Despite increased naval presence in the area, the submarines made it back to Quoris city port, where the rest of the fleet was, unscathed. Advisor Penny was happy.

Despite no official statements yet, rumours had spread over some sort of powerful attack north of Peni. Penny was excited, in one fell swoop, Parsoh was trapped. All that needed doing was to block air and naval access, and the regime would fall. She was sure Peace would understand.

She didn't know she was further from the truth. Not only had 7 agents been lost, but so had plausible deniability. This was because, the explosion was so strong, it could only have been a nation who attacked, not resistance fighters as Peace had planned. The world would look for a culprit, and though slim, it could be Significance.

Penny was unaware of this, and started formulating plans for the eventually invasion of Parsoh. She was as they say 'at it again'.

(Meanwhile in Menthi)

Peace had arrived in Jarka. Reality now set in. The capital now proudly showed the new rulers of Menthi. Ganos Lao. Peace had talked to the nation when the problem arose exactly who had won the contract to own Menthi. It was obvious really, when Peace backed down over political worries, that Ganos Lao would be next in line.

It wasn't all bad though, despite being caught off guard by the regime change, Ganos Lao seemed much more reasonable than Parsoh. Perhaps a diplomatic solution could be found. If so, he could also get in touch with the fleet by use of their telephones. He had to make sure Penny stopped making her own decisions before more innocent lives were lost.

It was with these thoughts that he rode slowly on. He eventually came to what looked like a demonstration, a heated one at that. There was a woman talking to them, she referred to herself as 'Empress'. Just who he needed to talk to, Peace thought. There were men behind her, who seemed to be her escort. He decided to talk to them, the Empress seemed busy keeping the peace. He stopped the bike in front of them and spoke.

"Hello, I came here as fast as I could. I am Govenor Peace of Significance. I have an urgent matter to discuss with the Empress, she may not realise her mistake in buying Menthi, Ganos Lao may be in danger. I hope we can talk this out diplomatically. I also hope to be able to use one of your telephones, I must phone my Advisors at once, to say I have safely arrived".

What happened next would decide the fate of everyone on the Penisular.

Any other organizations or nations may submit requests to join the talks.

All representative parties will be allowed their own security as long as such is within reason. While the Republic of Tekeristan is a very safe nation, we understand that a sense of security is vital. Living quarters can be chosen across Ferrum privately, representatives will be expected to purchase their own goods, as well as to follow local laws without exception. Menthi representatives will see an exception to the purchase of necessary goods, due to the economic instability inside Menthi, as long as requests are within reason. Any serious medical injuries will be covered.

We hope that all nations will find interest in these negotiations to help bring a peaceful and stable future to the Iberius Peninsula. We remind all representatives to be kind to each other. The Republic hopes to see a peaceful resolution to this conflict. The Republic of Tekeristan will increase security measures in Ferrum, but not to a level that will disturb the populace.

This moment will be taken to release another public statement. Travel barriers from Cardulan to Tekeristan have been lifted, as well as any economic or social blocks left in place by the old regime. A further factor was that Watersville and Tekeristan became more and more unpredictable in their foreign policy. While they had been very swift in deporting innocent civilians to Carosi, an action that had caused a lot more deaths than the recent lynching in Menthi, they had no problems supporting Ganos Lao and their occupation of Menthi. The imperialists had annexed the small nation after paying an undisclosed amount of money to the regime in Parsoh and the condemnation of both nations had stopped overnight. Cardulan was not as unpredictable. The Joint Chiefs of Staff had informed Belismarra that Cardulan would necessarily have deeds following their words. After declaring the occupation illegal it would only be a matter of time till the kingdom would start to remove the soldiers of Ganos Lao by force. The bombardment of the tunnels was only the first step. If Caracasus would not be able to reason with the one eyed Queen more of these actions would soon follow.

The political balance had shifted considerably after the decisive victory of Parsoh. Watersville and Tekeristan were now silently supporting the occupation of Menthi by Carosi and Ganos Lao. Significance and Flauc had become awkwardly silent while Balagan had disappeared from the continent. Only the GDR was not intimidated and did continue to support the people of Menthi. All these factors had an influence on the people of Malsti and the motives of King Joseph and Tekeristan became more and more clear. Their actions were not guided by international law but motivated by their own imperial interests.

The People's Republic of Malsti hereby informs the supporters of the occupation of Menthi that the right of national self-determination is a basic human right and non-negotiable. The PRM will never accept any government not elected or supported by the people of Menthi. The occupation is a crime, resistance, even violent resistance, against illegal occupation is a human right.

We thank the Republic of Tekeristan for their help and their tireless humanitarian work. The actions of the doctors and nurses have saved countless lives and the Helping Hands organisation is truly an organization that values the spirit of proletarian internationalism. We are happy that Tekeristan is willing and capable of opening an aid camp in Malsti. Due to a complex network of reasons the population has decided against the opening of these camps and therefore we have no other choice than to politely decline this offer.

We also thank King Joseph I for the time he did spend in Malsti and congratulate him on the official end of his stay in our nation. Hopefully his work with the rest of the nations will be as fruitful as was his trip to our homeland.

We are deeply saddened at the illegal occupation of Menthi by Parsoh and the selling of it. If the nation of Ganos Lao really wished to be the liberal paradise it is and really wanted to give it's citizens freedoms, they would let the nation run independently with their own government. Menthi does not deserve to be under occupation. You cannot justify the occupation with treating them nicely. If that is so, then perhaps we will buy some nation and treat them nicely, and then claim it's justified?
While Ganos Lao is just wishing to expand it's territories, and we applaud their efforts to do it by peaceful means and without violence, we continue to not recognize the occupation of Menthi by Ganos Lao, as people should not be subject to unwanted occupation and military rule.
The Empire of Flauc continues to support the rights of independence and self-determination of Menthi, and we are strongly against occupation by foreign forces.
We encourage other nations to not recognize the occupation and to support the resistance movements in Menthi, to ensure the future state of Menthi that is not under occupation.

A representative from Caracasus International Affairs and Diplomacy will be present at these talks, provided that the following measures are enacted:

1) Neither the Empire of Ganosia-Veceria nor The Republic of Parsoh are in any way referred to as legitimate owners or representatives of the state of Menthi. It is the opinion of the United Socialist States of Caracasus and the international community at large that this "purchase" is a criminal act. The Empire of Ganosia - Veceria may be referred to in official documentation as De facto administrators, occupiers or any other term that makes explicitly clear that their claim to ownership is neither recognized nor based in legal precedent. The Republic of Parsoh may be referred to as Aggressors or any other term that makes explicitly clear their invasion of the sovereign state of Menthi.

2) Leading party members of Menthi must be referred to in official documentation in such a way as recognizes their legitimate status as potential leaders of Menthi, with the sole determining rule that this carries.

3) Members of the nationalistic Muerte Invasor movement are to be thoroughly screened and cross referenced with International Policing databases. Any with prior convictions are to have their files passed to Caracasus. There is concern that among their number are several wanted violent criminals. We have no wish to see these people with weapons in a place of peace and diplomacy.

If these measures are bought into play, The United Socialist States of Caracasus will be sending a diplomat and attached personnel.

The Tekeristan Ministry of Foreign Affairs understands that lately there have been rumors spreading about Tekeristan's relations and affairs. We wish to clear these shrouds.

The Republic of Tekeristan does not recognize Ganos Lao or Parsoh as the legitimate owners or administrators of the current area of Menthi; however, we express concerns at the security and stability of a newly established Menthi state. The previous Menthi state was nearly lawless outside its cities, which are guarded by poorly funded police forces. The Republic expresses concern about Menthi independence if they are to revert to this state, due to rampant poverty. Should Menthi be re-established under its own banner, it will require proper investment and re-building to ensure its security and stability. More discussion in this matter will be held at the conference.

The Ministry of Foreign Affairs will take great care in screening Muerte Invasor representatives as requested. All ambassadors and representatives will see some form of screening before entering the nation of Tekeristan.

The Ministry hopes this clears some of the confusion about the position of the Republic of Tekeristan.

Her Imperial Majesty's government welcomes the support of the Society of Jesus, which is recognized as a cornerstone of Menthian society. HIM's government has no desire to infringe upon the privileges that the Society enjoys, but wishes to clarify some matters that, it is hoped, will result in greater cooperation between the Society and the new government in Menthi.

Firstly, we are working tirelessly to stop the violence between Menthians. All Menthians should be able to live long, happy lives in peace and much prosperity. We do not wish Menthians to suffer as we had prior to our revolution, when the Cultist tyranny put us in the same dire straits as Menthi currently is in. We feel immense sympathy with the people of Menthi, and our only goal is to work towards rebuilding their country. We come in peace, and renounce all tyranny and oppression. None of us will tolerate any vile deeds committed upon these people.

Secondly, as long as the Society of Jesus supports our endeavours, your contracts, peniding a full explanation as to their contents, will be prolonged by our administration. The Society of Jesus is wholeheartedly encouraged to participate in the reconstruction of Menthi, as are all groups, but failure to comply with secular policies will result in a termination of any and all contracts and a re-evaluation of your group's position in Menthi. Do not consider this a threat, but a recommendation. After all, it is not in our desire to destroy religion in Menthi. Any and all Menthians are free to profess belief in whatever they wish, as long as they refrain from hurting overs in the process.

Thirdly, we have abolished the death penalty for the act of sodomy, as it is not our desire to legislate what happens in people's bedrooms. GLBT rights is a fundamental part of our administration, and we shall work for the establishment of full and unconditional equality for all GLBT people in Menthi. However, we have no desire to replace the religious culture of Menthi, as stated in the second point. While homosexuals should be free and able to live in peace, so should the believers in the Lord Jesus Christ or in any other deity who has followers in the Iberis Peninsula, let alone Menthi. As such, the one nation - two systems government will be permitted to exist further. However, while we will support the people's desires, we shall make laws when necessary to ensure that the religious and the secular do not clash. Ours will be a secular government, but the religious are more than welcome to express themselves, as in Ganosia, the religious of any and all sects abide by the laws and pray for our country's wellbeing. We hope the religious of Menthi, whose devotion is exemplary and good, will add to these prayers.

Fourthly, we have no intention to act with anything other than love and respect. No Menthian will be forced to live a life different from what he or she wants to. All we ask is that they love and respect one another in turn. This means no more lynching of homosexuals, no more arsons, no more anything negative like that to tarnish our efforts. There shall be no despair at all, but if we cannot cooperate, there will be too much fear of mortal damnation, and no one would want that either.

We deeply regret the latest outbreaks of violence. Unfortunately the communists always seek to destroy what is good and just. They can not exist without jealousy and hate. I highly command your reaction to the outbreaks of violence, though I humbly ask for the release of those not directly responsible for murder. You can not jail people just for participating in protest and for being at the right place at the right time. It is time to reinstall the judges and the judicial system of Menthi.

If you talk of equality you mean special privileges I am afraid. Sodomites will have a higher standing than normal folk and they will have special rights just as they have under your current laws. Violence will never solve a problem but it becomes increasingly difficult to tell the people that the Ten Commandments are no longer binding under Ganosian law but only for one part of the population.

Throughout the history of civilization every nation has always legislated what happened in people’s bedrooms. Your words can only be interpreted as allowing consensual pedosexuality consensual killings and abortions. You need to understand that the sickness of sodomy is almost cured in Menthi. Those people you wish to equip with special privileges are very few in number and from what I can tell their number is becoming lower every day. If you are that positive towards democracy and giving the people a say, why not ask the people of Menthi if they would like to have murder, theft, sodomy and abortion legalized or not.

The people are strongly alienated by your wish to establish sodomites as some kind of ruling class. I hear complains about your government controlled destruction of Menthi’s middle class on a daily basis. All those products you ship in for free, all the money you distribute for free. Shops and small businesses have been destroyed because they can not compete with your government run facilities. Workers refuse to work because their social welfare is higher that what anybody could pay them. Finally the supply lines between the middle class and Parsoh have been destroyed which has put even more pressure on them.

Our people, the people of Menthi are governed by the rule of the gun. It does not matter if you admit or deny it but your rule is based on physical force alone. The communists are benefiting from this fact. If there will be no elections in the next few days the situation will get worse. If you as governor would have a body of local parliamentarians to give advice the autocratic rule of Ganos Lao would be a lot less obvious. You know as well as we do that all your actions are highly illegal. A swift transformation to nominal democracy would put our common enemies in a position of disadvantage. To prevent things from getting too complicated all communist parties and all parties tied to violence should be banned from participating in the elections and 25 per cent of the seats should be reserved for Jesuits.

If you insist on giving some minority special privileges over the masses of the people we are in no position to criticize your rule. However you should not violently force Doctors, shop keepers, mechanics, and farmers and so on to fraternize with said minorities. They too should have the right to live their lives according to the Good Book.

We are a bit sad to have to inform you that the pollution resulting from the increased naval traffic has endangered the costal black pendek, a very rare ape that looks surprisingly similar to Premier Mayhew who could in fact be a shaved black pendek. Though we do not see it as our duty to talk politics we do care much about the pendek.

Please be kind and nice t o animals. They are human too. We will safe the pendek from the damage you did if you could wire us the small amount of 25 million Syndicated yen to our bank account in Parsoh. That is just a very small amount.

Peace was not amused. The men had told him to use a payphone of all things! And then wait for the Empress in a nearby bar afterwards but still, a payphone! Hadn't they heard of a satellite phone! It didn't matter much, although Peace was worried if someone happened to be tapping the phone lines, although he doubted any nations who wanted to do such had the technology to, he used it anyway. Not like he had much choice.

He used Penny's personal phone number. If someone tried to track that they'd have a hard time at least. Penny was surprised.

"Hello, Penny speaking". So cheery thought Peace, she wouldn't be for long. "Peace here you friendly fire idiot". Penny was confused "Nice to here from you too sir, what do you mean 'friendly fire'". Peace fumed "You know exactly what I mean about your little missile show, you ended up killing the 7 agents with me". Penny suddenly sounded a lot more embarrassed "Sir, if I had known....". Peace cut her off "If you had obeyed orders none of this would have happened". Penny made what could have been described as a whimpering sound, then continued "Not to throw away your point sir, but Tekeristan sent a letter inviting everyone involved on the Penisular to a meeting in their country, what should we do". Peace calmed as he thought "Well, I guess that destroys my plans. Inform them we are indeed coming first, then arrange the landing of my jet in Caracus. Finally, you and Borris take a helicopter from the carrier and come pick me up, then we will head for the jet, you should be able to find me at the local helicopter pad. I hope you will bring the necessary weapons along for our protection". Penny didn't need to be told twice "Of course sir, everything will be sorted". Peace smiled, something that he felt hadn't happened for a while "Excellent, and Penny, so your aware, your only coming so I can keep an eye on you". Penny sighed "Yes sir".

Peace then put down the pay phone. Next step was to wait in the nearby bar for the Empress. Although plans had changed, he still wished to speak to her before he left.

(Meanwhile in Caracus)

Penny set about the arrangements. First, she sent a message to Borris telling him the arrangements. He'd been in been in his quarters since he'd been told by Penny she was "Fine on my own thank you". She then sent word to Caracus to expect Peace's jet and eventually a helicopter to land at their international airport. Finally she began to write to Tekeristan that they would indeed be attending.

We are sorry to not of replied sooner, Govenor Peace is a very busy man. We will indeed be attending your meeting. We have just one request. Three people will be at the meeting for our nation. Governor Peace, myself and Advisor Borris. We will also have our own sidearms for protection. As there are three of us, we wish for there to be seating for us all together. We hope this can be arranged easily, we wouldn't be wanting to sit apart for the meeting. We look forward to the Meeting.

Mistakes have been made when we dealt with Carosi's aggression. The removal of Carosi citizens from Tekeristan was intended to send a message to Carosi that its flagrant disregard for human life would not be tolerated. Regrettably, due to factors beyond our control, intelligence detailing Carosi had not factored in the extreme deterioration of the state in recent months.

Rest assured, Tekeristan will not make a similar mistake again. All citizens, regardless of their national origin, fleeing oppression are free to seek asylum in Tekeristan. Following this incident, the government of Tekeristan has almost unanimously voted in favor of a new resolution enshrining in law Tekeristan's commitment to sheltering those unfortunate souls fleeing tyrannical regimes abroad. Three billion Kurrós has been earmarked from the government budget, to be spent over the next ten years improving Tekeristan's already extensive aid program and as an adjoined to the bill it will now be illegal for this administration, or any following administration to place restrictions on Tekeristani citizenship or asylum applications as a response to the actions of the citizen's country of origin, except in extreme circumstance.

The first thing the investigators did was to interview all fugitive Menthi soldiers available. The idea was to get a picture of the conflict and which unit was fighting where. The bureaucratic approach was a common move in Cardulan's investigations to that end a request for assistance was send to Caracasus' IntSec.

Back at the refugee camps a small group of volunteers had assembled to be trained to resist the occupation and free their country from tyranny. The volunteers were given uniforms and classes on various security issues. They were trained how to detect mines and how to defuse and remove them as well as how to spot hidden bandits and use radios. The men would certainly be of great use in the future when Menthi would reform their own security services. Former members of the national police and the military were preferred in the selection process.

The aid workers and priests did everything they could to stop the stories about children taken away from normal couples and redistributed to queer couples in Ganos Lao from circulating but the more they assured the refugees that these stories were based or hear-say and that the normal families were most likely compensated if there was any truth behind these stories, the more they circulated.

It was the destruction of the railways that convinced the admiralty to move additional fleets to seas round Caracasus. Perhaps the time was right for a joint military exercise. A fictional amphibious landing in a fictional tropical paradise occupied by a fictional warmonger.

An eerie cloud of silence hang over Internal Affairs "Special Investigations" unit 3's room over the past week and a half, ignoring the constant clack of computer keys, turning of pages, and the occasional sips of coffee. They had been assigned a case they were to keep secret, as per usual, but this case had a little something different.

History. They were chasing for documents lost in the mountains of files that existed during the old regime that once controlled Tekeristan. Dirty documents they would learn to call them; they were searching for criminals. War criminals. While the rest Ministry of Internal Affairs dealt with the present and the future, they were cleaning the past.

Slowly, through dozens of cups of coffee a list was slowly being formed and cited. Stacks of papers mutated, and shifted constantly as new data was slowly discovered and organized. Of course, it would take more time; it always takes more time. But progress was being made, progress that will soon mean something..

The black car slowly came to a stop along the front of the town house, the wheels crunching on molecules of sand and road that baked under afternoon sun. Molivan straightened his tie and gave a sigh as he looked across the mowed grass of the front yard at the 2 story home with cracking paint. "Let's roll.." he said aloud for his assigned partner beside him.

He calmly adjusted his sunglasses and cracked his door, stepping out onto the concrete curb before shutting the door behind him. He walked up the flat concrete bath to the front of the door, pressing the doorbell a few moments later. Over his shoulder his partner, folding his hands together in front of himself, prepared for the encounter as his police badge dimmed as a cloud rolled overhead.

Moments later, an older woman opened the door, smiling softly to the two men in suits. "Hey, wha-"

Molivan cut her off, speaking professionally as he drew a badge from his pocket and showed it to her. "Ministry of Internal Affairs, Special investigations unit. Is Vadim Chekhov home?".

The woman was caught off guard, looking a bit more suspiciously between the 2 men. Hesitantly, she spoke. "Uh.. Yes, we had just finished dinner.".

Molivan spoke quickly, wishing to get this over with. "Can you bring him to the door please?" he simply said. The woman paused, giving a silent nod before turning and stepping further inside. 2 minutes later, an older man with a slight hunch and balding hair. He peeked through the door and at the 2 men, his gums clicking as he spoke. "Yes?"

Molivan frowned inside, hard to believe a man of such current stature could have done what he, reportedly, did. He nodded his head to his partner, who sighed and stepped forward.

"Vadim Chekhov, you're under arrest for crimes against humanity.". The old man froze, staring at the 2 men. "E-excuse me?" he managed to say as the police officer stepped beside. "I won't cuff you Vadim, just head to the car. Your case is under investigation.". The officer frowned, seeing the old man's wife in the background coming to an understanding of the situation.

The old man stuttered, instead turning to look inside his home. He looked to his wife, Marie, and sputtered. "Marie, do not cry! I will be fine, do not worry!.." he stepped forward and gave her a brief hug before turning around and looking at the 2 men with worried eyes; stepping out the door and towards the car that awaited him.

Joseph had finally arrived back at the hotel after visiting the nation of Malsti for the third day. He was, for the most part, glad that it was over. He had noticed that, especially today, that he had been given many different looks, some good, many not. He felt almost unwelcome, as if he had done something very wrong. He thought back and realized that maybe he had, he still didn't know how he would make up the tragedy that he had committed. He opened up his laptop to begin his message to the nation of Parosh, not knowing if they would even let him come talk to them. He hoped that they would, but he wouldn't have expected to let him come anyway. He then noticed a message that he read from Tekeristan. They wanted to have peace meetings in Ferrum. Joseph was torn. Did he go, and quite possibly get ridiculed more, or did he not go and get labeled as someone going against peace? He decided that he needed to finish his trip on the Iberis Peninsula. He wrote to the Paroshian Senate.

Pity is Treason! Menthi is not going to become the whorehouse of Iberis.

More and more Macheteros refused to be arrested. Armed with machetes, often outnumbering the occupation forces by far they argued hat not a single citizen of the republic of Menthi had any say in the laws under which the occupation forces tried to arrest the Macheteros. The opposite was true. Methi laws explicitly forbade treason, sedition, and subversive activities. Whoever aids forces of a foreign state to engage in hostility against the republic of Menthi shall be imprisoned for not more than 15 years. Shaving the heads of those who did aid forces of a foreign state that was occupying Menthi was a very liberal interpretation of that law. Just like the occupation forces had asked them too, the Macheteros tried to talk to the armed gangsters from Ganos Lao whenever those tried to arrest them or interfere with their work. They informed them about the laws and customs of their host country and politely asked them to go home.

Whenever the occupation forces interfered with the work of the Macheteros they soon found themselves surrounded and politely asked to leave. If the occupation forces were wishing to escalate the situation further they were spit upon and asked to fuck the hell off. If that was not enough to satisfy the Ganosian love for violence punches and kicks were exchanged, rocks were hurled at the oppressors, machetes unsheathed and some times used with the blunt side to make a point. If that could not calm the Ganosian blood lust and if the soldiers would use their weapons against the Macheteros blood would have to be repaid with blood.

The basic fundament of every democracy is that there can never be a punishment without law. Yet the violent occupation forces did exactly that. They did punish those they suspected of removing perverts from society. Again there was no law in Menthi that made the killing of homosexuals illegal. Methi still had the death penalty for homosexual acts, as several fractions claimed. Executing that penalty could not be considered a criminal act.

The Macheteros tirelessly worked on the enforcement of Menthi’s old laws and regulations, avoiding conflict with the occupation forces whenever those were willing to avoid violence as well but often clashing with communists and collaborators.

Menthi Unfree Shall Never Be At Peace!

The rumors of tens of thousands of soldiers being shipped to Menthi to crush all peaceful protest, invade and annex Malsti and Carosi terrified many of the people in southern Menthi. No one would need an army that strong who was not going to destroy all of the peninsular. The number of refugees trying to leave Menthi was higher than during Parsoh’s occupation. While none of them were so desperate to flee to Carosi many moved to Caracasus and organized the resistance from safe bases in Taris.

In a public rally against the occupation a spokes women of the Karthos Soviet announced:

”The failure of the national bourgeois to defend our homes against Parsoh has led to the return of the Paraphanian Empire. Again we are sold like cattle to the highest bidder. Again foreign kings dare to tell us what’s right and what’s wrong and who will be allowed to do what. Much to our surprise Ganos Lao has rejected our offer of reconciliation. The emblems on our flag, our border and the name of our country are not important to us. The working men and women have no country. They cannot take from us what we don’t have. It does not matter if we live in Ganos Lao, Menthi or Caracasus. We denounce the mad men called Macheteros as thugs and thieves. There has never been a law in Menthi that imposed a mandatory death penalty on homosexuality. There has never been a law that gave hooded thugs any right at all. We also reject the rule of Ganos Lao because they claim to be beyond left and right. They claim that their system is total, or better totalitarian. Hobbes laid out a justification for oligarchic dictatorship which throughout history has become infamous by one name: FASCISM! Hobbseans base their justification of fascism the need to restrain the uncontrollable violence inherent in man’s nature. They will continue to extort rents from the bricklayer while the boss who had tossed that bricklayer a penny won’t have to pay for the work all his live. This is not what we have fought for for so long. We want the means of production used for the common weal. We will reach this goal through free and fair elections. Ganos Lao can and will have no say in this elections. We will not use physical force for every revolutionary’s life is irreplaceable. They think that they have pacified Menthi. They think that they have purchased half of us and intimidated the other half. They think that they have foreseen everything, think that they have provided against everything; but the fools, the fools, the fools! We will not be intimidated and we will not be provoked, but we will not back down as the rightful government of Menthi. We will be confirmed in the coming elections.”

The process of emancipating the Karthos Soviet was long and complicated. The attack on the railroad tunnel connection between Parsoh and the occupied territories came as a blessing. Than there was a terrible accident. A young truck driver from Jakar was driving along an old dirt track as his truck malfunctioned and stopped dead in the middle of nowhere. It was not really nowhere where his truck broke down. It was right on the railroad that connected Caracasus and Menthi. In panic he searched for a phone but could not find one and to make his bad fortune complete, the supply train that brought in equipment and propaganda from Ganos Lao hit his truck, dragged it to a nearby bridge and derailed while heavily damaging the bridge in the process. With his means of supplying his livelihood destroyed by government property the young truck driver had no other choice than to ask the occupation forces to replace his truck and compensate him for his losses.

As there are always two sides to a coin the bad fortune of the poor truck driver was indeed good fortune for the Karthos Soviet. Now that the railroad was blocked and heavily damaged it was easy to prevent repairs or any deliveries getting through Karthos. Workers, students and farm hands blocked all roads with stones and barricades and defended those barricades simply by not moving away. Their demands were simple and moderate. All supplies had to be handed over to the legitimate government which in return would manage the distribution of those supplies and all occupation forces had to withdraw from Karthos. The people at the barricades were not willing to engage in violence or to fight against the occupation forces but they were willing to die if that was what Ganos Lao wanted. They would not leave the barricades if their demands were not fulfilled. If Ganos Lao would use physical force against them they would hold their ground till the death toll would reach more than 50.

You can only engage in peaceful protest if your adversary remains peaceful. Not fighting the occupation forces did not mean that the government forces were without weapons. The first militia loyal to the government was the People’s Defense Force a worker’s militia mainly active within Karthos Town and consisting of deserters. Their job was to organize the expropriation of the expropriators, the organization of and defense of the elections and the prevention of crimes.

The second militia loyal to the government and feared in southern Menthi was the Women’s Defense Force a militia made up entirely of female volunteers. Their job was to enforce women’s rights and prevent assault on women by the macheteros for what ever reason.

The MMI's Leader General Nina.

The Movimiento Muerte al Invasor (MMI) was fully prepared to enter the political process. As a political Party the MMI had never organized the removal of degenerates. Their demands were moderate. The position as minister of interior for the experienced general Nina and the release of all political prisoners. Contrary to other political movements the MMI would not back their demands by civil disobedience or rioting. It was clear that most what the occupation forces blow out of their propaganda machines were blatant lies. More and more soldiers were coming into Menthi, more it was rumoured than Menthi did ever had but nothing was done to organize elections or a referendum on the future of the small nation. It was the MMI that announced the fastest and easiest way to peace and stability. All the oppressors had to do was to declare that they would not act against the democratic mandated interests of the people. Their lies were nice but easy to uncover. Why not just say the word? Why not simply state Menthi is a sovereign nation under temporary occupation by an overseas dictatorship. That occupation would end if the majority of the people of Menthi would wish so. To the MMI the three most important steps were to give Menthi back the democratically negotiated law, announce the possibility of independence and prepare elections with all extremists barred from participating.

With the new levels of wealth and the economic independence from the communist tyrants in Caracasus the Jesuits constantly preached support for the new masters. They reminded the flock that their empress would soon address the problem of children from normal families given to unnatural couples. They made clear to all the church goers that it would not be tolerated if they would not welcome their princess. The open threats against their Brotherhood were not taken lightly but everything was preferable to extremism.

Her promise that but no church would be forced to recognize the lifestyle choices of perverts came a s a surprise. When she promised that no Christian would ever be forced to betray his or her conscience the priests were delighted and praised the dictator for her wisdom. With the register of new marriages publicly accessible all those names were made public to allow Christians to reject services and goods to those on these lists. To increase the security for the normal people the Jesuits humbly asked for all perverts to be registered and the records made available to the public to prevent tragedies like that of Mariana Rivera.

1) Opening the borders of Menthi to investigate war crimes.
2) Allowing Nakashima to station forces in occupied Menthi to assist in peace-keeping as a neutral force. This is to ensure that the 'Macheteros' do run rampant, apparently, 'enforcing' the laws of ex-Menthi.

There are other terms, but those are the main two ones. I think it is in our best interest to stop the spread of the Karthos Soviet, which is currently an dangerous socialist organization. We propose that the votes of it are not counted in the elections, as they themselves propose an dictatorship - one that will only starve and kill people, as we know what socialism and communism has done in the past. We endorse the MMI, and we request we get the chance of dialogue with them in Menthi.
Nakashima would station their troops to protect Menthi, as well as to assist Ganos in keeping law and order. We wish for Ganos to also come to the negotiations in Ferrum. We also would like Ganos to release a statement to the public that Menthi will not be occupied forever, and will, most likely, be released, but that the resistance of Menthi is making it harder to hold elections and to establish order to stop crime. Our interest is to keep peace in the Iberis Peninsula, as prolonged conflict is not what we want.

We strongly suggest contents of this message are not released, or Nakashima will cease all negotiations with Ganos and will begin acting hostile to your nation.

Three Typhoon jets would launch from the aircraft carrier one by one. And begin a massive patrol around the German fleet, mostly going in circle to ensure no hostile aircraft came..

The Islamic Republic of Balagan recognizes the expansion of your territory. You have purchased the land from its legitimate owner and through this purchase you have confirmed the legitimacy of Parsoh's ownership of this part of their land. In my opinion the order of event was as follows: Parsoh had started a mission to stabilize the failed state of Menthi, Menthi officially gave the control over their territory up. Their action of surrendering the political power was an international binding act. Therefore I consider the transfer of power from Parsoh to Ganos Lao legal.

The problems caused by terrorist activity in your territory are small compared to the problems responsible for the collapse of Menthi. Banditry has always been a problem in this part of the country. I am sure this will change when the economic situation improves. It there would be any doubts about your right to the territory it would have been washed away by your noble actions. You did repay all the money owed by Menthi which makes you the sole legitimate ruler of that territory.

If you want to give the people of Menthi democracy while keeping the nation under control I suggest dominion status for this territory, that way you might be able to give all sides what they want.

Lady Pricilla became the symbol of that friendship. Beautiful, mysterious, loyal and deadly – in many ways Lady Pricilla was like her nation. Caracasus had put a lot of trust in Cardulan. Something that could not be taken for granted considering the difference in the political systems. Not informing Caracasus about Operation Nimloth would have been dishonourable. Informing them in time would have endangered the entire operation.

The border between Caracasus and the occupied Republic of Menthi was short - even shorter when the inaccessible mountain area was subtracted from the total length. Entering occupied Menthi that way would be very difficult. On the on the bright side however did the republic have some very nice and very long beaches. The best way to infiltrate Menthi and help organise the resistance was from sea. The best choices for this mission were the Royal Marine Commandos.

The men reached their destination in the dead of night. They had to work in absolute silence to avoid detection. A few well aimed shots from their suppressed weapons made short work of the patrol passing by. A few slashes, a few stabs and the bodies of the dead soldiers were disposed in the deep blue ocean - fed to the sharks.

The marines had to cover as many miles as possible before daybreak. After a ten-mile march they set up camp in the foothills of the Menthi Mountains. The well concealed caves would serve as base from which they would start their sabotage missions - deep into enemy territory. A few hours after dawn, Caracasus was informed about the operation.

All that is necessary for the triumph of evil is that good men do nothing. Today Ministry of War has authorized the start of Operation Nimloth . We have deployed a small unit of Royal Marine Commandos in Menthi. Their orders are to eliminate known officials of the illegal regime and help the locals to spark a guerrilla war. We can not allow some psychotic dictators to sell and buy nations and people like cattle. The dictator of Ganos Lao had been given a fair warning and enough time to end the illegal occupation. By now all of Menthi should be under control of the proper authorities – driven by illusions of grandeur - the dictator opted to continue the hostage taking of the small republic, an action which had forced our hands.

We will keep you informed about the progress of Operation Nimloth. In the unlikely case of unforeseen complications we would like to request your assistance in the extraction of our operatives.

Be prepared that the occupation of Menthi will not continue for too long. The ruling elite of Ganos Lao lack the skill and the intelligence to oppose organised resistance. Our psychologists came to the conclusion that those in power suffer from a wide range of mental disorders including narcissism - often combined with megalomania, mood disorders, personality disorders and inferiority complex. Their disturbed minds will not allow an orderly retreat and a civilised transition of power. Instead they will try to harm the 'ungrateful' citizens of the Republic of Menthi in every way they can. They will leave Menthi in a state of chaos and disorder. Caracasus has to be prepared to step in and fill the power vacuum. The best way of preventing delays is by having the necessary referendums now - and not after the retreat of Ganos Lao.

Something very disturbing must be going on inside occupied Menthi - something that made people in the IntSec so nervous that they considered a closer cooperation between Caracasus and Cardulan. Whatever was going on in the village of Jerritia, it was not something to be ignored. Menthi had no government, no police or any kind of security that could be contacted.

The fastest way to Peni would have been a landing near the City of Parsoh. This would have been a landing in a much more densely populated area and the risk of detection would have been a bit higher. The fastest way is not always the easiest and as it is said - easy does it.

The Salamanders landed a couple of miles south of Peni instead of taking the eastern approach. The distance to the Jerrata Mountain was a longer but the security was worth the extra miles. Contrary to the marines the Salamandas had the orders to avoid contact and concentrate on gathering intelligence.

Carefully hidden under the thick greens of the jungle the Salamanders waited for their contacts to guide them towards the places of interest.

“And when can we expect the delegation from Watersville?”

The advisor coughed, leant forwards, wiping bloody phlegm from the corner of his mouth.

“Ah.. ah – about a week’s time, President.”

“Very good. And you will be on hand I trust?”

The advisor frowned, shrank back.

“I do… I don’t think that is advisable, President.” The high admiral raised an eyebrow and sighed, loudly. The advisor turned on him.

“You have something to say?”

The high admiral shook his head.

“I thought not. It is unlikely, President, that the King would know or recognise me. But with events as precarious as they are…. it would not be impossible that he be attended on by those from…”

The President cut him off.

“Yes. You make a good point. Ensure you are out of the way. A few days in the mountains may do your chest some good. Now to our next order of business. It appears our friends in the south continue to have problems with the locals. I believe our minister of justice has already made several interesting suggestions regarding this matter. Need I remind you it is imperative that Caracasus and its allies are given no excuse to seize Menthi for themselves? Now, Minister – could you explain your plan to us?”

The minister, a clean-shaven, immaculately dressed handsome young man took the stand with energy and vigour seldom seen in the Senate. The youngest of the ministers, he had already made an impressive name for himself with the institution of several new laws and reforms of Parsoh’s prison system. He explained, in detail, his plan – smiling broadly and fielding questions with aplomb. The Senate, as he had expected, gave him full support. It was a brilliant plan, inspired – cost effective and fully financed by the very nation that had caused the problem in the first place. Money from Iron Bank Securities and the sale of Menthi had been pouring into the coffers even quicker than the various factions and operators in Parsoh could embezzle it.

The Minister’s Plan

Sixty men, clad in rough cloth garments stood, bleary eyed and blinking in the sun. Before they had time to adjust themselves to their bearings, guards handed each man a pick, a shovel and a heavy cloth sack. The Minister for Justice stood astride a horse, immaculate white uniform – sun glinting off the gold decorations on his shoulders.

“You men! You are the worst of the worst! Murderers! Rapists! Scum!” (At this, several of the sixty grinned in pride) “You have committed crimes so heinous that Parsoh has decreed you will die for them. I am here to offer you a reprieve, and a job. Open your sacks.”

The men, used to the regular beatings in the prisons, did as they were instructed. Each prisoner gasped. Several solid bars of gold fell, landing hevilly in front of them. Each sack also contained a piece of paper, carefully laminated. Those that could read, read. Pardons. Gold bars and pardons.

The man on the horse took advantage of their confusion.

“You have exactly one hour. You will go into these woods and bury your gold and your pardons. When you return from your mission, the gold and the pardon is yours. If you cross the border into Parsoh before your mission is complete, you will be shot. These ten acres of land will be patrolled night and day to keep your payment safe until your return.”

The men hurried into the woods, each clutching their sacks. As predicted, three made a break for freedom and were shot. Two more were killed by other criminals, seeking an easy way to double their fortune. When at last the fifty-five came back, two clutching bloodied picks, they lined up – the man on the horse had orders for them.

“Your mission is simple. You are each to command twenty prisoners such as yourselves. With the tunnel out of operation you will take routes through the mountains. Half of you are smugglers, after all. I doubt this will be new to you. It will be slow, and it will be dangerous. Be careful! Parsoh has no wish to send more scum after you! When in Menthi you will do what its current owners have proven incapable of. You will bring order.”

“Even now, machete wielding scum like yourselves prowl the countryside. The communists have all but captured Karthos. This terrorist – The Bull, raids Peni. You will stop them.”

Soldiers in uniform handed out a bundle to each prisoner. Plain camouflaged clothes with no insignia. More soldiers appeared with other supplies. A rifle, a sidearm, grenades and knives. Food and water. Enough for one man to carry. One of the prisoners raised his sidearm and pulled the trigger – aimed squarely at the man on the horse. He didn’t even blink. The gun clicked. The man on the horse sighed and drew a heavy revolver.

“Do you really think I would give you loaded weapons in Parsoh? Your maps will guide you to ammunition” he said. He pulled the trigger – the prisoner collapsed.

“Now, if any of you care to think about deserting. Remember the gold. It is yours on return. We will also pay the sum of one million Silver Bits for the head of The Bull. And do not forget your pardons. You will live like rich men and all we ask is that you do what you all do best.”

He watched the men disappear, flanked by guards, over the border into the mountains with their men behind them. A stream of camouflaged uniforms. Idly he wondered how many would murder each other before they reached Menthi. Conservative estimates figured that approximately six hundred would make Menthi itself. After that? Who knew.

Peace watched the breaking news on the TV in the bar. Outside he saw men and women from Ganos making a hasty retreat as any too slow got cut to pieces. Peace sighed. He knew that it had been likely to happen. Even with the best intentions you can't save someone who doesn't want your help.

Now, yet again his plans had changed. In the distance he heard a helicopter. Well. What he knew as a helicopter. To most people it wouldn't be a helicopter, it was too quiet. He walked out the bar and hopped on his bike, driving to the nearby heli pad. Penny and Borris were on board at the back, with the pilot in front. Peace put his bike in the cargo area then climbed aboard sitting next to Borris. Penny was facing towards him. The helicopter lifted into to air and flew low, towards its destination in Caracus.

Penny was first to speak. "Sir, I feel it is my duty to inform you that while flying to pick you up, it seems multiple groups have arrived to support their side. Some are armed and some aren't, but it's not looking good". Peace looked almost shocked "Has their been anyone somehow arriving from Parsoh". Penny saw his slight shock, he wasn't going to like this "While we don't know where any of these groups are from, it seems some may have come here amphibious judging by their equipment, so it's possible Parsoh is here". Peace sighed, he knew what had to be done "Well, judging by the situation it seems we must act in our best interest, inform General Otto to open the crate below decks, and tell him that their mission is to support the Bull in his operations, and to protect him at all costs". It was Penny's turn to look shocked "So, there's people in the crate you showed us sir?". Peace looked at her seriously "Yes Penny there is, but just trust me their ok, we don't have time for this, just send what I told you to General Otto and he'll sort it". Penny sighed "Aye sir".

And with that the helicopter flew on in relative silence.

Otto was confused when he got the orders, but he obliged anyway. It was unwise not to follow orders, he knew that by now.

He went downstairs and opened the crate. He couldn't believe his eyes. 4 people, 3 men 1 woman seemingly asleep in this crate, along with weapons and a small dinghy.

The people were sent upstairs to the medical bay were it was found they were in a induced coma. They were seemingly fine otherwise and woken up. The person seemingly in charge spoke first "I am officer Ben Turner of the project X squad, the others..." he said pointing to each one "....are sergeant Amanda Silk, private Dennis Rodgers and private Shaun Evans. We were told that we would be given orders when we awoke". Otto made sense of it all quickly, elite troops for an elite situation. He then spoke "Yes, I have your mission. You are to support and protect a man known as the Bull, who we have files on if you wish to look. His last sighting was in Peni it seems, he is known to have many accomplices in what has been termed the Menthi resistance. Are your orders clear". The officer replied "Orders clear, support and protect the Bull, information available if required. Now if you don't mind we'd like to look over our stuff to prepare for the mission". "Of course" responded Otto, and escorted them back below decks as plans were put in action.

Significance was now playing the ace up its sleeve.

The monarchy has collapsed! The occupation forces have left Menthi in a hurry after their own home came under severe difficulties. Rumors are that the royal family has been executed. We could not care less about these vile creatures. They will be punished for eternity as the Good Book says. The Catholic church has never endorsed or supported the rule of foreign criminals and dictators. The Church has always supported a moderate government chosen by the will of the people of Menthi. Violence must have no more room in the politics of Menthi. We have defeated Parsoh and we have driven out the deranged criminals. Menthi is free now, free to return to a life of prosperity and respect. All killings must stop and all political groups must work in unity to form a parliament that can help the president organize the first elections.

Decorated war hero and independence fighter General Nina has been declared provisional President of the Republic of Menthi. He has declared an amnesty for all political prisoners which are released with immediate effect. All soldiers, police men and members of the paramilitary organizations must pledge their loyalty to the president. Menthi is now free of interest slavery and foreign occupation. We have the possibility to build a new nation, a nation for all the people of Menthi. The president will soon engage in talks with Carosi about the return of the territories currently occupied by the empire.As soon as Carosi will return our remaining territories we will hold elections and confirm General Nina in office.


Caracasus invades! World War Imminent?
In what was supposed to look like a military parade terrorists from Caracasus marched through the streets of Karthos yesterday.

Is this the invasion we all feared? Uncountable numbers of communist soldiers in unofficial uniforms illegally entered the town of Karthos yesterday. The town remains under siege and we have no news about what's going on inside the beleaguered area. Jevellit remains silent, doesn’t that say enough? The greasy communists tried to steal as much of the peninsular as they can. As usual they hide their invasion behind the cover of so called "polite men" active duty Caracasian soldiers dressed in fantasy uniforms and claiming to be civilians. Their intentions are clear, Jevellit wishes to annex the only industrialized part of our homeland. The people of Menthi and the people of the world must stand united to defend the integrity of our nation against the greedy communist murderers.

What will come next? Karthos has fallen to the communists. They are already preparing mass graves. If the world accepts this outrage the faithful and the people who believe in democracy will be slaughtered. Do we have to remind our readers about the crimes of communism? The Lord works in mysterious ways. When Menthi was occupied and surrounded by enemies, when strange people with an even stranger culture invaded a small country and tried systematically worked on the destruction of that small nation’s culture and the identity of the people, our Lord decided to answer the prayer of the common man.

Like the plagues of the biblical times a small group of vigilantes appeared out of nowhere and one by one the enemies of Menthi disappeared. Some of them where never heard from again and some mutilated bodies resurfaced, showing the world that the trespassers had been punished in a really biblical fashion.

Nobody knew if the things that stalked the night were men or ghosts but they soon heard the name Sons of Phinehas when the priests referred to these men. They only hunted those who had evil ways and opposed the word of the church and even the Macheteros whispered their names with fear. Until now there has never been an official statement or a proclamation by the SOP. Today El Catolicismo has got an official letter from the SOP. The church does not support violence or killings but we support free speech and every opinion must be heard.

It is our right and our duty to defend the Menthi race against the foreign, godless parasites. Menthi is not a place for those who have worked with the invader. We will hunt down and destroy all those who have collaborated with the enemy and we will kill those women who have ashamed their nation before they can give birth to heathen bastards.
