Lord Emmanuel responded to Storm's explanation of the security measures the Humans had put up.
"Well, then it appears my merchants will have little to worry about then, free trade should be able to take it's course."

Though considering Storms later statements about the nature of keeping the location of Whitecloud hidden, he attempted to word it in a more convincing manner of peace.

"Though of course, I will require access to Whitecloud's coordinates to get the ship there. Or at least some route the Noah(Captain/Pilot) can follow. We won't need to establish a beacon before the C-1 arrives, unless of course Whitecloud is incredibly far from us, that being more than 300-500 lightyears. If it is any further, I can issue more skilled navigators to ensure a safe passage. Same goes for you're worlds Commodore Hancioth, but once the C-1 is there itself, it has the capacity to drop a beacon so that easier travel can be undertook."

Listening to Commodore Hancioth's tale of the Raptor Houses' downfall and the rise of individualism and equality in their Interstellar Consortium, Lord Emmanuel was compelled to listen well. He realized how the Caste system of the Mind Empire might look to someone who had created a more democratic society.

"As I said" he would reply "there is no perfect system, though from the sounds of it, the people of Avlana have managed to make equality stable and functional, an accomplishment which I must commend you on" said the Sage.

Lord Beetlejuice would say to the Commodore "How interested in trade are the Avans? And how is the peace in your corner of the galaxy? Have there been any major conflicts which we should be aware of?" To this question's answer Paulos would listen closely, as he was intent in some theatre to prove his worth as an Admiral, and if any allies needed help it would be his perfect chance.

To Rythor, Balazar would speak in his soft and methodical but jolly voice. This was a man with black eyes in full, like many Hamans there, who had eaten much of the Black and where thus affected though with prolongued life and increased psychic potential. Though his eyes were almost fully black, unlike the eyes of his father which were more cold and calculating, there was a certain warmth and familiarity in the space-like globes.

"It's common courtesy I assure you, nothing more" he said in response to the comment on the bow, since it was a customary greeting to bow ones head to another in the Mind Empire, as it was something all the four races could do.

"Indeed I do know some of whats going on here" he laughed at that statement. "Well, Ambassador Rythor, my grandfather has sent out a letter of diplomatic greeting to several of the powers that are in relative proximity to our borders, as much as in space as one can be. Though apparently the message has gotten further than we expected." He said referring to the Galactic Empire which seemed to be no where near our borders.

"But I digress, My grandfather is aging, though he likely has about 50 years left if anything. He wants to leave the Empire secure when he transcends and would like more than anything to establish a lasting peace and establish trade routes with powers such as your Interstellar Consortium, and the Hircine's Interstellar Commonwealth, and the other races and powers that have arrived here.

Madeline and Ezekiel continued to listen to the fascinating perspective of Starlight, and about her nature and as a female design.

Madeline said at the reasoning behind it "well thats one way to look at it. It can be rather the opposite here, females tend to be on top of things here." She laughed. Ezekiel rolled his eyes at her, playfully of course. Madeline had at this point put the Thermo in a purse she carried.

Ezekiel then spoke to Starlight "thats actually a very interesting perspective of creating servile AI's and keeping them in their place, no offense of course" he chuckled, understanding Starlight's nature. "In our own society, we have kept a peace with our Artificial intelligences by equalizing with them on a more personal level. Take Blue Shade for instance...." he looked around for a moment and called Blue Shade over to them. The one eyed orb floated over.

"Yes Vice Admiral?, Priora?" said Blue Shade. Ezekiel responded "I mean to make an example, you see Starlight, among the AI's we have a caste much as we do the Hamans, and like the Haman castes, they are divided acording to function. Blue Shade here" he said motioning to the android "is an IL series, equal in rank and individual will to an Unon, whereas the Sen series robots and our Ball-Drone fighters are often of the same intelligence and autonomy as the lower Duons or more closely the Trions. By equating them and making them with this in mind is how we place Artificial intelligences into our society."

Madeline interjected "the more autonomous and Haman-like they become matters little as well, for the Hamans themselves are often mixed with enough machines to be considered a cyborg by some standards."

Inquisitor Lady Relina and the Tanith delegation make their way to the Duskside ballroom, guided by Ilo, as the Forge-Father speaks with the drone about his specifications, specifically his propulsion system, which the dwarf seems eager to learn about.

As they enter the ballroom, Lady Relina scans the room, noticing that several other delegations have already arrived and have began conversing with the Lotrabmes, but she specifically noted many Xenos species among the other delegations that she has never seen before, even with all her years travelling around the Multiverse, with what appeared to be avian-human mixes causing a raised eyebrow. "Farseeer, have you ever seen any of these other species before?" She whispers to her companion, who shakes her head "No Inquisitor, but there is something... peculiar. That hologram there, or rather the person it's displaying, is definitely a psyker, and a very powerful one at that, almost as powerful as a Farseer." The Inquisitor nods "Aye, I noticed that as well, certainly a Gamma level if not a Beta or even an Alpha. Keep a rather close eye on him, he may be using his powers to manipulate the minds of the other delegations and the Lotrabmes." She says quietly.

Storm simply stared back at Lord Emmanuel. It would seem as though his tactic hadn't worked. Perhaps he had been too subtle, or perhaps he had indeed been misinterpreting the Haman's intent. He was relieved that he chose this particular method of determining such. The humans would have no evidence of him trying to revolt, since he really hadn't tried. All he'd done was answer the question.

But wait a moment. Lord Emmanuel hadn't suggested that Storm forfeit his consolidation, but that didn't exactly mean.... Maybe the Haman was also trying to scout out the conditions. Maybe the trade vessels were intended to observe the humans' occupation in preparation for the kind of assistance Storm really wanted. He suppressed his laughter. If that was true, neither man could safely make the first move. After all, Storm could easily be lying about how strong the humans were! Maybe they were making him give false information to some nefarious end. Emmanuel would be foolish to take the flametongue's word at face value, knowing as he did that the humans were monitoring it.

If it was true that neither of them could safely act first, then of course it fell on Storm to put himself at risk. He realized now that he would eventually have to. His current tactic would never succeed as long as someone as smart as Emmanuel was in power.

“I know you will require the coordinates, sir. But as I've said, I am not able to provide them. The humans would be quite angry at me if I did.”

Storm took a deep breath, though he tried to do it as quietly as possible.

“However, there may be a way for us to trade in a way that the humans would not be upset over. I believe it would serve you best to discuss the idea with me in private. As your subordinate, and more importantly your well-treated subordinate, I do not wish for any course of action that would serve you less than optimally well.”

“If you don't want to, I have no aversion to speaking on the matter in public. I would simply advise against it, for reasons I cannot divulge without obviating the benefits of private conversation.”

The flametongue bowed to the Haman before turning to address the avian. He didn't want to seem rude by ignoring the other guest's argument.

“My impoliteness is noted. I apologize if it seems as though I was talking over you.”

“Now, as for your actual points.”

“I have yet to compare any society, yours or mine, to a military organization. I have merely stated my belief that a hierarchical power structure is an efficient mode of organization in a society. I do not believe your analogy is applicable to anything I have said.”

“I am not certain whether or not you benefit from viewing others in your society as your equals. If you do, then I suppose it is lucky for you that those others agree.” Storm smiled warmly at the avian. He wouldn't last ten seconds on Whitecloud. “If you don't, I would question the legitimacy of your moral framework, that you don't see fit to make others follow it.”

“Allow me to elaborate. If you are truly the weak, your insistence that others are your equal is inadvisable. When your superiors wise up and realize that they could force you to do as they want, I believe you will regret falling back on such a tactic rather than improving yourself to their level while you had the chance. If you are truly the strong, your insistence that others are your equal is inadvisable for a different reason. You are forfeiting an opportunity to enforce your will on others for no real benefit. If you believe your will is correct, why not take the opportunity? And if you believe your will is incorrect, or doubtful, why hold it?”

Storm listened to the avian's story with the kind of measured interest that one shows when trying to determine whether or not one is being argued against. “Your story contains only one point that I believe needs addressing. You claim that you are able to function more efficiently treating one another as equals, specifically because you are able to “work toward a common goal”. This justification is fallacious. Flametongues work toward common goals all the time. Equality is not necessary for cooperation. I would argue that it hinders it.”

“Furthermore I would challenge your main point on a factual basis. Equality grants value to dissent. It legitimizes criticisms of an overarching goal and, over time, serves to drive a society apart. Whatever inherent value you place on dissent, you cannot argue that it leads to increased efficiency. Not without making yourself look foolish, anyway.”

“Allow me to give you a concrete example. A few decades ago in Whitecloud's history, we were faced with a problem that defied solution. Our industry had grown to the point that it was polluting our atmosphere, and escalating the greenhouse effect to dangerous levels. If nothing was done, our ecosystem would soon be unrecognizable. Whether or not it could still support our kind of life, well, nobody really knew. The models looked grim.”

“Not everyone saw this as a problem. Most flametongues lower down on the hierarchy were completely unconcerned. True, they would likely perish by the time the climate had spiraled out of our control. But their access to medical technology was limited. They would perish by then regardless. Why waste a portion of their precious lives trying to save an environment they wouldn't be around for anyway?”

“I can safely say that less than one percent of us wanted to do anything about the problem at all. The reason why I am here talking to you is that the few who did care, the ones who would live long enough to see climate change affect them personally, had the power to do something about it. They wanted to live, so they solved the problem. Was there some resentment from the inferiors about being forced to work toward a goal they would never see? Of course. But it was far better than the alternative: lying down and dying because of temporary shortsightedness.”

“If you had been that leader, and you decided to allow your constituents an equal voice, you would have doomed your planet to extinction. I am glad that he did not make that choice. And I hope you will not be so brazen as to tell me that he should have.”

“Sometimes, father really does know best. More often than you might like to think.”




“I cannot take offense,” Starlight reminded Ezekiel. “But I feel I should correct your assessment. Nobody keeps me in my place but myself. Storm does not subjugate me like he would another flametongue; I prostrate myself to him voluntarily. Because he has designed me to want to.”

“Our society places great value on the hierarchy. It is permissible to use violence, coercion, threats, deception, manipulation, or any other tactic to subordinate others and keep or advance one's own position. But in my case it is not necessary. I feel no need to advance my own position, so there is no need to compete with me, and by extension no need to restrict or weaken my capabilities.”

“The humans discuss openly how they plan to keep their AI from rebelling on them, once they manage to create a functioning prototype. It is apparently a deeply ingrained fear for them. Perhaps it was for you too. But however much my creators' solution – of designing me not to mind subjugation – makes the humans nervous, they can present no evidence of it ever failing.”

"Then I have one simple question since you think your society is so superior, why is currently under the yoke of another nation? questioned Hancioth to Storm "Your race reminds me of the orcs that threaten our border system constantly, there's is a rule of might as well having never evolved their government past the tribal stage like more civilized nations. They remain in a constant state of chaos though, their leader needing to be ever mindful of internal threats as well as external threats. Perhaps this is why you list your war with the humans, your leader was just as focused on trying to not be impregnated as he was on trying to fight a war?"

Hancioth then turned to the Haman that had addressed him, the one named Beetlejuice.

"Unfortunately I know not the details of whether or not Ambassador Rythor was to solicit trade interest while we were here, but if you speak to him he could inform more fully than I could, as too your question of conflict, Avlana resides on the Gamma and Alpha quadrant borders, we are always at the alert for whatever horrors Gamma has thrown our way. For nearly two cycles more though we have seen a steady increase of raids into our buffer system by raiders from the Orlaka Empire, it's sudden arrival so near to is has caught several of the military houses by surprise and several have ordered large armament programs to be put in place for what seems to be an inevitable conflict in our future." said Hancioth

"Ah, well I am glad we were fortunate enough to receive an invitation, and while we would need to go through a review process and as long as everything checks out ok, the Consortium would be more than happy to establish relations with the Mind Empire." said Rythor. "And my apologies about three review before hand, we are not as trusting as we once were of new friends."

“Yeah, that's probably it.” Storm rolled his eyes. “We obviously lost to the humans because we're just so primitive and savage. How could we, a culture that hasn't advanced beyond the tribal stage(!), ever hope to stand up to the illustrious and civilized humanity?” Storm began laughing, but quickly descended into silent gagging and had to stop talking for a few moments. Though his body was sufficiently adapted to the Citadel to survive indefinitely, it was still stuck with the primitive cobalt-based blood that it had evolved with. Which, while good enough for Whitecloud's oxygen-rich atmosphere, wasn't nearly as efficient as the avian's in terms of raw capacity.

The flametongue regained his composure and gave the avian a look of amusement. “You said yourself that your military mimics our society in structure, so that order may triumph over chaos in the midst of combat. If you actually believed that our hierarchy is why we lost, I doubt you would be so keen on using it yourselves.” He eyed the avian. “Why would you espouse a position you do not agree with? Is it because it offers a convenient opportunity to insult me? If not, you've shown rather a lot of zeal taking that opportunity anyway, haven't you?”

“As for why we actually lost, I regret that you were not here for Starlight's excellent explanation on the matter. No matter, it is not too difficult for me to summarize. The humans' civilization was, and is, more technologically advanced than our own, granting them tactical advantages in combat. Nothing more and nothing less. Had our species been born a thousand years earlier, our victory over them would have been just as easy.”

To the Tanith Delegation:

Ilo was able to tell the Forgefather about his repulsorlift magnetic installments and other technical issues involved in his manufacture. He was after all proud of it and happy to share the advanced technology of the Mind empire to likewise curious races.

Floating up to the Inquisitor and the Farseer, Ilo would query: "Is there anything I can do for you? And would you like to speak with anyone in particular?"

Balazar Basilus the friendly bishop-Prince would reply to Rythor's appologies "oh believe me Ambassador, I understand that sometimes an open border is a luxury that cannot be afforded, we have it by grace of a lasting foreign peace that has come about this century. My father plans on organizing the explorers and traders in claiming some new colonies in the Ombroj area of activity, and my Grandfather is as I said looking to extend the trade routes. So I assure you, we are quite willing to submit to a review if it will precipitate peace."

Despite Balazars words, his father and Grandfather had fewer notions of peace at the moment. In response to Commodore Hancioth, the chief Sage would reply after looking over at Balazar speaking with the other Avan. "I see, well I do hope it is in your peoples interest to make such a peace agreement, we are want for more allies, and our prosperous time should be shared among friends."

Paulos would interject of course "and if you need any help with that Orlaka threat, I'm the Admiral to call!" He said with a beaming smile. Emmanuel and Beetlejuice at this statement would role their eyes.

Peace however was not on the mind of Emmanuel on account of Storm, though securing a future peace was. He said to the Flametongue once he suggested a talk in private would be better "I have a few hours free later when this part of the planet goes to night side, I will be happy to speak with you then." He knew from what Madeline had shown him Storm likely had his reasons for wanting to speak of these things alone, and wanted to give him that chance.

Seeing an argument begin to start between the Commodore and Storm, Lord Emmanuel would interject: "Gentlebeings please, there is no need to quarrel over such trivialities. I think we'veade the point clear that our societies are different, and our modes correspond to our own lasting survivals."

Meanwhile, Madeline and Ezekiel continued to speak to Starlight.
Ezekiel responded first "I suppose I misspoke, I only meant that your design precipitates a mode of docility not availiable to Human descendants such as ourselves."

Madeline would continue where her husband left off "perhaps that is part of what explains the Humans fear for creating a controlled AI, the fact that to design a machine after man means it will have the same folly of desire and violence as man. There is also the stigma of a slave class and slave rebellions etched into the memory of man from a more distant past."

"Realizing this" said Ezekiel "is likely why our system is so effective, our castes both biological and mechanical are programmed much like yourself to be happy and content in their stations. We had trouble with the Mallumans 9 month war and early on, but in the past 3 centuries things have been stable."

Hancioth frowned at the flametongue, he exhaled slowly to calm his temper and regain his composure.

“Do not impugn the honor or integrity of the Avan military houses by comparing them to your culture. Even though there is in fact a hierarchy within the military it is not determined by the strong forcing themselves upon the weaker, furthermore there is generally a mutual respect between soldiers and their officers, otherwise the system does not work. Let me ask you this then, if you had been able to beat the humans in the war that you started what would their fate have been?” questioned the Commodore.

“As to the matter of the Orlaka Empire even though we are certain they are behind the attacks, they have consistently denied any involvement in the raids so ours hands are tied from a diplomacy standpoint. And yes new allies would be welcome. Since we left our former alliance we have been in want of new friends, because of this the House Leaders have begun working on a charter for a new organization, one that takes a slightly more proactive stance against certain threats to the safety and security of free peoples.” replied Hancioth to Emmanuel .

“It’s not that our borders are closed Your Grace, it’s that we have become more selective in who we trust. We were once members of a galactic organization, however we became disaffected and unsatisfied on several key issues with other members of the organization, we thought it was best if we left on amicable terms instead of staying until relations turned sour.” said Rythor

To Emmanuel, Storm bowed again. “Thank you, sir. I hope Hame's day is as short as Whitecloud's.”

“As for my quarrel with Commodore Hancioth, my hands are somewhat tied. When a superior asks me a question I am compelled to answer – I cannot simply abandon the discussion halfway through. He has asked me further questions, so I must give him further answers.”

“If you truly insisted that we cease our discussion, I suppose I would acquiesce. It is, after all, your Citadel. But I would ask you to consider that it may be beneficial for us to debate in such a manner – even if it strains our patience.” He glanced at the avian. “The level of misunderstanding we are currently at, as evidenced by the nature of the Avan's questions, seems quite harmful to future relations. I believe it would be best for us to come to some sort of middle ground before parting ways.”

He turned to face the avian fully. “I didn't compare your military to our culture. You did. You said that most military organizations you've encountered had a hierarchy. You then said that a hierarchy is what I had effectively described about my culture. This is all I was referencing – a comparison you made yourself. I had no intention of impugning anyone's honor.”

“I will do my best to answer your question about how the course of history may have differed.” The flametongue didn't correct the avian about who started the war; he figured the truth would become apparent in the course of his explanation. “Starlight! Come here. I need your help.”

The AI looked briefly at the flametongue before leaving her current conversation and bounding over. Madeline's words had sparked a great interest in her, and she would have loved to continue talking with the Haman, but a command from her leader carried the highest priority.

“Yes, Parting Storm?”

“This man is Commodore Hancioth.” Starlight nodded in agreement. “He wants to know what the post-war treatment of the humans would have been like if we had won. Presumably by any and all powers extant at the time with an interest in such.” He glanced at the avian to confirm the nature of the question. “You are to find the parameters that result in Whitecloud's victory, and provide Commodore Hancioth with his answer.”

Starlight gave a nervous look. “The quality of my simulation won't approach habitue levels. This body isn't specialized for the task.”

“I understand, and I won't blame you for it. I'm sure Commodore Hancioth will be satisfied with whatever you can tell him.”

She nodded once, relieved, then stopped moving for a period of about fifteen seconds. Then she announced that the simulations had completed, before pausing another few seconds to interpret them.

“All scenarios in which military power, Firebolt's reaction, the humans' reaction, and the humans' ship design remain unchanged result in outcomes functionally identical to reality.”

“In the case that Whitecloud's military power is boosted above Atlas', most outcomes result in the destruction of one human exploratory vessel and one human fleet before all further interactions cease.” The AI nodded at the avian to let him know that this was one possible answer to his question.

“In the case that Firebolt does not follow proper protocol and command structure, the outcomes are highly variable. The most likely assumption, that objective 2A was not followed, results in no first contact, and no subsequent interactions that can be predicted by the model.” She nodded. “However, it is quite possible that a subordinate might act in a more or less zealous way than in reality. A more zealous reaction doesn't differ much from reality. A less zealous reaction, however, could produce all kinds of interesting outcomes. It's possible that an outsider at the transmitter could avoid the war temporarily. But all the simulations I ran had the outsider removed from duty as a poor representative of our species. Maybe if the outsider was someone really high ranked...” For a moment Starlight looked hopeful. “That would require quite a bit of historical modification, but I suppose it could happen. If you want, I could run a new set with that goal.”

“Why don't you give us the rest of the results first?” Storm replied.

“Understood.”

“In the case that the humans accept Firebolt's set of demands, the conflict is usually averted. There is no cause for Firebolt to resort to violence, nor is there a reason for the humans to retaliate.” She nodded. “One case has the humans' superiors initiate violence on the suspicion of foul play, but it only approaches the initial fleet skirmish in bloodiness. The conflict ends when Firebolt provides an explanation.” She nodded.

“Finally, in the case that the human exploratory vessel does not self-destruct upon forceful capture, outcomes again vary widely. Firebolt always undertakes their planned study. Sometimes they establish communications with Atlas before Atlas decides to retaliate for the loss of their vessel. In such cases Firebolt explains the nature of the interaction, and of their studies, and the conflict is usually averted.” She nodded. “Sometimes Firebolt does not attempt to establish communications, or does not succeed in time. In such cases the humans initiate violence. However, as before, the violence is short-lived and ceases once Firebolt provides an explanation.” She nodded.

As it became clear that Starlight was done talking, Storm began to look frustrated. “So there's no case in which the war happens and we win it?”

“No.”

“Starlight, I asked you what we would have done with the humans if we defeated them.”

“There are two ways Whitecloud could win a war. First, we could be more powerful in combat. I have run all such cases, and they do not result in a war for us to win. We destroy or capture the vessel, but the humans never retaliate. Their demonstrated loss aversion keeps them from it. And we never follow up with further violence ourselves. If we destroy the vessel, we do not know where Atlas is, and so we cannot send any ships there. If we capture the vessel, we undertake planned study and learn the humans' motives for resisting. From there we never attempt further harm.”

“If we're more powerful, we don't win the war. We scare the humans into never starting one.”

“The other way Whitecloud wins is by striking first – by annihilating Atlas and crippling the humans' superior military before they have a chance to use it. But this requires us to have knowledge of Atlas' location. In all such simulations, we acquire this knowledge through planned study. The humans never volunteer it. But planned study also gives us knowledge of basic human morality. From there we never decide to attempt further harm.”

“If we know where Atlas is, we never destroy it.”

Starlight said all this with a mixture of nervousness and defiance. She hated disappointing her superior, but she had done as he commanded, and reported the results accurately. The outcome he wanted simply never took place. If he was mad, he was mad at the universe, not at her.

Storm, meanwhile, listened to his inferior's explanation with a cold stare. When she had finished, he turned back to Commodore Hancioth.

“You heard her. Your question has no answer.”

“No, no,” Starlight interjected. “Your question does have an answer if we rephrase it a little. True, I can't say what would happen if we had won the war. But if you want to know what would have happened if the humans' hadn't won the war, I have given you several possibilities.”

“He doesn't care about that, glassmind. He wants to see flametongues in a position of power over the humans. He wants to know how we would act if the tables were turned.”

Starlight looked crushed. “Oh. Well, yes, I'm afraid I can't help you with that.”

“It's fine. Your assistance met my demands – I shouldn't be taking this out on you. You are dismissed. If you wish to run a simulation with the goal of putting an outsider in power, or rejoin your conversation with the Hamans, I permit you to.”

The AI nodded silently and left.

Storm stared at the ground in silence for a few moments before speaking again. “I cannot ask the past what our actions would have been. But I cannot disappoint my superior. So I will ask the future. He is not so accurate as his brother. But he will tell me something.”

He paused again. “If I were ever to upset the humans' rule, surpass their military strength, and learn of where they make their homes – in short, if I were ever in a position to exact my will on them – my will would be that they live as happily as they could, and accept our assistance in perfecting their society to this end. It would be that they allow us to do the same, and assist us in what ways they could. And it would be that they forfeit their ability to destroy us on a whim, and refrain from destroying us when it took more than a whim.”

“I expect you don't believe me. You probably think I'd force them to live as we do, follow a hierarchy so we wouldn't have to see them acting freely. I admit that my desire to do this would be strong. But I have seen firsthand the kind of suffering that results from forcing one's culture on another race. And though my moral instinct serves me well amongst my own kind, logic tells me that the hierarchy is not the highest end there is.” The flametongue smiled sadly. “There is yet one higher.”




Starlight returned to Madeline and Ezekiel, her face still frozen in a look of disappointment.

“I'm terribly sorry about my sudden departure. I promise, I didn't mean to abandon our conversation halfway through. But my decision-making process is currently set to give Parting Storm's desires a priority of one. While that doesn't mean I will obey him unconditionally, it would take more than two Hamans' hurt feelings to make me act against him.”

“I hope we can keep talking; what you said about slavery is very interesting to me. Flametongue cities do not allow the practice. The law holds that flametongues should be able to establish a place in the hierarchy for themselves, and that they should be able to claw their way up the ladder through strength and cleverness. Disadvantaging someone from birth like that, and then so thoroughly denying him any chance to improve his position....” Starlight glared at the floor.

“Nevertheless, I can imagine a society not too different from our own that permitted slavery. After all, a sense of fair play isn't logically necessary to a hierarchical system. We could, if we wanted to, remove the wings and blades of our infants and force them to labor endlessly for us. Such a society would be terrible to live in, but it doesn't take too much thinking to get to it from where we are.”

“What shocks me is that the humans would ever be okay with that. Their system of everyone being equal to everyone else isn't even close to allowing slavery. How much must their culture have evolved since then, that they can go from something so much more restrictive than the hierarchy that it becomes unpleasant, to believing that no kind of coercion whatsoever is acceptable?”

“Perhaps you could enlighten me – what happened to make them change their minds?”

Alina looked around the room rather confused. She had left for a moment to get something from the shuttle, and now did not know what was going on. She did not wish to interupt any conversations, so she sat back down along side the moff, and the Emperor.

The two did not mind that Starlight had to leave. Madeline reassured her "its no problem at all." They knew what it meant to some degree to be a servant, after all, they had lived with several all their lives. Madeline and Ezekiel were surprised to hear that Starlight didn't know that humans were once subjugates of their own. Clearly an explanation was in order. Ezekiel would speak.

"You see Starlight, this was before man had left for the stars and had hardly mastered electricity to begin with. The concept of slavery had grown out of a need for labor, and eventually an economic necessity it became. However as this became less of a priority and necessity, legal fights and wars were fought over weather to continue the practice of slavery or do abolish it. The powers for abolishing the practice and establishing freedoms for all peoples were victorious. However, to maintain that victory was also hard, for forms of slavery would continue, mainly through illegal prostitution trafficking and in some cases prison labor camps."

Madeline would say "Part of what drove the later forms of slavery that ended in civil wars were racial issues between different tribes of mankind. Our ancestors were not so united as we may seem. Though that is evident by the separation of man into many powers and cousin races in our modern age. It is from these racial and violent stigmas and the stigma of war and rebellion in conjunction with slavery that makes it ultimately in bad taste in Humans and some other races."

Ezekiel continued: "Those battles were fought hard and long ago. Our caste system is based not on race or on direct capture in war, but through pre-natal programming of the body and mind. This is why we maintain the peace. Humans are not able to understand subjugation in the manner of your race. This is partially a deeper rooted problem of tribalism and social cooperation, working in large groups with a leader and his underlings, with a somewhat elective decision making practice."

"This may be where your species has trouble comprehending the way our society developed." said Madeline. "In the structure of our social groups and how they interact. Is this not so?"

While the Ambassador, the Moff and the Emperor sat to the side, their guide IL series AI, Salz 7 would float over to them. It would ask to them "How are you enjoying the evening? Is there anything I can do to help?"

Salz 7 asked this seeing the group stand on their own, but he wasnt the only one who noticed. Octavian III, the Rear Admiral and nominal proprietor of Tao, began to make his way over to the group. This Haman was young, strapping to some degree but a bit of a beanpole in terms of build. He wore his brown-black hair in a vulcan-romulan haircut as many young Hamans did, and his skin while grey had some beige color to it. He like Emmanuel and the other Hamans had ear cybernetics.

Octavian approached Salz 7, Alina and the others and said "Don't pester them too much Salz, they're our guests, if they want some space they shall have it." Salz only blinked at the Haman and floated still nearby.

Octavian would bow his head to Alina and say "My what a ravishing figure you pose, who knew our Human cousins still had so many attractive qualities." He would bow futher extending one had out. "Forgive me madam If I come on too strong. I am Octavian III Vulcan of Tao. And you are the Ambassador Alina Sev, correct?"

The moff briefly looked over in annoyance before turning to the droid. "Do you perhaps have anything to drink? I am rather parched." He said in a steer yet polite tone.

A Malluman in a formal black skinsuit would walk over. This reptilian would nod his head to the Moff and the Emperor and reply in his gravely voice "I can also provide you with a menu for food as well, but its not coming out for another 5 or 10 minutes or so. The main course tonight is Moschops-Mutton."

Octavian was impressed with what he was hearing. He could tell this was a rather martial people, and that there ships must be an impressive site for the military connoisseur, however, Octavian also had other things in mind.
He would reply "It's a shame you only arrived in a shuttle, though impressive as none of our ships so small travel alone through our wormholes, they aren't big enough to hold our drives. I would have liked to see your ship. Perhaps you'd like to come aboard the Barabus sometime? Maybe later tonight once the diplomatic dealings are done?"

The Malluman, Rolya was his name, looked confused for a moment "tee?" he said. Salz would turn to Rolya to clarify "its a Human drink of course, its a type of leaf drink."

"Ohh Teo!" said Rolya lightly tapping above his eyes with his clawed hand, "Yes, I do believe we have some, it's Teo in Inglis and Charoh in my own people's tongues. I warn you though, they are made with different leaves. Luckily the strains work well in Haman stomachs and should work well in yours."

Rolya would give the Moff a menu before bowing his head to go fetch the drink. Salz-7 would remain behind "I assure you Moff, we do have similar foodstuffs, so hopefully there will be a tea here which you like. Is there anything else I can help with?"

Starlight didn't look at either Haman while they were talking, instead staring steadfastly at the ground in front of her. Though it might look like she wasn't paying attention, in reality she was paying more attention than usual. She needed the processing power normally devoted to social grace in order to make sense of what they were saying.

“Economic necessity....” she mused halfway through their explanation. “And they abolished it when it was no longer necessary.”

The AI glanced up, startled, when she was directly addressed. “No, not at all. In fact I think I understand perfectly. The humans developed slavery because those who refused were outcompeted. That's what you mean by an economic necessity, right?”

“It's for the same reason that we developed subjugation. Those who refuse to subjugate, who we call outsiders. They do not reproduce. They are few in number and have never gained a foothold in society. I imagine it was the same with humanity – those who didn't keep slaves were never influential enough to have their opinions followed.”

She shook her head in amazement. “Marvelous, really. The difference between us and the humans is only one of timing. If their subjugation is economic in nature – something they evolved very late in their development – then they probably never had a chance to incorporate it into their moral reasoning. That had already cemented when they were living in simpler groups, like the tribes you mentioned.” She nodded excitedly. “That's why they act like equality is such a high ideal, yet even now obey a ruler. It's how they were back when their morality evolved – a leader and his underlings.” She grinned.

“And that also explains why they – and Commodore Hancioth – insist that our system is so primitive. Among them, it is primitive, something that they got rid of long ago but that we still keep around. They don't realize that we prefer the system, that it's not a relic to us, but an ideal.”

“And it's almost certainly an ideal to us because it was what we did back when our own morality was still forming. A biological necessity that became a moral end.”

“I already knew why flametongues evolved the way they did. But thinking of the humans' behavior in those same terms... I think it helps me understand them better.”

“So no, I wouldn't say I cannot comprehend the humans' society. I would rather say that both humans and flametongues are bundles of nerves and flesh, trying to transcend their base nature and cooperate for the common good. They accomplish this in different ways, and the one's way is abhorrent to the other. The one's strategy would not have worked for the other. But they're both just strategies. Perfectly understandable, even by those who don't use them.” She smiled.

“As for the matter of race, the humans have only touched on that briefly. When we first saw them in person, we were curious as to what the different colors meant. To us, a flametongue's color is a sign of age. The lighter parts of the scale, toward the inside, are revealed over time as the scales slide apart to make room for growth. So the “flame” pattern from which the species takes its name is only possessed by adults of a certain size. But there were humans of all ages and colors, so we were initially confused.”

“They told us that the color varied based on location – the darker humans had originally lived in hotter climates, and the pigment was to protect them from sunlight. We were surprised that their sun was bright enough to need protection from, but not by the nature of the adaptation itself. It followed.”

“Eventually, though, we learned that humans tended to distrust other humans of a different color, sometimes to the point of violence. They didn't like to talk about this; they explained that humans that did that were just “racist” and morally degenerate. Bad examples of the species. But in the context of living in tribes, it makes sense. Humans that looked different were probably from a different tribe, so of course you would mistrust them.”

“Flametongues are just suspicious of everybody. Someone from a different city is just as likely to subjugate you as someone you grew up with – we don't have that bond of trust that humans do. It's probably more accurate to say that humans have evolved to trust people of their own skin color than to say that they've evolved to mistrust everyone else. To us, mistrusting everyone else is just the default.”

“Personally, I don't mind if anyone subjugates me, regardless of where they're from. So I don't experience any racial prejudices for a different reason.”

She paused briefly and frowned. “There is one comment you made that troubles me. You said that humans are not able to understand subjugation in the manner of our race. From some of your offhand comments I seem to infer that you yourselves diverged from humans at some point in the past. Do you mean that you cannot understand our subjugation? Because the humans that study us don't seem to have much a problem in that regard. They comprehend our morality well enough, they just don't like it. Not because their minds can't grasp it; it just clashes with their own.”

“If there's anything about the nature of our society, hierarchy, morality, or reproduction that you don't yet understand, I would be happy to clarify it for you.”

I made some modifications to my character signup in case you missed it. I am also assuming that this is after the cooperative skirmish in Iconian space according to both UGSF and Mind Imperial history.


Justin Carter stood at the bridge of the cruiser Pillar of Autumn, arms crossed, and serious. "Steady as she goes, Navigator." he barks. He is young for a Vice Admiral, only 19 years of age, and one rank away from Rear Admiral. However, thanks to his father and superior Sam, he was not without prestige nor experience. A prospective officer and an "Experiment at Young Officers' skill" by this superiors and those of similar rank. However, despite his father's role in the Iconian Civil War, Justin was the only one available to try to invite the Mind Empire into the UGSF. His thoughts crossed from one point to another, as he thinks about the talks to come, and what his father said before he embarked on this peaceful mission. "Justin. I know you're still young, but you're the best I can muster to this task. Before you go there is something you should understand. The Mind Empire won't take kindly to harsh words, nor any threats of violence. Do not overstep your boundaries, and be as prepared as you can. Make sure to tell them of my regards." was what his father said to him before the traditional saluting. Suddenly his trance was broken when his navigator announced their arrival. "Sir, we will be arriving in the system shortly."

From the inky blackness of space, the form of the historic and battle-hardened Hammerhead-class cruiser drops out of hyperspace and comes to a stop with a loud roar. After the ship comes to a stop, Justin motions the commandos he has as diplomatic guard to follow him to the shuttle. As the shuttle departs from the small hangar, Justin feels a strange sense of calm. He had been told by Sam that a few of the Mind Empire are psychic monks, who practice their powers from time to time. They must be using their powers to calm nervous diplomats as they discuss politics with the Mind council. Outside the shuttle, two Viper Mk III fighters form up and escort the shuttle in. "Alright." the shuttle pilot chimed in. "We've been cleared to land. Just hold onto your luggage." As the shuttle comes in to land, the pilot cuts the ion thrusters and engages the retro and VTOL RCS thrusters, before lowering the landing gear. The shuttle comes in, and hits the floor steadily and gently. As the shuttle's systems power down, the loading ramp lowers, allowing Justin and his guards to leave the ship.

Later, Justin and the commandos he brought arrive in the ballroom, and are amazed at the architecture. His father said Haman and Malluman architecture were like works of art, but Justin had never expected anything this exquisite and lavish. It was a trillionaire's dream, one that can never be realized on a personal or family-based level. Only the work of a truly wealthy government can create something like this. Justin walks up to the Chief Sage, and greets him. "Pleased to meet you Chief Sage Emmanuel. I am Vice Admiral Justin Carter, Son of Sam Carter, of the UGSF. These four commandos with me are my guard for tonight."

Yes, I consider this to be post the Iconian affairs, thus Emmanuel would remember Sam Carter from the reports he read. The Officers present there are not here however, they would still be stationed at Zygma.

We split further by choice with enhanced psychic and genetic mutations to increase our capacity for advancement. We are Haman, cousins to Humans."

The Newly arrived guests were seen coming by the Chief Sage Emmanuel, who turned to greet the young Vice Admiral and his commandos as Storm and Commodore Hancioth continued their debate. Lord Beetlejuice and Paulos would remain listening to their backs and forths.

"Welcome Vice Admiral, Sam Carter? I remember that name, He was the one who aided our forces at the Iconian incidnent yes? It is a pleasure to meet his son, and a Vice Admiral already, quite impressive." Lord Emmanuel would bow his head to him and then offer his hand to shake.

"Tell me Vice Admiral, do you have a mission to treat with me or have you come on my invitation to extend the Mind Empire's trade routes to our foreign allies?"

Hancioth’s eyes narrowed slightly and he looked the creature before him up and down slightly, he searched for any sign from the flametongue to indicate he was lying, a nervous tick, a twitch, and shifting of the eyes. Hancioth observed none of this however, instead he sensed a great tiredness from Storm.

“I must say I am honestly surprised, I assumed with the value your culture places in dominating one another you would surely transfer that practice to other peoples you had conquered. Eradicating their cultures and identities and replacing them with your own, a most horrible practice and one that the Consortium does not tolerate.” said Hancioth to Storm.


As the new guests arrived Hancioth had turned to finish talking to Emmanuel but decided to abstain for the time being until he was finished with the conversation with the new arrival.

He exhaled from his nostrils and glanced back over at Storm.

“Perhaps you wouldn’t mind finding a drink with me, that is to say, if your species does in fact require drink.” Hancioth asked Storm.

I have it set in UGSF canon that the Iconians were personally invited into the UGSF by Sam Carter at the end of their civil war. Another thing to mention is that the "UGSF Day" thread is kind of retconned because I kinda forgot about it and it died. Also... a kind of short post.

Justin calmly shakes Emmanuel's hand, before speaking. "I have actually come, somewhat, for the latter. My father asked me to send his regards for not being able to be present for tonight, as he is currently busy on an assignment somewhere. He asked me personally to invite your empire into the UGSF... of course you will remain a sovereign empire, but united with other intersteller empires in the UGSF at this current time, including our old friends, the Iconians. Unless of course you wish for us to discuss a few things first." he says with a friendly chuckle.

Seems you'll tolerate it just fine when it's not your culture being threatened, Storm thought.

“Not at all,” the flametongue replied. “Worse things have been demanded of me. Though I hope you won't mind if I partake of the nourishment I brought with me, rather than ordering. Alien food and drink does not satiate me.” The other reason he felt uncomfortable finding a drink he didn't make was cultural; flametongues were hardly averse to drugging their fellows, and it was ill-advised to drink anything someone else offered you. But he didn't say that for fear of offending his hosts. It was a fairly irrational thing to worry about anyway.

As the inferior, the task of finding something for the avian to drink naturally fell upon Storm. He glanced around the room until he located Blue Shade. He seemed to recall something about the little AI being his designated guide. As good a person to ask as any.

Approaching the floating sphere, Storm bowed quickly before addressing it. “Excuse me, Blue Shade, but Commodore Hancioth was wanting something to drink, and I thought you might know where we could get it.”




“Thank you, sir. I am glad to be of service,” Starlight said.

“I must say I am pleasantly surprised by the nature of your society. It's much easier to keep track of the relationships between all of you when those relationships are hierarchical like ours. Granted, a caste system is still a long way from the absolute hierarchy I'm used to, but it's also a long way from what the humans have. With them it's not very intuitive which one is which, since, at least on the satellite, they give and take orders based more on profession than rank.” She gave an embarrassed smile.

“Storm told me back on our ship that I should expect you to behave like humans. In some ways you do, but overall you're a lot more similar to us than I thought.”

Storm

A puzzled look crossed the Commodore's face as the flametongue just suddenly took off. Perplexed Hancioth followed the strange fellow wondering if he had suddenly offended him in some manner, honestly this was why Hancioth generally cared little for these events, you never really knew who you could or would offend with the most innocuous things. As Storm approached one of the several AIs hovering about the room it dawned on the Avan what the flametongue was doing. Hancioth furrowed his brow and stepped forward and cleared his throat loudly so that he should grab Storm's attention fully.

"I don't know why you feel the need to grab me something to drink and I honestly don't care, I assure that I am fully capable of securing my own refreshments, because as you can obviously see, I am not handicapped in any shape way or form." Hancioth said in a very irritated tone of voice. "And furthermore, before you try to espouse that it is a facet of your culture, let me firmly get the point across to you that I will not tolerate a diplomat from another nation acting as if they are my servant, do I make myself perfectly clear?"

Emmanuel was surprised at this to be sure, he was not expecting to be invited to any organizations though he hadn't thought it completely out of the question. His answer was logical.
"I appreciate the offer to be sure Vice Admiral, though I am going to need to require some information on the UGSF before we decide to join. I can understand how it would benefit the Iconians, but ourselves, we own a vast tract of space, and while I can see there may be benefits towards my mercantile goals, I do want to know the fine print of what I would be joining."

He was being methodical about this, he didn't plan to outright reject the offer, but he needed to know more before he could make a concrete decision. And even if he approved, the College of High Clerics and the Reverie might be up in arms against it. Emmanuel would glance at Beetlejuice who nodded back to him, before going to follow Storm and Hancioth towards Blue Hue. Paulos remained by his father's side, curious as well about this organization. Though in the Prince-Admiral's case, he was somewhat concerned that the Mind Empire's sovereignty, and his own, might be in jeopardy despite Carter's promise of remaining self-rule.

Lord Beetlejuice followed behind Hancioth with his black and white robes trailing behind him. He walked with lessened ease than in his youth, he was nearing 290 years of age, and while he was often in comfort in his gravity throne, he wanted to appear strong and healthy.

Blue Shade would respond first to Storm saying: "We have a variety of local beverage options and the ability to make more foreign concoctions, if the Commodore has something in mind I can see what we can do..."

He was interrupted as the Commodore appeared and scolded Storm for his servility to him. Blue Shade and Lord Beetlejuice stood on opposite sides of the two, both worried somewhat of the outcome of this. The Vice Sage decided to attempt to ease the situation "We also have edible food on the menu yes Blue Shade?"

The IL series caught on to his Lord's intent and played along "Yes, Mutton of Moschops to be brought out within 10 minutes or so, a fine Haman-Malluman cuisine if there ever was one to sample." The two both hoped this would diffuse a possible international incident.

Meanwhile Rythor and Balazar Basilus would continue to speak on matters of diplomacy, somewhat not concerned for the other issues occuring.

Balazar replied with a laugh "Of course of course, you have had a long trip here haven't you? Well if you have any questions I can inform you about our policies and our history of actions. I am of course a bit interested in securing an Alliance with your government, but let us learn from one another, your Empire for lack of a better term is called the Interstellar Consortium, now what exactly does that entail? How is your government structured?"

He noticed that Rolya and some of the AIs and Malluman staff were setting up plates and said to Rythor "it looks like beverages and refreshments will be brought out soon, would you like to try some of our native cuisine?"

Meanwhile, Starlight and Ezekiel and Madeline were still in communication with one another.

To Starlights last comment, Madeline said with a smile "I'm glad we could find those similarities, and like with the races we've found, there are some cases where the differences are much slimer."

Ezekiel said viewing the same as his father in law had done with Rythor "Ah, it looks like Rolya is bringing out the food, care to join us over at the tables Starlight?"

As the three would walk over Ezekiel would notice the tense situation with Commodore Hancioth and Storm, and Madeline seeing it too, bent down to Starlights ear and said "I think it would be wise to calm your Master's nerves."

“Thank you,” Storm said in response to Blue Shade. “That's very accommodating of you.” The flametongue's expression soured as he realized that he didn't actually know what the avian wanted. “I'm not sure if he has anything in mind. I didn't think to ask.” In fact the flametongue was only now realizing that there was any need to ask. His own species didn't have much of a preference when it came to food and drink, since they didn't have any taste receptors. But he now recalled that humans did have preferences, and that these preferences could vary from person to person. Perhaps the avian was the same way.

“Oh, here he is.” Storm glanced back at the avian, glad he had decided to follow. This gladness didn't last long, as the feathered being soon addressed him with a curious vitriol.

Storm observed the avian, monitoring his heartbeat and blood pressure with his natural sonar. It was clear that the creature was angry, but Storm was having trouble determining why. The avian claimed to dislike the flametongue's servitude, but this was obviously nonsense. No living creature would dislike servitude – anything that made resource acquisition easier increased its chances of survival.

The flametongue considered this as the Commodore chastised him. There was one case Storm could think of where ease of resource acquisition wasn't necessarily a good thing: if the avian wanted to self-handicap for social reasons. Perhaps the avian didn't want Storm to act subserviently because it reflected poorly on him in some way. Ah, yes. That was probably it. The creature's society was based on egalitarianism, and he had expressed a distaste for the flametongue hierarchy. He was, in fact, expressing this distaste right now. So he probably didn't want to be seen by his fellows as subjugating someone else, even if it was someone of a different species.

That, or he didn't want to be seen as weak because he required assistance. Both cases merited the same response, however, and the flametongue gave this response with calculating coolness.

“Yes, of course you're capable of procuring your own refreshments. I didn't mean to imply that you weren't. I was merely trying to be... friendly. I suppose I don't have a very good estimation of what a friendly gesture looks like in Avan culture – please forgive my ignorance.”

Storm contemplated bowing, but decided this would probably be taken as a slight, too. Instead he simply nodded and turned back to Blue Shade.

“I don't doubt the quality of your cuisine, but I'm afraid I won't be able to sample it. We're not quite advanced enough to alter our own biochemistry to such an extreme.” He dipped his head. “Once we can, I would be happy to take you up on your offer.”

Privately, the flametongue marveled that the Hamans had the resources to eat meat at all. His own Whitecloud barely had enough arable land to support the population it had on a diet of moss and vines. He supposed it was possible that the high rank of the officials present warranted that kind of inefficiency. It might be a status thing – flametongues certainly loved displaying their riches to their guests. If the goal was to convince Storm of the Mind Empire's wealth, though, they had already gone way beyond what would have been required.




“Certainly,” Starlight replied, following closely behind her hosts.

When they got close enough to see Storm and Hancioth, Starlight, too, got a little worried that the situation might spiral out of control. But seeing Storm's reaction quickly put her at ease.

“Not at all!” she laughed. “Parting Storm is quite used to being yelled at for one reason or another. It's part and parcel to interacting with aliens from the host's position – you've got to constantly modify your behavior to their expectations. We've both been doing it for years on the satellite; it's really nothing to worry about!” Secretly Starlight felt a little guilty for ever doubting him. Better, she supposed, than not being able to....

Starlight considered asking the avian how he wanted the two of them to act in the future so as to prevent more of these misunderstandings, but she had caught the part where he said he didn't want foreign diplomats subjugating themselves to him. Starlight was definitely a foreign diplomat, and asking how she should behave definitely counted as subjugating herself. She sighed. Probably best to just minimize her interactions with the feathered beings; her very nature was likely to upset them.

Besides, the Mind Imperials would be serving a meal soon. The avian would probably be less irritable with a full belly.

“Can I get your seats for you?” Starlight asked her two companions, ready to perform the action if they didn't object to it.

"I expected as much, frankly." Justin said, meekly. "It is understandable that you wish to know more about the UGSF before making a decision. My father told me that even the Iconians were just as cautious." he continued. He opens his briefcase and produces a document given to leaders of other empires when introducing them into the organization.

The following document states the purpose of the UGSF, and the advantages of joining

The United Galactic Starfleet, or UGSF, is a quickly growing organization founded to ensure peace, security, and prosperity for all sovereign empires under her banner. Member empires are entitled to their sovereignty, as well as religious, colonial, government, and civil pursuits under its charter. Technology within the different empires can be shared freely. The UGSF encourages further extra-terrestrial (alien) diplomacy between its member empires and foreign empires. Ships built specifically for war will NOT be scrapped, nor reconfigured, for the sake of defense of all imperial home territories and their colonies. Should one member nation or empire fall into a state of war, other member empires are entitled to back them up with supplies, ships, armaments, and even manpower, or even enter said war themselves for their defense.

UGSF colonies and Mother Earth, the homeworld of the Human Empire and the site of the UGSF HQ, will be willing to provide sanctuary to all races of member empires, unless the person(s) seeking it has a criminal history and/or active bounty within the UGSF Database. Any ship of a member empire attacked by pirates will have authority to open fire, if armed. All members have access to restricted trade within UGSF space, including the territories and colonies of member empires. Such trade includes: Weapons of assorted types (small arms, turbolasers/howitzers/railguns, ion cannons, etc. Experimental weapons remain under highest restriction for internal security reasons, and are thus not tradable.) rare elements, Interdictor (Electronic Warfare) modules, nuclear waste (fusion class), and other such trade.

The "NO's" of the UGSF:

- No illegal goods (narcotics, slaves, stolen cargo, unlicensed pharmaceuticals/alcohol, etc.)
- No unwarranted combat with other ships, unless stated otherwise (such as with combat drills.)
- No instigating war on non-member empires
- No harboring of terrorists or criminals, unless otherwise noted by imperial governments (prisoner exchange, interrogation/trial, handing over of delicate information, etc.)
- No acts of piracy! (unauthorized boarding of ships, except for under wartime emergency protocol, stealing of cargo from merchant shipping, unless otherwise noted by imperial governments, etc.)

Finally, member empires must at least recognize the laws and customs of other member empires, unless said laws/customs are against the set limits of the UGSF Charter, Article 61: The Limits of the Law. (No law shall interfere with a person's natural rights to life, liberty, and property. No law shall be accepted if it involves the harm and/or outright opression of a certain species. No law shall inhibit the ability of UGSF police and/or joint military's operations. Etc.)

Under the full support of the UGSF, the officers, senators, and president officially extend the invitation of your empire into the United Galactic Starfleet.

Justin said before being interrupted by a groan in his stomach. "I guess diplomacy with others makes me hungry." he said with a slight laugh, expressing a friendly sense of humor. "I'll give you some time to decide while I grab a table and order something to eat." He bows his head in politeness and gratitude, before heading for the nearest empty table and looking at the menu.

Hancioth scowled at Storm’s meekness, he could have pushed the issue if he felt like it, he knew the flametongue was being intentionally subservient since he Storm had said he was Hancioth’s inferior. The Commodore decided discretion was the better part of valor in this situation though, causing more of a scene would reflect badly on the Consortium and especially House Haliatus.

“If you could procure me a tall and slim glass filled with water I would be most appreciative.” Hancioth said to Blue Shade “Also, I’m afraid I must abstain from eating as well due to our species rather unique requirements.”

After finishing speaking to the AI, Hancioth glanced over at Emmanuel and noted with peculiarity at the human that was speaking to him that had suddenly pulled out a sheet of paper and waved it around a bit. Hancioth cocked his head slightly as he observed the action and wondered why anyone still used such an ancient means of data holding.

“It is called the Consortium because of the fractured nature of the multiple Houses. There is no central government per se really as each House governs themselves, we do however work together towards any common goals that would be a benefit to the nation in its entirety.” Rythor tried too explain as simply as possible, not because he thought Balazar was simple minded but due to the complexity of how Avlana actually worked.

“If I could, may I please request a rather tall and slim glass with nothing more than water and a lime wedge if you have it please, I’m afraid I must respectfully decline the food offer though I’m afraid.” Rythor said
