SITUATION
•Along with the openly rebellious cities seven other cities are already beginning to riot and engage in street fighting with police and military forces.
•The entire Sanguanan Military is on full alert and deployment and is being dispersed throughout the cities.
•The coastline and borders have been sealed off,any who attempt to escape are arrested or shot on site.Those who attempt to enter are arrested and interrogated.
•Blockades and checkpoints are being set up on major highways and city limit points.
•Villages suspected of harboring rebels are being cleared and the villages bombed or burned while citizens are jailed and interrogated.
•Revolutionaries and proven SLA members are being publicly executed via hanging within docile cities.

The renowned nation of The National Republic of Thermodolia has declared their support of the Sanguano Liberation Army,at the news of a potential new ally an additional two cities have gone up in riots and more and more people are supposedly joining the SLA armies.
At this news the Sanguanan Government Parliament are attending a meeting tonight in the capital city Ceunon to discuss handling potential "foreign intervention."

Jonathan Steele was awoken by the sharp ringing of the phone next to his desk. The high pitched ring was in stark contrast to the silence of the room and he quickly answered it. He checked to see if his wife was still asleep before speaking.

"What in the goddamn hell is so important to wake me up at *checks his watch* 3 in the morning" he whispered

"Sir, we have a developing situation in Sanguano." The man said on the other end of the line.

Sangu-what?" Steele responded as he got on his slippers and walked into the hall.

"Its a small nation, but it has just descended into a civil war against the Fascist's ruling it."

"And why does that matter?" Steele questioned.

"Because sir, we have Kernians inside the country who are flooding the phones and demanding help to escape." the man responded.

Steele sighed and paused. He had issued a statement years ago stating that Kernan would do anything to save its people from harm, both domestically and abroad. That has dragged his nation into a mess of wars and interventions that led to many bad endings. However he couldn't just take it back, at least not now.

"Okay, meet me in the War Room in 15 minuets. I want my entire Defense Council there with the Minister of Foreign Affairs to discuss possible extraction strategies." Steele said before hanging up. When he walked back into his room he quietly picked out a suit and tie before ducking into the attached bathroom and changed into it. It was time to go to work.

0315 Hours EST

Steele entered the expansive War Room and sat at the head of a long table. On the left side 15 Generals, Admirals and Air Marshals were sitting and on the other side was his Cabinet. They stood as he entered but Steele quickly motioned them to sit befoe sitting himself. He opened a trapper filled with documents on Sanguano and began to flip through them. After a moment of silence Steele looked up. "Well?" he said.

His Armed Forces Minister spoke first. "Okay sir. Nine hours ago the cities of Venturas, Nuevo Cordoba, Fieres, and Costa Narcissa became war zones after weeks of protests. The catalyst for this escalation is a militia group called the Sanguano Liberation Army, or SLA for short led by a man named Hugo Lacerda. *shows a picture of Hugo* Hugo has begun broadcasting videos about the conflict and we have agents going through them to look for anything of interest. The Sanguano governments response has been severe with tanks on the roll and villages harboring SLA sympathies being subject to bombings and napalm strikes. The Sanguano Navy has also blockaded their ports in an effort to cut off aid to the rebels as the Chancellor of Sanguano, Chancellor Ramon Solano suspects them to be funded by international sources. We also have reports of Revolutionaries and SLA members being executed publicly, we have also been officially warned against intervention by the Sanguano government." she said

Steele sighed heavily again. "So what are our scenarios?" he asked.

One of his Generals spoke next "The different branches of the military have thought up of number of different scenarios for extracting the Kernian citizens out of the country." he stated.

"Okay, lets go through them." Steele asked.

"Well sir our first few options include inserting special forces into Sanguano to extract them. They all end with varying degrees of success, but none have a 0% casualty rate." he began but Steele cut him off.

"How many Kernians are in Sanguano?" he asked.

"Our last count had the number around 190." His Intellegence Minister declared.

"Okay, so how big is the casualty range?" Steele asked.

"Anywhere between 1% and 16% total casualties sir out of a total of 10 missions per scenario." the general said.

"And how would the Sanguano government react to such a measure?" Steele asked the Foreign Minister.

The Foreign Minister shrugged "The Chancellor has been famously unpredictable, so we cannot say for sure. However he will most likely launch at the very least harsh reprisals against Kernian economic assets within the country." the Foreign Minister said.

"We would lose billions Mr President." The Economic Minister piped up.

"Then throw those off the table. We already are billions in the hole, we cant afford any sort of economic warfare. Whats next?"

"We could ask for clearance from the Sanguano government to allow us to evacuate them." the General said.

"But like I said earlier there is no guarantee of a yes. Or he might use it to get us to help him fight the SLA, which would damage our foreign reputation by helping a dictator." The Foreign Minister said.

"And our last option?" Steele asked. He already knew the answer.

"We could go in and brute force our way to the Kernians, take them out that way. There will be casualties on both sides, and there will be chances of Kernian civilians dying in the crossfire." the General said.

Steele sat back in his chair and thought on it for a moment, before turning to his Foreign Minister "I will deliver a message to you within the half hour. Deliver it to the Sanguano government." he said before walking back to his office.

He sat at his desk and sent out this letter:

Seeing the current instability of your nation they feel their lives are in jeopardy and the Kernian government shares their view. This is in accordance to Presidential Decree 195 in which Kernan which declared Kernan's responsibility for its peoples safety both within its borders and abroad. If you accept this proposal please respond as soon as you can and we can work out extraction times, a schedule and timetable.

If you choose to refuse however I cannot ensure that I will not resort to...less kind ways of negotiation. I hope, for both yours and your peoples sake that you make the right choice. I will not ask again.

Chancellor Solano sat in his office without his blazer on,showing his white button up and blue tie,he was rubbing his temples with one hand while looking through the damage reports from Venturas,Fieres,Costa Narcissa,and Nuevo Madrid,only twenty four hours since the rebellion erupted and already over 3.5 million in overall damage.He sighed loudly and say back,grabbing the nearby glass of brandy and finishing it off,as he reached for more papers his door flew open and in stepped his young female secretary,Henriette,she had a envelope in her hands.
"Have you not heard of knocking?"Solano snapped.
She hesitated and said,"Forgive me Mister Chancellor,but there's a message from you from the nation of New Edom."
He jerked his head up and stuck his hand out,she rushed forward and handed him the message and hurried out,as she was leaving he had already tore into the envelope and was reading the telegram.
After he finished he looked up thoughtfully.He folded up the telegram and pressed his intercom button on his desk.
"Henriette,send me the Foreign Minister."
"Si senior Solano."Came her response.

As of right now the only things we really ask from you are a loan of however much credit you will offer us,support in the Security Council,and perhaps tactical aid via airstrikes,cruise missile strikes and perhaps an attempt at aiding us in intel gathering on the SLA.

We regret we cannot worry with detailed diplomacy now but wish to carry out formentioned talks once this business with Lacerda is over and done.

We can provide our own fuel, ammunition and rationing needs. If you are agreed then we will send one Landing helicopter deck ship, one destroyer and one frigate to support your government against the rebels.

Solano and Foreign Minister Marco Garcia had just a few hours before responded to New Edom,and now had been hailed by a massive nation known as Kernan,asking them that they allow them to evacuate Kernian citizens whom were apparently with Sanguano.
The two were sitting in Solano's office at his large desk,reading the telegram that had been delivered not long ago.
"I do not even recall hearing of such people within our borders."Garcia stated.
"Immigrants,illegal immigrants,Garcia."Solano said disgustedly.
Garcia asked,"How should we respond?"
Solano had his hands under his chin as he gazed over the telegram,he stood and stretched after a minute,saying,"They clearly want their people back immediately.However,I cannot just ignore cases of illegal immigration,which is in fact a strict law that I wrote and passed.If they want their citizens back Garcia,it will be done at a price by my setting."

Strangely though there is no record of them at all,my staff and I had never even heard of any Kernan's within our realm;meaning they are illegal immigrants.
Illegal immigration is a serious crime in our nation,a crime calling for ten years in prison followed by immediate deportation.
However as you know obviously we are caught up in a war of the people,which is already costing Sanguano over 12.5 million in civil damages alone.
Therefore I shall make you a single and one time only deal.
In exchange for a 4.5 million charge I will personally order all Kernans to be found,rounded up,and safely held in Ceunon awaiting Kernan transportation.
This is the only way I will excuse their breaking of a federal law.

We fully agree with all of these terms.
Your forces will be given clearance into our waters as well as allowed to resupply at our docks and even dock your ships at our ports,just ensure your men remain in uniform at all time so not to be potentially confused with SLA operatives.
Although our nation is predominantly Latino/Hispanic we do have other ethnicities of course that are legal citizens within our nation.
We also encourage you to heavily arm your men as the East Coast has had a heavy rebel activity prescience since this all began,and considering that Hugo Lacerda is a former General he surely is training the rebel forces to the maximum,including tactical espionage.

We will inform our navy immediately of your forces pending arrival and will have them to let you through.

Steele sat at his desk staring at the short communiqué. In front of him was his Minister of Defense, the Minister of Finance and the Minister of Foreign Relations all glaring nervously at the telegram. Steele broke the tense silence.

"How did we not know they were illegal?" Steele asked.

"Because sir. They said they had clearance from both nations." the Foreign Minister. Immigration fell under his office so he was most at fault.

"Why didn't you check?" Steele retorted.

"Because sir, hundreds of thousands of people come in and out of Kernan each day. Checking would have taken precious minuets that would have held up lines for miles. They just slipped through the cracks." he said.

"Fuck." Steele said as he leaned back "And the Finance Minister said we don't have the money." Steele declared.

"Well if we just ask the Council to..." the Minister began but was cut off by Steele.

"We can't. It was a bitch to get them to raise the Deficit last time, any more would take months. Months those people might not have." Steele said. Another silence fell across the room. Finally, after what felt like hours, the Foreign Minister spoke up.

"Sir, me and the Defense Minister have a proposal." he said.

"Yes?" Steele asked.

"Well, Kernan has had a sort of diplomatic crisis of conscious as of late. Our constant diplomatic fumblings have left many nations with negative perceptions of us. This is a chance for us to do good for once." the Foreign Minister said.

"You want to intervene." Steele said.

The Defense Minister spoke next "Not a full one. Just surgical strikes on government military and administrative positions across the nation, no ground troops." he said.

Steele thought and finally nodded "Yes, that would be good. Give us a green mark on our report card of sorts, okay. Get the planes ready for me to give the word." he said. The Ministers nodded and left as Steele sent another message.

The officers tried to politely listen but the two pilots were shifting uncomfortably. “Ah…ah…be vigilant…as the fish..hawk…is vigilant.”

“Is he going to die on us?” murmured the woman pilot to the male one. It was almost funny but neither felt inclined to laugh save as gallows humour.

"At least the Shiebel and her crew are in good working order," sniffed thewoman.

The officers opened their dossier folders and began to read up on the country, it's security concerns, and how to get there. One of the intelligence officers from the admiral's staff stepped forward and began to guide them through the available intelligence.

Rojo Pero had reported back immediately to Lacerda who was more than satisfied with this,he in fact even had RP send his regards back to President Zarman via a bottle of white wine and a basket of fruit.Which he literally had done.

Colonel Jose' Olivera stood looking out the massive lighthouse window out across the open sea,it was rather cloudy today and a little foggy to boot.

Olivera had established the lighthouse as his CP,and was currently awaiting for the New Edom fleet that was due to arrive soon to aid in quelling the rebels.
He knew they would be stopping here to refuel and resupply and intended to have everything secure and ready for their arrival.

A small motorcade cruised onward toward the capital city of Ceunon,two Brigante Jeeps with four troops apiece were up front,with a long blue limo in the middle,with an additional two Brigantes bringing up the rear.The motorcade was driving along the freeway in single file.
Though there was still traffic the massive road wasn't nearly as packed as it was before the rebellion broke out.
The vehicles maintained their positions and drove along at sixty miles per hour.

In the back of the limo sat Saul' Rodriguez,Vice Chancellor under Solano and to Sanguano.
Two Sanguanan troops armed with AKSU-SMG's sat at either side of him,leaned back in a relaxed position,while he say calmly looking through a folder of papers in his hands.
As he reached for his nearby glass of wine he heard a loud buzzing sound that pricked up his ears,the guards heard it to and sat up straight and instinctly gripped their SMG's.

Outside a jet black drone came screaming down toward the motorcade and crashed directly into the front of the blue limo,it erupted into a pluming fireball.
The two rear jeeps swerved to avoid it;one crashed into an oncoming car caving in the front of it,the other went off the road and down into a ditch only to get stuck.
The leading jeeps had slammed on their breaks and all eight troops hopped out and came rushing toward the burning limo,they slumped their AK's helplessly at their sides,one of them spoke aloud.
"Contact the Capital,tell them what happened."
"Yes sir!"Once stated and rushed back to the jeeps.
"Madre' de dios..."Mumbeled the first soldier.

Chancellor Solano balled up the telegram from the Thermodolian president and threw it across the massive table.
He,Secretary Of Defense Carlos Carmona,Foreign Minister Marco Garcia,and the seven Generals of the senior brass were all in the Parliament buildings sub level war room.

Solano spoke aloud,"So it seems that Thermodolia wants war with us.That bastard Lacerda has recruited half of Europe to his cause,from Capitalist empires to Communist states.Garcia,have you reached out to the nations of Asia or Africa yet?"
