Description: The Kingdom of Viatra has offered to take up an unspecified number of refugees as the conflict in the SCU takes more lives and displaces many others. In particular, the Ashche and Tiarak, autonomous tribes of the Kingdom of Viatra, have been the primary recipients of these displaced persons. However, there have been accusations of indentured servitude directed towards the Ashche and Tiarak as well as the Kingdom of Viatra for tolerating such activities. Notably, the commander of the Viatran Expeditionary Force (VRF) is a leading member of the Tiarak and skeptics are in the beleif he is there primarily to profit off the conflict rather than simply to assist an ally. Yet on the other side of the issue, the refugees are being defended from encroaching pirates, raiders, and slavers in the Beta Quadrant.
Potential Greater Impact: Could heighten tensions between Viatra and other polities who are against slavery and indentured servitude as well as cause distrust towards Viatra for largely taking advantage of refugees for their economic benefit as a source of cheap labor in its frontier territories.

Potential Greater Impact(s): The Nassau Accords is a combined initiative between the United Star Commonwealth, The Consortium of Asfaltum and the New Dornalia Republic Designed to help aid Refugees and migrants that are trying to find a safe heaven in the Bets and Alpha Quadrants. Already the Commonwealth and the other founding signatories have begin setting up way stations and safe ports of call for Migrants and Refugees throughout known space centering their efforts initially in the Beta quadrant and in parts of the Alpha Quadrant currently owned by the Signatory star states. Concerning the Greater Potential Impact of the Nassau Accord: It is worth noting that this is the first, if not only, joint enterprise that seeks to create a political entity (nationstate, if you will) of which citizenship can be freely requested by the Displaced. This would lend greater legitimacy to their requests for support, but also provide incentive for those who, while not willing to aid homeless refugees, may see greater potential for profit in aiding the new citizens of a budding nation. Also, no particular restrictions have been applied towards those seeking shelter. Essentially, if you can get yourself to a Stepping Stone, you will be taken care of and your days as a refugee are over. This may cause a bit of a stir perhaps, among those who favor stricter policies, or those who seek their own gain by requiring certain sacrifices (enlistment, for instance) before granting citizenship. And of course there may be those who might resent the construction of new transgalactic pathways that are only open to displaced sentients and those seeking to aid them, and that aren't going to be of benefit to commercial purposes in the short term. Interestingly, there is a persistent rumor that those who do not recognize the newly formed Displaced States, or who seek to oppose these, will be blacklisted from future use of the growing transportation grid, if or when it becomes available for commercial use. But hopefully there will also be some who see the practicality of this joint effort and either applaud it from the sidelines or seek to join it in a more active role.

Description: For some time now, the Citic System has been the official destination of the Resettlement Program for all human refugees coming into Republican Space. Out of all the systems in Republican Sovereign space it was and still is the least populated, and therefore was chosen to be the primary system for refugee settlement. Hundreds of thousands of refugees have already been through the immigration process and have settled on the planet itself, much to the distain of some groups of citizens already on Citic who now have to deal with a sudden large influx of people.

Crisis has recently befallen the Republican Colonial System of Citic, with a state of emergency being declared on the surface of the only habitable planet “Citic” as well as the local space around the planet. Current spatial traffic to Citic is being rerouted to other destinations in the system. All off world flights have been grounded by order of the Regional Government, and a planet wide curfew is under effect in populated areas.

Reports from various local news sources going back several months have begun to gain traction in the wider mainstream news. They detail a long but simmering conflict of water distribution rights between different factions of the population reaching a boiling point this week in a full blown riot in uptown Berj City, the largest population center on Citic. People hailing from the resettlement neighborhoods had taken to the boulevards and avenues in traffic stopping numbers. Numbering in the thousands, demonstrators have flooded the streets in an organized march, to protest the “unfair” distribution of water throughout the population.

Berj Nightly News currently reports large groups of demonstrators locking down the boulevards and avenues of Downtown Berj City, it has been suggested that citizens avoid downtown at all costs and stay indoors until the Regional Government has lifted the state of emergency. Social Media accounts are showing large groups of demonstrators taking to the streets, swelling what had been smaller activist groups, which had arrived earlier in the day. Other groups of activists have been reported in the other population centers across Citic, a small few of the other demonstrations are in numbers as large as Berj City while others are smaller in size.

The Berj City Sheriff Department along with other Sherriff Departments as well as the Citic Marshall Office have requested support from the regional Militia in helping to quell the large wave of unrest currently besieging the planet. The Planetary Supervisor’s Office has approved authorization of Citic Militia forces to begin operations to quell the unrest burning through population centers all across the planet.

As Militia Units have begun maneuvering into the contested areas to reinforce sheriff positions near the demonstrations, non-lethal resistance has been reported. Local news sources are reporting instances of burning trash/tires blocking avenues of advance for Militia units, as well as Sheriff and Militia forces being pummeled by heavy hand thrown objects. It is assumed that at this point the protestors and demonstrators will not be leaving their earned positions without some applied force by the authorities. The Planetary Supervisor’s Office has approved the Regional Militia to detach the encamped protestors from their positions.

The Federal Oversight Group of the Citic Colonial System will begin a comprehensive investigation into the issues that have lead up to the eruption of violence and unrest. Their aim is to uncover the failings of the Regional Government in administering the Citic System and to rectify those failings, to better reach Republican standards of Government. The Federal Oversight Group will deliberate the best course of action for the Citic System moving forward, and will begin to implement these new procedures after peace and stability has returned to the planet. The Federal Oversight Group has not received any request for Republican Forces to intervene at this point to assist in stemming the unrest. Republican Military Forces within the Citic system shall continue their normal level of readiness for the time being.


Potential Greater Impact(s): Law Enforcement as well as Militia involvement in restoring order to the population centers of Citic is a heavy handed approach by the Regional Government designed to quickly and effectively return peace to the streets. It is not designed to take into account the frustrations and grievances of the population they are maneuvering against, or to alleviate those grievances. It could be assumed that even after the law enforcement crackdown ends that discontent and insurgent behavior will continue in existing in certain factions and even could expand into other groups of the population.

The Republic itself shall begin to direct the flow of incoming refugees to all Population Centers across Sovereign space. Ending their previous policy of having the Citic System being the endpoint for all incoming refugee traffic. It is hoped that by diffusing the incoming refugee traffic throughout the entirety of Sovereign Republican space, instances of what had happened in the Citic system can be largely evaded. The Federal Advisory Group for the Citic System has begun issuing travel visas by lottery to help lower population levels in the colony to more manageable levels. It is hoped that by reducing the population level in the Citic System, a more sustainable living arrangement could be had. Many of those who had once been rioting in the streets of Berj City would soon find themselves on transports to other parts of the Republic.

Objects and satellites of unknown, primitive design and anormal gravitational phenomenon have been spotted on numerous occasions. Most seems to took place in the proximity of a previously tought uninteressing system : XR-2233b-a. Some might fear the possibilities of a pirate fleet forming itself in thoses sectors, while more curious minds could find the seemingly shorts, randoms and numerous changement in the attraction of some stellar bodies to be of great scientifical interest.[/b]

Potential Greater Impact(s): As said, in the absence of direct observation, thoses events could mean a lot of things. The relation in between the space probes and the rapidly shifting gravity of the sector is still unknown. Yet it is clear that both are centered around the XR-2233b-a star system with the satellites sending crypted signals in this general direction and the phenomenons taking place in a ever growing sphere centered around the system.

Description: The Vixian Crown lost contact with a big freighter traveling from the Meso system. The freighter carried 1 billion Vixian eggs and some speculate it may have been stolen or plundered. The eggs was going to be used as the next generation Vixians, but without the eggs, the Vixians may perish from the galaxy. The Vixians will be sending out large patrols searching for the freighter.

Potential Greater Impact(s): The Vixians urges other neighbouring star-states to send out searching squads, and the one who finds the ship will be awarded with 5 billion Vixes. As mentioned before, the Vixians may disappear, but the government have prepared for this and they'll be sending a colony ship to a classified location in hope of saving the Vixian race.

Description: In recent years the rapidly growing polity of Maaksareli Viatra has been noted as taking definitive steps into increasing its influence in Alpha Quadrant following its recent admission into the Swift Winds Trade Route and increased private as well as grey market commercial activity along the Sivulon Trade Network as ties increase with the Perseid Federation. The opening up of Viatra's economy to other interstellar states has proved to spur an increased demand for raw materials, navigation equipment, and increased usage of mercenary and paramilitary forces to secure the new frontiers. The Naarak, the term for the numerous tribes that represent the complex political alliances in Viatrice society, granted several claims to different star systems based on effective military or colonial presence which has led to a newfound colonization frenzy across the Maaskasrelia. Recent colonization and expansion has led to contact with Pre-FTL or recently FTL-capable species primarily by the rich and powerful Viatrice tribes such as the ambitious Lorith and Tiarak Tribal Federations.

The two powerful and well-connected factions drew some alarm as skirmishes between them erupted following a major clash within the Korvari System, home to a native mammalian species colonized by the Lorith. However, tensions and the clashing ambitions of both tribes led to open conflict that has not only led to the deaths of thousands of Viatrice people but has inevitably led to the use of auxiliary forces and shock troops in the form of uplifted native species found in Viatra's frontier. Anaraak Za Kamal, a Tiarak representative, and the governor has been accused of using human refugees, including those from friendly states, as ad-hoc militias to secure territory and resources to continue to meet the high demand for resources in the Core Worlds.


Potential Greater Impact(s): Some speculate that the violence has led to some disruption of trade, but more importantly political uncertainty and heightened tensions within elements of society in Viatra. The Maaska, their monarch, is expected to step in and resolve the discord between the affected associations, but the conflict has followed a growing trend of rivalries coming to a clash between the numerous factions in Viatrice territory. Rivalries which inevitably draw in refugees, newly encountered species, and has led to an increased in black and grey market activity as well as smuggling and piracy on the fringes of Beta-Alpha Quadrant rim. Rumor has it that tensions and nefarious activities have only grown worse once a significant portion of the Viatrice Fleet left to assist a the SCU, a Viatrice ally, in their civil war.

Some analysts speculate the peculiarities of the Viatrice governemnt as well its encouragement of unbridled competition has led to a such a delicate political climate. It is believed that, despite the rapid expansion of mining operations, outposts, and aerostat colonies, the economy may suffer as a result of such few regulations and lack of oversight by the government due to unresolved issues between factions with competing claims.

Description: Dicast Samaras Tsahalis of the Kritarchy of Idruteia has just concluded his state visit to Sol, and is making preparations to visit the United Terran Alliance, based in the Sagittarius Arm. His visit to the UTA is the 7th on his series of state visits, which began with a visit to the Perseid Federation. His spokesperson has stated that likely topics to be discussed between Tsahalis and the Terran government include closer economic partnerships between the UTA and Idruteia, as well as for mutual assistance in dealing with the Great Displacement.

Potential Greater Impact(s): While most individuals would take this next visit as average in its nature, a few media pundits speculate that the Kritarchy isn't just going to be talking about economic and diplomatic benefits with the Terrans, especially in these uncertain times after the PersExit. Some believe that a mutual defense agreement or a formal alliance may also be on the Dicast's agenda, since the Omospondia is one of Idruteia's military rivals. This might worsen tensions between the Perseids and the Idruteians, considering that the two have been maintaining an uneasy peace for years now. The Arbiters of Diplomacy have neither confirmed or denied the allegations, instead stating that the Dicast is just visiting the UTA as an expression of good will and mutual understanding between the two countries.

Description:

With the overall disarray in the quadrant of Gamma due to what has been called 'The Great Displacement'. Hordes of refugees seek to escape the volatile region and in doing so have stirred a mostly dormant predator. Pirate activity in the fringe regions of Gamma Quadrant have seemed to have spiked largely with numerous reports of unarmed refugee convoys being harassed and even attacked by unknown entities that have mixed in with the overall pirate marauders that prowl the quadrant at large for new victims. Although unlike most pirate related attacks on refugee convoys and movements through these fringe regions. The aftermaths of several refugee convoy raids done by these specific pirates have stirred many in fear and utter horror at the brutality shown towards innocents. One of the most recent and brutal attacks was on a Refugee ship called The 'Grace' which had before being attacked, transported and gave shelter to over 3,000 displaced persons. During the attack on Grace it was reported by local galactic authorities that 2,000 were brutally mutilated and murdered while over 1,000 others were reported 'missing'. It has been seen in other raids carried out by this specific group of pirates that they tend to kidnap scores of refugees for ransom or for other reasons still unknown.

Potential Greater Impact(s): A potential greater impact of these more barbaric cruel pirate style raids on refugee vessels would be increased pirate activity in the fringe regions of Gamma quadrant. Which would prompt other space faring nations to increase security and or those who wish to protect the refugees on there journey, begin establishing more of a presence of there own amongst refugee vessels heading through such fringe regions. High possibility for the United Clans of Khomorragh to be discovered upon by other foreign parties.

Description: With the Nassau Accord ratified Select locations throughout the Beta quadrant that previously have seen very little traffic have started to see an up tick as signatory Nations of the Nassau Accords have started setting up what they coin as "Stepping Stones" For refugee convoys fleeing the increasing pirate threat growing in the quadrant. The stepping stones consist of stations moored in the orbits around stars and other steller objects that both house supplies and equipment for refugees.

Although the intent of these way stations was to funnel refugees to safer parts of the galaxy or the borders of Nassau Accord nations it has seen traffic moving the opposite way, especially Economic Traffic from the United Star Commonwealth. With what is largely being seen as an opening up of new frontiers many Citizens of the Commonweath be they individual prospectors to massive mega corportations are being reported moving out into the heart of the beta quadrant to take advantage of its riches.

Potential Greater Impact(s):Whilst the first stepping stones are starting to receive refugees and provide them safe harbour, Companies from the United Star Commonwealth are using the safe harbours as points of which to expand their operations causing traffic to begin flowing in both directions from the United Star Commonwealth to the way points and back. As stipulated by the Nassau Accords Commonwealth ships and other signatory nations vessels can be seen patrolling area of space around the Waystations but with the increasing influx in commerical traffic it is predicted to catch the eye of the pirates and raiders the Accords seak to protect against.

Potential Greater Impact(s): All future negotiations, discussions and amendments in the GESO's General Assembly will be presided over by Fel'Ha, and he will be its ultimate representative in public statements and negotiations. He intends to provide greater economical and national ties between members, without touching social or cultural issues. Owing to her experience, Nodan Silver has been appointed as an advisor in military affairs. Two Reserve SG positions remain, likely to be filled by appointment in the absence of candidates, and the Strategic Espionage Unit has a new Triumvirate headed by Colonel Aisling of Excidium. The only vote remaining is for the seven-member Executive Council, with the current sole candidate being Artem Causer of Excidium.

Description: The Terran Central Bank, has taken measures to ensure that the Terran Credit is more widely available as an instrument for trade such as easing restrictions on barter convertibility, and removing some transaction fees. This with interest rate adjustments should make capital more widely available to those not only within the GESO but also far outside of it. It is a response to the volatility in the economy of some sections of the galaxy.

Potential Greater Impact(s): Star Nations will now be able to forge easier profitable relationships with the UTA or those using the Terran Credit as a reserve, and will also be able to convert local goods much more readily in to credits directly or to other goods (via bartering) by using the TC as a bench mark to assess the products value. Star nations therefore will be able to secure more investments of capital both for their corporations and government projects.

These new policies may allow liquidity injections to economically troubled star states via their central banking institutions or equivalents there of due to making Terran Credits more readily available. It is expected that in the long term the Terran Alliance will attain net positive capital inflows while providing some stability in the galactic financial markets.
