Infantry I understand... But aircraft? Aren't aircraft the primary unit for assaulting Fortifications? The Allies in World War II used aircraft extensively to bomb Axis fortifications, and modern stealth bombers, bunker-busters, and nuclear weapons are all great for attacking fortifications.

I say we commission a tiny, secret panel (maybe three people) before every match to rule on the subsequent fight, and in case the match drags on, they rule on who the probable winner would be.
I think that is a good idea. Another method would be determining the winner via arbitration; before the match, we'd roll a die, or flip a coin, determining the winner beforehand. After that, the RP would fill in the blanks. I think I'd be comfortable with that, but I can only speak for myself. I do like your idea, however.

Personally I support your idea about flipping a coin. It seems to be the fairest way to determine a winner. Or perhaps use a randomiser website?

That kills the fun. Who wants to do an RP where you know that no matter how skillfully you RP, you are guaranteed to lose? It's not even a case of "I know I'm the underdog here, but maybe I can still pull off this fight!", it's a case of "My character is clearly superior to yours but is going to die anyways, to a rather pathetic attack I should have been able to dodge."

That just raises the question of godmodding; where does one draw the line between a genuine victory and a silly fluke?

Godmodding and "silly fluke" are not at all the same thing. Godmodding, as defined on NS, is controlling the other player's stuff (like dictating opposing casualties). Making your opponent lose is not a silly fluke, that's deliberately being a dick.

In all seriousness though, in an evenly matched fight especially, how are we to determine the winner? One person will have to take the fall no matter what, and I fear that burden may fall repeatedly upon a few specific individuals, while their opponents simply shrug and snatch the win they are offered. I am willing to lose in as many instances as will be necessary, but I don't want people to take that as an invitation to take abuse that fact and refuse to toss a match unless commanded to.

1. That's why Frenco's idea of a panel would work.
2. There comes a point when you have to take a loss to be realistic. You'll get an attack you can't conceivably dodge, your character gets ambushed, there's simply no way to survive that, etc.
At the very worst case scenario, you can use your opponents own moves to guarantee a hit on them: trick them into a trap, use the momentum of their attack to make them vulnerable, etc. They can't unwrite what they already made their character do.

I'm fine with that, though I'm not looking forward to fighting Acheronis' artillery-tetrapod with Begemot. Just tell me when the nasty bit's over, alright? *puts hands over eyes*
In all fairness though, Timofei Prime's likely going to hand Samuel Chin his ass on a platter and the Trotskaya/Harrigan fight is going to be a fairly even match. So I'm gambling on Deimos not going the way of Monty Python's Black Knight to make myself even!
