Fuck Qins in Toishima, ISDF exists for a reason. Senkaku-controlled intelligence agencies is always omnipotent somehow. Time to end that. =P

Idea: OS agent/cell has some really interesting physical intel on Qin stuff. OS wants to extract their asset, but everyone else wants the briefcase too, even OS's allies. Toishiman ISDF, URA Splinter-Cell teams, Qin ZQD, and whatever else all get into a big brawl, complete with John Woo-style rooftop shootouts in the rain, as well as implausible Kempeitai killteams and URA Delta Force or whatever fast-roping in to add to the number of mooks that get gunned down by our protagonist(s).

In the end, they all find out the intel in the briefcase is the recipe for perfect mantou, which is so godly anyone who eats it immediately dies of pleasure.

Allies on paper and in public, the Greater Empire of Toishima was always locked in a secret power struggle with the OS for dominance on the Pacific Rim. With the acquisition of this asset, Toishima now got the raw, unfiltered data directly from the source, putting them ahead of their cross-ocean allies for at least four years. However, after one mistake too many and with Qin intelligence bearing down on him, Cheng Zhao dumped his new benefactors completely and called in the people he knew would definitely be able to save his skin - his old bosses.

Fearing the worst and aiming to ensure the rest of the Allied Nations never learn of their treachery, the Toishiman Imperial Intelligence Service and Imperial Army Kempeitai secret intelligence and enforcement force are on the run to shut him up for good. With the very best in Qin and the OS gunning for the same target, Xianggang District Surveillance head Eiji Iwata (Masakai Sato) must work with Colonel Harukazu Minamoto (Kenji Iwatanabe) and his 3rd Division Kempeitai kill team to ensure this triple agent takes his secrets, which could throw the Allied Nations into disorder, to the grave.

There'll be lots of guns, parkour and rooftop fighting high above the city of Xianggang! Heavy rain! Brawls through Qinaese restaurants! Fast-roping from a helicopter just as Qin fighters shoot down the helicopter! Unrealistic, fully-animated hacking sequences!

Plus cameo by (Singaporean) Joey Leong as Empress Kikuko, who appears for about five minutes in a Toishiman exposition scene that's very stereotypical and dark because here the Toishimans are evulz.

For the Remnant side, I'm thinking we can fit Michael Ironside in as the Marshal(Notsplinter cell) sent in to check it out the mess and the Sentinel unit going in will be headed up by Liam Neeson as Jolly with maybe Scott Adkins as Koopa.

So, Shiman and American agents are racing to save Zhao, while NAJ/MDT/ZQD forces are snapping up his co-collaborators and other agents his mistakes exposed and homing in on him. The Qin start torturing them for information in inventive and horrible, horrible ways, and there's eventually a huge shootout in the Imperial Gardens in Xinan and a chase through the palaces and the old district and stuff.

Does Zhao die or not?
