The Palace and Residence of the Qandaristani Sultan
The Sultan is not pleased. The Rafalian government is still not listening to the demands of the Qandaristanis. He sits on his chair with a very disappointed look. The adviser is worried that he isn't available for negotiating yet another letter and instead will opt for a more aggressive and sudden attack.
"What's the matter?" the adviser asks. The adviser has been working with the Sultan for nearly 20 years and they both know each other very well. She is seen as the closest person to the Sultan, apart from his family.
"The Rafalians are still insisting that they won't give up. They got support. Tough luck for them; they border not only our territories in Arabia but also Takistan, our ally. It's time that we make them take us more seriously and start with funding the Rafalian Mujahideen. We can't give up on our Sunni brothers. We're supposed to be the defenders of the true faith." the Sultan replied with an obviously stressful voice. It sounds like he is almost pushing for an instant war.
"I know it's going badly for us, but it's time that we push for a serious funding instead. The Sunni rebels need weapons and money and they need them now." the adviser says. She takes a sip of her morning tea.
"Since SFRG has already landed troops in Al-Rafal, we need to land troops there too. Socialist scum aren't allowed in there. Give Al-Rafal a last ultimatum. Intervention will resume if they decline or don't answer. This is the only sane thing we can do without withdrawing." the Sultan says.
"As you wish.". The adviser walks away to the golden door, holding her morning tea with her right hand. She walks out of the palace and gets in her car. She drives to the residence of the Minister of Foreign Affairs. She then proceeds to park her car in the parking lot nearby, before knocking on his door, and walking in.
Another palace owned by the Sultan
Everybody is sitting beside the table. All ministers have been called to a meeting by the Sultan regarding the situation in Al-Rafal and what actions are needed to be taken.
"I suggest that we give them an ultimatum, as you said my Sultan, and then threaten with intervention." the Minister of Foreign Affairs says with a calm voice. "I agree." the Minister of Defense says. "The Rafidhah government of Al-Rafal can't be left alone if our Sunni brothers are in danger there." he further points out.
The Sultan and the adviser each sit on opposite sides. The Sultan watches as the Ministers debate the issue. Once the debates are done, the Sultan takes a sip of his tea before saying "The Ultimatum towards Al-Rafal will be enforced. They have a week."

We, the Defenders of the Faith, have had enough of your suppression of Sunni human rights. SFRG will not help you and In Sha' Allah, we will crush both of you with our swords and weapons. We hereby demand that if you do not step down as Emir of Al-Rafal, and if you do not stop the oppression of the Ahlul-Sunnah immediately, we will intervene, with Takistani support. All your borders are in danger.
