The Grand Vizier* sighed and once again took off his reading glasses. "It seems we are at an impasse, sir." He jotted down a few things on the treaty the Chuporosan Foreign Minister had given him. "I have amended this. Look it over."

1. The introduction of liberalisation of Akbarstan by increasing civil liberties and political freedoms by firstly establishing a democratic government allowing political parties from all areas of the political spectrum to run in elections whilst retaining the monarchy in the form of a constitutional monarchy*.
2. The establishment of an embassy by all foreign nations inside Al Nadah to stabilise foreign relations and ensure the treaty is upheld.
3. The establishment of a Workers Council to allow the civilians to democratically express their workers freedoms from all classes, as well as giving equal rights to women and minority groups.
4. A reform of the justice system to punish fairly and maintaining a secular outlook on justice for the betterment of all.
5. Reparations of £1,000,000,000 - OR the exportation of factory made goods to Chuporosa for 12 years without charges.
6. The withdrawal of all foreign troops from Akbarstan territory.
7. Aid to rebel forces will cease.
8. The rebels are allowed to run in democratic elections as a political party.
9. The punishment to soldiers that continue hostilities after the war has ended being appropriate to that nation taking into account a fair trial.

In one final attempt, Alec ammended the ammended copy of the ammendment to compromise to the highest extent, this was the last amendment that would be undertaken. "Here, the final piece." he said, looking visibly annoyed. He handed the terms back over to The Grand Vizier.

"I'm sorry, but I must not agree with this," the Grand Vizier* said, sighing for what seemed the hundredth time. "The clauses 1, 4, and 8 are unacceptable. Again, we are at an impasse unless you decide to agree with us."

Karl noticed his hand shaking. Shaking quite heavily indeed. "Everything okay, Sir?" asked an commando trooper sitting next to him. "Yes, no need to worry, Feldwebel." There was need to worry though. Major Karl von Gretz´s IV. Imperial Commando Battalion was going to assault an enemy airport in a mere moments. It wasn´t his Battalion that made him worry though. It was on of the few with combat experience in the entire army, after all they were commandos. It was their relief that made him worry, the III. Korps of Füsiliers, an airborne corps of over 30.000 Men, who were supposed to stage an assault on the insurgent base which was coming around under IV. Battalions transport plane. After that, the whole of the Imperial 3rd Army was to arrive, and stage a gigantic offensive on to the rebels, crushing them.

Alec lowered his glasses and looked down towards the table. "You leave me no choice" he explained, "This treaty is for the betterment of your people, if you are called upon to govern humanity, treat them humanely. Don't deny them their freedoms that all humans should have. You have 1 hour to reconsider this generous proposal, otherwise the state of war exists between our nations." Alec added. He stood up and closed the portfolo, putting it under his arm before walking out the room towards his suite from where he began telephone call with the General Secretary.
There was an eery silence as the future of Akbarstan depended on the Vizier's next few words.

The real Grand Vizier rubbed his head, a migraine coming onto him swiftly. The ultimatum imposed by Chuporosa and now a threat by Arvenia were too much to handle. "Akbarstan... in my hands lie the fate of Akbarstan." He sighed, his migraine growing even stronger. "Lieutenant!" he yelled to his aide. "Yes sir!" the man ran in, saluting. "Give me my pistol." "No, sir." "That's an order, Lieutenant." "You can't shoot yourself. Without you, who will lead Akbarstan?" The Grand Vizier sighed again, knowing that he had to somehow come through this. He shooed his aide away, and picked up the phone.

The 'Grand Vizier' pressed his earpiece, accepting the call from the real Grand Vizier. "Yes, sir?" he asked quietly, making sure none of the guards could hear him. "You need to sign that ultimatum. Without it, we'll fall apart. As for this new threat by the upstart nation Arvenia, just ignore it. They have nowhere near the military power to invade us." "Yes, sir," the 'Grand Vizier' said reluctantly. He ended the call. He then picked up another phone and called the Chuporosan Foreign Minister's suite. "Foreign Minister? We've decided to agree to your ultimatum. Just to clarify, our war against these rebels has not ended. We have just settled peace between our nations and these demands will not come into effect until after the war. Good day."

Alec sat in his suite twiddling his thumbs, awaiting a resolute answer. Suddenly the phone rang, he quickly picked it up, "Hello?" he said. It was the Grand Vizier,
"Foreign Minister? We've decided to agree to your ultimatum. Just to clarify, our war against these rebels has not ended. We have just settled peace between our nations and these demands will not come into effect until after the war. Good day." the Grand Vizier said, "Do not worry Grand Vizier, intelligence suggests the rebels are packing up and heading home in the ultimatum of the peace summit, peace will follow shortly. This is truly a historic day for both of our great nations and a step in yours to a better, more fair and equal society. Thankyou for accepting. As of now, the state of war between us had ceased." Alec said grately, placing down the phone. He sighed a breath of relief, and then called the General Secretary telling him the good news.

An old, worn-out car trundled down the bumpy road. An old man, a young woman, and a teenage boy sat in it. As they came upon a Government roadblock, a soldier came out and raised his hand at them to halt. He then beckoned at them to get out of the car. The small family got out and followed the soldier. The man then took a badge out of his pocket, brandishing it in front of him. "Captain Ismael Salehi, Hashashim! Get against the wall! He pointed at a bullet-riddled sandstone wall beside the roadblock. They quickly complied, but looked at the man shocked. "I have evidence that you," he pointed at the old man, "are the father of rebel General Rasheeq Moghaddam! What say you?"
"I...I am not him!" The captain grunted and pointed at the young woman, "And are you to say you are not Moghaddam's wife? And his son?" he pointed at the boy. "No, no, I deny it!" "I think not! Hands up!" They put their hands in the air. The captain pulled out a pistol and quickly shot Moghaddam's father in the back of the head. "Please, please! Spare my son and I!" the woman begged. "There are no laws against executing treasonous civilians." He proceeded to shoot them both. "Sergeant!" he called to one of his fellow Hashashim agents. "Clean up this mess. Bury the bodies, and all evidence, or I will shoot you." "Yes, sir!"

The 'Grand Vizier' exited the Palace of the Government and quickly jumped in his limousine. In 15 minutes, the truce with the rebels ended. "Drive, man, drive!" he yelled at his driver. The limousine skidded away, down the main road. Soon, the 'Grand Vizier' could see the remains Fountain of Triumph and the trenches separating the rebel and Government sides. "Quickly, move! We'll be safe-" The 'Grand Vizier was cut off as a sniper bullet lodged in his throat. "God in Heaven!" the driver yelled before crashing into a wall.
The call rang out on the rebel lines: "We've killed the Grand Vizier!"

A Cobb Island diplomat named Wilson landed in the Capitol and proceeded to the foreign embassy to meet with any other officials who were there.

Cobb Island had changed a lot since the last time they had taken up the diplomatic stage. As a matter of fact, it was now a radioactive wasteland, populated only be a small community of "vault dwellers" who had survived in a massive fortified bunker.

But they were still a Christian nation after all and had their own agenda to pursue.

"Monarchy or Democracy is irrelevant, the diplomat said after he entered the embassy. We care only about halting the spread of radical islam. Which group will contain this menace, and which group will sponsor terrorism around the globe? That is the only consideration for our government. That is the purpose of my mission today."

Upon noticing that New Decius had launched an intervention in the conflict, he was quick to warn the representative from Akbarstan.

"I have noticed that New Decius has decided to intervene in your nation. While our historical records are fragmented, we believe that New Decius has acquired a reputation for intervening in civil wars and then annexing territory for its own purposes. There was another nation that this happened to...it was called the United States of Columbia. Perhaps you have heard of it."

The Chuporosan Embassy in Al Nadah, Akbarstan

Inside the Chuporosan Embassy Conference room, a group of noteworthy individuals are compiling to discuss the recently reported outbreaks of violence in the capital. The buzz of chatter bounced across the room.
"And so the fighting continues." grumbled Ernest Marxil, a diplomat to Akbarstan, leaning towards the man beside him.
"Indeed, the other foreign powers are growing tired of this dictatorship though." said Nikolai Amerov, another diplomat. Suddenly, the conference room door's opened and in walked Foreign Minister Borelov accompanied by Poluglova Mendevlin and another man whom was dressed like a military officer. The men in the room stood up, Borelov nodded and everyone sat down as he did.
"Comrades." he said. "We have little time or reason to fear, the Treaty will be ratified at the end of the war regardless of whoever wins, it is up to us to enforce that law and bring about peace as soon as possible with little losses." he explained, before nodding to Mendevlin who was stood beside him.
"A few moments ago, I was on the telephone with the General Secretary and have implemented the necessary arrangements in coalition with the Communist Bloc and the Soviet High Command to have the indispensable use of the Army, Navy and Air Force - as in trillions of dollars of hardware. This is predicted to fully destroy the Akbarstan Military if needs be, however this must remain a secret and to be only used as a last resort. We wish to educate these theocrats with Socialism and we believe they have a fair chance in changing, otherwise nothing but misery will meet them." Mendevlin informed, nodding back to Borelov.
"What about the other nations?" interrupted Amerov. Borelov glared back, "It is true the foreign nations are growing tired of the totalitarian regime in Akbarstan but we are trying to convince them to limit violent interference, this is growingly increasingly difficult when we see scenes like this - captured from our satellite feed almost two hours ago." Borelov said, clicking a button on a remote that revealed a clip of an Akbarstani personnel killing three civilians. "We believe this is what caused the violence." said Borelov, "But we wish to investigate further before confronting Akbarstani Officials." Borelov stood up and left the room with Mendevlin following, the diplomats were busy writing notes and the chatting resumed.

21:10 - A detachment of Imperial Commandos lands on the Al Nahad Airport via HALO insertion. They quickly infiltrate the rebel garrison and destroy an AA-Battery.

21:30 - The first elements of the III. Korps der Füsiliere (Airborne) arrive. Despite beeing very green, they quickly overhelm the garrison.

23:15 - Lt. General von Bülow arrives on the Field of Battle. He declares the initial landings a total victory. Elements of the IV. Grenadiers and the V. Cavalary are expected to arrive over night. It is planned to launch an assault on the City of Al Nahad tomorrow.

A Message on behalf of the Soviet State

To: Government of Akbarstan

As long as you remain loyal to the treaty, our embassies will remain unarmed and our troops will remain out of your territory, they are only precautionary measures to ensure the legality of the situation and prevent occupation. We call for the stopping of civilian executions without fair trial, it is an example of barbaric brutality that should be sanction. We also wish for a ceasefire between the loyalist forces and the rebels, as the civilians of your nation continue to live in squalor. Diseases like cholera and typhoid run rampant in slums as the war has crippled sanitary measures. The State is beginning to deploy Red Cross aid to benefit the citizens only as it seems they are the true victims of this petty war. Remember, all you need to do in order to end the war is to convert to Democracy, or failing that - an elected Duma that serves the Vizier.

We hope peace is restored as then the Treaty can be active.

Caracasus International Observations

A very ordinary office block in Caracasus. Spies? No, of course not - this is merely an outpost for Caracasus International Affairs and Diplomacy. Who told you that it was full of spies?

Operation Lazy Giraffe had been successful, albeit in a limited way. The attacks, though very ineffective, had managed to kill two "intelligence assets" - both lowly members of the Akbarstani regime. The knock on effect caused more headaches for International Observations. Two Caracasusian agents active had been killed, though no reports indicated that their presence or status was known. Other intelligence assets had gone to ground, which was bad. What was worse was that the war had bought out new assets - disaffected rebels, military members and citizens who had lost their families in airstrikes and bombings. These "assets" had undoubtably provided some useful information, however it was buried in hearsay, speculation, rumour and outright fabrication.

The rebels had seized Akbarstani nuclear weapons, the Emirate had fifty bombers loaded with poison gas on the runway, another nation had fifty nuclear warheads aimed at Akbarstan, The Grand Visier was poised to remove the Emir and his family and seize control of the nation, Akbarstani had a new biological weapon that turned people into mindless zombies

Sometimes too much information is worse than not enough.

1) Gather intelligence and information on rebel groups in the area, including known leaders and members, potential suppliers and ideological leanings.

Loose coalition. Largest movement, The Children of Akbaristan. Lead general - General Rasheeq Moghaddam. Loose collection of broadly left-wing ideologies. Call for democracy, restriction of police state and disbanding of monarchy. Forces unknown. Estimated 10,000 - 40,000 fighters under command of General Moghaddam, with at least three divisions of tanks. Estimated 8,000 - 15,000 fighters under command of other rebel leaders in area.

2) Gather intelligence on Akbarstan military forces, including capacity for air defense, armed force size and disposition and key leaders in armed forces.

Rocket capabilities. Anti-aircraft systems out of date but numerous. Jet fighters - older generation but pilots well trained and reliable. Effective control of airspace. Paratroopers active under air control. Military strictly under the command of Grand Visier. Capability of nuclear weapons - Unknown. Biological and chemical weapons CONFIRMED

Chuparosan forces have seized key positions within Akbarstan. Peace treaty has been negotiated. Peace treaty dependent on Chuparosa not interfering with war on rebels. Peace treaty is expected to last less than a week. 65% chance of Grand Visier taking control of the nation and renaging. 67% chance of Chuparosa breaking peace treaty. 43% chance of invasion by another force.


3) Gather intelligence on Akbarstanian leadership, including key players, relations with other nations and interviews with expatriates.

Leadership. Emir figurehead for fascist totalitarian state run by Grand Visier. Emir still legitimate target for assassination by other nations. Military rule - martial law taken as granted. Key players. [REDACTED LIST] Previous individuals considered important to the continuation of the regime.

The General from the SCA, Fujumori, has been discreetly taken across the city by Government agents, hiding out of range rom rebel fire. When they reached the Government side of the city, General Fujumori was taken into the Palace of the Emir (which is being rebuilt) to meet with Vizier Ameer Mohammed. They sat a makeshift table in the throne room. "I am sorry, sir," the Vizier said, "but the Grand Vizier is not available at this time. I am the only high-ranking Akbarstani official in Al Nadah currently." He took a sip of wine from a jewel-encrusted glass. "What do you wish to discuss?"
