Statement of Intent to The General Assembly
Document Name: Official Statement by the United States of Ouraicon concerning upcoming wargame training drills.

Distinguished Members of the Assembly,
President Shaw and his cabinet have agreed that with the current situation in Corentia warrants an extra layer of transparency as we wish to avoid any of the scenarios that we will be training for on the 10th of August. This drill is prompted by several events over the last year and will recount the struggle of having two imperialist powers dominating the Corentian theatre of geopolitics.
Event A: In January of 2018, the MDAA spearheaded by the Republic of Sunrisia launched an attack on the Zilverenburg regime. This action was taken without notifying the Ouraiconian government until hours prior. The Ouraiconian Security Service (O.S.S) had operatives in the nation that were working on a slow subversion of the regime that would have delivered a much cleaner and less dangerous coup. Even though we communicated this to our Sunrisian friends, however, they continued with their operation which resulted in a nuclear detonation a mere several hundred miles from Saint Douglas, Ouraicons 10th largest city with a population of 3.3 million people. The city was brought to a standstill and millions had to take shelter from the radiation carried by the wind which cost the state of Monertaq several billion dollars in lost revenue and clean up costs. Currently, we are now faced with what amounts to an MDAA proxy state on our eastern border, needless to say, it is hard for us to disagree with the Kaiser when he says that the MDAA is an expansionist organization.
Event B: Speaking of the Kaiserreich there have been far too many accounts of near skirmishes with border units on both sides for any peace of mind when it comes to our northern neighbor. The Kaiserreich and Ouraicon are polar opposites when it comes to everything. They are expansionist we are not. They are authoritarian we are libertarian. They are Germanic we are Rhodeve, French, and Ozalaros. The list goes on. In 1964 Ouraicon and the Kaiserreich agreed that the drug situation in the decaying state of Ozalares to be too much of a problem to ignore. So we both tentatively agreed to go in and eliminate the drug problem by force. However, Englean forces did not stop advancing into Ozalaro territory once the cartels had been neutralized. This prompted a race for who could grab the most territory and almost evolved into a full-scale conflict between our two nations.
Event C: The numerous cyber attacks over the years, most notably the 2005 hack that took down the power in Saint Ange our 2nd largest city with a population of 3.8 million at the time. As well as the attempts at subverting democracy via poll tampering not only in Ouraicon but in our brother nation Weypel which resulted in the election of a President who was actively serving to subvert Weypeler sovereignty. This pattern of subverting the sovereignty of other nations is epitomized in the struggle of Daredland which we feel speaks for itself.
Event D: Shifting back to the MDAA we move to December 6th of last year when Sunrisia announced their new Maritime Wall project which has only served to inflame tensions between the MDAA and the Rhodeve Commonwealth which still spur conversation and controversy in this hall even today. As well as earlier this year when Sunrisisa announced their first strike policy when it comes to nuclear armaments that spurred mass panic across the continent.
Acknowledging these events both President Shaw and myself feel justified in announcing that the United States of Ouraicon, The United Federation of Weypel, The Dominion of Ispanza, and The United Sovereign Kingdoms of Rhodevus, with additional participation from the Commonwealth Army, will be conducting military drills in coordination with each other on the 10th of August of this year. Here are the scenarios under which we will be operating.
1. An attack on Ispanza that escalates into an attack on Weypel from the west and an attack on Ouraicon from the east with justified counter-response that will involve all branches of all five participating factions.
2. An attack on Ispanza, Weypel, and Ouraicon simultaneously with counter-response with all branches of all five participating factions.
3. A simultaneous attack on Ouraicon and Weypel from the north that will only involve all branches of the Ouraiconian and Weypeler militaries.
4. A simultaneous attack on Ouraicon and Weypel from both the north and south which will only involve all branches of the Ouraconian and Weypeler Militaries
5. A simulation of beach landings in Weypel and Ispanza which will be conducted by the Army, Marine, Navy, and Air Force branches of all five participating actions.
6. Navy Combat Drills off the coast of Ispanza and Weypel which will be conducted by the Navy and Air Forces of all five participating factions.
7. Air Force Sortie Simulations around the northern border areas which will be conducted by the Ouraiconian and Weypeler Air Forces
8. Air Force Sortie Simulations on and off the coast of Ispanza and Weypel which will be conducted by the Air Forces of all five participating factions.
9. Live fire exercises around the northern border area which will be conducted by the Army and Air Forces of Ouraicon and Weypel.
From the United States of Ouraicon a total of 250,000 military personnel across all branches will be participating in the event, the bulk of which will be in the Navy and Army. 1,500 aircraft will be used between all Ouraiconian branches participating in the drill. Nearly 2,500 vehicles and other ground-based assets will be used, these will include tanks, armored vehicles, artillery, humvees, etc. 80% of the Ouraiconian Navy will be active in these drills.
This delegation believes that it has been more than candid about the intent of these exercises and its details. If our friends in Weypel, Rhodevus, and Izpansa feel that it is necessary to express the same level of transparency then we will leave that choice up to them. Thank you for being understanding and we hope that the scenarios played out in these games never truly come to pass.

Resolution For The General Assembly
Resolution Name: Expression of Displeasure on Nuclear Rearmament Resolution #156
Description:
Reaffirming the aims and objectives of this General Assembly, with specific regard for peace and security, and of Resolution 2 and 4,
Believing that the aims of constructing and renewing nuclear weapons programs will lead to the USA and international community failing to uphold a common standard courtesy for international dialogue and diplomacy,
Understanding some nation's grievances against allowing foreign powers to permanently construct weapon of mass destruction purely for their own gain,
Further understanding the international community's reservations on dealing with nuclear stockpiles appropriately,
Believing that these reservations have ultimately lead to the creation of a normalised use of nuclear weaponry and has thus leaded to a highly volatile, isolationist and jingoistic atmosphere,
Further believing that weapons of mass destruction offer absolutely no guarantee of a nation's safety and only lead to death of millions in the most horrific of means,
Warns that failure to act via multilateral cooperation and dialogue will set an unnerving precedent therefore, hereby:
1. Strongly urges the The United Democratic Republic of Smoya to cease the continued development of weapons of mass destruction;
2. Expresses displeasure at the international community's unwillingness to act in multiple crises around the world;
3. Condemns the United Sunalayan Assembly for becoming complacent and ajar in the wake of increasing militarisation and hostility;
4. Further condemns the United Sunalayan Assembly Security Council for failing to act in the interests of peace around the globe.
