Valcouria wrote:Englund bristled slightly at the blatantly imperialist demands of Naniyyolia, and without hesitation rose up to speak.
"His Imperial Majesty had warned that you would try to take more than what you would claim," he accused, glaring at Kira with unmistakable hatred. "I think I speak for the Empress, the Emperor...and all decent society, when your claims are all rejected," he finished, taking his seat again and mopping his brow before turning to the British delegation. "As for South Hadian, there are many reports that suggest that the United Kingdom was behind the demands made of the Empire, and that the United Kingdom itself has duplicitously been acting in the name of South Hadian, against their wishes," he added.
"Unlike the Valcourian representation," Kira practically snarled at Englund, "the Empire is open to negotiations with respect to its terms; the demands given are a maximum, not an unbudging and wholly unreasonable minimum. You should thank your false god that the Empire is not exceptionally inclined to continue fighting and further annihilating your pathetic barbarian state, as it could easily enforce those demands and much more. And the Empire may very well do so, and wipe your pathetic state from the map, if you do not-"

The Magistros cleared his throat loudly, and nodded gently. "Again Her Utmost Supremacy makes valid points, though bluntly so. If the Valcourian representation rejects the Empire's terms, and similarly, the Empire has already roundly rejected the Valcourian terms, then it is therefore necessary that a compromise somewhere in the middle be reached, if peace is to be had."

"I'd like to make a compromise at this point, so that this entire peace conference does not fail. First, nothing should happen to Polio, for it no longer exists (it CTEd). Second, South Hadian should go back to the North, for all the reasons that I have stated before, in addition to the widespread sentiment here that the Hadian Isles should be reunified with the Grand Alliance suffering no penalties or reparations in turn, a proposal that almost has Lord Koopaman's backing," added the Foreign Minister.

Kira nodded. "All agreeable, at least potentially. In all honesty, the Empire would be willing to drop most of its demands, provided only an admission of defeat on the part of the enemy side and a token concession or two. The Empire's chief concerns are the mere principle of the matter, and ensuring that the so-called 'Grand' Alliance does not meddle any more in the future. But the Valcourian state must learn reverence toward its better, and that is final."

Suddenly, after finishing his conversation with Baron Lynwood, Lord Koopaman finally spoke up and haughtily said, "So, you're the Kira that's been trying to..do so much huh? I never imagined you being so young, like a high school girl," conveniently ignoring his own youth, "that said, I've decided to give my endorsement of my Foreign Minister and Baron Lynwood's compromise, up to this point at least. However, I'd like to add a counter-demand of my own: the Grand Alliance should not be dissolved, if your Silverwood is not willing to get dissolved either. In addition, you expect reverence to who? You're no goddess, least in my -and most of the world's- eyes at least."

Kira emitted a low, annoyed-sounding growl, almost animalistic in nature. Then, she sighed and leaned over on her fists. "Certainly, I could prove such notions wrong ... in a different setting from this."

The Magistros interrupted. "The matter of Her Utmost Supremacy's divinity, and for that matter her age, are irrelevant to the discussion at hand, in any case. As for the Silverwood Coalition, as it currently exists, ... it is only intended to exist, and therefore only will exist, so long as the Barbarian Confederacy of Bainbridge exists; if that should be no longer than the end of this peace conference, or for years to come -- yet still fleeting in the view of the eternal Empire, surely -- is another matter entirely. If the Confederacy disbands, so too will the Coalition.

"As for South Hadian, there are many reports that suggest that the United Kingdom was behind the demands made of the Empire, and that the United Kingdom itself has duplicitously been acting in the name of South Hadian, against their wishes," he added.

Mr. Abraham Weatherall, First Secretary, turned to the Valcourian diplomat and cynically smilingly said, "It is a joyous day to see that there is a second individual working at the Valcourian diplomatic service, and that the King-Emperor is not the sole diplomat that the Empire of Valcouria has got! At any rate, I would like to reiterate the Foreign Office's own response to this issue, which has been reiterated by the Foreign Office countless times, that this information is not only inaccurate, but is entirely false, baseless, and inconsistent with the principles with British foreign policy and is simply not the way United Kingdom operates internationally. The Foreign Office has of course seen many of these reports, and as is befit conspiracy theories found in self-aggrandising blogs of otherwise unknown and disreputable individuals, these claims are so laughable and nonsensical that surely the Empire of Valcouria is either not thorough in their research, or is using these claims based on conjecture to further their own imperialistic ambitions. The legitimate Government of the Republic of South Hadian has spoken, and has demanded that the Empire of Valcouria leave the South in its entirety. If you had any lingering doubts, the Empire of Valcouria could have had requested to be permitted to send an envoy to Soul to see that we had minimal presence in the South Hadian Government and their policies, but instead resorted to an outright declaration of war, believing that you could force a coup and change the existing regime.

"I appeal to the international community on behalf of the United Kingdom of Great Britain and Ireland, and indeed the South Hadian families who have lost their loved ones, to recognise that it is indeed the Empire of Valcouria that has been behind the murders of countless individuals in South Hadian, and that British, Niyasuragu, North Hadian, South Hadian and Rurikian security forces have been working hard trying to stop further crimes against humanity from occurring in South Hadian. Allow me to play a video from exactly twenty-three days ago to show some of the atrocities committed by the Empire of Valcouria in the past in South Hadian."

Mr. Weatherall mirrored the video on his laptop's screen unto the projector in the room, which lit up against the wall, showing the following video.

The British Broadcast Corporation
Civilian family found dead in Hadian

A tragedy has taken hold of this hitherto sleepy hamlet in South Hadian.

The house and the surrounding is shown for fifteen seconds. More shots from inside the building are now shown as the report continues.

An entire household were discovered slaughtered in their own home. Witnesses report that every home in the hamlet was raided by armed men. The residents of this once peaceful hamlet are now very fearful after the local council reported that at least twenty residents had died, with dozens more missing. Law enforcers have been summoned from the nearby city of Petrycau to assist in searching for the missing individuals.

The scene changes to an interview. An elderly man is being interviewed with his face deliberately obscured by the darkness in the room. The man speaks in his native Hadian tongue, but a BBC translator's voice is heard in the background translating.

"They came in the pitch black. They broke into our homes and interrogated us. They threatened to kill me, my wife, my daughter-in-law and our grandchildren if my son refused to answer their questions. They asked about a resistance movement that we had never even heard about. They began beating me when my son did not know the answer to their questions. They beat me here, here and here [The old man shows a black eye and reddish and darkish skin around his neck and his adam's apple]. My skull was fractured and I needed to get immediate medical attention, but they denied me that till they were certain that my son really did not have any information that was useful to them. They hit my grandchildren several times after they had tortured me severely."

A second interview is taking place. The face is once more a silhouette and cannot be recognised. The interviewee is a fifteen year old female teenager, who speaks fluent English.

"It was ten past midnight when they broke into our home. I live with my nineteen year old sister and twelve year old brother. Our parents were travelling to a village to the north overnight to sell their farm produce. All three of us were asleep when they came. They questioned my brother about a gang, I think. When my brother could not answer their questions, they... they... they did things... [The girl begins sobbing hopelessly] my sister, my brother I were forced to do things with each other. Things that are taboo in our society and in other societies. We have become outcasts after we were... disgraced. I wish they, the locals, would understand that we resisted doing what is an abomination in our minds also, but were forced to do it. We did not enjoy it; we were humiliated. I... going to school is a struggle now when none of my former friends even so much as look at me. The headmistress has already announced that I may get expelled. My parents worked very hard for my siblings and I to get an educations and now... it's all been for naught. I wish I was dead. [The girl shakes her head and is crying so intensely that she can no longer utter another word."

The BBC also interviewed Vice-Admiral Villeforte who had the following to say.

Scene changes to that of the Vice-Admiral.

"While it is understandable that the citizens of the Republic of Hadian are willing to fight for their freedom for an oppressive, tyrannical government that the North imbues, it is deplorable to think that both sides resort to this level of barbarity in trying to achieve their goals. War is dirty business, yes, but the foundations of society-faith, family, and prosperity-should not be infringed upon."

Most in the hamlet however appear to believe that the raiders were Valcourian soldiers disguised as civilians. According to the same locals, their interrogators questioned them with accents that gave them away as Valcourians. Those less cynical are wondering why Valcourian security forces were not there to protect them from the raids.

This is Kasia Madera reporting live from South Hadian.

Englund watched the report in silence, then whispered a few things to the Empress before replying.
"How convenient that the United Kingdom would blame the Empire for provoking dissension in South Hadian," he quipped. "After all, it is not as though Britain would have anything to gain by doing so," he added, glaring at the British delegation. "This propaganda is unworthy of consideration as credible evidence, due to Britain's support of North Hadian in destroying the South," he finished, waving casually with a hand as he glanced around the table for a moment.

"If I could be allowed to make a suggestion, it is the opinion of the Diplomatic Service of the Empire of Cyrod that the territory presently comprising the Kingdom of Thrasz should be divided into three sections; the first section of the Kingdom of Thrasz would retain the identity of the Kingdom of Thrasz and remain under the sovereignty of the State of Valcouria, while the second section would acquire the identity of the Imperial Colony of Theratsuntsu, remaining under the sovereignty of the State of Naniyyolia, while the third section would be a permanently demilitarized condominium between the Kingdom of Thrasz and the Imperial Colony of Theratsuntsu. It should be noted that the Empire of Cyrod is willing to alter its official classification as an Empire in return for this particular compromise between the member States of the Collingwood Treaty Organization and the member States of the Silverwood Coalition, as well as unilaterally assuming responsibility for reparations for damages incurred during the present conflict."

"You know as well as we do that British media has traditionally been unbiased. That report that we have all watched is proof of that. The media, the BBC included, has time and again targeted the British Government, so there is no credibility to any accusation saying that British media is propaganda. The United Kingdom does not directly support North Hadian, but rather South Hadian. As South Hadian wishes to return to North Hadian, and has asked us to expel all Valcourian forces that remain, and as allies to South Hadian, we had no choice but to answer their call for help," said Mr. Weatherall, still cynically smiling. "How funny, however, that you have disregarded our accusations of blatant Valcourian imperialism. Couldn't Valcouria send a team of inspectors to Soul to see for themselves that the South Hadian Government demanded that Valcourian troops be removed from the South independently without British influence?"

"We are more than willing to discuss peace, as soon as the Empire of Valcouria stops trying to paint us as a warmonger," said Ms. Emma Ricefield, before turning to face the Valcourian diplomat. "Unfortunately, with your current peace demands, we are afraid that is simply impossible."

"In addition, to what Cyrod has offered as a compromise in Thrasz, I would like to support a reunified Hadian under the Northern banner, for the Valcourians' position in South Hadian is currently tenuous at this point in time and that from reports made by the SS, there are many elements of South Hadian society that wishes to reunify the North. Once again, in exchange, the Grand Alliance should not be disbanded or have to suffer from any further consequences beyond what Mr. Superbus has just suggested," added the Grand Duke.

Kira considered this for a long moment. Finally, she showed the phantom image of a new map, this one just of Thrasz.

http://i.imgur.com/AGI0tnK.png

"This is, essentially, a map of the current de facto control of the island system that the Valcourians dub Thrasz, with minor adjustments, reflective of possible consolidations to avoid splitting through densely populated areas. My proposal is simple: the Valcourians be allowed to keep the two still-contested cities, and the Empire merely keep what it has taken. The Imperial Colony of Theratsuntsu will be established by the previously mentioned terms, with the exemption of the territory shown in blue, and the Kingdom of Thrasz will be duly downsized to a mere Archduchy, as would be necessary for the Valcourian state, as a mere kingdom, to claim any sensible right to rule over such vassal -- as the Imperial demand that Valcouria, as well as Lacewing's hive, abandon pretense of the Imperial title continues to stand, of course.

The black border line," Kira continued, "demarcates the de-militarised zone, which will be five miles wide. Any intrusion into this zone, firing into or over this zone, et cetera, et cetera, et cetera, would be an aggressive act leading to war by the fault of the offending party. Additionally, the Archduchy of Thrasz may only service non-military purpose fleets, with all military naval vessels being banned in its ports, unless with explicit written permission from myself to base a specified number of military vessels, which will in all likelihood only be given in dire circumstances involving a threat to global security so great and so universally recognised that even the Empire and the Kingdom of Valcouria can agree to enter together into a coalition against it."

Kira paused again, thinking over additional terms briefly. "... The value of the land thus ceded to the Empire, as determined by Imperial auditing efforts at a later time, would be paid to the Kingdom of Valcouria." She glared almost threateningly at the Cyrodoon dignitary. "And of course -- especially given the Cyrodoon government's ... penchant for legalistic manipulations -- ... these terms are to still be considered only under Imperial legalism, and thus ultimately subject only to my absolute word as law. Not the words of some Cyrodoon lawyer who fancies him- or herself clever, mind you."

Diplomat Englund whispered a moment to the Empress before speaking in response.
"There is no consideration for any degradation of the Empire, or its status or holdings," he said bluntly. "His Majesty had stated that the demands presented were the only negotiable ones," he added, glancing at the Empress for a moment.

"In all technicality, the Diplomatic Service of the Empire of Cyrod understands that the relationship between the State of Valcouria and the Kingdom of Thrasz is that of a dual monarchy, rather than a vassal-overlord relationship, and so the maintenance of the current designation of the Kingdom of Thrasz does not contradict any proposed alteration in the official designation of the State of Valcouria. I would also suggest that it might be an excellent gesture of good faith from the State of Naniyyolia to either allow for the Kingdom of Thrasz to possess two hundred percent more territory, with the assorted organizations of the Empire of Cyrod compensating the State of Naniyyolia for the losses, with the understanding that half of the additional territory would be designated for Cyrodoon occupation, with respect to the pre-existing condominium agreement between the States of Valcouria and Cyrod, and that the other half would be a three-way condominium between the States of Valcouria, Cyrod, and Naniyyolia, for the purposes of building trust and cooperation between our States. I would also like to suggest that the interpretation of the treaty that results from our present conference be left to an impartial third party, or an international council of impartial third parties and interested parties, for the purposes of ensuring no corruption on the part of any potential arbitrary interpreters; while the State of Naniyyolia may possess proof of its own incorruptibility, the rest of the States in the world do not, and there is no guarantee that your Sovereign's perfect morality might lead it to misinterpret the treaty in favor of the State of Naniyyolia, where an impartial treaty would not. I would also like to suggest that if the State of Naniyyolia is so distrustful of the State of Valcouria in the posting of military forces, even outside of the designated demilitarized zone, that the entire Thraszian archipelago should be declared a demilitarized zone, with the sovereignty of the individual territories being ratified and guaranteed inviolably for all time."

Kira sighed and rubbed her forehead in annoyance. "The pithy barbarian diplomat tires me, Gojimi," she muttered in Nanandarin; it was the new tongue, not the old. Clearly she didn't particularly care if anyone could understand her as such, but was directing her words at her Magistros.

The Magistros was beginning to become annoyed as well, in his own subtle way. He stared at the Valcourian diplomat with his dull, glossy oculars. "The Valcourian representation will acquiesce with reasonable Imperial demands," he said. "Otherwise, peace simply cannot be had. Furthermore, the host and mediator is advised in no uncertain terms to affirm that the Imperial party is the one in the position to make demands, not the Valcourian one, and make every possible effort to pacify the belligerent tendencies of the Valcourian representation."

Prince Herald gave the Magistros a good-natured smile. "No, both my Father and I used very neutral terms. All we know is that Thrasz is a jungle with no potential. I'm not sure why you want it"

The conference room suddenly and inexplicably went completely dark, and from somewhere a low-level feminine cackling could be heard. Suddenly, a dark purple vortex of energy swirled into the room from the doors, converging on an empty seat a few seats away from the Nanan delegation, and next to Princess Twilight. The energy condensed and the lights blazed back on to show Nightmare Moon herself sitting on the chair, her dark form almost seeming to draw in the light as she flashed her sharp teeth at the other diplomats.

"I suppose it would be reasonable to stop calling my hive the New Changeling Empire since I haven't evolved to be an Empress like Mother." Lacewing admits. "Would that be acceptable to the Nanan delegation along with a reduction of Cyrod's proposed 200% increase to just 50%?"

Cyrod wrote:"In all technicality, the Diplomatic Service of the Empire of Cyrod understands that the relationship between the State of Valcouria and the Kingdom of Thrasz is that of a dual monarchy, rather than a vassal-overlord relationship, and so the maintenance of the current designation of the Kingdom of Thrasz does not contradict any proposed alteration in the official designation of the State of Valcouria.
The Magistros shook his head. Kira was by now just boredly hunched over the meeting table with her eyes closed, trying to regain her composure.

"The Empire has budged every last millimetre it is willing to on the issue of Thrasz. The Empire is at this point even giving up some occupied land in Thrasz, for the sake of the convenience of all parties involved; it will give no more."

The simplest way to do this is to sever its ability to project its power. Additionally, while Thrasz is indeed but an unsettled jungle, it holds much potential for colonisation."

Nightmare Moon scowled disdainfully at Naniyyolia's delegation. "We have no intention of yielding Our Viceroyalty to insolent, upstart worms like the so-called Empire of Naniyyolia; Our new Kingdom predates your petty state's oldest forebears, and We shall not suffer its dignity to be despoiled by snakes like your lowly sovereign. Our Viceroyalty shall remain whole and unmolested by your swine, or your pathetic waste of an Empire will be shrouded in eternal darkness."

"Valcouria has been in one war and two conflicts recently, three if you separate Karuria and Thrasz. That's hardly warmongering." Lacewing states.

"What precisely counts as warmongering then, Your Majesty?"

"Such large and aggressive talk from a four-legged overgrown rabbit," Sakanoue said, speaking without looking at the pony. "Ruler of what? Of three hundred thousand Valcourians, and millions of acres of forests? Oh, how the world must tremble when you neigh, due to the amazing economy or ferocious military you command with that oh-so-large population. Besides, no need to get so attached; this is your second kingdom after all - if you fail here, you can always go back to Cyrod."
