The Russian diplomat nodded and the soldiers led them to an armored limo where they were taken the the Russkayia hotel. The penthouse suite was crawling with Russian soldiers with orders to protect the diplomats.
When they reached the rooms, the Russian diplomat told them that the Philippines would come later as they were under threat by Chinese jets.

he then locked his doors and opened up the suitcase, pulling out several papers

They said that all forces have reached Nepal and most of the Chinese planes have been pushed back but the Chinese were sending in reinforcements and then he handed President Dhar a letter.
