OK - here goes. The Leader had started a program to improve the economy of Rhaetia by improving agriculture and increase industry. This also meant decreasing military spending which he was glad to do. This plan is working and he wants it to continue. However, the other side led by the nearly right wing military-type Comrade Zwicky wants to increase military spending and to forcibly advance Rhaetia at a fast speed that the Leader thinks will result in disaster for Rhaetia (like the famine in China)
