Fuck Qins in Toishima, ISDF exists for a reason. Senkaku-controlled intelligence agencies is always omnipotent somehow. Time to end that. =P
Idea: OS agent/cell has some really interesting physical intel on Qin stuff. OS wants to extract their asset, but everyone else wants the briefcase too, even OS's allies. Toishiman ISDF, URA Splinter-Cell teams, Qin ZQD, and whatever else all get into a big brawl, complete with John Woo-style rooftop shootouts in the rain, as well as implausible Kempeitai killteams and URA Delta Force or whatever fast-roping in to add to the number of mooks that get gunned down by our protagonist(s).
In the end, they all find out the intel in the briefcase is the recipe for perfect mantou, which is so godly anyone who eats it immediately dies of pleasure.

Sounds good, for the Shiman side we can get Sakai Masato as Eiji Iwata, and Ken Watanabe as Colonel Minamoto, who will definitely use his sword some time during the climatic chase scene. George Takei as General Etsuo Masaki - Oh my...
There'll be lots of guns, parkour and rooftop fighting high above the city of Xianggang! Heavy rain! Brawls through Qinaese restaurants! Fast-roping from a helicopter just as Qin fighters shoot down the helicopter! Unrealistic, fully-animated hacking sequences!
Plus cameo by (Singaporean) Joey Leong as Empress Kikuko, who appears for about five minutes in a Toishiman exposition scene that's very stereotypical and dark because here the Toishimans are evulz.

The Qin start torturing them for information in inventive and horrible, horrible ways, and there's eventually a huge shootout in the Imperial Gardens in Xinan and a chase through the palaces and the old district and stuff.
