CURRENT STATUS

* Awaiting official lecture by Asigna.
* Phase II is being ready.

WHITE ROSE
,
Department of War HQ

0900 H.

It is an auspicious day in the Stratocratic Republic of Sabah. For the very first time ever since its accession into the Cebu Cooperation Pact, the Axis Powers, the Land Below The Wind would become the host for the first joint military exercise involving members of the anti-communist alliance. This will become the next central activity for the Axis after the conclusion of the First Axis Summit in Gran Cuscatlan not too long ago.

The delegations consisting of high levels officials from the military of each of the respective members had already arrived since a few days ago, and has been situated to their accommodation at the Shangri La Resorts and Spa - by the gracious host governments - which is located in central Jesselton City; some 20 kilometers away from the Department of War main complex.

Transportation that has been prepared consists of armed and armored SUVs, which is normally used for foreign dignitaries, plus elements of ground escorts provided by the local police, and assisted by all agencies of the Department of War, which includes air support. Sabah is not taking any chances for this event, the security is as good as it should and can be, and with the national threat level assessment considered as normal, there should not be any surprises.

The motorcade transporting the delegations from the resort had passed safely and without incident, and everyone finally arrived at the White Rose main building, the symbol of military power of the Stratocratic Republic of Sabah, where the opening ceremony will begin as scheduled...

OOC: Still waiting for this guy to confirm.

From the Dark SUV a tall man looking like he was earning his life wrestling with aligators came out. His well built muscles were outstanding, making everyone surprised a lot. He was Admiral Carlos Rader, descendant of German immigrants to Gran Cuscatlan, who was however Hispanized totally. He was also expert in conducting naval warfare, alongside with his colleagues like Admiral Doniniguez, who was famous as successor of Legendary Salvador Velásquez.

He slowly stepped out, and spoke:

" Buenos Diaz" he said with visible German accent" I am Admiral Carlos Rader, I came here to deliver a lecture about principles of naval operations"

Then he turned around and went to the conference room. His lecture was to be first one in schedule. Materials about naval warfare were prepared, and he was ready to educate others how ships should be properly used.

The same flying black ship that flew over the venue of the summit in Santiago de Cuscatlan had appeared again. It flew over the horizon and hovered above the city of Jesselton much to the possible surprise of the onlookers below. As soon as the big black metal Dangan arrived overhead of the Shangri La hotel, 2 large metal doors beneath the ship opened up and an end of a long length of rope was dropped from the opening of the metal craft and down to the ground. 5 uniformed men, wearing dark green and blue police like uniforms slid through the length of rope landing on the ground before they group together on one side and make their "battle poses" and above, 2 more men slid down through the rope before both of them gracefully landed on the ground. The first man who was wearing leather jacket carrying a black shiny laptop on his one hand while his other hand was holding on to the rope as he slid down was the propaganda minister of the Asigna Philippines Adriano Timente while the taller man just right above him in full military attire was Heneral Domer Eluide.

Upon seeing the Sabah officials, the two immediately raised their right clenched fists up in the air. "MABUHAY!" They shout their salute in unison before they enter to the conference hall.

"Ladies, and gentlemen." Suddenly the speakers in the wall boomed. The male uniformed emcee, wearing a navy blue attire, was seen standing at the side podium just under the stage. "Ladies, and gentlemen, may I have your attention please. Thank you. Now, everyone please be seated, and please fill in the front rows first, thank you." He said further.

"We shall begin the opening ceremony momentarily, but before that, I would like to remind everyone to stand up when the announcement of the VIP is made, as our national anthem, 'Sabah Our Fatherland', will be followed immediately after that. Thank you."

The emcee turned to see another protocol officer waved his hand from the entrance followed by the radio transmission sent into his ear piece.

"Ladies and Gentlemen, announcing the arrival of His Excellency, Fuhrer-President Alexander Markus son of Bradley, Supreme Commander in Chief of the military and Head of State of the holy Stratocratic Republic of Sabah, accompanied by Dr. Lee Hsien Wen, Secretary of War. " Well, that was quite a mouthful, but the emcee did it anyway, followed with applause from the audience.

Standing at 6'3", the Fuhrer was a few inches taller to his subordinate. He was wearing his usual attire; a long trench coat uniform, a cap badge, and his traditional sabre with the gold coated handle. The two of them went straight to the seats before the main stage, but remained standing up, and the music for the national anthem started to play.

When it stopped, the emcee stood before the podium, facing the Fuhrer-President, snapped off to attention, with the heel of his boot clicked and a clenched fist pressed to the chest.

"Mein fuhrer, permission to carry on." He said in military manner. Alexander Markus wave his arm as a sign of blessing.

"Carry on." The Fuhrer said, with a deep voice.

"Ladies and gentlemen, please be seated..."

"Now, to officiate our events, please welcome, representative from The Philippine Bayan of Asigna; Minister of Propaganda Mr. Adriano Timente."

Adriano then made himself comfortable in one of the conference chairs then left his laptop in the table before he stood up. "Ladies and gentlemen, without further ado, i will now carry out my speech." Heneral Eluide, who was pretty quite most of the time simply trailed along with him.

Adriano then faced the fuhrer of Sabah pumping out his right hand in the air in a clenched fist to salute the man. "May i begin your excellency?" He did not wait for the fuhrer to answer and simply took his place in the podium carrying a tablet along with him in which he laid out on the podium. Heneral Doer Eluide trailed right beside him waving a Phi flag on one flag and a flag carrying the logo of the Axis in the other. As the Heneral waved the flag he didn't look like he was enthusiastic about what he was doing at all.

The Filipino propaganda minister kept his smile to the delegation as he scanned something on the tablet before he began. He paused for a while and was clearly sweating.

"Uh-*Wow* I never really spoke in a long time so forgive me if my speech is lame. But what i can say to you is that the punong was really happy that this alliance had made their steps forward. He was happy of the cooperation that each of our respective nations had given into the alliance.
Uh-*That was lame* *Ehem*"

Adriano then took short breaths before he was able to gather enough strength to continue and by now, he was able to make himself look casual and comfortable. His speeching powers had returned.

"I direct this appeal to those who believe in the Axis right now. To the Axis heads of states..... to the Axis countries' representatives....

Would we just sit there when countries are being attacked by unchristian forces? We would simply let the rights of people to be proud of their own country, to be suppressed from their rights of giving our appeal to our lord?

We sometimes hear in the news, read in online articles, one countries after the other fall into coup de tats into communism.....And these new regimes who embrace the dreaded ideology take away the necessary rights of these people that make them what they are. When these people fight for their rights?...these people, when they fight for their rights against the new regime, the communists in turn oppress them. What is wrong with fighting back for their rights that had been taken away from them ever since these communist regimes, who never and never had risen into power by the choice of their own people but rather they rose to power by force against the will of their respective fatherlands.

Maybe right now....10 thousand, 20 thousand no millions or even billions have their rights taken away by communism and their sister ideologies.

How long will this go on?"

His voice was becoming louder and more emotional by the minute.

"I am convinced however...the punong as well..by the birth of the Axis we can say that it all ends when the Axis came into existence! With the support and the cooperation of 23 member nations we will put the definition of marxism and bolshevism away from the earth!

As for right now...we are getting ready for war. So we are by now...honing our armies in order to ensure our victory."

Afterwards, Adriano immediately left the stage and the Axis anthem played. He acted as if nothing happened at all but he was sweating.

The end of the speech was followed by a thunderous applause. While it was short, it's message was clear and heartfelt. The Fuhrer-President rose from his seat when the music began to play, and approached Adriano when he was returning to his seat and shook his hand. The camera men immortalized that moment and flashes dozens of snap.

"Thank you, Mr. Adriano. And now, from the representative of the Supreme Commander in Chief of the Axis Joint Forces. Please welcome,"

SPEECH OF GEN. RAUL FRANCO

Image

Ladies and Gentelmen. I am practical man, who is no great speech maker, so my speech will be short, and limited to the truth. Why will it be limited to the truth? Because it is such obvious that it does not requires many words.

I was born, long ago, in the house of one of high positioned party members in El Cuscatlan. I was a devout communist, for a long time. Once there came situation where there were riots, and plenty of people protested against the fact that their fields were destroyed and they simply had no food to eat. They wanted to have it. I thought, my friends, that we will have to restore order. But then the order came to simply shoot this people like a ducks! What is a good man doing in such situation? He simply refuses, and this is what I did! In a moment I saw true face of Marxism, and rejected it for good, coming back to my Catholic roots. I was to be executed for "treason" but day before my execution I was scheduled I saw Martinez' s armoured vehicles of famous 3rd Armoured and 2nd Motorized Divisions breaking the gates of Premier' s palace. By the way, premier was living in old palace of Viceroyal.

I am telling you this, to show you by my own experience how Marxism works. I am speaking here about soviet communism, as not all forms of leftism are evil - but most certainly are! Why are they evil? Because they encourage violence against our traditions, violence against our leaders and violence about anybody called "class enemy!" This, my friends, is the truth, this is face of the red devil!

That is why our axis was created. This is time, as Legendary Diaz brothers to stand up against the enemy of free people and free nations. No matter who we are, be it democratic, junta, or monarchy or even dictatorship, unite against the men who want you dead. Only together we stand a chance. And this is the truth!

*Applause in the hall*

"Thank you General Franco for that inspiring speech, and now, please welcome Doctor Lee Hsien Wen, Sabah's War Secretary to say a few words and to officiate our opening ceremony." the master of ceremony continue to speak as soon as the representative from Gran Cuscatlan stepped off from the podium. A man of short stature, Wen stood at 5'8", and unlike the Fuhrer-Emperor, he was not wearing a military uniform - he's a civilian technocrat - instead don a black coat, with white inner shirt, along with a purple neck tie. Nevertheless, he did possess a silent charisma.

He saluted to the Fuhrer before standing behind the podium, where a draft of his speech had already been prepared, and he began to speak.

"A very good morning, to the honorable master of ceremony; to His Excellency Fuhrer-President Alexander Markus son of Bradley, our beloved dear leader; to both representative from our Secretary General and our Supreme Commander in Chief; generals, admirals, colonels, captains, and ladies and gentlemen in our hall."

"First and foremost - I believe it's still not too late - on the behalf of the Fuhrer-President himself, and to the entire people of Sabah, I would like to welcome each and everyone of you to our holy Fatherland, the Stratocratic Republic of Sabah, and to our Holy Borneon Empire. We are still in the process of building our country, to a future that we had envisioned, so what you are seeing in your surrounding is merely our humble beginning.

"And the Axis, is similar to us; we as an Alliance is still at our humble beginning, we have yet to advance from our infancy phase, we are, in essence, a work in progress. There is so much work to be accomplished.

"But let me say this out; we the people of Sabah holds absolute confidence in our ability as a legion of nations!" Wen wave his clenched fist in the air before continuing, "We have the Martinezism, Democracy, Stratocracy, Monarchy; our Axis are united in diversity, united by one common holy goal, the complete, total, utter annihilation of the communist forces that has been plaguing God's Earth."

"And today, we shall take one small steps, forward in accomplishing our goals."

"For the next few weeks, we shall engaged our forces in out first joint exercise. I wish you good luck, all the best, good hunting. And may we learn something valuable before we can put them into action in a real conflict in the future, and with this, I hereby officiate our Southern Tigers Exercise."

"Thank you, and God bless us all." Lee Hsien Wen concluded his short speech.

*Axis theme playing in the background*.

"Thank you, Secretary Wen. Ladies and gentlemen, announcing the departure of the Fuhrer-President, please all raise." Alexander Markus waved to the audience, followed by the War Secretary. They both exited from the side entrance door. Busy men, with lots of schedule for the day.

At the stage, a large white display screen slide down, the massive LCD projector hanging on the ceiling also started to warm up.

"Ladies and gentlemen, we will proceed with the first lecture of the day, which in turn will be followed by Q&A sessions; please refer to your agenda notes:

Admiral Carlos Rader has stepped on the podium, and begun to speak:

“ Thank you, gentlemen, for arriving here. I am first to discuss things here. First, I would like to define Naval Operational warfare. Naval Operational warfare is guided by no different principles by other areas of operational art, but they must be applied to the warfare at sea.

Modern operational art has been born during the Napoleonic revolution in warfare. Since demographical rise and more efficient economies, one battle is not enough to fully achieve strategic objective of the war.

Military Operation is a combat carried in given time and place to achieve strategic goal and involves several battles requiring an application of principles and coordination.
Battle is a combat carried by tactical formations to achieve tactical principles – most important of them are operational art.
The naval operational art is combining together battles, strikes, maneuvers, engagements, recon, and formations to achieve strategic goal under single plan and by means of combined arms.”

Here Carlos took a drink of water and continued:

“ What are the goals of naval operation?
1. Disrupt of enemy sea lines of communication ( SLOC)
2. Protect own bases and SLOCs
3. Defeat enemy forces in Blue water area, green water area and brown water area
4. Deny the enemy use of sea
5. Destroy enemy Carrier Groupings
6. Destroy enemy ASW forces
7. Destroy enemy missile submarines before they can launch missiles.

Having known the goals, we established system of principles to achieve this goals:

1. High Tempo of combat operations and mobility
2. Superiority of forces and means on main axis of operation (AOO)
3. Surprise
4. Energy and motivation in combat
5. Preservation of friendly forces
6. Adjusting the plan to the local situation
7. Coordination

There are also five principles which apply directly to naval battle:

1. Combat readiness
2. Surprise
3. Combined action
4. Maneuver
5. Massing ( strikes in form of combined action )

In the naval operation, we have different types of actions conducted by friendly naval forces. Some of them are listed below:

1. The battle
2. The Encounter
3. The engagement
4. The recon
5. The strike
6. The maneuver

All of them, under specified period of time and space, combined together are important parts of Naval Operation.

The number three is important. Tactics, according to our definition, is a way of conducting of an engagement. The battle is compromised of tactical engagements and strikes. The operational art, as defined by Admiral Salvador Velasquez, is stirring together strikes ( missile strikes, torpedo in naval situation ) and engagements to achieve strategic goal.”

Carlos paused for a bit and continued:

“Armed with a definition of operation, we may begin discussing the operational art. Operational art is the way of conducting operations. Each operation should follow a list of principles based on general military operational art, which we want to apply:
1. Readiness
2. Surprise
3. Use of all assets
4. Coordination of different forces
5. Focus on main Axis of operation (AOO)
6. Attacking in full depth
7. Political – military factors ( achieving a political victory with military factors )
8. Command and control of the units
9. Resolving ongoing problems
10. Rear organization and reserves

Sun Tzu said “the art of war is based on deception”. And this is a principle we want to add here. Deception plays important role in the defeating of enemy in every theater The main goal is, as Velasquez said “ choosing the means, ways and time to attack that enemy won’ t be prepared for them.
Operational Camoufalge ( OCa ) means camouflaging the forces and invisibility to the enemy, while . Operational Cunningness ( OCu) is the art of cunningness and trickery.”

Carlos paused for another time:

“ What are the methods of achieving OCa?
1. Deception of the enemy
- Strategic misinformation
- Tactical camouflage
- Feints
2. Stimulation of force through various friendly targets
3. Concealment of operations
4. Employing methods unknown to the enemy
5. Choice of time and axis
6. Speed and maneuver
TJMA – is the theater of joint military actions, a place where we want to apply force. To achieve it, we are using principle of massing – the concentration of every possible effort on strategic place. “

Here Rader looked proudly on the listeners:

“ Characteistics of warfare at sea:

- Terrain
1. Unrestricted movement of ships in the fluid.
2. No cover for surface vessels
3. Unobstructed fields of fire
- Weapons
1. High compact and value of weapons
2. Catastrophic hit effects
3. Cover that the water give sub surface vessels
- Tactical
1. Growing range and accuracy of naval weapons
2. Hiding is impossible on surface
3. Electronic camouflage plays crucial role
4. Sensivity of ships

Nature of warfare at sea consists on several factors:

- Decisiveness
- Spatial Scope
- Dynamic mature
- Combined forces
- Massed employment of forces
- Electronic warfare
- Complex coordination.

The concentration, or focus, is achieved by attacks against strongest targets, which we define as HVU ( high value units ). And what is the most important, unlike on the ground, defence has not to hold the terrain. In every weaker vs stronger navy the weaker navy will be driven into coastal area.

Deployment and re-depolymen may take place in hostile waters, defined as hostile terrain. Fleets also use diverse weapon systems and some naval forces operate in sub – surface area. To plan such operation, we also have to take the scope into consideration, with even increasing range of missile systems. Modern fleet may be attacked from range of 1100 km. To counter such attack, we should be present in air, surface, sub surface and cyberspace.

Most of the lecture was pretty boring for the propaganda minister who was forced to keep himself awake in an attempt not to bring a negative impression on the Cuscatlani admiral, beside him, Heneral Eluide was attentively listening to the lecture the whole time and was the one who woke up Adriano shortly before he was about to sleep on the table.

Adriano, who barely listened did get some points from the lecture on naval warfare, mostly from the deception part, in which he was very interested in because of he considered it to be the best part of a war to fool the enemy. Wanting to know more about deception, he raised his hand.

"Excuse me Admiral but may i rudely interrupt, can you tell us more about strategic misinformation and how this works?"

"First, modern radar is incapable of identifying ship and class " said the admiral " It can only detect that some ship is there. And that opens plenty of opportunities. For example, we in Cuscatlani navy when it still was frigate based green water navy were taught to "hug" maritime trade by swimming extremely close to it and firing from their shadow. "

Admiral continued;

" Because of extreme range the sensors are the most crucial thing. They are built by humans, who are not perfect, and can be easily deceived. That is why electronic warfare is so important to us in naval war. "

Admiral smiled:

" Well, another common tactic of Cuscatlani navy includes using over-the-horizon radar for launching the missiles which travel hidden by earth' s bending. When the enemy detects them - it may be too late "

"It's nice that we are now using the circumference of the earth as a weapon, perhaps we should do so as well when we launch not only missiles, but using satellites we can locate our target and it's GPS locations in the map then with accurate targeting equipment that we are still running tests with, we will target our cannons to set it to fire towards the GPS location. Since we'll be using the circumference of the earth the source of fire is hidden." Heneral Eluide then sat down smiling feeling proud of himself that he was at least able to say something he considers useful.

Adriano was dumbfounded by the explanations coming from the military leaders left and right. He himself, having little knowledge of deep military terms felt lost in the discussion.

"Can you make more sense?! I'm lost....Why is it i look like i am the only person not getting any of this? But i have a rebuttal, what if it's a moving target, the system is too impractical and a waste of money and ammunition."

Immediately, Heneral Eluide's smile and feeling of pride vanished and he began brainstorming more ideas (which are mostly useless) to at least help in the discussion. "You may continue Admiral Rader." Said Adriano, who kept thinking that there was something "German" about the guy.

Major General al-Badani was already late and had missed the opening of the conference. The massive, unscheduled troop deployments had clogged the activity of Tripoli Airport and the government jet had been delayed with two hours. Slightly embarrassed, he quietly entered the conference hall and found his way to his pre-designated seat.

The discussion was obviously about naval warfare, in which Libya had little to no experience. The Major General was here to present something he considered valuable - turning unskilled, rebellious units into a professional, highly integrated and capable force. The Green Libyan Army was demonstrating the value of motivated military cadres and their superiority over divided militia right in this moment.

Admiral Samantha Harrington Aldren was listening keenly when the Asignian interrupted the lecture, well, they're supposed to wait during the Q&A sessions soon, if not, this could turn into a heated college-like debate but it's not that she disapprove of. Technical wise, everything that Admiral Rader had lectured were precisely what she had been thought in Aeyariss Academy; the military education capital of this country. They were, afterall, the fundamentals of naval warfare; a set of logical thinkings, a collective body of knowledge that can be applied to virtually any situations.

Yes, interesting as they maybe, the world is changing constantly. Gone were the days when two great fleet would pit against one another in a ship to ship engagements. Today, no Guided Missile Destroyer would be get within visual range of another hostile Destroyer for them to use their secondary weapons like the cannons. Even the difference between a Destroyer, Frigate and Corvette had been blurred. It's basically who have the best radar systems; who can detect the enemy fleet first; who can launch the ASMs, as much as they could, and wait to see if they can hit and sink the enemy. So even a small fishing trawler craft, disguised as a civilian merchants, but armed with the most advanced ASMs or torpedos can launch its arsenal and still destroy an unprepared aircraft carrier. (OOC: Asymmetric naval warfare is a bitch, Huda Civil War remember?)

She was hoping that such fundamentals can be explained in a further conceptual frameworks so she could learn more how the Cuscatlanian Fleet operates in times of war. If there's something she could say, she could speak and debate about the role of the Carrier Strike Force, an operational tactics that in Sabah's context, basically means a naval engagement, the mainstay of the fleet would always centered on an aircraft carrier, the most prized assets, it's the carrier and its air wing that will find and engage the enemy fleet, and to sink their amphibious force before it can come close to Sabah's shore in order prevent an enemy invasion force from ever setting foot on land. They operates with the goal of dominating the sea,by denying the enemy fleets. As an island nation, these are the primary tasks for the Navy. The first line of defense, and also the tip of the spear when Sabah embark on a expeditionary mission offshore.

The same thing can be said for Sabah's submarine force. Their main doctrine is also to obtain maritime dominance, and to deny the enemy approach. Maybe she'll have to wait before the lecture about submarine fleet in the next slot. But then, she thought of an interesting question, and with cue, the emcee, who now acted as time keeper made an announcement:

"Thank you for your lectures Admiral. Now we the floor shall be opened for some Q&A sessions, anyone from the audience wishes to ask something?" Admiral Harrington saw the opportunity and raise her hand.

"Admiral Rader, I am Admiral Samantha Harrington from the Royal Sabahan Navy." She said, standing up, there is no need for microphone as her voice filled the hall just fine. "You talked about the modern naval warfare principles, but I have to ask you, how do you see the role of the navy in the future? What can you predict about the nature of naval principles in the near future?"

"Thank you" smiled Admiral Carlos Rader, when he took a glass of water " it is an interesting question. However, to predict how it will change, we have to look to the past"

And here he smiled again:

" As former Submarine captain, I can say only one thing: That the ships are divided into submarines and target ships. Most of modern carriers attacking weaker nations never encountered a force capable of sinking them. But there are many chances how to do it. "Kitchen" fired from TU-22M, ASBM, submarine strike, asymmetric attack - carrier is becoming a paper tiger. During English - Spanish war in XVI century, Spanish great Armada consisted of powerful big ships, versus smaller and more modern English ones. English won. Because according to me, big ships are easy target and sooner or later will be replaced by smaller and more practical ones. Even now cruise missiles can be fired from Cruiser or Submarine and are beginning to outclass the jets starting from carrier. "

Rader looked on them again:

" The principles won' t change, but the way they are applied will change. For this I am sure. There will be more emphasis on OCa and OCu rather than on defending carrier, as most forces will be submarine. "

Here he looked again:

" Gran Cuscatlani navy just not so long ago stopped to be Green water navy. But we had our own tactics to kill carriers if they were used against us. I think that Cruisers and Submarines are what will be pioneers of new era of naval warfare."

Then he looked at Libyan delegate and turned to Asignians:

" War at sea are pure mathematics. Advanced computers can calculate the trajectory of the target and take a correction on it. But missile is more efficient thing than a naval gun. T800 Facón used by our navy has 800 km range, and is capable of delivering enormous damage".

Field Marshal Vasily Chekhov was in the lecture room,he was waiting for his turn when he heard the Admiral's lecture where he said "Real wars are decided not on the sea but on the ground.".He believed that fast-moving mobile forces were the key to victory in warfare and was preparing to give his lecture on it after the Grand Duchy and Sabha's lecture.

"If there is no further question, then we shall conclude this 1st slot. Ladies and gentlemen, there will be a short 30 minutes break, tea and drinks is provided in the the next hall. After that we shall be be hearing from the representative of Dewhurst-Narculist in the 2nd slot." the emcee said when the lecture ended.

Automatic break, no need to write about those. Dew, whenever you're ready.

Irritatingly the trip over from the Resort to the Auditorium was late, the Air force and their inability to conform to the Army and Navy’s requirements was always frustrating. They had dallied around and as a result, delayed the Dewhurst-Narculian Delegation into arriving half an hour late to Jesselton City, which to the delegation’s disgust meant they were late to the seminar. Filling into the lecture hall, they sat and patiently watched and listened to Admiral Raeder’s lecture. At the conclusion of his lecture, whilst the Delegation was out on the half-hour break, Kapitan Kaepar Freige prepared himself and loaded the flash drive into the hall’s display computer and waited till the delegations filled back in and took their seats. Freige was a stocky man, not overweight just strongly built, his dark hair contrasted with his hazel eyes and pale face. He stood, hands behind his back before silence fell. Bringing his hands together he started, his soft voice edged by the hard Ramussen accent, like all Dewhurst-Narculians when they speak English, it was velvet on steel.

Tada Tag, Good Day ladies and gentlemen, My name is Kaepar Freige, I am a Kaptain in His Grace’s Royal Dewhurst Narculian Naval Service in the War Ministry Naval Intelligence and Strategy Branch based in Heraculo, over the past five years I have been tasked with analyzing navies/fleets and even singular ships for strengths and weaknesses, in fact I have on my desk at home a report detailing the current status of the region's domestic missile programs that are ongoing.

However today we are in the midst of the Missile age, 70 years ago, we started toying with the notion of a guided munition that was independent of ballistic trajectory, aspiring for a strike range far greater than the standard shell or torpedo. However after all this time we are just entering the fourth generation of guided naval munitions and yet we rely on them to protect our borders, our fellow citizens and our interests. However in this day and age we still cannot ignore other weapons especially man’s best friend, the gun.

Image
Flicking to slide 1 he paused

“It is often stated that the day of the naval gun is now almost entirely over, relegated to the role of point-blank defense and the occasional fire-support that is its relatively short range limits it as an offensive weapon. This is not so. We are going to, regrettably, ignore the submarine and the aircraft carrier as even today the body of fleets are made by surface combatants and are far more likely to meet one another than a aircraft carrier or submarine”

Two years ago, some our oldest combatants in our fleet, the Turmoil and the Tallahassee opened fire on relatively modern fleet, equipped with missiles, our ships hadn’t been updated since 1949 and they still managed, under the umbrella of a mass radar jamming attack, they managed to close in the fleet, forcing them to close. They tried to open the sortie with the chosen weapon of all new naval commanders, their missiles but were rather perplexed when their missiles were erratically flying into the sea. To their credit they did have a ship armed with 200mm projectiles though in this extreme case, they were spit balls against 605mm shells. The fleet surrendered after an hour long running battle, over two thousand dead for just a few dozen of our men when the enemy managed to get close enough to the ships for the jamming to be inadequate.

This has been a rare case but it is one to exemplify how badly we can be trained to rely on one modern offensive which is susceptible to electronic interference rather than a myriad of older techniques and weapons. This is a bad habit for one sailor to get into, but it is a plan for failure when an entire organization follows this habit.
Recently I was a visitor to the Royal Arhellian Naval Day were I was shocked by their disregard of naval firepower. They only fielded 76mm pieces, a suitable naval gun, I’m not saying bigger is better, frankly anything I find, over 155mm is getting arbitrary, however this is all they had, one 76mm naval gun on a destroyer. I thought they were joking but they didn't even have your basic 12.5mm, that’s 50cal for those using the old system, machine guns for close threats. I asked them about this shortcoming. Do you know what they replied? I tell you what it was with a bit of gusto that’s for sure. “Our missiles with deal with the enemy before they is in range of any gun” Mind you this is the Royal Arhellian Navy, great command structure, great men, however they are on ships that are at least 20 years old and their missiles from the early 80’s, not greatly reliable if I’m honest. Thankfully, they are fixing this chink in their armour but it’s a wake-up call they could have avoided."

An image of a destroyer flashed up on the screen
Image

“So far I've hurt the missiles credibility but make no mistake it’s here with us to stay as a serious and effective weapon. “ Clicking the slide remote “This is a Tarkanese Destroyer, the TNS St Nicholas, in the war of 1983, it found itself too close to our colony of Thralasa. A Thralasan Colonial Naval ship, the DNTNV Bythwere managed at a range of 100km to hit it once with a Huntress ASM, this is similar to a Harpoon or Exocet, slightly bigger for a marginally larger range and warhead, this penetrated the just above the waterline, and detonated under the hangar. This didn't sink the vessel immediately or damage its main offensive weapons but it did something a lot more useful, it spooked the enemy into giving up the fight. They hadn't seen where it had come from and only had five seconds warning”

Clicking another image of the ship onto the screen.
Image

“Twenty thee men died in this action, the rest of the crew were shaken as they had their defenses up, relatively modern defenses at that, but a missile had got through and had effectively destroyed their propulsion systems and they surrendered, you can see the fire damage caused by the explosion here That missile had cost just, and I’m using inflated prices to today's standards $225,000 taxpayer dollars to effectively sink a ship worth $850 Million and for a small navy such as the Tarkans, it hurt a lot more. The ship was later sunk by controlled scuttling explosions under the fore-deck and one on the starboard side of the left. The crew of the St Nicolas were rather surprised when taken in by the Bythwere, that she was only half the St Nicolas's size."

"This is a prime case for naval warfare, the missile is the great equalizer of odds. As Admiral Raeder stated just before “War at sea are pure mathematics” and yes he is right.....almost, there is the human factor to consider. The St Nicolas could have blown the Bythwere out of the water had it known what exactly it was up against but instead their morale was shaken. And they chose to end the fight. Like the handgun makes a civilian equal to another with a gun, seemingly regardless of build and strength, the missiles mounted on a small frigate can devastate a superior destroyer regardless of size or cost. Sometimes the strength of a ship, a fleet and a nation can only rest upon the strength of a single mind and at the end of the day, thats what counts and what needs to the be backbone of your ship, your crew and your fleet."

"I heard whilst Admiral Raeder was answering questions, a gentleman stated "Real wars are decided not on the sea but on the ground." I can only assume he is in the army and he can be rest assured he is entirely wrong in the matter, if you control the sea, you control the enemy, you control the world. it is no mistake that we are 70% water and the globe's surface a similar amount, we came from the water, we take from the water and the water claims us back. To say the world can be held on the land is folly, the lifeblood of our society is carried by trade across the sea and control of this is coveted and one of the foundations for a powerful nation"

In summary, yes, develop your missiles and use them, in the case were they can't save the day, don't forgo your guns or the training necessary to operate systems that you will have to fall back on should the "rocket with a brain fail."
He finished with a slight smile

Adriano silently yawned and checked his watch only to remember there are still other people who will come lecture ahead of him. To keep the lecturers busy, he thought of a question to raise and eventually found a useful thing to ask.

"Ah excuse me..." Adriano said raising his hand. "War at sea are pure mathematics...I am going back to what the Admiral Raeder said so forgive me if i raised this a bit late because i just thought of raising it after Kapitan Freige brought it up again.... War is math but we all know we have very little time and short attention span to be discussing more about mathematics in itself so i was thinking if there is some better way to discuss naval warfare in layman's terms that at least would just include basic math?"

OOC: All credit goes to Wayne P. Hughes for creation of Salvo combat model.

Carlos Rader smiled:

" Velasuez' s model. Delta is number of ships lost:

    ΔA = -(βB - yA)u, subject to 0 ≤ -ΔA ≤ A

    ΔB = -(αA - zB)v, subject to 0 ≤ -ΔB ≤ B

Where:

OPFOR:

A - number of combat units
a- offensive fire-power
y - defensive fire-power
v=1/w - damage

BLUFOR:

B- number of units
β - offensive firepower
z - defensive firepower
v=1/x - damage."

Rader Smiled:

" By this model we can count how many of our strikes can - theoretically - penetrate enemy defences"

The General said:"I said that wars were won on land because the army seizes control of territory and because I'm a general but I agree with all your points".That was his response to the first part of the lecture. He was waiting for his lecture on armored and land warfare.

Time keeper/Masters of Ceremony spoke once again. "Does anyone else have anything to add to this discussion?" He is getting ready to call for the. next speaker. Admiral Harrington shook her head. So far, she was satisfied with the lecture regarding naval theme. They were short and pretty much straight forward in its presentation. She agreed that, having the most advance weapons is important, but a navy should never abandoned the basic rudimentary principles of naval warfare.

I guess everyone is waiting for the field training to begin. The entire lecture so far are nothing more than mere formalities, something to break the ice, it was the next event in this exercise that she is looking forward to, the Command Post Exercise or CPX, where, the higher levels officials of each military shall band together to plan a war, and then to execute such plan in Phase II, the Field Training Exercise.

"Allright, thank you Kaptain. I would like to call the next person, our guest from outside of the Axis; he will be presenting the first topic in the ground warfare theme. Please welcome, our representative from the Democratic Sabha; Major General Abu-Bakr al-Badani."

We'll continue ahead with Whiteshore lecture if he can't participate. Need to keep this thing going.

Field Marshal Vasily Chekhov was enthusiastic for the lecture he will give for armored warfare and mobile warfare in general:
"In the 21st Century, people say the Tank is obsolete and that the irregular guerilla is the main force in modern warfare. But war is won by mobility as much as it is won by firepower and manpower. The Huns and Avars and the Mongols were nomads with no cities, farms,or writing, but they defeated the Romans in the case of the Huns and Avars and the Chinese in the case of the Mongols because their enemies relied on slow moving infantry and the Huns,Avars, and Mongols outsped their foes. The weapons and tactics may change but the basic formula that mobility is the key to victory as much as numbers and firepower.100 years ago,Tanks were invented as breakthrough weapons, but became mobility weapons after their engines became powerful enough to outspeed a horse and the doctrine developed. The German Usage of Tanks in 1940 was the ultimate example of Blitzkreig in which the Wehrmacht used their mobile tanks to destroy the French military who used slow tanks and had an outdated doctrine. The Tank is the key to victory in my opinion in most modern battlefields. But it must not work alone,it needs assistance with infantry, aircraft, and artilery to win battles. The best strategy on how to employ tanks in my opinion is the German model."

Admiral Samantha Harrington-Aldren don't know what to make of that lecture. She honestly felt that there is a lot of things that could have been explained. Even the master of ceremony looked somewhat perplexed. For some reason, the lecture topic had been swapped, as it was supposed to be the lecture from Democratic Sabha. She looked at the brochure again.

"Ladies and gentlemen, give a round of applause to the representative from Whiteshore, and be advised, due to some technical problem the 3rd and the 4th topic presentation has been swapped, we shall continue with the Conversion of Militia into Professional Force after this lunch break. But before we do that, is there any questions for this topic?" The Master of Ceremony said.

OP Edit: Q&A sessions can be mixed freely between lectures. @White: If you have anything else, simply add your post.
