The federation government would also like to propose that our military and political cooperation be further cemented with an intra-socialist travel pact. As there is obvious danger in allowing citizens to move freely between capitalist and socialist nations, both from spies and from loss of valuable minds and workers, several countries including our own have opted to require special permission to travel to foreign countries.

Such restrictions between fraternal socialist nations, however, is unnecessarily restrictive. As such, we propose a voluntary pact of socialist nations whereby citizens are permitted to leave their home nation to visit others without additional exit visas for up to forty-five days over a two year period (with the right of all sovereign nations to refuse entry separate).

Such an arrangement seems reasonable. Given that there is the current Cold War fever in the air, and that fundamentalists and extremists are common among different regions of the world, travel restrictions are an inevitable part of every civilized, developed nation. However, history of extreme fundamentalism has been uncommon in Socialist and Communist nations, and therefore it is reasonable that a travel pact could not only be mutually beneficial, but could also help to increase civil rights records and spur economic growth, while at the same time remaining restrictive enough to keep Socialist nations secure from espionage and other international threats. As such, Soviet Britain agrees this travel pact should be created.

Very well. In that case, we would like to formally propose the following terms:

Requirements and terms of the Socialist Travel Pact
Nations must be accepted comrade members of the socialist alliance. Capitalism and its associated cultural brainwashing must be reasonably kept in check by the state.
Nations must accept all otherwise-eligible travellers from the Socialist Travel Pact, with the exception of persons who prove a direct threat to the health or safety of the receiving nation
Nations will be held responsible for the health and safety of all member-nation citizens within the jurisdiction of their state to the same extent of their own citizens
All member nations will accept reasonable requests for extradition from fraternal socialist nations, in accordance with international law and custom, and prior treaty commitments
Member nations shall refrain from undue detention of fellow pact citizens, and shall absolutely refrain from the use of pact citizens as diplomatic leverage
Member nations shall permit their own citizens the freedom to travel to pact nations for a total of up to forty-five days per two year period, with the exception of citizens who have been detained, are in the service of the state (military; intelligence officers), or a public health risk
Member nations may suspend participation in travel schemes during extenuating circumstances such as war or unrest,and is necessary to the defence and furtherance of the socialist cause in the homeland

We are currently compiling a list of nations with which we hold similar terms. We will happily add any eligible member nation that indicates their willingness to participate.

Our Ministry of Information also created a banner similar to those used by similar regions and alliances. The federation government has already adopted it, and we would be honored of our fellow comrade members would do likewise.

And Carabana, that is a great idea. I had thought of it, and I wanted to propose we do something like that, have all of our members vote, and see if it all comes together. If a majority of members voted to have one, whoever in the alliance wanted to join could join.

Proposal for Creation of Alliance Region

Recognizing: The right of all nations to reside in whichever region they like. Should a region be created for this alliance, it would not be necessary to be part of it. If any members wish to be part of a region reflecting this alliance, they may at will.

Also Recognizing: The management of a region to be this alliance would take a lot of work and attention. Whoever is leading the alliance must be online enough to manage the region and direct it.

Proposing: The establishment of a region to be our Socialist Alliance. Making our alliance into a region would be much better for keeping our alliance together, official, and relevant. If a region is not made, it is possible that all the members of the alliance may just forget that it exists and it would become irrelevant. If the alliance was made into a region, it would be easily accessible to members, a much better place to hold discussions and votes where outsiders couldn't observe in, and would keep the alliance a relevant part of every member's Nation States career.

Hereby Establishing: A region that will reflect our Socialist Alliance that will be a place where every member can reside and feel like a necessary part of the governing of the alliance and actions it takes. In the alliance, every member would be able to serve on government, participate in alliance actions, and be an important part of discussion.

Proposition requires a majority of votes to pass.
