OPENING STATEMENT FROM THE PRESIDENT-GENERAL

Welcome to Namo - capital of the Namorese People's Republic and great metropolis in the Occident. I am proud to present this bid to the international community because I have a firm belief - as do all Namorese - that problems deserve to be solved with the mouth and not the sword. I carry this belief today as I present this bid.

The city of Namo, as we all know it, is a great metropolis. It is the capital and the largest city in Namor, the heart of the Namorese nation and the first city to come out of the mouth of foreigners when asked if they know about any Namorese cities. Namo stands at the mouth of the Nozama River, the mother river of Namor, and for thousands of years simultaneously functioned as the residence of Namorese Emperors, a port city for merchants coming and going whether through land or sea, and not to mention a hub for artists and others who contributed towards the advance of the Namorese arts. It is an ancient city, but by no means is it not modern. After a transformation, Namo is a city that has successfully blended old and new - palaces and temples stand beside skyscrapers and malls. As it is sometimes said: "Namo can do what the time machine can't do - it allows one to experience the co-existence of the past and present." I invite world leaders to stop building time machines and come to Namo instead (there's plenty of tea here).

Namo provides a great environment for constructive dialogue about how to tackle some of the greatest problems we face in the world today - problems which will affect us all regardless of race, religion or creed. We must testify to the fundamental truth that we are humans, we will all live, and pass the torch to the generation after us.

Let's be honest with ourselves - not all problems can, and will, be solved by this one summit. We wish to live in a utopian world where problems don't exist, but perfectionism is a danger. But that does not mean, and never will mean, that some problems cannot be solved. We as Esquarium must demonstrate to to all people that the age of tackling issues civilly has not only begun, but is in full swing. And I sincerely wish Namo can bear witness to this great demonstration.

VENUE: NAMO WORLD PEACE CONVENTION CENTER

One of the largest convention centers in the world, the World Peace Convention Center is located in the Chulai-pei area of Capital District.

Construction of the Namo World Peace Convention Center started in 1992, and was briefly interrupted from 1996-97 due to the government's involvement in the War of Defensive Counterattack against Luziyca. Construction resumed in 1998 and it was finished in 2000, making it a rather new convention center compared to many convention centers. It has a modern architecture, and has hosted conferences for politicians, businesspeople and other people of significant importance. Because of its large size (157,935.21 m2) it has also become a tourist attraction.

There are tens of conference halls in the center, among them the largest one is the March 28 Hall which is where the discourse between world leaders will take place. There are five separate washrooms adjoining the hall.

Vaikelau (Namorese for "house of visitors") is the abode for foreign dignitaries who visit Namo. One can find it only five kilometers away from the Convention Center in west Chulai-pei. Unlike the Convention Center, Vaikelau has been existent for hundreds of years; it was first built during the Antelopian Dynasty for foreign diplomats who wanted an audience with imperial officials (including the emperor), and they were sent here.

Vaikelau consists of four pavilions - one in the west, one in the north, one in the east and one in the south. Hence the names West Pavilion, North Pavilion, East Pavilion and South Pavilion. Each pavilion consists of 100 rooms, making it 400 rooms in total - enough to house all world leaders. Each pavilion has three floors; there are stairs and elevators with capacity up to 2500 kilograms. In the center of the compound there is a garden which may be viewed from the room windows. There is a spa in the basement of the North Pavilion which may be accessed at any permissible time.

During the evening, the President-General invites all world leaders to gather at the garden to watch a traditional Namorese opera performance made by the Namo Opera Troupe.

The entire compound is surrounded by a six-meter tall wall to ensure privacy.
TRANSPORTATION: NAMO INTERNATIONAL AIRPORT

Namo International Airport is in Chulai Island in southern Namo. It is one of the busiest airports in the world, with over 600 gates and three terminals. It takes around 50 minutes to travel from the international airport to the heart of the capital in Dacheng, and 30 minutes to the Namo World Peace Convention Center. It is accessed by planes from over 20 prominent international airlines and is the hub of Air Namor, the flag carrier of the People's Republic.

Dignitaries will arrive at the airport's VIP area where they will receive VIP service. They can choose to be transported to the Convention Center by helicopter, limousine or vans. Everyday transport such as bus, high-speed rail or taxis are not recommended since they may not deliver dignitaries to the Convention Center in a speedy and convenient manner.

For this summit, we will maintain a professional security to make sure dignitaries enter - and leave - Namo safely. Because similar conferences in Namo took place without much hassle, we believe there should be no concerning security issues surrounding the summit here. During the time of the summit, local police, armed police and Liberation Army units will secure significant areas such as the Airport, Convention Center and Vaikelau. Police helicopters will follow those who choose to travel to the Convention Center via helicopter, and those who travel by limousine will be given police escort.

Police will guard the perimeter of Vaikelau as well as the inner garden. No one will be able to enter or leave Vaikelau or the Convention Center without written permission from the Ministry of Public Security. Journalists who approach either of the two areas must clearly identify themselves as members of the press and may not bear arms (as per Namorese restrictions on firearm possession). Special attention will be given to the March 28 Hall - where the discussions will take place - to make sure officials are safe as they discuss events.

Leaders arriving at Namo for the summit may request for additional assistance or security.

The nomination phase will end in 25 hours. Once the nomination phase ended, every player with active country within the region of Esquarium will be allowed to cast one vote to one of the nominated cities as detailed in OP. Players who have nominated their country are allowed to vote as well, even though odds are they will all vote themselves, so it even out anyway.

Voting phase is expected to last another week, but can be cut short if a particular choice have amassed significant vote above everyone else. Stay tuned.
