With numerous new territories awaiting entry to the union, the Syndikat People's Council has voted to begin a Constitutional Convention at the end of the current term of government. A CC is when government is dissolved, and the constitution is opened up to revision. Delegates from all provinces and territories convene in Syndicyne to discuss, debate, and revise the constitution.

The convention then concludes with all unintegrated territories being integrated as provinces, and the provincial boundaries being redrawn.
