Official Constitution of the Alliance


Preamble
We the Nations of the Multi-Species Union Determined
  • to use diplomacy as a means to achieve peace.
  • to promote free trade and information to all member nations so long as it doesn't compromise their tech level integrity.
  • to champion against discrimination of a nation based upon species, government leadership style or tech level.
  • to defend all member nations, whether they are human, anthro, pony or the many others scattered across the universe.
have resolved to combine our efforts to accomplish these aims.

Accordingly, our respective Governments, through representatives assembled at Pax Concordia Space Station in the Tribus Sector, who have exhibited their full powers found to be in good and due form, have agreed to the present Charter of the Multi-Species Union and do hereby establish this interstellar Alliance.

The Charter pertains to all Alliance members and serves as the governing principles by which all member nations shall conduct themselves.


Article I
Government Structure and Protocol


Section I - Government Structure
  1. Legislative Branch
    The Legislative Branch is comprised of representatives of member nations and overseen by the Commission of Intelligent Species.

    1. The Commission of Intelligent Species
      The Commission of Intelligent Species (CIS) is the administrative body of the Legislative branch; it holds no additional legislative power. The purpose of the Committee is to streamline communications between Member-Nations of differing category, to mediate disputes between nations within a species category, to work with the heads of other categories if mediation is required between bodies, and to function as a hub for information distribution. It is comprised of four representatives, one from each species category (Human; Anthro; Pony; Xeno) overseen by a Head Commissioner. A CIS representative's title is Counselor.
      • Head of the Commission:The Head will provide or procure government and residency accommodations to suit each species. In addition, the Head's office is charged with maintaining Congressional Union calendars, tracking Floor activities, roll call votes, committee hearing schedules, and dissemination of information to the four Counselors. The Head of the Commission will serve as final mediator if disputes between Member-Nations have not been resolved after Representative mediation efforts have been made. All Counselors are answerable to the Head and must file a monthly status report. These reports will be reviewed by the Head of the Commission before submission to the Minister-President's office for dissemination between the various ministries. The Nation providing Head of Commission is considered a permanent Member-Nation holding a perpetual position until such time as that Member-Nation fails in its duty, ceases to exist, or withdraws from the role. It is so decreed that the Head of the Commission shall be from Stormwrath.
      • Deputy Head of the Commission: shall be appointed by the Head of Commission to serve in their stead. The Nation providing the Deputy Head of Commission is considered a permanent Member-Nation holding a perpetual position until such time as that Member-Nation fails in its duty, ceases to exist, or withdraws from the role, or the position is revoked by a two-thirds vote by Member-Nations.
      • Representative of the Humans: This elected official shall serve as a liaison between all Human Member-Nations and Human Observer-Nations, and as a liaison between the representative's species class and the CIS Counselors of other species classes.
      • Representative of the Anthros: This elected official shall serve as a liaison between all Anthropomorphic Member-Nations and Anthropomorphic Observer-Nations, and as a liaison between the representative's species class and the CIS Counselors of other species classes.
      • Representative of the Ponies: This elected official shall serve as a liaison between all Pony Member-Nations and Pony Observer-Nations, and as a liaison between the representative's species class and the CIS Counselors of other species classes.
      • Representative of the Xenos: This elected official shall serve as a liaison between all Xeno Member-Nations and Xeno Observer-Nations, and as a liaison between the representative's species class and the CIS Counselors of other species classes.
      In addition, Counselors shall file a monthly report with the Head of Commission's office containing the following regarding Member-Nations and Observer-Nations under their charge: Roll call of active Members and Observers; listing of inactive Members and Observers; Member and Observer requisitions, if any; Counselor directory listing the names of each Member or Observer's representatives to the Congressional Union. Counselors shall be elected every six months. There are no term limits on this position however Counselors can and will be removed for non-performance. Member-Nations may file a request with the Deputy Head for the Head's consideration. Counselors have 48 hours after a Member-Nation files to defend their position. Counselors wave the right to defend their position after that time unless they have indicated previously that they are on leave and unavailable. It is the Counselors 's duty to appoint an assistant should they take leave longer than one week.

    2. The Congressional Union
      All legislative powers shall be comprised of one representative from each individual Member-Nation, hereby known collectively as the Congressional Union. Criteria of electing or appointing such representative to the Commission are left up to the individual Member-Nation. Such representatives shall be called Congressmember. Observer-Nation representatives shall bear the title of Representative and are permitted to lobby and produce speeches at Summit, however no voting privileges are granted to any Observer-Nation.
  2. Administrative Branch
      The Administrative Branch shall be comprised of Ministries, each governed by a Minister, and all under the authority of a Minister-President.
      • Minister-President: Serves as the most senior minister of cabinet in the executive branch of the MSU and is charged with the execution of Congressional Union law, alongside the responsibility of appointing Ministry executives, regulatory officers, and concluding treaties with foreign powers with the advice and consent of the Congressional Union. The Minister-President has the power to call the Legislative Branch to convene, or to dismiss it when business is concluded. The Minister-President may be called upon when the Congressional Union has reached a tie.
      • Ministry of Foreign Affairs: This Ministry handles all incoming Prospective Member-Nation applications. It is the point of contact for all nations not currently serving within the Alliance itself.
      • Ministry of Internal Affairs and Communication: The MIAC works in tandem with the Council of Intelligent Species Representatives to address any concerns or needs required by Member-Nations. In addition, this Ministry manages the administrative system and communication matters, and serves as a liaison office between the Alliance and the Pax Concordia Station.
      • Ministry of Intelligence: This Ministry will gather intelligence both from within the Multi-Species Union and outside of it; however, it cannot conduct an investigation or mission without the approval of the Congressional Union, but it can conduct surveys and provide studies for the MSU without the Congressional Union's approval provided it does not violate the Article III, Section IV Non-Contamination and Research Clause.
      • Ministry of Economics and Finance: This Ministry coordinates the economic and financial work of member-nations as well as regulates MSU spending, and produces MSU cost analysis pre-mission.
      • Ministry of Defence: This Ministry will conduct itself as outlined in Article V - Peacekeeping and the Ministry of Defence.

      Each Minister is charged with forming the administrative framework supporting the Alliance itself. Ministers shall be appointed by the Minister-President every three months, or their term lengthened an additional three months. Ministers do not have voting privileges nor are they permitted to lobby or produce speeches at Summit. Ministers will be members of Member-Nations, will be in good standing with their own governments, and be vetted prior to position placement.

Section II - Travel For Legislative and Ministry Officials
Travel accommodations will be provided to all Member-Nation and Observer-Nation Officials who currently lack the technology to travel to Summits or Alliance headquarters. These accommodations will be provided by the host government or by fellow Member-Nations at no expense to the Member-Nation in need. Accommodations will fit the species' status as well as physical needs.

Section III - Appointment of a Minister-President and Continuing Functions
Congressmembers shall conduct a vote to elect a leading Minister-President at the first Summit. This Minister shall be considered the leader of the Alliance much as a Head of State. The Minister-President will act as the head of all Ministries, and will appoint positions that the representative sees fit to do so. The Minister-President has powers not listed thereof and such extra powers delegated to the Minister-President may be revoked or added by majority Congressional Union approval. The Minister-President may be in their position of power until such time as they chose to resign from office, is voted out of power by two-thirds vote of the Congress, or at the end of one year's term. Minister-President elections shall occur annually, each August. The Minister-President may not concurrently hold office within the Legislative Branch as either a Representative or Head, nor can the Minister-President be concurrently a leader of their Nation or heir to that throne, position or title.

Section IV - Role and Scope of Congressional Union
The Congress of the Multi-Species Union has the power to negotiate inter-regional trade and to establish treaties between independent nations or separate regions. The Congress has the authority to intervene, with three-fourths' approval, in member-state nations if such member-state is deemed corrupt by the standards put forth by the Multi-Species Union. The Congress has the power to form a provisional military in order to secure the defense of all member-states and regional possessions, it also has the authority to appoint Generals and conduct all recruitment necessary in order to form such defense. The Congress has the ability to dictate law, in which clauses and articles pertain to regional issues, and not interfere with the sovereignty of member-states.

Should a situation arise pertaining to a specific species class, and should that class lack substantial votes to have voice within the Congress, voting will go directly to the CIS Representatives. Each Representative will vote their species class majority. The Head will serve as a tie-breaker. Species classes may appeal for request through the Minister-President if the resulting decision is, by their estimation, discriminatory towards their class.

Section V - Documentations and Records
The Congressional Union shall keep a public record of all of its proceedings, however, if times that secrecy is required as defined by the Congress then the records may be declared sealed and not public knowledge. The votes of all councilors shall be included in the public record, unless one-fifth of those present decree that such voting records be sealed from the public. The Congressional Union must enable all laws ratified to be announced publicly and be placed in the Alliance's Public Records which shall be a collection of this constitution and all ratified documents. The Ministry, likewise, will operate with full transparency before the Congressional Union although, for security reasons, not all aspects of the Ministry will be transparent before the public.

Section VI - Impact on Member-Nations
Member-Nations shall, in full respect, assist each other in carrying out tasks that are prescribed or generated by this Charter. Member-states shall fulfill the obligations arising from this Charter or the result of any act of institutions of this Alliance. Member-States shall refrain from tasks that may interfere with principles outlines in this Charter or principles created or established by the Congress. Member-States of high tech levels shall not be required to share knowledge regarding that higher tech level with Member-States of lower tech levels.

Section VII - Removal of a Member-Nation
A Member-Nation can be expelled from the alliance should it violate the Charter or commit crimes against other Member-Nations, excluding wars. A tribunal will be held prior to disbarment, should criminal action be suspected, otherwise a Member-Nation may be disbarred via a referendum and two-thirds approval vote. Member-Nations are free to withdraw from the Alliance at any time.

Section IX - Nation Classifications
Member-Nations and Observer-Nations are part of one of four groups overseen by their respective CIS Representatives. A nation cannot occupy more than one group.
  • Human: Nations may claim the Human group if the preponderance of their populations are humans. Some nations choose the Xeno group if their populations are mixed. Humans can be located on Earth or abroad outside the Sol system. Humans in this group can be mundane, possess magic or special abilities etc.
  • Pony: Pony nations are predominantly Pony in population.
  • Anthro: Anthropomorphic nations encompass a wide range of populations. Some anthro nations are humans with animal features (ears, tail, etc). Others are animals with humanoid characteristics. Still others are dragons, or other sapient beings that retain the root of origin ("talking animals"). The latter two groups sometimes opt for the Xeno classification.
  • Xeno: this group encompasses an extremely wide range of beings. Many Xeno members are extraterrestrial in nature however there are Fae, Centaur, Elven, Draconic and Dwafish nations that identify with this group.

Article II
Economics and Trade


Section I - Free Trade Policies
Per individual Member-Nation discretion, a free-trade policy between member-states shall be in effect at all times while the nation is a member of the Alliance. Such policy includes that member-states shall be preferred, but not mandatory, trading partners of other member-states. Member-states may not embargo another member-state without popular approval of the Congress. No tariffs shall be placed on any member-state by another member-state, unless special approval is given by the Congress.

Section II - Industry Clause
In the industries of pharmaceuticals, livestock and/or other food-related industries, or any other high-care industries, or military grade industries, Member-Nations may elect to bar other Member-Nations from trade of such industrial products due to individual safety concerns, thus the Multi-Species Alliance shall not interfere with the industries thereof. Caveat: some Member-Nations might consume non-sapient versions of Member-Nation species; no judgement will be passed upon them for the livestock they keep.

Section III - Trade Routes
Land, aerial, naval and/or interstellar trade routes between Member-Nations will be defended by individual nations' active military personnel. Threatened trade routes which Member-Nations are incapable of protecting may be defended by a joint force supplied by the Alliance itself which is comprised of Member-Nations' military; however such an action can not be undertaken without two-thirds vote by the Congress. All protection of such trade is voluntary, if a Member-Nation wishes to be excluded from protection or for a certain transaction then the Alliance shall oblige. Protection within the exclusive economic zone shall be guaranteed as well as protection of private vehicles outside of such, all attacks on such shall be deemed a declaration of war.

Section IV - Exclusive Economic Zone
The aforementioned exclusive economic zone (hereafter, 'EEZ') is to be established at a future time and date, in a neutral location to be selected by the Minister of Economics and Finance, subject to approval by the Minister-President.


Article III
Species Rights


Section I - Inherent Species Rights and Non-Interference Directive
It is the Right of each sapient species to live in accordance with its normal cultural and physical evolution. This Right is considered sacred. No MSU Member-Nations are permitted to interfere with the normal and healthy development of life and culture. Such interference includes introducing superior knowledge, strength, or technology to a world whose society is incapable of handling such advantages wisely (to include Member-Nations of lower tech levels), or to impose its bias on cultures outside of its Member-Nations, or to force Member-Nations to conform to standards only applicable to a given species, culture or governing body. This directive takes precedence over any and all other considerations, and carries with it the highest moral obligation.

Section II - Civil Rights
The Multi-Species Union shall respect the equality, independence, and sovereignty of Member-Nations including their species differences and national identities. Likewise, the Congressional Union recognizes that some aspects of species' culture are not akin to Human culture and thus the Alliance will not seek Member-Nation conformity when such practices are proven by the individual Member-Nation to be conducted in a 'humane manner'. Examples of such practices would include
  • "slavery" by hive-mind species, by species that are inherently and naturally prone to this hierarchy, or species which have sentient organic or artificial machines. Let all be aware that slavery, in its cruelest form, is frowned upon by Member-Nations who oppose it however the Alliance itself maintains at all times an unbiased definition of "slavery" as a whole, and chooses to examine allegations of slavery on a case-by-case basis to determine whether or not it will step in to intervene. The MSU will not violate Article III, Section 1 of this Charter on civil matters.
  • female and male rights as they pertain to species who may be patriarchal, matriarchal, non-gendered or hive-minded.
  • dietary consumption of creatures that have sapient, but biologically unrelated, counterparts in Member-Nations.
Section III
The Multi-Species Union shall not be subject to the laws, bylaws or articles found in other alliances. It will defend its Member-Nations from foreign nations or alliances that attempt to interfere with the rights of Member-Nations to keep their customs and culture.

Section IV - Non-Contamination and Research Clause
The Multi-Species Union shall not risk contaminating any species with its presence. This would include interfering with species that have not progressed enough to contact this alliance, or species still evolving towards sapience. The MSU, in conjunction with other alliances, will establish a protective perimeter around developing species home systems to deter accidental contamination. This would include: no identification of self or mission, no interference with the social development of said planet, no references to space or the fact that there are other worlds or civilizations, and no exposure to species or devices not indigenous to that planet. Researchers wishing to study species must submit a detailed writ of intent and all research teams will be strictly monitored by the MSU. In the event of a disaster whereby accidental contamination occurs, the MSU and its Member-Nations may not violate the Article III, Section I directive, even to save their lives and/or their ship, unless they are acting to right an earlier violation or an accidental contamination of said culture. Such missions will not be launched without the knowledge and authority of the MSU, Xeno CIS Representative and CIS Head.


Article IV
War


Section I - Member-Nation Essential Nation Functions
The Congress shall respect individual essential Nation functions, including ensuring the territorial integrity of the State.

Section II - Declarations of War by Member-Nations
Member-Nations have the right to declare war against nations without Congressional Union approval and they have the right to organize their foreign relations to their liking, except as regulated by Article III, Section 4. Member-Nations may wage armed conflict against foreign nations. Member-Nations will not involve the Alliance in its war, nor invoke the Alliance's name as a form of determent or weapon, nor falsify information in order to spur the Alliance into assisting their cause.

Section III - Duties and Responsibilities
The Multi-Species Union shall not maintain a standing army. The MSU may call upon Member-Nations to assist in peacekeeping missions however acceptance of the MSU's proposal and participation on that peacekeeping mission are at the Member-Nation's discretion and said Member-Nation will not be held accountable or disbarred for refusing to render assistance. The structure shall default to positional authority determined by the Congressional Union. MSU military personnel can be called upon to
  • Monitor a disputed border
  • Monitor and observe peace processes in post-conflict areas
  • Provide security across a conflict zone
  • Protect civilians
  • Assist in-country military personnel with training and support
  • Assist ex-combatants in implementing the peace agreements they may have signed
MSU forces will not be used for disputes between Member-Nations.


Article V
Peacekeeping and the Ministry of Defence


Section I - Ministry of Defence
In accordance to the Multi-Species Union Charter, and with respect to the individual governing bodies that comprise the alliance, the Ministry of Defence is empowered to defend the Alliance to the ability permitted so by the Congressional Union. The Minister of MoD cannot act on its own accord, nor use the department as a leverage to coerce, intimidate, or threaten foreign nations or member-nations for its own purposes. It is the responsibility of the Ministry of Defence to coordinate with member-nations that do contribute its military forces and see to that no member-nations are acting in their own interest ahead of the alliance. MSU forces will not be used for disputes between Member-Nations.

Section II - Member-Nations
The MSU may call upon Member-Nations to assist in peacekeeping missions however acceptance of the MSU's proposal and participation on that peacekeeping mission are at the Member-Nation's discretion and said Member-Nation will not be held accountable or disbarred for refusing to render assistance. Member nations are under no obligation to contribute to the defense force, nor be subject to retaliation for being a non-participant. Member-Nations with higher or more advanced technology will not violate the Article III, Section 1 Inherent Species Rights and Non-Interference Directive nor will the MSU, Ministry of Defence or Minister-President override this directive and coerce those Member-Nations into contributing.

Section III - Scope of Mission
The Multi-Species Union shall not maintain a standing army nor will it receive "donated" resources to include troops, equipment or vehicles. The MSU may call upon Member-Nations to assist in peacekeeping missions however acceptance of the MSU's proposal and participation on that peacekeeping mission are at the Member-Nation's discretion and said Member-Nation will not be held accountable or disbarred for refusing to render assistance. MSU peacekeeping forces can be called upon to
  • Monitor and observe disputed borders
  • Monitor and observe peace processes in post-conflict areas
  • Provide security across a conflict zone
  • Protect civilians/aid in missions of mercy
  • Assist in-country military personnel with training and support
  • Assist ex-combatants in implementing the peace agreements they may have signed
  • Defend the alliance from overt military action by foreign powers
  • Coordinate with the Ministry of Intelligence with information pertinent to the situation at hand


Section IV - Standard Policy
Member-Nations are responsible for their own borders and territories however, in extreme circumstances, a Member-Nation may request emergency assistance from the Multi-Species Union. Such requests must properly drafted and submitted to the Ministry of Internal Affairs. This ministry is charged with communicating the Member-Nation's needs to the other Ministries and the Minister-President. The Minister-President must present the request and any accompanying initial data to the Congressional Union for vote. Requests are accepted with two-thirds majority vote.

The Minister-President is charged with coordinating the various ministries to form a delegation that will establish lines of establish lines of transportation, demarcate locations for bases, relief camps and/or demilitarized zones, and any other data needed to support peacekeeping operations. This data will be compiled by the Department of Internal Affairs and presented to the Minister-President. The Minister-President will work with the Council of Intelligent Species Head of Commission to request aid from Member-Nations best suited to assist in a given scenario.

All forces sent by Member-Nations, to include any resources or equipment or manpower, remain under the control of their homeland. Each participating MSU nation is responsible for the upkeep of their forces. The highest ranking commander of those forces will retain command. If there is more than one nation in the peacekeeping force, then the MSU will appoint the highest ranking officer for all combined forces as the commander. All resources, personnel, vehicles, weapons or other accoutrements will be returned to their Member-Nation at the conclusion of each mission.


Article VI
Referendum and Amendments


Section I
This Charter may be amended by the Congressional Union via Referendum whenever two thirds of all representatives shall deem it necessary. Should a Referendum pass two-thirds vote, the Congressional Union may bring the Referendum before the Minister-President. The amendment shall be defined as a ratified amendment and be deemed law after Minister-President approval. The Congressional Union may bypass the approval of the Minister-President if they have a unanimous decision otherwise then, if so, the amendment shall be ratified.

Section II
Referendum may be brought before the Congressional Union by any Member-Nation or Observer-Nation. The Congressional Union shall vote on only one referendum at a time. Referendum must be framed property and carry the support of one other Member-Nation before being presented before the Congressional Union.


Article VII
Official Motto

The official motter of the Multi-Species Union will be: Joining our hands in unity.


Article VII
Ratification

The Ratification of the Multi-Species Union, shall be sufficient for the Establishment of this Charter between the Nations so ratifying the Same and done in convention by the unanimous consent of the Nations present this 19th Day of September, 2014 C.E., and In witness whereof we have hereunto subscribed our names,

Multispecies Union Headquarters - Pax Concordia Station, Tribus Sector
Shipping Lanes:
Visitors can expect heavy traffic in and around the demarcated shipping lanes. Visitors are asked to verify flight plans and to allow traffic control to advise them on final approach. Massive transport ships are given right of way provided they are preregistered as commercial-only vessles.

Docking:
There are several docking options available. Primary docking for small vessels is permitted in internal docking bays. These bays are available for short term use only unless the individual or government has delegate status. Arm docking is available for ships too large to enter the station. This docking is limited to only the time it takes for passengers or cargo to transfer between station and ship.

Security - external:
Don't be a dick. No one likes it when people take it upon themselves to bring strife or a nemesis to an RP, least of all me. Plots to blow up the station or have your battle cruiser roll in to cause havoc must be approved by me. Unapproved attacks will be ignored by all players. In this instance, the OP is God rule applies.

Security - internal:
Security forces are mainly comprised of Thade warrior caste (OP discretion to keep the game flowing) although the teams are supplemented by personnel from every nation tied to the MSU or the MC. Please ask me how to include some of your NPCs onto the security detail. Please treat the station as a glorified airport - people aren't going to be walking around heavily armed unless they belong to security, there are explosive-detecting devices located throughout the station, everyone that enters has either a passport, ID card or other documentation declaring their place of origin, and so on. There is a black market but it strays on the side of sensible for gaming purposes (yes, one can find pirated tech there, if one knows who to contact. Those contacts are NPCs)

Promenade - market and food districts:
The Promenade features shops such as you'd find in a small community. Some are integrated into the Promenade walls much like a mall while others are kiosks similar to a bazaar or open air market. Bear in mind that nearly everything is shipped in; prices are high, especially for fresh produce or meat. You can find tailors, tech repair/mechanics etc.

    Applesauce
    It's a Pony establishment because somepony asked for one. It caters to Ponies, has facilities set up for Pony patrons, serves Pony food and drink, and is run and staffed by Ponies.

    Cloud 9
    It started as the station's main (and only) R&R room for troops and grew into a fully fledged pub. Cloud 9 caters to all species but seems to be a watering hole for most humans and xenos. The establishment was purchased several years ago by a witherward (per player request) and now provides a full line of beers and ales, wines, hard liquor, and cocktails. There's pub food if you're hungry. NPC staff belongs to Swith. The pub sees the occasional brawl but it's mostly a sedate place to hold conversations.

    Grind
    We have strippers. Lots and lots of strippers. No touching the fems. Visit at your own risk. It caters to all species - remember, that which has been seen cannot be unseen.

    IHOP
    Yes, IHOP. Someone wanted one. It's there. It has pancakes.

    Wolframs
    It's an anthro establishment because an anthro player asked for one. It caters to anthros. It is not a singles bar where players meet up as a prelude to TG sexting (per anthro player request, and also because sexting/cybering isn't allowed on NS.) It's run by an old Wolf anthro named Wolfram. He keeps a loaded shotgun behind the bar and has a low tolerance for fights in his establishment.
Money:
Visitors can exchange their currency for Credits. Credits are kept on a stick (there isn't any such animal as paper money or coins on the station) which can be scanned by merchants etc. For sake of play, 1 credit - 1 NSD.

Medical:
There are medical bays and a primary hospital ward.

Transportation:
The station has a "rail" system as well as various lifts. Certain areas contain more machinery than others so it's not always a wise idea to use personal transporter devices because the machinery tends to interfere with the process.

Living in Space:
A station is an enclosed environment. Some restrictions are necessary. Combustion engines aren't permitted. Smoking is done is designated filtration areas. All water is reclaimed so be careful what you flush - you won't be able to retrieve it. Every resource is precious. Private quarters are extremely small. The station is set up to reflect Earth but the Xeno decks have environment-controlled quarters that are toxic to humans and/or other Xenos; most use respiration aids or full body suits to travel outside of their "native" environment.

Getting to HQ:
Many MSU members and observers don't possess the technology necessary to transport to and from the station. The MSU has member-nations willing to give those delegates a lift. Nations based in the Sol system can arrange transport with any member-nation located there; the Technocracy of Cerillium offers free passage for those on official MSU business (mass is limited so anything beyond one body/one bag will require the payment of shipping fees.) Be reasonable: the MSU is an organization and delegates are usually not heads of state therefor no nation requires a heavy security team. Extra personnel put a drain on the environment.

Station Tech Level:
I'm old. I don't have patience for childish player pissing contests and tech trumping. The Station's tech level is extraordinarily advanced compared to nearly all nations (including my own). That's why we have artificial gravity, and sensors that can detect explosives, and comms links that can access a person nearly anywhere on the station provided they carry a device, and atmospheres/gravity/environment controls for xeno quarters. It's why we can have a station apart from a solar system. It's why we can refuel just about anything out there. It's why player-generated attacks on the station would have the same affect as a toddler taking on Chuck Norris. Because science is nice but common sense is sometimes lacking in II. Is it utopia? Nope. The artificial gravity sometimes fails. Occasionally some moron accidentally blows out a cargo bay. Merchants quarrel over who should be allowed to dock first. Some upstart ambassador rolls in with his sleek ship and feels entitled to take up an entire shipping lane. Typical things that strip away the "untouchable" to remind us that Mondays still exist.

In other words, it's a game mechanic that allows us to combine techs and canon without clashing over stupid things.


So why all the "limitations"? Because we aren't here to have a bunch of nonsense adventures! We're here to complete Summit work, establish HQ and get to know the nations and their delegates better. This means that players are welcome to explore the station and have conversations, or sit in the pub, or shop the promenade, but our primary concern is MSU business (especially if you're a CIS Rep) - if you don't participate in it, you can't possibly have any objections to alliance bylaws or procedures later on. Also, we needed a place in a pinch, and the station was already available. Others game in this setting; we don't want to destroy their stuff.

The station lurked between here and nowhere, suspended like a fat spider upon an invisible web and secured in place by sheer determination and a hell of a lot of elbow grease. She was massive and beautiful, a twinkling work of art haloed by a ring of blue and yellow shipping lane markers. Up until one hundred years ago, she belonged to the Thade peoples but now she was used as a place of peace and wisdom. Not that Thade weren’t wise; they’re simply were not peaceful according to galactic social standards. Think of it as that rude uncle with the loud tie offering a small child a quid. The child can’t help but be excited, so much so that he’s willing to overlook the obnoxious uncle in favor of the treat. Thus the galaxy whole-heartedly agreed to ignore the Thade’s strange mindset and odd hygiene habits in favor of the gift. She had been retrofitted by more advanced nations, properly named Pax Concordia by sage minds, and was now bastion for peace.

The area of space known occupied by the station was the Triune Quadrant. This hardy bit of real estate was overlapped in ownership by three major empires but given up as neutral ground in favor of diplomatic relations. All three patrolled the TQ, and two had designated shipping routes for those seeking to go to and from the station. It needs to be said, however, that these massive and highly advanced empires took a dim view of anyone thinking to bring war to the passive station, and any attempts made upon the TQ would be met with outright war (unless the Nifid answered first; they were prone to genocide over such grievances as rings left by coffee cups or stray cracker crumbs on the lace tablecloth).

The station was comprised of many levels, each being vital to the overall function, and it housed workers, diplomats, medical personnel and a host of others. Indeed, those that lived on the station saw it as a unique, multispecies city. The very northern tip of the station was an array of communication and other devices. The very south held fuels and other necessary “go juice” storage. In between was a bevy of nooks and crannies containing vital machines, bio-habitat (life support) gases storage, and the gunkworks that provided artificial gravity. These were peppered throughout the station, leaving the rest of it open for actual living or as shipping, receiving and docking bays. Everything else was external, to include the long arms that served as docking anchors for vessels too large to find their way inside.

Inside, there were large sections dedicated to an Earth-like atmosphere; there were smaller sections dedicated to life support for those species that found Earth to be toxic. The insides were (as previously stated) a thriving community of workers and diplomats that lived in a somewhat harmonious existence minus the occasional dockworker strike or complaints over holiday displays.

The isolation from all the nonsense of the universe allowed for peace. There were several organizations inhabiting the station that stood for such noble causes. The IAPA was one of them. Other, smaller groups included a smattering of individuals concerned over war orphans (as in ‘displaced peoples recovering after their world was detonated’) and those seeking to cure diseases and plagues, or end starvation, or a host of other noble causes. There was even a very small branch office of The International Red Cross & Peace Corp of Nationstates, Inc.

Those that came to the station retained their citizenships and were held accountable to their nation’s own laws however they had to also follow laws established by the station’s governors. These additional laws helped to keep the peace between species. They were very basic “do no harm” or “golden rule” things that any sensible person could understand, and most of them had to do with respecting personal space, tolerating those species unfamiliar with your customs and culture, and doing nothing to compromise the station itself.

Not that it was all a slice of nirvana. Many projects had been tackled by the lowest bidder, so the artificial gravity could go out at the most inconvenient times. Nations tended to war with one another and those ripples sometimes touched the populaces on the station, giving way to angry outbursts and demonstrations that hampered the morning commute (no one would risk a terrorist act due to the three empires and the Thade propensity for eating/spacing people). There weren’t any public schools and the small population of visiting children were usually bored out of their minds. Imported food was always expensive. To top it off, you were living in an enclosed system far from any habitable rocks, and nothing more than a fish in a tank, and at any given time the life support could fail, or something could explode and buckle entire portions of the station, or a host of other nasty things.

Hell's Bliss, the Cerian flagship, allowed traffic control to guide her along the station's longest docking arm. She would only remain long enough for her passengers to disembark and for the station's crew to refuel her. The Strategus Navicularius in charge of her dispatched a message to the station to explain the arrival of more diplomats and then flicked his ears in hope that the station administrators were prepared to take on the MSU.

He needn't bother. The station was more than happy to accommodate the alliance. There was a quarter of a deck that could be allocated for their use. Instructions were relayed to the CIS Xeno Rep.

Opifex Bregan Thull escorted the various MSU delegates from the ship and to the train lining the docking arm. A short ride brought them to the main station where they were quickly processed through security. They found themselves standing in the main rotunda, just a short walk from the promenade itself. Quarters had been issued to them and these were located one level down.

"We should meet up in the morning," he advised them. "For now, let's everyone decompress. I'm heading to Cloud 9; first round is on me if anyone wishes to follow."





The stations traffic control contacted each ship in kind as they entered the neutral zone. Smaller vessels were routed inside the station while larger ones would be set along the docking arm once the Bliss had cleared out. Even the Planeian's SDN Skyla could nestle comfortably along the arm. In fact, it could handle just about anything however a ship larger than the Skyla would find itself parked away from the station (shuttle craft transport supplied free of charge).

Delegates when through the same security processing, were assigned quarters, and would find a message from the CIS Xeno Rep advising them to rest for the evening, as well as an invitation for drinks and a request that the other CIS Reps contact him.

Verma:

“Alright, report, report.” said Jonathon Verma talking to himself. He was finishing up his report after the first jump. He had informed the Divergian Ministry of Foreign Affairs that MSU would respect Divergia’s rights to possess, use, and sell Slaves. He had put in audio of Moses’ Speech on the matter, The establishment of a Charter, and the Attack on the Building. Verma went back to the report, and began writing about the events after, including Moses’ rescue of the two Planeian Delegates. It actually took Moses’ help to spell Planeian, which embarrassed Verma, especially since Moses couldn’t read, and his attempt to draw the word was terrible.

A couple minutes later, he had finished the report, along with a report for the Department of Transportation, informing the Department of the discovery of a Transporter(as the Stormwrathians called them) on the ship. He hadn’t known what it was before, in reality the D.S.S. Serenity wasn’t originally Divergian, but that was all he was told on the matter. He had been taught how to pilot it, and was therefore the first pick to go to the MSU Summit. He was constantly learning new things about the ship. He knew this discovery would revolutionize the transportation Industry. He also informed the department of the problems of Disease and variations in Science and Technology(All of which created barriers for Trade). Meanwhile the ship slowly moved on its course to the next region of space it could initiate a jump.

Moses:

Moses loved being back on the ship with his Master. He had gotten accustomed to being alone, being treated differently, constantly being judged by the other Delegates, but nothing compared to being back with his Master and being his Servant. His Master seemed happy to see him too. He was just glad to be back to his normal life, away from judging eyes. He had been making Verma’s bed, when he heard pings coming from the ships HQ(His Master called it a Cockpit, thought it contained no pit, or rooster), as well as shouts of joy from Master Verma.

Verma:

Verma had finally gotten a response from the Transportation Department. Apparently they were excited by the new discovery regarding “Transporters”, and planned use another ship of the Divergian Fleet to figure out how to create a network of transporters. They planned to recreate transporters and test them in Divergia’s labs to understand their limits. Soon after a reply came from the Minister of Foreign Affairs. He had gladly informed Emperor Ashton I of the news. Verma was certain to get a reward.

While he was waiting he had been plotting future jumps, he wasn’t finished of course, he wasn’t a God, but he had made progress. They would make another two Jumps, as well as the pro-longed distancing of the ship from each solar system he encountered’s gravitational fields, before being able to get on the proper course to the new MSU HQ. He would have to pay shipping fees because he had a second occupant(Moses). He would naturally raise Cain over it though he really didn’t mind paying. It would ensure some nation doesn’t bring 800 people, and consume the entire oxygen supply with their mouth breathing. Though, it would probably be better to learn the biology of the MSU Delegates’ Species, figure out what they consume, what the excrete, and then create an individualized tax system, but then again he didn’t run the station, it was their problem! and probably cheaper for him anyways. Two long and arduous jumps later, They were on their way to the Station.

Upon arriving at the station, the Dystan delegation exited the Cerian ship. King Tyroth was not among them; he had left in order to make sure the remaining kobolds in Stormwrath got home safely. Upon arriving, the group split into three.

Tyfis & Kobolds

The Dystan Princess was accompanied by the kobolds; as they were employees of her grandfather, they naturally followed her over the others. The trip took quite a bit out of her; maybe it was because of the lack of natural elements, perhaps she just was feeling airsick... er, spacesick? But either way, it was enough that she had to enter a wormhole for the first time in her life, now she was on a space station?

But she wished to relax, perhaps in some sort of lounge. She did not care so much about comfort - her scales were tough enough without needed cushions, though it would be nice - but she just wished to lie down after the events in Stormwrath. Regardless of what she looked like, she was no warrior, and the attack did scare her, though she would not admit it...

Cisara

Following the Opifex into Cloud 9 was the princess's assistant, the blue-haired elf wearing a white dress, who remained rather quiet during the summit. Sitting nearby the Thade, she took a moment to adjust her hair; one of the problems with having long hair and most of the people you know don't have hair at all, it's hard to get help when one needs it for this sort of thing.

"Um... you said I could have a drink here?" The elf's voice was rather soft and quiet; perhaps this is why she did not speak during the summit, who would hear her among all the others talking? "S-sorry, I guess you didn't even notice me... I'm Princess Tyfis's assistant, Cisara."

Vylon and Kamoto

The burly Water Draconid had not had a chance to be with his wife in a while, and unlike Tyfis, was feeling rather excited over the prospect of a station. A new place to do business, at least. Reaching the Promenade, he was eager to check out some of the establishments. "Hmm... Wolframs... that sounds like a fine place to start. Do you agree, Kamoto?"

The Squirrel Beasting giggled, "Oh, I'm fine with meeting anyone here!" Even with her massive husband by her side, Kamoto still stood out, likely because her wearing a green bikini was not exactly the most common clothing option on the station (outside of Grind, perhaps...) Jogging over to the bar, she sat on a barstool in front of the bartender. "Hiya!" her cheerfulness seems unwavering despite the events that led them there. "My husband - he's the big blue scaly guy - and I would like some drinks!"

Zephyr Orbital Station


A transport gunship began flying up to low-Zero orbit, where it entered a certain dock of a large starship docked at the orbital station. Yes, this starship was the SXS Palmaria, the flagship of the Stormwrath Space Command. Clemens managed to rescue and escort the delegates from Zero to the ship, which was currently right above the Prime Meridian of the planet. The Emperor stayed behind in Stormwrath, as he was going to meet with Parliament about the incident that just happened.

As for the Head of the Commission, he sat down on a bench somewhere and called Percival with an orb the size of a ping pong ball. A hologram of the Emperor then appeared on the orb. "Your Majesty, the Zeronian delegates are here, safe and sound."

"Excellent. I believe this is your first time inside the Palmaria, correct?"

"Yes. It's a gigantic ship. I think this is bigger than the starship the Planeians had."

"We'll resume this conversation later. I can hear the humming of the ship over there."

"Alright, when will we cont-"

As Clemens said that, the Palmaria began setting a course in the direction of Anubika. The ship activated its redstone reactors, which powered the engine of the vessel. It smoothly left the orbital station and went off to the region before they can initiate the Infinite Improbability Drive to make a jump.

As they reached to an area of space about 474,000 kilometers from Anubika, the Palmaria then made a hum and vanished from the Tamarus System in the twinkling of an eye. After exactly 57 seconds, a sonic boom can be heard in that particular area.

A few miles from Pax Concordia Station, Triune Quadrant

The Palmaria appeared out of the blue, first as a Floricia Tree log. Then it transformed into an arcade machine from 1697, an old steam powered train, a hula hoop and a soccer ball; all in the time span of 1.6843934 seconds. Several staff from the station wondered why there is a soccer ball floating in the midst of space for a few moments, and right before their eyes the ball transformed once more into the Stormwrathian starship.

Clemens felt quite dizzy, and ran to the nearest sink and vomited. He then proceeded to clean up his mess and wash his hands and mouth. He then proceeded to the docking area, where the transport ship was being readied by nanobots. His orb flashed green, and Clemens pressed the button on it. Percival appeared once more through the hologram.

"So, how does it feel to be turned into various objects?" Percival quipped.

"It's not funny, your Majesty", responded Clemens. "Being a table is not something to laugh about."

"Oh, you'll get used to it", replied the Emperor, still giggling. "I was turned into various items such as a rubber duck, a teddy bear, a cello and an umbrella. Anyways, good luck there in the summit tomorrow. Well, not that it would matter since you are in another-"

"Your Highness..."

"Okay, I'll shut up. Well, godspeed." And the orb turned off. Clemens then boarded the transport along with the Zeronian delegates, and it exited the dock of the starship and headed towards the station. Since the transport was small, it made its way to the inside of the station and parked there. After decontamination and security measures, the Stormwrathian then headed for his quarters to place his things there. After spending fifteen minutes grooming himself, he then proceeded to the Cloud 9 pub to get a drink and relax for a while.

Alder's small vessel had broke orbit quickly and silently, her main destination was to rendezvous with another vessel, one larger and with a full security team instead of his partner solely. Anthony would still take the lead of the team, but after developments that arose at the Summit, he had all but insisted on more tighter security measures. Alder had taken the opportunity to update the President while enroute. Needless to say, the President was less than pleased with the report, though the man hardly showed it with his neutral facial expression his eyes said otherwise and Alder could tell the man was already thinking a few steps ahead for possible outcomes.

"Its both disappointing and troubling," Matthias Holcombe said after a moment. A visible frown etched his sharp thick eyebrows while he contemplated. "There's little confidence to be had on a host nation that cannot even guarantee the safety of its invited guests. For an event this momentous one would think they'd take every precaution to make sure nothing of this sort actually happens."

"I happen to agree, Mr. President, but as I see it what's done is done: it's what comes after that has led me to a more cautious route, maybe even considered a full reversal, regarding our current standing within the MSU?"

The President's frown deepened, "What is it you propose?"

"A formal change of our membership status within the MSU, Mr. President," Alder said simply without sugarcoating it. It was one of the reasons Matthias preferred the younger ambassador over other seasoned diplomats; the man spoke his thoughts clearly without the need or the compulsion to hide behind vague words and empty gestures. It was a surprise nonetheless and Alder could see Matthias' eyebrows lift up significantly to his words. Alder continued, "Looking back, I think I may have acted in exuberance rather than being more circumspect to signing our concurrence and membership status on to the Alliance. While the Charter is flexible, even accommodating, the incident that took place has me contemplating if our nation is actually ready to involve itself in the affairs of others. The Charter has it structured as a loose alliance, really, each member holding to its own affairs and only 'nosying' in when asked to or if it fits our agenda. Our common pledge for peace and cooperation is the only common cause."

"And you think the incident remarks a significant backpedal to the progressive goals? Particularly because the focus was upon its host?"

Alder tilted his head in agreement, "Yes, I do. Now we're en route to rendezvous with the Galatea and from there proceed to Pax Concordia on the invitation sent on behalf of Opifex Thull of the Technocracy of Cerillium. The station is sitting on neutral ground and assured to be the most secure facility in the Sector."

Matthias couldn't help but form a smirk at the edge on one side of his smile, "And you're skeptical."

"I'm always skeptical, Mr. President. It comes with the job," Alder said stifling a laugh but couldn't help a sardonic grin of his own. "At any rate, that's what I'm proposing. I do not think we need act on it right away, but it should be something to consider. It may be that while there are considerable gains in such an alliance, we shouldn't lose focus on how we'd like to keep our nation involved - if any - in such membership and how it affects us in the long term."

The President nodded, his troubling visage moments ago returning. "I see. Well, I'll keep that in mind when I speak with my advisers further on the matter. But as it stands you know you're at the forefront of this, so you're the best eyes and ears we have at the moment. Keep sharp."

"Actually Marilyn has been doing a better job at it than I, Mr. President. Sometimes I think she's barking up my position."

He laughed, "Well then keep on your toes. You're the best team out there right now. Galatea's commanding officer is an old friend and colleague of mine during my younger political days. He'll take good care of you guys and the security report Anthony made, he'll insist it be nothing less. How's your partner anyway?"

"On a nervous tirade." Alder broke into a fond smile at the mention of his husband, "Typical security behavior and over thinking too many things. He'll be fine, he's just worried. Thank you for asking."

"Don't mention it. Alright, I need to get going before Senate starts threatening a twelve hour session. Godspeed ambassador and we'll see you soon." The President clicked off right after, leaving Alder with a blank screen and hardly enough time to compose his own farewell. He didn't take umbrage with it however, realizing the man had taken a few minutes out his schedule to actually make a call he could have had sent any number of his aides and adjutants to do it for him.

The Galatea
It wasn't long after that their vessel was approached by the familiar sight of one of their nations streamlined vessels. The small vessel made a hasty landing inside Galatea's shuttlebay and the ship proceeded on course to the Tribus Sector at cruising speed. The vessel had an arrowhead front and raised engines from the back. These ships tended to be suited for diplomatic functions and long range exploration; it was relatively adequately armed, able to defend itself accordingly if necessary and could achieve a maximum speed that lasted longer than most in the fleet - save a few newer designs that were rolling out. Still this class of vessel served with distinction and its crew were lauded to be one of the finest in the fleet.

Anthony had handpicked a team of six for the main delegation team; other teams were selected and placed on standby. The main team would be lightly armed, but were to follow station procedure if such weapons were prohibited. They still carried a few devices meant for quick extraction, including emergency transponders, much to Alder's morose look when he found out (but not as though he could deny it or deny their effectiveness). The shuttle they came in to the Summit would still be utilized to dock with station while the Galatea's captain, one Commodore March, would work with Pax Concordia to maintain some form of continuous station keeping path.

Already an hour on board with quarters assigned to his team, and there already an open invitation to all delegates at Cloud 9 from the Opifex himself. Alder had taken a moment freshen up and look a bit more relaxed. He had a guard with him at the insistence of Anthony, who already left before any objections could be voiced to finalize other security details. Jones, Alder made a note to remember his guard's last name, stood rigid and completely out of place in Cloud 9. "Do me a favor," Alder said with a sigh, "Try to blend in, would you? Thanks." And took a page out of his partner and left the guard standing by himself at the bar while Alder went in to join the delegates already there.

SDN Skyla en route to Pax Concordia

Capris and Neera were rushed to the medbay. The doctors took a quick look at them and applied several medicines to them. They were then laid down on two of the medbeds. The medbeds were initiated, mechanical rings passing by their bodies several times. It utilized electromagnetism to trigger accelerated anti-cyclins; faster cell regeneration and reanimation, using a similar process that cancer uses, but at a controllable rate, e.g. not deadly or tumorous, as well as reviving dead cells. It is essentially an electronic healer. In addition to household versions just as widely available as bathrooms, there are portable versions of the technology for specific parts of the body, but just to be safe the doctors decided to use the military standard medbeds instead.

The two went to their temporary quarters on the ship and awaited until the arrival at the station, which would take a few hours. In that time, Capris decided to write to the Xeno CIS representative a nice little letter... complaining about what the Stormwrathians call "nonlethal" practices.

As you know, in the recent attack on the former MSU headquarters, the Stormwrathian security forces used what they believed to be "non-lethal" force. A sonic frequency attack designed for certain species who are able to hear the frequency. Thull, as Planeians, my wife and I were able to hear this frequency. We can testify: it felt like we were dying.

The Stormwrathians used unnecessarily cruel methods in their show of force, which not only affected the attackers, but was widespread enough to even affect members of the delegations. This is unacceptable. I don't know if you were able to hear it, but if you asked my wife or anyone else, they would say that no one should be subjected to that type of pain.

I propose this be brought up with Clemens Piscator. Stormwrath must answer for this. If they ought not suffer the consequences, then they must be given proper nonlethal weaponry. Cryonic Dischargers have served our purposes well, and have never left anyone half deaf.

I hope that my message would be well received. As a beacon of Sapient Rights, the MSU should not stand for such cruel practices. Not on terrorists, not on civilians, not on anyone.

Pax Concordia Station, Tribus Sector

The SDN Skyla exited hyperspace, appearing instantly a couple of kilometers out from the the station. Instead of docking at the Arm, which was occupied by the Hell's Bliss anyway, the Skyla moored at its current location. Capris and Neera were taken to dock at the station in the shuttle that came to get them from the DSS Serenity. Capris had to insist the PSDF not send with him a whole battalion of troops attached as his personal guard, because one, there was no longer a Zeronian threat, and two, those extra fees seemed expensive.

Once the two arrived at the station, passed through decontamination and security checkpoints, they decided to proceed to their quarters on the station. Maybe they'll take up on the Opifex's invitation at Cloud 9, but for now they wanted to settle in, and wash away the frightening experience they had but a few hours ago.

Wolframs was a hodgepodge of patrons this time of day. Most worked at the station and were winding down after long shifts. There were an assortment of canines and felines of various conformity but there were also a few alien species that found comfort around anthropomorphic races. Some of these resembled lamia. Others might be mistaken for six legged llamas or camels. The pub itself was tastefully styled although its age was showing at the corners of tables and chairs, and it had seen better days once upon a time. Wolfram seemed overly fond of the colors blue and grey; nearly everything in the establishment borrowed their hue from those shades. Two large monitors silently displayed sporting events (some sort of animal race, and a sport involving massive creatures grunting as they fought for possession of a deformed ball.) Most of the pub's noise was the din created by the patrons.

Two flies were seated down the bar from Kamoto. Abuzz with the latest station gossip, they wiped condensation from their beer glasses and bitched about next cycle's shift.

"Assembly hall, you say? I s'ppose it can be built. Won't happen inna day, it won't. Sure as an'thin' they'll get er done by the week's end, but won't it be somethin' ta see that much activity all a'taking place at a single go!"

The second fly nodded to his companion. "Would be something ta see. But see it, we will. They'll apull us from third shift, you watch. Good pay, affer a hol'day weekend an' all. Don't complain none or it'll be jinxed. I hear tale they settling them onna blue level, onna'count of the space need for all that. It'll happen quick because needs must but it'll be our heads if not done right so keep yer mind ta task an' do it proper but fast."

"Don't worry 'bout it, there's a good lad," said the first as he tossed a tip onto the counter. "Let's be off then. Work starts early and my legs need more restin'."

The fox-faced bartender swept the change from the counter and smiled at Kamoto. "Well hi yourself! What would you two like? We have an assortment of beer and wine, or water, or some carbonated drinks."

"Right this way, Cisara," the Opifex nodded to Princess Tyfis' assistant. He removed his filtration mask and allowed it to dangle from a thin chain attached to his collar. The corners of his mouth lifted slightly to convey a friendly close-lipped smile. It wasn't a normal gesture for his species but he'd mastered it after much practice.

Cloud 9 wasn't as busy as others nearby; its patrons tended to not keep human schedules and preferred to work longer shifts. An older human sat in the corner playing backgammon with an upright puddle of tar. Two creatures resembling umber-colored chickens clattered quietly by the main entrance. The place was empty otherwise, and the waitstaff were more than delighted to accommodate the new arrivals.

The MSU delegates and guests were shown to a smaller room where they could unwind. The staff verified what liquids each creature could and could not consume, and accommodated their needs as best possible.

Thull saw to it that a beverage found its way to Cisara's hands, and then he checked his messages while they waited on their orders. In truth, he did nothing more than observe the room while his internal processor worked its magic. His frown was internal as well; Platix had raised a valid point but had also voiced a common stance as well. Thull's processor formulated a reply and dispatched it.

Dear Delegate Platix,

Please forgive the tardiness of my reply. We have only just arrived and I was unable to access external communications until now. I also ask that you forgive the Stormwrathian government for its tunnel vision.

I believe the Stormwrathian security forces' sonic weapons were meant as a deterrent. They do not have much contact with alien species and I believe it's safe to say that they were completely unaware of how this usually harmless method of crowd dispersant and suppression would affect those with the ability to hear such frequencies more clearly. One species' "non-lethal" sound is another species' brown note.

It's difficult to judge what is "unnecessarily cruel" when presented with foreign technology. For example, the Burnukian peoples use a weapon that dries the skin, causing it to split and peel back. It's excruciating to everyone except creatures from the Burnkian homeworld. All of them have evolved skin which regenerates, and they have few nerves connected to that skin. A human would die from infection or else face permanent scarring were the weapon applied to them, thus humans condemn the Burnukians for a weapon that does little more (to Burnukians) than deter a charging native creature.

I do sympathize with your excruciating pain however. My cybernetics allowed me to dampen the noise, although that upper frequency is one we utilize for echo location and thus I was left momentarily disoriented.

This occurrence will be brought up with Clemens Piscator. His government needs to be educated regarding these matters. I do not suggest handing them Cryonic Dischargers. If these weapons function as a deterrent meant to "freeze" then they are just as cruel as a sonic weapon for many species have very sensitive cells and freezing those cells would cause them to burst; they don't even physically tolerate cryogenic berths on long voyages.

I look forward to meeting with you in person and I promise that we'll get answers to this sonic issue.

We really need to settle on a damn category name, the Opifex grumbled to himself, although his eyes were on a delegate just joining them. Alder? Aldar? Meh. Why can't any of these people have normal names! And here's Clemens himself! "Welcome, both of you. Please join us."

Min and her group had accompanied Thull to the pub and were sitting quietly. The Observer had much on her mind and was apparently content to dwell on it. The Cataloguer had settled for a beer and was now rubbing his lizard's chin (no doubt the thing was recording everything); his bodyguard was obviously roaming somewhere. The NSL construct had gone roaming as well although Thull doubted the creature was out of earshot.

Thull settled next to Clemens. "Commissioner, I have some updates for you. The station's commander is more than happy to accommodate the MSU's needs. They're working to update already existing areas to suit us, including plans for retrofitting an old auditorium." He removed a glove to expose a black metal hand. The palm illuminated and then projected a flat image for Clemens to see. "The MSU assembly will contain many of the features found in this Earth nation's government meeting room - I believe this is South Korea? As you can see, the seating is configured with built in screens. These will be touch activated and we'll run all member-nation's languages and writing systems through our database to allow them to see translations as well as presentations translated into their native tongues. Several seats will be able to accommodate those not of humanoid proportions, such as the Pony delegates. Delegate quarters will be down the hall from the main assembly, with a dining facility separating the two. Personnel from member-nations that are unable to breathe in the common areas will have special quarters farther away from the rest if only because these quarters require specific isolation procedures to keep gases from mixing - and silently poisoning - oxygen-breathers.

"The station is willing to supplement their security forces with forces from member-nations however they won't allow certain weapons. This is a station, after all, and certain projectiles can affect everyone on board. Security forces will be trained by station personnel, but will be limited in duties to only those areas pertaining to the MSU. There is always the possibility that a member-nation will go rogue and try something, but any such action would be considered an act of war by the station itself and there are more species here than just MSU members."

The hologram vanished and Thull slipped the glove on again. "Also, I should tell you that the Planeians are upset over the sonic weapons. They're outspoken people but there might be other Xenos and Anthro representatives who feel similarly. I'll send a copy of their message and my reply to your in-box."

Nodan was still trying to ascertain what had happened. She had escaped aboard a friendly ship under the escort of Captain Grear of the GRV Hauge. A sudden attack on an international conference was not something to be taken lightly was the local security and the government that incompetent.. She wondered if there was something more at play but kept those thoughts to herself. She ran her fingers over her hair and walked in to the pub, still completely at ease and calm, as if nothing happened. When her eyes caught the emperor, she almost let aj aw drop; yet she kept her facade. A mans nation was in crisis , am ijor international affair had been attacked by extremist.. And here he was far from the events that need his attention attempting to drink it away.

Nodan was doubting the leadership potential of this being and indeed nation, the MSU would not survive like this, it couldn’t. And she nor the GESO or alliance wanted such an opportunity to establish a forum of peace to slip away. Nodan sat at the bar folding her tanned hands upon its form, she wanted to try to bring up the subject of economic cooperation and indeed try to help the more component and leading nations here stabilize and solidify the MSU. Her proposal was simple, and it would establish a mutual form of exchange and economic stability between all nations without infringing on anyones right for choice or sovereign determination.
The recent release of the GEI was expected in that intricate mind of hers; to add fuel for the idea that had been formulated by it.

Space, the final frontier....nope, not going there. Shota ran his fingers through his silky, purple hair as he stared out of a window and into the inky blackness. He and Uo had decided to room together until they reach the MSU headquarters. The Urranese security team had evacuated from Stormwrath under his orders and were elsewhere on the vessel. Where? He didn't know, his creator was too tired and lazy to think up anything.

Where was I? Oh yeah, He turned to Uotani, who was resting on a bed, and smiled at her. "Did you ever dream of going to space as a child?" he asked, being from an MT nation, he never thought that he would ever attain that which most people give up on as they get older.

"Yes." she sighed, looking up from a book. "Though I never thought that I would actually end up here."

"I know, it is strange, yet cool. We are the first Urranese civilians in space!" the thought filled him with glee. He went and sat on his bed and continued to stare out of the window. He was used to small living quarters, Urran's densely populated cities made him adapted to living in close proximity to others, especially Shinegawa.

Cisara felt more at ease; she did not much about Thulls, but this one at least seemed friendly enough. Her others fears were laid to rest upon learning from one of the kobolds that Tyfis was simply taking a rest in one of the quarters. "If it is okay, I shall be representing Dyste for now. The events of today took much out of the princess, and Lord Vylon wishes to take a break with his wife. The princess may join us once she wakes from her nap."

The thought of the sonic weapon brought a chill to the elf; if such a thing were used in her own nation, most of the population could be affected! "I can attest to the sonic weapon; I passed out from the strain, and from what I heard, the poor little kobolds were in much pain. While I cannot deny the effectiveness of it, surely there are other methods of stopping 'anthro' intruders?"

Wolframs - Vylon and Kamoto

Kamoto rather liked the colours; the blues reminded her of her in-laws, the Aquelios family. While not a native to Dyste - she was born in Crystal Spires - Kamoto was welcomed with open arms to the wealthy Water Draconid family, to the point where most of her in-laws thought of her as a full sister, or daughter in the case of Lord Hydrux.

"Well, I wanna try some of your soft drinks - got anything similar to root beer? - and I think Vylon would like some water..."

"And some wine as well, if you please," Her hulking husband finally caught up, not being as fast on his feet as the Squirrel Beastling. "I suppose some Mystrian brands are out of the question in both cases, but that would be a good case for importing..." When he got the water, instead of drinking it, he slowly raised his hands, and with a flick, it splashed on his chest. "My apologies, it is a little safety precaution. I require more hydration on my body than most species... but I digress... anyone who wishes a drink on the residence, please talk to me."

Kamoto sighed, "It's 'on the house', Vylon..." but she knew what he was doing. As a businessman (businessdrakon?), he wished to know more of the people in the area, to see of potential deals he could make; his own company was mainly involved in the fishing business, but he knew virtually every goods provider in the nation.

Clemens saw through the hologram over what the new assembly hall will look like. It gave a sense of simplicity and at the same time, power. However when the Opifex brought up the issue over the sonic weapons, Clemens then said, "Well, I apologize in behalf of the Stormwrathian government in its use. I also would like to apologize for how we have handled the crisis back there. Hopefully this can be solved." He then added jokingly, "If Prime Minister Ichabod can't solve it by September, he might resign."

Then, a brown haired woman walked up to them and greeted Clemens and Thull. "Greetings, gentlemen."

Clemens then noticed her. "Ummm, Ms. Fey Churchill. What are you doing here?"

She replied, "I have been sent by the Stormwrathian government as your co-delegate to the future summit that you'll soon be having."

"But how did you get here?"

"On the SXS Palmaria, of course."

Clemens drank his cocktail and said, "Oh, I see. How are things going back at home?"

Fey then explained, "If you want to know what the terrorist attack has caused back there, it caused some citizens to protest over how Tervalia Dome has handled the situation." She showed him video footage of the protest at Enquirer Square. "And this was just today. Aside from that, governments from the other Zeronian countries are beginning to question our decisions. For one thing, Chirutarisu has released a public statement concerning the safety of their citizens; air and sea travel from Chirutarisu to Stormwrath has been suspended for the time being, as advised by the Chirutar Department of Foreign Affairs. The worst part is that other countries are now unwilling to establish embassies because of the current threat set by the Kakuri Suru." She turned to Thull, bowed slightly and said to him, "I apologize in behalf of the Stormwrathian government; we back at Tidal City should have dealt with this crisis more tactfully, or this current trend of declining confidence in our nation wouldn't have happened."

Clemens was aghast. He tried to drink some more but he couldn't shake this feeling off. The terrorist attack on the MSU Summit had graver consequences than he had thought. Now it has set up a chain reaction; one issue after another was brought up to the halls of Parliament, and it might come to the point that the government, due to all of these issues, might become slow to react; probably what the Kakuri Suru had wanted. He tried drinking again some more. Clearly he was turning anxious and depressed. Fey became concerned and said, "That's enough wine, please." Clemens didn't pay any attention and kept drinking. She said again, "Please, stop. Drinking it away won't make it any better."

But then he kept drinking once more, and Fey grabbed him by the neck and slapped him across the face. "Clemens Piscator! Please, come to your senses. Don't worry, we can try to fix this. The continuation of the summit will happen soon, I don't know when but please, calm down. Calm down. What's done is done. Give Tervalia Dome time to solve this on its own, and I'm sure we will recover."

Cloud 9 - Alder Shimbrodus

Alder nodded with a friendly smile at Thull for his welcome and took a seat at their table. "Thank you," he said cordially and ordered a vodka and ginger ale. The drink was light and smooth, something he preferred over whiskey that Anthony liked.

Sitting across from Thull, Clemens and Cisara, he sipped on his drink and took in the update from the Opifex. The talk on security measures on the station would work well to quell Anthony's worries and ease the Galatea's security contingents. Not as though they were needed, but the ambassador understood the precautions. It would also alleviate any strain on the Galatea's crew (what marginal strain it may be), and was relieved by it since he didn't like being taxied around in a cruiser and babysat afterward.

He kept silent as he overheard both Thull and Cisara as they spoke. He wasn't aware of the situation on the use of sonic weapons though he easily and quickly surmised the issue brought up by the elf. Then came Clemens' words which were not overly confiding to Alder, as the man's 'humored' attitude toward the Summit incident did little to bolster the confidence in the ambassador's position on his government's continued membership. The apology behind it was half-hearted at best and only furthered the young ambassador's deepening doubts. Last but not least, Clemens' new co-delegate had made an appearance... and a scene all in one. Alder perked his eyebrows and looked over at the Opifex and Cisara.

Opifex Bregan Thull had lived many years (more than a century, but no one really counted age as important amongst Thade) and he still was no closer to understanding primate behavior. Human behavior left him at a loss. His expression hadn't wavered at the outburst between Fey and Clemens but a flurry of activity erupted in his head. The data stream hastily belched from his processor advised him that Fey's suddenly aggressive domination and physical punishment of Clemens might be a vital social...... thing. It could be a prelude to mating or perhaps this display was a contest Stormwrathians relied upon to sort out who did what as co-delegates. Interference was not recommended.

He latched upon an escape (lest he do damage to the coupling by interrupting their dance) and nodded to Cisara. "We're on our own time, madam. We won't meet for official business until tomorrow - and I fear we'll need to meet in whatever available space I can locate. We aren't official yet and I don't see a problem with many minds working on the same issues. We'll eventually need to cement properly assigned delegates, as well as elect a Minister-President. For now, we can focus on the charter and then tackle trade (we have Nodan the GESO representative with us), and then look into ways we can either promote understand of what is or isn't lethal regarding crowd disbursement and other similar matters. These are only my suggestions of course. I confess that it's the nature of my particular caste to organize and bring order and logic to a situation. I fear I often cross the lines unintentionally."

His eyes had scanned the room as he spoke and had come to rest on Alder. The male's eyebrows had perked and Thull stifled a chuckle. Here was an expression shared in common! What the hell, indeed! The three long toes of his left foot momentarily drummed the floor, much as one would drum their fingers on a table in frustration, although the bull was expressing agitation with the courtship-and-or-work-relationship-establishment behavior.

What was Tervalia Dome? This was one of many questions he wished answered. Who were these anthros? He had thought that the planet - all of it - belonged to the Stormwrathians. Another pitfall of his particular caste was their vetch; one becomes so accustomed to the same tunnels and vaults that one forgets there's a world outside the city.

A soft rustle indicated Nala Dalacler's presence as she eased onto the stool next to Alder. She had interpreted the Stormwrath humans' display as a struggle for dominance. Warrior caste frequently had such tussles between males. "Tsk." The dental click wasn't disapproval.

"We don't carry Mystrian brands although we're willing to have them shipped in if you're willing to pay the cost in advance." The vixen barkeep rocked her ears forward in smile to Vylon. "But I have a nice Chateau Ste. Michelle Riesling. You'll need to go over to Cloud 9 if you want better. We're blue collar around here, as the Earth expression goes. If it's water you need, there are hydration stations. Water is precious here. You can moisten in the station and the water will be reclaimed. Same for drinks. You take in, you pee out. Don't worry about sanitation none. We have a state of the art system in place."

The patrons gave a cheer over the free round and raised their glasses to Vylon and Kamoto once drinks were squared. The barkeep leaned elbows on the bar and regarded to pair. "You two are newly arrived, right? Tell me a bit about yourselves. What news I hear is either local or else parted out by traders, freight managers and dockworkers."

“Oh hello,” Alder greeted with a smile at the female that took her seat by him, or at least he thought the being to be female. His eyes went back briefly upon the display between the Stormwrathians, the confusion circulating around his features switching to that of just mild irritation and from there a sense of no particular concern. Whatever their business was, he just hoped they took it elsewhere instead of making a further spectacle of themselves. He wondered if other human nations so… crass? Not that his own nation were above such displays but considering their positions and what they represented (even on off-time) needed to be taken in consideration. Behind doors was no one’s business; outside it was an entirely different playing field.

“I’m Ambassador Shimbrodus of Mincaldenteans,” he continued, introducing himself right after his ‘hello’. “Forgive my ignorance I’m not all too familiar with every delegate within the MSU. To whom do I owe the pleasure of meeting?”

After being herded by traffic control, Verma had been inspected and prodded like a Divergian Cow, being inspected for excessive deformities. They had been screened for weapons, and possibly dangerous microbial life. They were escorted to their quarters, Moses, naturally had carried their things. The room had been changed to compensate for Lunarium’s Gravity. However he would still need an Exo-Skeletal Suit to move about the station. Verma had had no rest on the journey(how he hadn’t jumped into a star, he had no Idea), and gladly excepted the bed. Before he went off to blissful nothingness, he told Moses to: “go be social! or whatever”.

Moses:

Verma said be social, so he went out of the quarters, and went to the “Promenade” as the local populace seemed to call it. He ducked into some place, he wasn’t sure what it was from the sign, but if he needed to draw the word it would read: Grind. Moses looked into the building, became scarred in a way that would remain with him for the rest of his life, (seemingly with the intentions to haunt him in his old age), and then left the building.

He then walked into another place, he only knew it had a nine in its name. He really hoped it wouldn’t be like the first one, and he hadn’t managed to find a cluster of back alley “Copulation Clubs”. To his luck, it wasn’t a copulation club, it was a Bar. Moses spotted the Thade, and walked over to sit down.

After a nice relaxation, and a long shower, Capris began getting ready to leave his quarters to meet the other delegates at Cloud 9. Neera decided to stay at the quarters and sleep after the long day. She's been through a lot today, and it has rendered her exhausted. Capris will go, and come back at a reasonable time, as he too began feeling tired.

Capris pressed a touchscreen button on one of his suitcases. The suitcase systematically opened, revealing a state-of-the-art portable wardrobe. Capris stepped on the platform provided for him. The wardrobe scanned his body using photonic imaging. It then brought up a holographic interface in front of Capris, showing him several outfit suggestions, each being displayed as being worn by a model that looked like him in the thumbnails.

Capris selected one of the outfit suggestions, then the wardrobe went to work. Using quantum compression, the wardrobe dematerialized his current outfit, and replaced it by materializing the one he chose. It was a handsome, formal looking outfit, appropriate for a setting like Cloud 9. If Planeians weren't naturally polyamorous, Neera probably would be jealous of all the women (or men, because of natural pansexuality?) Capris might attract with the outfit. Nevertheless, before leaving the quarters, Capris planted a kiss on his sleeping wife's forehead.




Capris took the rail system to the Promenade. Upon arriving, he immediately entered Cloud 9, and proceeded to the VIP area where the other delegates were. He quickly spotted Opifex Bregan Thull. "Opifex Thull!" He called out. "I believe we haven't had a chance to formally meet yet, the attack cut us short. I am Capris Platix, I sent you a message earlier." He held out his hand, fingers spread out, to do the Planeian greeting of acquaintance, in which the palms make contact.

Her eyes (and sensors) scanned the room before returning her visual attention to the Ambassador. She wasn't certain if he was human. So many species looked alike that she never would hazard a guess; unintentionally insulting someone was still insulting someone. Likewise she had learned not to blurt out 'what are you' when encountering new species. The Ambassador seemed placid enough and his tooth exposure seemed warmer than most human's welcoming gesture.

"This has been an interesting experience, no? First the attack and then the move and now the reprimand." She had seen it for what it was. "I am not accustomed to interacting with races outside my own. Is this sort of thing usual, Ambassador?"

The Thade had missed out on some of the introductions due to arriving late but he recognized Moses and recalled the Divergia nameplate. A quick records check provided a name. "It's good to see you, Moses. I'm Bregan Thull, the CIS Xeno Rep. Let me know if there's anything you require."

His request was sincere. People were shaken up and angry. Now they were in an entirely new situation. Adjustment was bound to be hard on some of them.

The Planeian delegate approached and offered a strange gesture. His own hand had curved fingers; drawing them back to touch palms would velvet his claws which would have been an insult to the gentleman in front of him (according to Thade customs) so he nodded and, not knowing what else to do, gently pressed a knuckle into the offered palm and then drew his hand back. He made a mental note to request an etiquette pamphlet from their government in order to show proper respect next time.

"Greetings Congressman Platix. Please join us," he gestured to an empty chair and then sat down in his own. "I did receive your transmission and I've sent a reply. Communications are running slowly today, I suppose. I've brought your concerns up to the CIS Head but I fear he's occupied by his-" mate? cohort? supervisor? "-fellow Stormwrathian representative. I apologize for the horrible assault on your ears."

Placing your knuckles on the palm, which resembles placing your fist on the palm, was actually a sign of disrespect in Planeian customs, as it signals rejection. Nevertheless, Capris understood that both their cultures were literally alien to each other, therefore Thull would have no idea what to do, so he payed no mind to it.

Capris took a seat in the indicated chair. "Oh no, the communications are fine, I did indeed receive your reply." Capris said. "In fact, I thought I could come and clear things up. You expressed some concern over Cryonic Dischargers, how it would harm certain species sensitive to cold. Well, Cryonic Dischargers aren't necessarily cold in the traditional sense. It uses absolute zero, or sometimes even subkelvin temperatures, which creates a whole new phenomenon altogether. It stops targets instantly, in a state exponential to what Earth scientists call 'Bose-Einstein condensate'. It essentially 'freezes' them, and is designed to do so instantly so that the target's body does not have a chance to shut down." Capris explained. "Oh, you don't have to worry about my ears. It's nothing that a medbed couldn't fix. I'm just upset because of the experience my wife and I went through, a medbed cannot fix that."

Cisara had with her a notebook; instead of writing with a pencil or pen, she used magic to write down any notes she felt might be needed for the princess for tomorrow. "Yes, I shall let Lady Tyfis rest, today has been a hectic one."

Allowing the newcomers to sit and introduce themselves, she in turn introduced herself to them, as was customary in Dyste, "Cisara Orvolef, assistant to Princess Tyfis Blackfang of Dyste. It is a pleasure to have you all join us."

"Yes, the sonic attack was a fair bit scarring on myself, as well; it almost seems we were being punished for having superior hearing. Speaking of which, with that attack, we never did elect a Minister-President, did we? I suppose that is one thing that will have to come up during the meeting proper..."

Vylon made a mental note of the hydration stations; for whatever reason, his magic seemed a bit weaker here, and keeping hydrated was important for his health. "Please do not believe I think of this place's well-being any lesser due to the colour of your collars. Even though I come from a wealthy family, I have spent my fair share of time working alongside my employees, helping catch fish personally. I did not get to where I am today for stepping on my employees."

When asked of themselves, the Water Draconid sat back a bit, stroking his wife's tail, "Well, we are from the Draconid Monarchy of Dyste, an island nation in the Mystrian region. I am Lord Vylon Aquelios, son of the second-richest Draconid in Dyste; we own much of the businesses in the southern part of the nation, and I am the current CEO of Aquelios Fisheries, the company that started our fortune. However, I obtained my peerage not for any of that, but my efforts in promoting immigration and helping them out when they reach our shores. In fact, that is how I met my wife..."

Kamoto chimed in, "Yeah, I'm actually from another Mystrian area called Crystal Spires originally, but when I came to Dyste on vacation, everyone as so nice to me that I decided to go live there! I got a job as a model and tour guide; seems people really like looking at me!" Considering her figure and the way she dressed, it was at least clear why the males would like looking at her, "But I guess that's for the best, considering that's how Vylon noticed me..."

Vylon laughed, "Well, how could I not you're in possession of that big, voluptuous, downright sexy..." he nearly drooled looking at his wife, "... tail..." Kamoto gave out a giggle, and moved her tail closer to her husband. "AHEM, yes. I was originally planning on having her work for me to help out tourists and immigrants; her positive attitude is really infectious! But we began dating shortly afterward, making us one of the most high-profile interspecies couples on the island."

"Yeah, but of course we married for love!" Kamoto put her head on her husband's massive arm, "And Vylon's a noted philanthropist as well, he likes to fund places he has an interest in and all that. Maybe there's something this bar could use?"

Her eyes (and sensors) scanned the room before returning her visual attention to the Ambassador. She wasn't certain if he was human. He chuckled at the question and made a light shrug.

"I'm afraid your guess is as good as mine Miss Dalacler," he hoped the pronunciation of her name was correct, the ambassador hadn't had taken into account the linguistics of the other nations nor had it actually come up. Marilyn would tsk at him by now. So this was Thull's bodyguard, he hadn't taken notice to his own and was rather content that way considering how stuffy Jones was since meeting him in the beginning. He'd much rather Anthony had been the one to join him, but duties and relationships did not mix. Perhaps he could convince him of switching careers.

Right, and I can handle a weapon... well, I could... whatever...

"While things like this happen in the pique of emotions among my kind, its unusual to see it on display out in the open, especially given their own positions within their government and their representation as such. If there's an issue, its taken privately, away from prying eyes," Alder continued and shrugged again, twirling his drink before taking another sip of it.

"But human interaction tend to differ from culture to culture. I guess for the Stormwrathians this might be acceptable."

It was then that after a while of absence that the three Froxians made their way into the bar. Cecylia followed behind Esfir and Mitzi, who both looked like they'd just gotten out of a firefight. Esfir had some gauze wrapped around her right ear and Mitzi had a pad wrapped around her left arm. Both had a few holes in their vests, but the bullets didn't enter. Their injuries weren't serious, and they weren't about to miss out on a chance for a few drinks.

"Are you two sure you're okay?" Cecylia asked as they walked into the Cloud 9 bar.

"We'll be fine." Mitzi replied, waving her superior's concerns off. "Hey Vodovatova, remind me to buy some shares in Kevlar when we get home."

For the first time since she arrived, Esfir smiled and chuckled to herself as the three looked for empty seats.

Member-nation vessels continued to arrive throughout the night, long after the patrons had said goodnight to each other in Wolframs and Cloud 9 and toddled off to the comfort of their beds and the promise of uninterrupted sleep. The Opifex was no exception to the rule, but it seemed that he had hardly shut his eyes before this alarm cycled through to wake him.

The Thade rolled down the corridors with steaming coffee in one hand and a data pad in the other. He rounded the corner to find the temporary MSU chambers bustling with supportive staff. A large room had been set with tables and chairs, and small placards designating nation names. There was a view screen and some communication devices, but it was bare bones compared to what would be installed in the next week. The CIS staff had already been hard at work. Copies of most recent charter draft had been set out for representatives to take as they walked through the door. There was a basic agenda as well:
  • Ratification of Charter
  • Announcement of Xeno category name (it was "Xeno")
  • Nominations for Minister-President
  • Nominations for Minister of Economics and Finance
  • Discussion of non-performing CIS Reps
  • Continuation of GESO trade discussion and currency discussion

He hoped they'd get through at least three before lunch. He also planned to put in a nomination for Minister-President.

A movement caught his eye and he nodded to Min as she swept into the room and took a seat in front of her nameplate and flag. "There's hot beverages," he advised her before settling into his own chair to await the others.

The MSU reception desk was a table in the corner (again, headquarters were under construction) and the Stormwrathian girl behind it set down her bowl of popcorn to regard McCallan.

"Sir, there are no embassies on this station. Representatives have quarters, if they decided to reside at headquarters full time, but those are smallish things best suited to entertaining small groups. I do see your name on the list however, and you're just in time for the summits' morning session."

She handed a copy of the charter draft to McCallan as well as the day's agenda and then pointed towards the main hall. "They're in there, sir. You'll find your nation's name and flag at the table you've been assigned to. Please excuse the mess. We're under construction. Oh and there's coffee and popcorn if you'd like some."

Preamble
We the Nations of the Multi-Species Union Determined
  • to use diplomacy as a means to achieve peace.
  • to promote free trade and information to all member nations so long as it doesn't compromise their tech level integrity.
  • to champion against discrimination of a nation based upon species, government leadership style or tech level.
  • to defend all member nations, whether they are human, anthro, pony or the many others scattered across the universe.
have resolved to combine our efforts to accomplish these aims.

Accordingly, our respective Governments, through representatives assembled at Pax Concordia Space Station in the Tribus Sector, who have exhibited their full powers found to be in good and due form, have agreed to the present Charter of the Multi-Species Union and do hereby establish this interstellar Alliance.

The Charter pertains to all Alliance members and serves as the governing principles by which all member nations shall conduct themselves.

Article I
Government Structure and Protocol


Section I - Government Structure
  1. Legislative Branch
    The Legislative Branch is comprised of representatives of member nations and overseen by the Commission of Intelligent Species.

    1. The Commission of Intelligent Species
      The Commission of Intelligent Species (CIS) is the administrative body of the Legislative branch; it holds no additional legislative power. The purpose of the Committee is to streamline communications between Member-Nations of differing category, to mediate disputes between nations within a species category, to work with the heads of other categories if mediation is required between bodies, and to function as a hub for information distribution. It is comprised of four representatives, one from each species category (Human; Anthro; Pony; Xeno) overseen by a Head Commissioner. A CIS representative's title is Counselor.
      • Head of the Commission:The Head will provide or procure government and residency accommodations to suit each species. In addition, the Head's office is charged with maintaining Congressional Union calendars, tracking Floor activities, roll call votes, committee hearing schedules, and dissemination of information to the four Counselors. The Head of the Commission will serve as final mediator if disputes between Member-Nations have not been resolved after Representative mediation efforts have been made. All Counselors are answerable to the Head and must file a monthly status report. These reports will be reviewed by the Head of the Commission before submission to the Minister-President's office for dissemination between the various ministries. The Nation providing Head of Commission is considered a permanent Member-Nation holding a perpetual position until such time as that Member-Nation fails in its duty, ceases to exist, or withdraws from the role. It is so decreed that the Head of the Commission shall be from Stormwrath.
      • Deputy Head of the Commission: shall be appointed by the Head of Commission to serve in their stead. The Nation providing the Deputy Head of Commission is considered a permanent Member-Nation holding a perpetual position until such time as that Member-Nation fails in its duty, ceases to exist, or withdraws from the role, or the position is revoked by a two-thirds vote by Member-Nations.
      • Representative of the Humans: This elected official shall serve as a liaison between all Human Member-Nations and Human Observer-Nations, and as a liaison between the representative's species class and the CIS Counselors of other species classes.
      • Representative of the Anthros: This elected official shall serve as a liaison between all Anthropomorphic Member-Nations and Anthropomorphic Observer-Nations, and as a liaison between the representative's species class and the CIS Counselors of other species classes.
      • Representative of the Ponies: This elected official shall serve as a liaison between all Pony Member-Nations and Pony Observer-Nations, and as a liaison between the representative's species class and the CIS Counselors of other species classes.
      • Representative of the Xenos: This elected official shall serve as a liaison between all Xeno Member-Nations and Xeno Observer-Nations, and as a liaison between the representative's species class and the CIS Counselors of other species classes.
      In addition, Counselors shall file a monthly report with the Head of Commission's office containing the following regarding Member-Nations and Observer-Nations under their charge: Roll call of active Members and Observers; listing of inactive Members and Observers; Member and Observer requisitions, if any; Counselor directory listing the names of each Member or Observer's representatives to the Congressional Union. Counselors shall be elected every six months. There are no term limits on this position however Counselors can and will be removed for non-performance. Member-Nations may file a request with the Deputy Head for the Head's consideration. Counselors have 48 hours after a Member-Nation files to defend their position. Counselors wave the right to defend their position after that time unless they have indicated previously that they are on leave and unavailable. It is the Counselors 's duty to appoint an assistant should they take leave longer than one week.

    2. The Congressional Union
      All legislative powers shall be comprised of one representative from each individual Member-Nation, hereby known collectively as the Congressional Union. Criteria of electing or appointing such representative to the Commission are left up to the individual Member-Nation. Such representatives shall be called Congressmember. Observer-Nation representatives shall bear the title of Representative and are permitted to lobby and produce speeches at Summit, however no voting privileges are granted to any Observer-Nation.
  2. Administrative Branch
      The Administrative Branch shall be comprised of Ministries, each governed by a Minister, and all under the authority of a Minister-President.
      • Minister-President: Serves as the most senior minister of cabinet in the executive branch of the MSU and is charged with the execution of Congressional Union law, alongside the responsibility of appointing Ministry executives, regulatory officers, and concluding treaties with foreign powers with the advice and consent of the Congressional Union. The Minister-President has the power to call the Legislative Branch to convene, or to dismiss it when business is concluded. The Minister-President may be called upon when the Congressional Union has reached a tie.
      • Ministry of Foreign Affairs: This Ministry handles all incoming Prospective Member-Nation applications. It is the point of contact for all nations not currently serving within the Alliance itself.
      • Ministry of Internal Affairs and Communication: The MIAC works in tandem with the Council of Intelligent Species Representatives to address any concerns or needs required by Member-Nations. In addition, this Ministry manages the administrative system and communication matters, and serves as a liaison office between the Alliance and the Pax Concordia Station.
      • Ministry of Intelligence: This Ministry will gather intelligence both from within the Multi-Species Union and outside of it; however, it cannot conduct an investigation or mission without the approval of the Congressional Union, but it can conduct surveys and provide studies for the MSU without the Congressional Union's approval provided it does not violate the Article III, Section IV Non-Contamination and Research Clause.
      • Ministry of Economics and Finance: This Ministry coordinates the economic and financial work of member-nations as well as regulates MSU spending, and produces MSU cost analysis pre-mission.
      • Ministry of Defence: This Ministry will conduct itself as outlined in Article V - Peacekeeping and the Ministry of Defence.

      Each Minister is charged with forming the administrative framework supporting the Alliance itself. Ministers shall be appointed by the Minister-President every three months, or their term lengthened an additional three months. Ministers do not have voting privileges nor are they permitted to lobby or produce speeches at Summit. Ministers will be members of Member-Nations, will be in good standing with their own governments, and be vetted prior to position placement.

Section II - Travel For Legislative and Ministry Officials
Travel accommodations will be provided to all Member-Nation and Observer-Nation Officials who currently lack the technology to travel to Summits or Alliance headquarters. These accommodations will be provided by the host government or by fellow Member-Nations at no expense to the Member-Nation in need. Accommodations will fit the species' status as well as physical needs.

Section III - Appointment of a Minister-President and Continuing Functions
Congressmembers shall conduct a vote to elect a leading Minister-President at the first Summit. This Minister shall be considered the leader of the Alliance much as a Head of State. The Minister-President will act as the head of all Ministries, and will appoint positions that the representative sees fit to do so. The Minister-President has powers not listed thereof and such extra powers delegated to the Minister-President may be revoked or added by majority Congressional Union approval. The Minister-President may be in their position of power until such time as they chose to resign from office, is voted out of power by two-thirds vote of the Congress, or at the end of one year's term. Minister-President elections shall occur annually, each August. The Minister-President may not concurrently hold office within the Legislative Branch as either a Representative or Head, nor can the Minister-President be concurrently a leader of his Nation or heir to that throne, position or title.

Section IV - Role and Scope of Congressional Union
The Congress of the Multi-Species Union has the power to negotiate inter-regional trade and to establish treaties between independent nations or separate regions. The Congress has the authority to intervene, with three-fourths' approval, in member-state nations if such member-state is deemed corrupt by the standards put forth by the Multi-Species Union. The Congress has the power to form a provisional military in order to secure the defense of all member-states and regional possessions, it also has the authority to appoint Generals and conduct all recruitment necessary in order to form such defense. The Congress has the ability to dictate law, in which clauses and articles pertain to regional issues, and not interfere with the sovereignty of member-states.

Should a situation arise pertaining to a specific species class, and should that class lack substantial votes to have voice within the Congress, voting will go directly to the CIS Representatives. Each Representative will vote their species class majority. The Head will serve as a tie-breaker. Species classes may appeal for request through the Minister-President if the resulting decision is, by their estimation, discriminatory towards their class.

Section V - Documentations and Records
The Congressional Union shall keep a public record of all of its proceedings, however, if times that secrecy is required as defined by the Congress then the records may be declared sealed and not public knowledge. The votes of all councilors shall be included in the public record, unless one-fifth of those present decree that such voting records be sealed from the public. The Congressional Union must enable all laws ratified to be announced publicly and be placed in the Alliance's Public Records which shall be a collection of this constitution and all ratified documents. The Ministry, likewise, will operate with full transparency before the Congressional Union although, for security reasons, not all aspects of the Ministry will be transparent before the public.

Section VI - Impact on Member-Nations
Member-Nations shall, in full respect, assist each other in carrying out tasks that are prescribed or generated by this Charter. Member-states shall fulfill the obligations arising from this Charter or the result of any act of institutions of this Alliance. Member-States shall refrain from tasks that may interfere with principles outlines in this Charter or principles created or established by the Congress. Member-States of high tech levels shall not be required to share knowledge regarding that higher tech level with Member-States of lower tech levels.

Section VII - Removal of a Member-Nation
A Member-Nation can be expelled from the alliance should it violate the Charter or commit crimes against other Member-Nations, excluding wars. A tribunal will be held prior to disbarment, should criminal action be suspected, otherwise a Member-Nation may be disbarred via a referendum and two-thirds approval vote. Member-Nations are free to withdraw from the Alliance at any time.

Section IX - Nation Classifications
Member-Nations and Observer-Nations are part of one of four groups overseen by their respective CIS Representatives. A nation cannot occupy more than one group.
  • Human: Nations may claim the Human group if the preponderance of their populations are humans. Some nations choose the Xeno group if their populations are mixed. Humans can be located on Earth or abroad outside the Sol system. Humans in this group can be mundane, possess magic or special abilities etc.
  • Pony: Pony nations are predominantly Pony in population.
  • Anthro: Anthropomorphic nations encompass a wide range of populations. Some anthro nations are humans with animal features (ears, tail, etc). Others are animals with humanoid characteristics. Still others are dragons, or other sapient beings that retain the root of origin ("talking animals"). The latter two groups sometimes opt for the Xeno classification.
  • Xeno: this group encompasses an extremely wide range of beings. Many Xeno members are extraterrestrial in nature however there are Fae, Centaur, Elven, Draconic and Dwafish nations that identify with this group.

Article II
Economics and Trade


Section I - Free Trade Policies
Per individual Member-Nation discretion, a free-trade policy between member-states shall be in effect at all times while the nation is a member of the Alliance. Such policy includes that member-states shall be preferred, but not mandatory, trading partners of other member-states. Member-states may not embargo another member-state without popular approval of the Congress. No tariffs shall be placed on any member-state by another member-state, unless special approval is given by the Congress.

Section II - Industry Clause
In the industries of pharmaceuticals, livestock and/or other food-related industries, or any other high-care industries, or military grade industries, Member-Nations may elect to bar other Member-Nations from trade of such industrial products due to individual safety concerns, thus the Multi-Species Alliance shall not interfere with the industries thereof. Caveat: some Member-Nations might consume non-sapient versions of Member-Nation species; no judgement will be passed upon them for the livestock they keep.

Section III - Trade Routes
Land, aerial, naval and/or interstellar trade routes between Member-Nations will be defended by individual nations' active military personnel. Threatened trade routes which Member-Nations are incapable of protecting may be defended by a joint force supplied by the Alliance itself which is comprised of Member-Nations' military; however such an action can not be undertaken without two-thirds vote by the Congress. All protection of such trade is voluntary, if a Member-Nation wishes to be excluded from protection or for a certain transaction then the Alliance shall oblige. Protection within the exclusive economic zone shall be guaranteed as well as protection of private vehicles outside of such, all attacks on such shall be deemed a declaration of war.

Section IV - Exclusive Economic Zone
The aforementioned exclusive economic zone (hereafter, 'EEZ') is to be established at a future time and date, in a neutral location to be selected by the Minister of Economics and Finance, subject to approval by the Minister-President.


Article III
Species Rights


Section I - Inherent Species Rights and Non-Interference Directive
It is the Right of each sapient species to live in accordance with its normal cultural and physical evolution. This Right is considered sacred. No MSU Member-Nations are permitted to interfere with the normal and healthy development of life and culture. Such interference includes introducing superior knowledge, strength, or technology to a world whose society is incapable of handling such advantages wisely (to include Member-Nations of lower tech levels), or to impose its bias on cultures outside of its Member-Nations, or to force Member-Nations to conform to standards only applicable to a given species, culture or governing body. This directive takes precedence over any and all other considerations, and carries with it the highest moral obligation.

Section II - Civil Rights
The Multi-Species Union shall respect the equality, independence, and sovereignty of Member-Nations including their species differences and national identities. Likewise, the Congressional Union recognizes that some aspects of species' culture are not akin to Human culture and thus the Alliance will not seek Member-Nation conformity when such practices are proven by the individual Member-Nation to be conducted in a 'humane manner'. Examples of such practices would include
  • "slavery" by hive-mind species, by species that are inherently and naturally prone to this hierarchy, or species which have sentient organic or artificial machines. Let all be aware that slavery, in its cruelest form, is frowned upon by Member-Nations who oppose it however the Alliance itself maintains at all times an unbiased definition of "slavery" as a whole, and chooses to examine allegations of slavery on a case-by-case basis to determine whether or not it will step in to intervene. The MSU will not violate Article III, Section 1 of this Charter on civil matters.
  • female and male rights as they pertain to species who may be patriarchal, matriarchal, non-gendered or hive-minded.
  • dietary consumption of creatures that have sapient, but biologically unrelated, counterparts in Member-Nations.
Section III
The Multi-Species Union shall not be subject to the laws, bylaws or articles found in other alliances. It will defend its Member-Nations from foreign nations or alliances that attempt to interfere with the rights of Member-Nations to keep their customs and culture.

Section IV - Non-Contamination and Research Clause
The Multi-Species Union shall not risk contaminating any species with its presence. This would include interfering with species that have not progressed enough to contact this alliance, or species still evolving towards sapience. The MSU, in conjunction with other alliances, will establish a protective perimeter around developing species home systems to deter accidental contamination. This would include: no identification of self or mission, no interference with the social development of said planet, no references to space or the fact that there are other worlds or civilizations, and no exposure to species or devices not indigenous to that planet. Researchers wishing to study species must submit a detailed writ of intent and all research teams will be strictly monitored by the MSU. In the event of a disaster whereby accidental contamination occurs, the MSU and its Member-Nations may not violate the Article III, Section I directive, even to save their lives and/or their ship, unless they are acting to right an earlier violation or an accidental contamination of said culture. Such missions will not be launched without the knowledge and authority of the MSU, Xeno CIS Representative and CIS Head.


Article IV
War


Section I - Member-Nation Essential Nation Functions
The Congress shall respect individual essential Nation functions, including ensuring the territorial integrity of the State.

Section II - Declarations of War by Member-Nations
Member-Nations have the right to declare war against nations without Congressional Union approval and they have the right to organize their foreign relations to their liking, except as regulated by Article III, Section 4. Member-Nations may wage armed conflict against foreign nations. Member-Nations will not involve the Alliance in its war, nor invoke the Alliance's name as a form of determent or weapon, nor falsify information in order to spur the Alliance into assisting their cause.

Section III - Duties and Responsibilities
The Multi-Species Union shall not maintain a standing army. The MSU may call upon Member-Nations to assist in peacekeeping missions however acceptance of the MSU's proposal and participation on that peacekeeping mission are at the Member-Nation's discretion and said Member-Nation will not be held accountable or disbarred for refusing to render assistance. The structure shall default to positional authority determined by the Congressional Union. MSU military personnel can be called upon to
  • Monitor a disputed border
  • Monitor and observe peace processes in post-conflict areas
  • Provide security across a conflict zone
  • Protect civilians
  • Assist in-country military personnel with training and support
  • Assist ex-combatants in implementing the peace agreements they may have signed
MSU forces will not be used for disputes between Member-Nations.


Article V
Peacekeeping and the Ministry of Defence


Section I - Ministry of Defence
In accordance to the Multi-Species Union Charter, and with respect to the individual governing bodies that comprise the alliance, the Ministry of Defence is empowered to defend the Alliance to the ability permitted so by the Congressional Union. The Minister of MoD cannot act on its own accord, nor use the department as a leverage to coerce, intimidate, or threaten foreign nations or member-nations for its own purposes. It is the responsibility of the Ministry of Defence to coordinate with member-nations that do contribute its military forces and see to that no member-nations are acting in their own interest ahead of the alliance. MSU forces will not be used for disputes between Member-Nations.

Section II - Member-Nations
The MSU may call upon Member-Nations to assist in peacekeeping missions however acceptance of the MSU's proposal and participation on that peacekeeping mission are at the Member-Nation's discretion and said Member-Nation will not be held accountable or disbarred for refusing to render assistance. Member nations are under no obligation to contribute to the defense force, nor be subject to retaliation for being a non-participant. Member-Nations with higher or more advanced technology will not violate the Article III, Section 1 Inherent Species Rights and Non-Interference Directive nor will the MSU, Ministry of Defence or Minister-President override this directive and coerce those Member-Nations into contributing.

Section III - Scope of Mission
The Multi-Species Union shall not maintain a standing army nor will it receive "donated" resources to include troops, equipment or vehicles. The MSU may call upon Member-Nations to assist in peacekeeping missions however acceptance of the MSU's proposal and participation on that peacekeeping mission are at the Member-Nation's discretion and said Member-Nation will not be held accountable or disbarred for refusing to render assistance. MSU peacekeeping forces can be called upon to
  • Monitor and observe disputed borders
  • Monitor and observe peace processes in post-conflict areas
  • Provide security across a conflict zone
  • Protect civilians/aid in missions of mercy
  • Assist in-country military personnel with training and support
  • Assist ex-combatants in implementing the peace agreements they may have signed
  • Defend the alliance from overt military action by foreign powers
  • Coordinate with the Ministry of Intelligence with information pertinent to the situation at hand


Section IV - Standard Policy
Member-Nations are responsible for their own borders and territories however, in extreme circumstances, a Member-Nation may request emergency assistance from the Multi-Species Union. Such requests must properly drafted and submitted to the Ministry of Internal Affairs. This ministry is charged with communicating the Member-Nation's needs to the other Ministries and the Minister-President. The Minister-President must present the request and any accompanying initial data to the Congressional Union for vote. Requests are accepted with two-thirds majority vote.

The Minister-President is charged with coordinating the various ministries to form a delegation that will establish lines of establish lines of transportation, demarcate locations for bases, relief camps and/or demilitarized zones, and any other data needed to support peacekeeping operations. This data will be compiled by the Department of Internal Affairs and presented to the Minister-President. The Minister-President will work with the Council of Intelligent Species Head of Commission to request aid from Member-Nations best suited to assist in a given scenario.

All forces sent by Member-Nations, to include any resources or equipment or manpower, remain under the control of their homeland. Each participating MSU nation is responsible for the upkeep of their forces. The highest ranking commander of those forces will retain command. If there is more than one nation in the peacekeeping force, then the MSU will appoint the highest ranking officer for all combined forces as the commander. All resources, personnel, vehicles, weapons or other accoutrements will be returned to their Member-Nation at the conclusion of each mission.


Article VI
Referendum and Amendments


Section I
This Charter may be amended by the Congressional Union via Referendum whenever two thirds of all representatives shall deem it necessary. Should a Referendum pass two-thirds vote, the Congressional Union may bring the Referendum before the Minister-President. The amendment shall be defined as a ratified amendment and be deemed law after Minister-President approval. The Congressional Union may bypass the approval of the Minister-President if they have a unanimous decision otherwise then, if so, the amendment shall be ratified.

Section II
Referendum may be brought before the Congressional Union by any Member-Nation or Observer-Nation. The Congressional Union shall vote on only one referendum at a time. Referendum must be framed property and carry the support of one other Member-Nation before being presented before the Congressional Union.


Article VI
Ratification

The Ratification of the Multi-Species Union, shall be sufficient for the Establishment of this Charter between the Nations so ratifying the Same and done in convention by the unanimous consent of the Nations present the _________ Day of September, 2014 C.E., and In witness whereof we have hereunto subscribed our names,
