Yeah an ORBAT is just a detailed or semi-detailed description of your forces.
It tells what forces you are operating with and their specialization/organization.
This chart will show you the relative organization of military units in hierarchical order, as well as show you the hierarchical symbol associated with your forces.

So if I'm operating a tank brigade and a infantry brigade together for a battle, the most simplistic way to write it would be:
12th Division
26th Armored Brigade
117th Armored Regiment
128th Mobile Air Defence Regiment
20th Infantry Brigade
117th Mountain Regiment
128th Mechanized Infantry Regiment
It gives everyone the ability to understand the relative strength of oppositional forces and the specialization of said forces(Of course, they must treat this as OOC knowledge, unless they have gathered intelligence about your forces.)
You can continue in larger detail as you move down the hierarchical order, but generally you just keep the detail to the size of the force. If you're throwing two million men into a war or battle(which would be retarded), you'd do something like
Eastern Theater
1st Army Group
10th Army
11th Army
12th Army
2nd Army Group
20th Army
21st Army
You could go down a few more rungs, but you wouldn't really be expected to.
