Stephanie sent a resolution to everyone's tablets and went up to the podium to describe what Polar Svalbard had just put forth. She looked around, "My fellow delegates, Polar Svalbard puts forth what we find to be an important resolution. Something that while not an issue now, will soon become an issue as genetic research marches forward. Thus Polar Svalbard has penned the Mortal Dictata." She read the resolution.
Resolution 10: The Mortal Dictata
The Assembly of the League of the Western Isles

Recognizing that the field of genetics is becoming larger and larger and that it provides tremendous possibilities for Humanity;

Convinced that science is inherently neutral and can be used for both good and evil purposes;

Resolute that genetics must not be used in immoral ways;

Therefore;
1. A human being shall be defined as a person recognized and accepted by a reasonable layperson as being human on basis of form, behavior, or external appearance, and no authority shall be permitted to use any element of a genetic profile to exclude a person from that definition,
2. A human shall not be restricted, selected, or subjected to discrimination on the basis of their genome or genetic profile, whether altered or unaltered,
3. A human shall not be brought into existence with the intent of providing biological material or research data for the use, treatment, or benefit of another,
4. A human being shall not be subject to any commercial claim, patent, or restriction, whether altered or unaltered,
5. A human being, regardless of their genome or introduction of non-human or artificial DNA, shall not cease to be classified as a human under any circumstance,
6. No human being shall be subjected to genetic alteration except in their express and informed consent, or, in the case of a person under 18, with the consent of their legal guardian for the sole purpose of correcting a health defect in their child.
7. A human being or part thereof may not be owned by any individual or organization,
8. A human being shall not be cloned.

"Delegate I don't think you read the actual resolution, basically the gist is that you cannot bring a human into the world with the express intent to use them for medical or other purposes. That is a screwed up version of slavery, and one that we cannot allow to happen? I do not see where this would send us ten years back."

"This alone is nonsense. We do and will 'discriminate' against those who cannot do certain jobs as efficiently as others."

"The definition of what is accepted as human seems to exclude certain humans that may not fit the definition such as those that may be deformed such as conjoined twins or those with natural possessed bodies that may not resemble the average man or woman. Another issue that may cause concern for Covonant is that concerning age of consenting to use of genectic alteration. The age of consent in the Union for most event is 21 with 16, 17 and 18 being granted for certain events, but according to our Charter, one may exercise full rights upon turning 21. I am sure most nations in the Western Isle have different age of consenting which may cause conflict with granting one access to genetic alterations."

On Government: Checks and balances and ways of stopping things from happening are the only things that provide a stable government and a stable society.

On Democracy: It is a very neutral thing. It can be the best way of ensuring a reasonable government, or it can lead to genocide in the name of 'the people'.

On NSG: I believe the technical term for you people is "malformed conscience".

On society: Until reason and science become cool again, the "enlightened" who profess both but practice neither will continue to gleefully chip away at the bedrock of human society.

Stephanie smiled, "I see your point on the Age of Consent and it shall be changed accordingly, but where does it exclude certain humans? It is supposed to include every human no matter what they look like or how their genome has been altered."
