Recently, a network of orbital platforms was successfully launched, to act as defense against enemy invasions, as well as ICBMS. It also has been planned to be used as orbital artillery, as it is capable of high energy pulses which can be as destructive as small nuclear weapons.
But in the control centre in the military city of Decont, central-western Crysuko, a plot of brewing by an organisation of opressed peoples to use it for nefarious purposes. You see, the ponyist populations of Crysuko have been under the bootheel of the government since the founding of the nation in the 1700s, and despite many-a-revolution, they have failed to secure any rights of any kind. They exist primarily in shanty towns on the outskirts of cities and in rural villages where discontent is ripe among the disenfranchised and angry.
And in the past years an organised freedom fighter/terrorist organisation has been moderately active, known as the Order of the Equusian star (OOTES). while starting off as a ragtag bunch of malcontents, they have been come to be a much more organised and formal group with a single goal in mind: to take control of the nation and repay centuries of injustice.
But the government is far from an oppressive one, it doesn't actively mistreat the equines more than it does just flat out not care about them. and while the people may have their grudges, the police and army treat equine criminals no more harshly than they would a human one, despite what OOTES propoganda might say. The crysukon government is the very definition of a nanny state with it's noses in everyone's business, but not in a malevolant way. The leaders allow public input and honestly want what's best for the people, human rights and free speech are very much allowed, and the economy is strong.
so who's the antagonist here?

*SilverEye network primary command and control centre, central Decont*
"you know, I don't think we need this level of security" said Acron Deren to a friend sitting next to him at a control console "we're in the middle of a very military city, there's a garrison not far from here and we can call on any kind of support we need. It just seems...excessive to me. Almost as if the higher-ups are expecting something"
Kerai Leresk turned to Acron "Well, you never know. OOTES has been getting more restless lately but they wouldn't make an offensive on this place. Never in a million years, an attack on this facility of any kind would be utter suicide for the attacker." He said motioning towards his console, showing the status of the automated defense network. "all systems-" he cut himself off, noticing a few red blips. He put his headphones back on, tapping at his keyboard.
"what is it?" asked Acron, looking ath is own screen and seeing a similar report from the transmission control. "base station transmitters not responding, I can't get a clear status" he said worredly. The report from Kerai was no better "IFF control has been scrambled. I can hold lethal force offline from here, but I think we're being attacked" he sighed. both men flicked through several more status screens. Power systems, command lines, satellite control...all offline or unresponsive. An attack was indeed underway, but from who?
"condition red. repeat, condition red!" issued an automated speaker "we are under attack, this is not a drill!" it sounded, red lights activating. Karai and Acron dashed to a weapon locker, getting a rifle and body armor. "we just had to jinx it, didn't we?" groaned Karai. Acron nodded sadly "and if it's OOTES that's here I will seriously be upset" he complained. "come on, if we can get to a panic room, we stand a chance of making it out alive. we can wait it out". They rushed out of the room they were in, seeing several dead guards. "Vis wounds" said Acron kneeling down "OOTES it is then" he sighed, hearing running from around a corner.
Both of them stalked carefully down the darkened hall, the panic room they could take refuge in not far from there. They came to another corner, and saw several Equines talking. both men shared a glance, silently agreeing to be quiet and listen.
"Secondary command relays have been secured" said a somewhat high pitched voice "automated defense core is also in our hands, primary command lines and satellite control will be with us momentarily, power should be back any second as well. IFF systems have been reprogrammed for our use". Both men's hearts sank. How could this have happened so fast? where did they come from?
"very good" replied a female voice "sweep the area, and check for survivors."
"yes sir!" came several replies.
Karai and Acron nodded to each other, waiting for them to scatter. after a while, Acron poked his head around the corner, the entrance to the room in sigh. They creeped up to it, Karai inputting his code. "at least out auth codes are still working" he whispered. Acron looked around, keeping Karai backed up. after a few codes were put in and a bio scan taken, the thick door swung open. They stepped inside and pulled it closed behind them. "we can deactivate the entry pad from here, if we stay quiet, they shouldn't find us" Said Acron setting his rifle down and turning a light on. The room was fair sized, having a terminal, some provisions and medical supplies and even a working lavatory and some beds. if they rationed and were quiet, they could easily last a few weeks in here. the room was intended to supply upwards of 10 people for a few days, but just 2 made things easier.
Karai sat in a weathered chair in front of the terminal, turning it on. "looks like power's back. give me a moment and i'll have a status report" Acron sat on aside, taking his equipment off "I don't understand, how could they have secured this facility so quickly? they must have had inside help, but to what extent?" he mused. Karai turned around "I can hazard a few messages to central, but no more than that. Best I can do is just keep an eye on things" he said, stress obvious in his voice.
"Just tell them what's happened and to be quick about sending help. It will take a multinational effort, if we tried ourselves, the network would thwart any attack before it even started. If we get people coming in from multiple angles, then we stand a better chance" Karai nodded "i'm no general but that's probably what they should be thinking too." he said typing the message out.
A while later, a reply came through on an encrypted channel. "good news, acron. We have an encrypted channel to send through to command. As long as we're careful, we'll be in the clear" Acron walked over "yes, but what does their reply say?" he asked impatiently. "I was getting to that" frowned Karai. "just as we predicted, calling to the international community for help." Acron sighed "if i'm not mistaken, the capital will be pretty busy in the coming days"
