Telegram directed to the heads of government/state of the world:

To whom it may concern,

On behalf of the president of Argentola, Ricardo Cobos, I hereby invite all the nations of the world to participate in the Viedma Convention that will take place in two weeks in the capital of Argentola. The purpose of this convention is to bring the various nations of the world together. Among the issues discussed will be human rights, nuclear weapons, development aid and other international concerns. We hope, with this convention, to encourage international cooperation between all nations. We also hope that this convention will lead to the creation of a international body that will ensure that international laws and protocols are upheld.

In Viedma, the Grande Hotel Cobos was being constructed and would be inaugurated the day before the start of the convention. It had three large assembly halls, two of which would eventually house the two legislative bodies. The Grande Hotel Cobos had been commissioned by the president a few years previously and had been built in a Neoclassical style. A great many statues and busts had been specially made for the Hotel. Most of the building had been paid for by the president himself, out of his own pocket. The newest runway at Viedma International Airport had just been completed and would be entirely reserved for incoming flights from the delegations. After all the money that had been put into the organisation of the convention, the president really hoped that someone would show up on the date of the convention. The Gendarmeria Nacional of the Adolfo Alsina department would be mobilised for VIP protection for the duration of the convention. Now that the telegrams had been sent out, all the president could do was wait.

Ask President Cobos to tell you whom he thought most likely to attend his pet convention in Viedma, and you'd probably expect to hear him mention the king of rock 'n' roll before he'd admit to expecting the Secretary of the Kurosite People's Republic of Dra-pol.

Yet Comrade Secretary Kim Hyun-ki was, apparently, the first to respond to the Argentolan communiqué in the affirmative. A Drapoel delegation would be attending the Viedma Convention, "circumstances permitting".

Da'Khiem did not specify precisely what circumstances were likely to interfere with the Secretary's plan, but anyone particularly well read in Drapoel aviation, Pacific-rim geopolitics, and the distance between the southern end of South America and the northern two-thirds of the Drapoel peninsula might conclude that the issue was one of logistical stumbling blocks. A Beddgelen DAG-62D as operated by Ch'ŏllima Airways was, according to popular wisdom, the longest-legged aircraft in the Drapoel inventory and capable of ranging some ten thousand kilometres at a stretch. Well, that would get Kim little more than half way as the crow flies, and he certainly had no desire to take a direct course through hostile Yashiman airspace. It appeared that the Drapoel would have to refuel in some other nation along the way, and the prospect of merely visiting a single foreign state -besides perhaps Spyr or Beddgelert-, let alone more than one, already made the Comrade Secretary slightly uncomfortable.

Still, Da'Khiem's brief response to the invitation made no specific mention of this problem, and the Central Directorate presumably intended to find a way around it. Quite why the oft-described hermit state had even acknowledged Romulusconi's message, let alone agreed to attend an international conference half the world away, remained anybody's guess.

"Now explain to me why, when on top of all the other shit the CII is dealing with we should bother sending anyone to yet another International Conference?!" Delem half-asked and half-exploded towards his personal staff.

His foreign affairs minister opened her mouth to speak before his son cut her off, "Because Dra-pol is sending someone." Agnug said with a flourish.

"What?" Delem asked in much more quieter tones, not sure if he heard that right.

"Dra-pol is sending a diplomat to the Viedma Convention, circumstances permitting of course." Agnug said, repeating himself but keeping all irritation out of his tone. Even as the son of the President he couldn't be too sure that his dad wouldn't lash out in a moment of anger. With the recent crackdown on Hinduvata terrorism in the nation, everyone in the government was tense and it was making Delem Brahma's already explosive temper reach epic new heights.

Delem mused to himself for a few moments before making a decision, "Then we will send our own diplomatic delegation as well." On an official level the Commonwealth had no relations with Dra-pol but the Indonesian nation had no qualms with them, in fact due to both nation's mutual hatred for the Yashimese Empire the CII's official view on their control of the Dra-pol Peninsula was that it was occupied territory that rightfully belonged to Dra-pol.

A message was then sent out to Argentola's government, state that the CII would be attending the Convention but did not reveal who the official delegate would be.

President Bantu produced a brief chuckle. Nilosahara was a world leader in the number of human rights condemnations recieved, suspected by jealous colonialist powers of attempting to acquire nuclear weapons, and had recieved no developmental aid from any colonialists as compensation yet. He thought the above list reflected quite unfairly on Nilosahara's advancements to date. What colonialist nations could say that they applied affirmative action policies with as much vigour as his campaign against the Sael thieves and oppressors to correct past wrongs? What colonialist nations had defeated a communist insurgency and secured an enduring peace inside two weeks?

Bantu thought of going to the delegation himself - what the world needed was to know the true Nilosahara - a dynamic, efficient, and innovative regime that was unfairly condemned and misunderstood by the world.

Having been invited to the conference being held by Argentina was quite a surprise to President Jack Demanin - the event was extended to all of the world, true, but even then had he not ever experienced in these types of events receiving a telegram or communique addressed directly to him, and smack dab on is desk to boot. However, there was the unfortunate trouble of finding the proper officials to attend such a conference. Northwest Americana, only birthed into the world twenty years ago, was still struggling to manage internal government problems - most government revenues had gone to propping up the nation's economy (which was growing) but such sectors like the Diplomacy Department or the nation's Customs and Immigration Services were either vitally understaffed or subject to incompetent workers appointed solely because of political ties. President Demanin had been elected in part because he promised to get the nation more involved in international affairs, but it was hard to do that when most of your diplomats were blowhards.

"Hey, Jack."

The President looked up; Secretary of Diplomacy Jack Lotkin had strode into the room after being told that the President had an urgent matter for him. Part of the reason Lotkin had been appointed to the post was his honesty, calmness, and what the President called " typical Northwest Americanan rationality". The fact that he had good looks helped win over the media too (here, they loved the young 'uns).

"I need you to see this. What's the course of action we should take?" Demanin slid the communique across the table. Lotkin picked it up. A curious look stretched itself out across his face.

"I really don't see why we shouldn't send somebody. We don't have anything to loose in terms of the world stage, and perhaps we could gain a little respect instead of just being regarded as a backwater in the Americas."

"There is, of course, the matter of who we send. The department is drastically overstaffed. Everything is going to infrastructure development and God knows where else."

Lotkin shrugged. The President could be too cautious sometimes - always he desired MORE and MORE data, and could never reach a decision. "Why don't I just go and bring along a couple of attaches? So we're running low on a couple of junior and senior diplomats-"

Demanin cut him off. "Well, I just think its a bit embarrassing we're going to a big international conference, when we don't even have enough diplomatic staff to open embassies in all countries, yet were negotiating with them there."

"Well, we can't just fester in isolation until Parliament fixes things. Not only will we be here until Hell freezes over, our isolation might scare off foreign investment 'cause no one knows a damn thing about us," Lotkin remained adamant. In order for Northwest Americana to attract foreign attention, it had to do SOMETHING. No country that has been a hermit has survived the test of time.

The President spun his swivel chair so his back was facing his desk and Lotkin; his eyes looking out the window giving him a view of the Vancouver skyline. Sending Lotkin to go would not make friends among his party, but Lotkin's works about opening up nagged at him.

"Fine, go," said the President; hoping to make the Diplomacy Secretary feel his ass was throughly kissed, he added, "show them that known Northwest Americanan rationality I hired you for."

The invitation to a convention in Viedma is received with great interest in the People’s Republic of Spyr. While negotiations ongoing concerning sea law and a general agreement on tariffs, trade, and services had shown that the world was moving towards a new stage in international diplomacy, there was little belief that a conference would be able to birth a cohesive international organization, nor desire amongst the Spyrans to reach such a goal. But, the bilateral agreements favoured by the PRS were often dependent on forming personal relationships with foreign leaders and diplomats, and assemblies such as this were often of great use for such trust-building... indeed, Reiden Harsk, elderly Secretary of Spyr’s Diplomatic Committee, had been the face of the country at many such meetings in the early year of the Cold War. Now, it seemed, an opportunity had arrived to play that role once more.

There were also regional considerations encouraging Spyran presence at the conference... Argentola had long stood a middle ground in the Cold War between the free world and the feudalists, and at times seemed to take a position between even the capitalists and socialists who comprised the ‘free’ nations. Its future leanings were naturally of great interest. Though attempts at contact seemed to have been rebuffed, Spyr also had significant interests amongst the Inka to the north... an ideologically-untouched society with untapped markets and social structures that could be shaped in alignment with Progressive views. Managing that relationship would be far more complex, but a better understanding of its South American neighbours could only help.

With a war breaking out in Europe, a lot to do to bring NATO up to shape, and a lot of other conferences going on, Germany and Cassanos were having trouble finding suitably high-ranking officials with some spare time.
While the issues of human rights, weapons regulations and development were very important to both nations, neither their heads of government nor foreign ministers were free.
Still, they each sent a delegation comprised of under-secretaries and other officials and experts, as well as the German Minister for Aid and Development and the Cassanotian Minister for Economic Questions.

Prime Minster Semaryiab sighed as he continued sifting through the inevitable accumulation of papers that had risen over his desk. Most of it was the usual- Economic reports, documentation of domestic issues, and the like. However, an invitation to a summit was a refreshing change. Reviewing the paper, he nodded to himself. This would be a good way to introduce Kremistan as a serious player on the international stage. He had a feeling Leo Demidov would be earning that Minister of Foreign Affairs title shortly...

as president david was thinking that this would be a great chance to show the world that the republics could be a power on the world stage he was blindsided by his advisor speaking.
do you think we should send a diplomat ?

no one knows who we are no one even really cares who we are.
