Radovno Pulik leaned into the microphone.

"I am fully dedicated to ensuring that the Scadi government, as any other government in this League, does not maintain or possess biological weapons. While we cannot be certain about the Fever Paper's validity, it creates a question which does need an answer. As the Takivaj representative stated, finding that answer belongs in the ICJ."

Ambassador Paticim turned to the representative of Kravato:

"I will not be exposing any secrets by reminding that Doctor Gavi Salda, who was a Lesvan doctor dispatched to Kravato to combat the Sapli Fever, was arrested by the Throngist regime upon his return to Saela, because he was a key witness that could expose this entire Sapli and biological weapon conspiracy.

The current Scadi regime, trying to look better in comparison to the Throngist regime it overthrew, has released Dr. Gavi Salda and sent him to Kravato, as an envoy, to pass down an intelligence file from the Throngist intelligence archive that the Scadi regime obviously now had access to, after taking over. That file was reportedly given by Dr. Salda to the government of Kravato.

My question to the delegation of Kravato for confirmation would be - did that file from Lesva itself, passed down by the Scadi regime and from the hands of Dr. Salda, confirm or not confirm that a biological weapon was indeed created in Lesva from the virus samples of the Sapli Fever?"

Jeffrey Smith, Renetian Ambassador to the International League, rose to give a brief statement.

"The delegates from Ainslie, Kravato, Verska, and Takiv all raised good points that I will spare this body from repeating. What I wish to focus on is the believability of the allegations. Would it not be simpler to use more natural types of poison to discreetly dispose of a political leader instead of developing a biological weapon? Biological weapons need to be developed and tested beforehand to determine their effectiveness. You would save a great deal of money and resources by electing to use natural poisons over a biological weapon that could easily be traced back to its builders if they cannot cover their tracks. Why would a complicated option be used when a simpler solution is available?"

Smith sat down and awaited the response.

My question to the delegation of Kravato for confirmation would be - did that file from Lesva itself, passed down by the Scadi regime and from the hands of Dr. Salda, confirm or not confirm that a biological weapon was indeed created in Lesva from the virus samples of the Sapli Fever?[/i]"

Pulik stood. "The findings of the paper are mostly confidential, but I can confirm that the Lesvan government, passed down to the Scadi regime, had utilized Sapli Fever in a weaponized fashion at least in one case. Even if so, it is a matter for the courts, not this assembly, to decide."

Altrecht stood up.

"While we understand the reasoning to start an investigation into the Scadi regime that currently holds power within the territory of Lesva proper aside from Cane Islo, we believe that such an investigation would be out of the general jurisdiction of the League. As such, we do concur with the Kravatan delegation that such a case is outside of realms of a legislative body, and should be presented before the ICJ, in order to conduct a proper criminal investigation before a judicial body. We believe this would be the course of action, we there has been evidence of the Sapli Fever being used as a biological weapon by the former Throngist regime. While we may or may not have the power to send this case to the ICJ, we can make in-roads for this case to be placed on the docket of the court, given there is enough substantial evidence to warrant an investigation."
