“How intriguing Chairman, but may I ask is there any role for me in this rather elaborate state of affairs?” Jun Li looked at the chairman of the TSA with a slight annoyance and a bloody stare; shuffled around on her leather seat. Director-Gong Jun Li was an Oatese noble of an elegant appearance; she had jet black hair and green eyes with an athletically built body. She wore black tinted glasses with his razor like, sharp face; a singular mole on his pale face. But her eyes were the prominent feature of her, if you were ever able to see them. The unblinking gaze that was hidden behind black shades but they acted much like that of a camera lens. They seemingly observed everything in front of her with an unusual perceptiveness. Heng, knows better than not to put me in charge of this meeting: I’m the finest diplomat in Section 3, the Director of 3:13 and most importantly the most diligent of the men currently available.
The room they were in was deep in the heart of one of Titianicia’s numerous undisclosed installations; out sight and out mind, the TSA and TAF had free reign over those unfortunate enough to end up in one. This one was quite clearly older than most, its walls where made from smooth, white, reinforced concrete - almost featureless if it wasn’t for a few blood stains, bullet holes and general scratches on the wall. He was assured by Heng personally that nothing bad for them happened here and that the room would be repaired soon. Aside from that, the room was marvellously neatly prepared: an octagonal steel table with smooth obsidian rims they both sat at. On that table were the remains of a few recently eaten apples and slices of thin bread and a few pieces of white chocolate qiaokeli. A simple glass of water remained on Jin Li’s right though it was mostly empty now due to her thirst.
Chairman Heng appeared to remain almost statuelike before speaking: “I am aware of your abilities Jin Li, however the conference is going to be hosted by me due to its importance. The Yalosii, Crontorians and the Senerans will all be sending delegations and I believe that due to my experience with diplomacy that I should be hosting. You however will be my aid, to take notes and serve as my assistant for the time being as you have proven yourself in the past to be a most useful colleague of mine.” Heng spoke in his warm monotone voice and smiled at Jun Li most warmly.
How coy. The man thinks I’m not competent enough to handle this. She replied in a courteous manner: “How delightful tongshi, however we shall this event proceed then?” She moved to pick up a file from her folder and pasted it to Heng quickly. “If you examine these plans, I hope you’ll find them most agreeable.”
“Director, I have already made the arrangements” replied Heng, not even bothering to move his hand or eyes to even look at the file. He continued in his monotone: “ The fact is I have decided what will happen around two to five days ago, they go something like this. First the delegations arrive at Oato-1 international airport and are thus greeted by you and you allow some press to see them. They’ll be coming under the pretext of a diplomatic meeting and I have prepared several press statements as well to deal with any situation which might emerge and we have censors at the ready. Then you shall guide them down to elevator M18 where they shall be sent onto Line-04 to SSGF inner ring. Once you’ve docked there, you’ll take them to section 6’s conference room where I’ll be waiting. Meanwhile the guests will be introduced to each other, more information is provided to them all.”
Well Heng has far too much time on his hands it seems or he works near a black hole but that wouldn’t surprise me to be honest. “I’ll see to it Chairman, I wish you a good day,” said Jin Li, preparing himself in her inky, black, standard issue, zhongshan and in her sidearm in its holster. She turned to face to see Heng’s decidedly dull face smiling and waving goodbye and she moved on with herself around the long and thin corridors of whatever location she was forced into. Its almost clinical nature could trick her into thinking that it was a hospital but the fact that it lacked windows and seemingly forbade any human comforts told another story.
It took her a few minutes to travel to her personal Type-64 helicopter which waited slightly on the landing pad. All she could see around here was a few hidden landing pads and a vast jade ocean of trees and forests. She wasn’t in Oato city anymore, that’s for sure. Onboard awaited her small escort of eight other guards from the Honygan regiment which further more Section 3:13. Clad in many shades of grey camouflaged Aegis armor, they sat playing hand games with each other. Some were arm wrestling while the others remained isolated from the others.
“Gentlemen!” Jin Li shouted in her thundering voice at her men who all immediately halted what they were doing. They turned their heads to face her and saluted as she boarded. “Pilot, fly me to Oato airport” she ordered down the radio with a silent fury in her voice. Then the helicopter took off into the sky quickly after the doors shut and the guards returned to their entertainment.
It took around a few hours to get to Oato once again; the city was visible however for miles around. Nothing else beamed with such bright passion and warmth as did that city at 2100 hours. The city was the great beacon of the triumvirate era, Jaci, Heng and Long turned the four cities into one and built another with careful planning and a lot of money. It harboured just about everything you could possibly think of, billionaires, pope equivalents and several of the underground criminal clans all operated in this city. The infrastructure was designed to deal with the gargantuan numbers of people, so if you peeled away the humans that lived in the city you’d see the huge numbers of machines working constantly. Vast airships, trains and metros dominated the city and even then that wasn’t even getting to the huge Gonglu motorways which dominated the city. And then there were the ports, the mouth to one of the largest cities in the world remained constantly managed by city officials. Even now, Jin could spot several Warden Airships flying over the city with ever watchful eyes.
“Now we are in Oato again all must be right with the world” Jin Li said losing her professional attitude ever so slightly as the city’s brighter lights began to fill into the cabin. The nightlife was beginning and she could remember it all to well. But now she remained in the employ of the TSA, another of its many electronic processors in its huge machine. Section 3:13 was the covert affairs department of the TSA, or at least the one which they officially record down as being in charge of covert affairs. This brought many ties with the TAF and as well as other parts of the TSA. The directors were normally responsible for their section respectively. However there is also a Director-General who are in charge of the group sections such as the Section 1, 2 and 3 though the Directors answer directly to the Chairman of the TSA due to Heng’s constant caution.
It took a while to travel to Oato-1’s international airport due the immense size of Oato as a whole but for a city as formidable as Oato, there must be an airport capable of handling it. Hence the immense size of IA-Oato-1 - seven runways, a ridiculous number of terminals and several airship docking ports. It made it understandable that they placed it on a small island which was isolated from the city proper by a few kilometres of water. Jin could hear some of the pilot’s chattering as they moved in to land on the landing platform which had been given to them.
The helicopter landed quickly and smoothly in the calm night winds on one the many helicopter platforms in IA-Oato-1. Her men got out first, with their SIR-5C carbines close at their side. They were careful and calm as they moved out. Outside was a large elevator waiting for them to enter it. It travelled slowly and calmly, trying to support the weight of those who were travelling on it.
They arrived in the TSA terminal, for those who were in the employ of the TSA - it was especially designed to make sure that the TSA didn’t disturb the activities of others who happened to visit. They all went to a simple iris scanner stand to acknowledge that is was them before continuing their journey. Now in the lobby they awaited their Type-640 to appear. Jin herself sat calmly alone in a seat away from her own men and the others, able to see her men easily however. She sat drinking some warm tea as he noticed a figure that was seemingly out of place. A girl of what appeared to be of 16 years of age with unusually pale skin. She was tall however and unusually well built as well while also possessing a short bob. She was carrying a most utilitarian of bags, plane and not elaborate in the slightest. She was being escorted by somebody from somewhere high up, Jin recognised the male escorts uniform from being from section 3 by its red roundels he bore in the shoulder area. Intriguing, I wonder what government scheme brought her here? Then the escort began to turn and started to walk towards Jin along with the girl.
The escort began to speak “Director Jin Li, ma'am, you are to have this girl serve as your assistant for the near future.”
“This girl has a name you know,” interrupted the girl with an annoyed glance on her ruby eyes. “My apologies Director Jin Li, I am Liqin Mei from Section 3:4. I was transferred to you by Chairman Heng personally for the conference in the SSGF and to help you in the near future.” Mei looked surprisingly calm and professional, unusually for the typical demographic Jin predicted her to be from. It wasn’t robotic the way she behaved but it was well rehearsed and drilled into her very psych.
Jin Li sighed calmly before putting down her tea. They expect me to take on what some girl who has never seen anything so violent as some kind of apprentice; Heng is really pushing his luck on this one. There was a brief and uncomfortable silence before Jin replied in her calm voice: “Thank you Mei but I believe that I can handle myself…”
“This was an order from Chairman Heng Jin Liu of the Titianician State Authority, you are in no position to deny this, director , unless you enjoy citing his wroth,” cut in Mei with her red eyes now looking down on Jin Li.
“Fine” bitterly replied Jin as she finished the last of her cold tea. “I believe we should get to work then Mei and our car has appeared to have arrived.” The Type-640 car was coloured a dark shade of black and held the insignia (three stylised black and white at eyes 120 degree angles to one another) of the TSA on its side. She smiled calmly before continuing “And it appears to be the time to leave.”
Jin Li, her men and Liqin Mei all began to enter the Type-640 calmly and in an orderly fashion. Jin sat mostly alone if it wasn’t for Mei being next placed annoyingly right next to her. Well I have until a week to organise, no to make sure that Heng organised this properly with the help of this youngling. Well I might as well make the best of this then.
“Mei, do you have a file which I could read or learn from on you right now” Jin asked in her polite manner, masking her annoyance at Heng.
Mai immediately moved to the bag she carried on her side and revealed a neatly prepared file which read: Liqin Mei - Brief[i]. [i]Interesting, according to this her birthday is the 13th of January 2000 CE, was trained at the high standard Order schools and even there she accelerate above most of her peers in her subjects - specifically martial education, Akai and several foreign languages.
“Impressive ma’am, I see that Heng as a good eye for talent” remarked Jin with a keen smile on her face. “You will be a good aid then.”
Mei smiled: “I hope so, I’ve been wanting an opportunity like this for a while now.”
Jin remained uninterested as she sat in the back of the car. I hope that she won’t be to much of a problem or an obstacle anyway. She turned her head slowly, pivoting it like a camera: “Well let me tell you a few things, you are not to speak freely without my permission though your input is always appreciated. You are to record all relevant information on an electronic device and you are also to obey every command I give you, understood?”
“Yes, ma’am” rapidly replied Mei as she remained in her professional and calm self. It was almost artificial the way that she was existing in this world while retaining extreme levels of competence. Again Jin had only seen Mei for a few minutes at best but she felt that she had the ability to judge people effectively by the first few minutes they were next to each other.
Jin turned her head away from Mei with a slight anger in her movement: “Well, lets start our work soon then for we have a lot of it.”
I had been nearly a week since Jin’s meeting with the ever ambitious Chairman Heng and it seemed that is eternal abilities to surprise her remained intact. Mei continued to remain exceptionally able, earning the nickname: “the cold heartless work machine,” from her men. She handled more information in a few hours than what her previous secretary did in a few days. She was seemingly however overworking herself to do so but it allowed her to help Jin even more.
Now Jin, Mei and the Honygan waited patiently at the location. They stood calmly waiting for the delegations to arrive. They were flanked by moderate crowds of press who were given assigned spaces for a certain cost with the front being significantly more expensive than the rear places. There several Titianician media corporations on site as well as some foreign and SRNN reporters.

To whom it may concern…
With the Alkharanian continent in turmoil and the nations of Sondria fighting once more in bloody violence, it is considered by the Titianician state that we must try and protect our people at all costs. It is why we have been quiet for a while now within Sondria however we have noticed a collective interest for peace in Alkharania.
How that peace is achieved however is another matter, but it well an truly is a matter worth discussing with your governments at the diplomatic table. It was once said by the military theorist Carl von Cluasewitz that war is a continuation of politics by other means. There we would be able to not only discuss peace but take active measures to reassure it.
While our head of state his perfection Ditor Hulang I Lazin couldn’t be present to such a meeting due to his touring on Titianicia; Chairman Heng Jin Liu of the Titianician State Authority shall be hosting to such a meeting as well as several other important members of the Titianician government shall also be present (Princess Machiko Kimiko Lazin, Director of Section 3:13 Jin Li, Director-General of Section 2 Hato Zhushi, Prince and Tianzi San-Eli Sai Lazin). The meeting shall take place in the Strategic State Geofront’s inner ring and in Section 6 of the inner ring. The location is secure and is able to provide a luxurious stay for all delegates. All services will be provided by us as well however you are free to take a reasonable amount of people to provide for you if so wish. The conference should be ideally held on 23/12/2014 and should take no longer than three days.
