After taking his place in the security council Pacifico listened to the proposal and what the others had to say about the situation. He looked around at all the other representatives and such in the room. Thinking over all that he had to read before he got here, and what this organization was to stand for, of course no matter what his nation couldn't provide the type of relief those people needed, and it wasn't his place to tell other people to go help when his people could not do the same. Many nations out there probably faced the same thing and never knew about it. Though his did, and that put them in a pretty unique situation, how to help without the means to help. Sure he could just say aye, he and his nation would be fully willing to help, but without being able to it would just place the burden on the other nations here.

With the other nations approval of the proposal that got him thinking of how his nation could help, since he held the power to decide how behalf of his people how his nation how respond. With Silver's impassioned speech it just made it all the more necessary to try and help. He stood up when no one else had the floor and cleared his throat.

"This situation is downright terrible, and while I have no say in how either you vote or your people react, but some can not react at all, or are even aware of the situation. With this here we are all aware of the situation now, and you all have the capability to react and help those people that need it. If this passes decisions have to be made on what to do and how to do it, and I'm sorry to say my people would be happy to help, but can not. However, since it appears that there are many advanced nations out there like each of you represent, this situation can be handled effectively if everyone helps stop the situation now."

He paused, since he was incredibly nervous since he was new and these people gave his people a chance and already he was saying they couldn't help.

"My people will be happy to help in any way we can. Our planet has plenty of land available for use and my nation will be willing to supply any resources needed to help either the GESO help the refugees or the refugees themselves."

1: Establish temporary housing and community facilities for refugees on a suitable nearby habitable planet.
2: Provide food, clothing and necessary sanitation to provide basic needs for the refugees.
3. Provide information and assistance to aid the refugees in finding a new home. To be accomplished by either incorporating the refugees into a willing and suitable existing nationstate or through providing assistance and help for the refugees establish their own nationstate.

Phoenix Goals
1 – To diplomatically, in consultation with all stakeholders, create a permanent solution to this crisis.
2 – To establish a neutral and safe environment for the refugees until permanent arrangements can be made.
3 – To provide their basic needs with a community driven focus so that their community while in the transitory phase can remain intact.
4 – To act in the best interests and on the behalf of the refugees in dealing with a variety of diplomatic responsibilities to further the permanent solution of this crisis and to prevent further abuse of vulnerable refugees until a permanent solution can be found.


Leaning forward to speak, Ha cleared his throat. "In general, I approve of Phoenix's goals. That said, I must express fears my people will have - that member nations will be forced to take in refugees. With respect, we are a tribalistic people. Short of creating aliens-only enclaves -which won't be stood for by anyone already living there, unless these aliens can live in environments we can't- there will be race riots just at the proposal. I'll remind you that our version of first contact came at the cost of twenty billion lives and a long, bloody war. With respect, we will not be ready to accept aliens on our turf for several generations, both for our stability and their personal safety. If you need habitable territory, GADA can use the old mining colonies that we gave in the GESO-Raw'Hein treaty."

Having at this time no reason to object to the idea laid out herein the Theocracy Space Colony offers its support of Initiative Phoenix. The Theocracy does however retain the right to withdraw its support at any given time for any reason.

The Seran representative leaned back in his chair, folding his fingers together, he nodded slowly.

"The Seran Federation obviously supports Operation Phoenix. That being said, we will not be offering any space on any planet under Seran jurisdiction due to the strain this would put upon our own resource base, which to this day still remains largely self-sufficient. We will, however, offer our assistance in the construction, organization, and administration of refugee camps on the to-be-determined habitable worlds. We will also be willing to route a ship or two to act as a garrison in defense of this planet in case violence follows this wave of refugees. Likewise, the Seran Federation is willing to offer a detachment of Federal Marines or Federal Militia in order to govern over the refugee camps with the purpose of keeping order in what would otherwise be a chaotic and energetic environment. If any of my fellow delegates objects to my proposal, then voice it now or forever hold your peace."

The representative unfolded his fingers in order to scratch the shadow of facial scruff under his chin. He needed a shave, but this small-scale crisis had brought him in at an odd hour. Still, it was all worth it in the end, the practice of diplomacy and power-sharing with his fellow delegates was as exciting as it was fulfilling to the representative.

After consultation with the Hibernian executive branch, we are offering our support for the so called Phoenix Initiative - furthermore, due to stability and resource concerns brought up by fellow members, the Hibernian government is prepared and willing to offer the use of Metis III for the purpose of housing any and all refugee's assembled as part of the Initiative.

Metis III is the third planet in the Metis system, which is approximately two weeks from the capital system Eire. It was originally colonized three decades ago to provide renewed mineral resources into our resource banks, which it did and has done ever since. Currently only the first planet, Metis I, is inhabited with permanent settlements. The only existing settlements on Metis III currently are mining related facilities that are needed to control automated machinery or to conduct mining and or coordinate mentioned efforts. We are prepared to allocate two continents in the eastern hemisphere of the planet for the Initiative's use, subject to some conditions.

 [-] We are prepared and have materials ready to construct pre-fabricated settlements and housing, as well as engineers and teachers to construct appropriate utility grids, such as power and water, or to train the refugee's on how to do it themselves.
[-] In order to ensure order and safety,  a policing and guard force will be necessary and we believe in the spirit of cooperation and are willing to allow a GESO joint police force, but they will be subject to Hibernian legal code, as would be the inhabitants of the refugee settlements.
[-] Current intelligence on the precise scope of this crisis is unknown, therefore if necessary we would be willing to expand the site to another continent on planet, but we believe keeping it localized and solely on one planet would be in everyone's equal interests.
[-] Administration of the site can be led by a joint GESO team, but must have Hibernian representation on it ; we are willing, and intend, to operate a customs posts at any refugee site in order to facilitate any of those wishing to emigrate to another star state, or wishing to become naturalized citizen in Hibernia, or any other GESO nation. To that end, the Hibernian Royal Navy will be allotting it's detachment of shuttles at Starbase 83, which is in orbit of Metis II, for the purposes of emigration and will request a representative from GESO nations to facilitate naturalization processes, if legal or allowed, in other star states besides our own.

After hearing this, Damian rose once more, hoping to make an addition to his earlier offer, "If housing of refugees becomes a problem Deminisian Engineering Corps can have self sufficient mobile housing built, Spacial craft capable of not only housing hundreds of thousands each but, if necessary, greatly easing any transference to a new home planet. We would also be willing to allow these crafts to stay with in our space, however we do not have the supplies to feed, if any others would be willing to support this I can order the crafts be built, sooner they are ready the better." Damian remains standing scanning over the group for any willing to supply nutrient, even portionally.

The Argonian delegate, former general Halston Vek, leaned forward in his seat. His chosen outfit was vaguely militant, a smartly-cut uniform of sorts the color of ash and decorated with a simple lapel pin featuring his former regimental crest. He'd not asked to be the Argonian representative to the GESO, but being a military man he understood the concept of duty better than most. A highly-militarized culture, Argonians respected proven battlefield leadership and retired general Vek had been a natural choice due to his moderate origins and leanings.

Vek had a severe facial manner, a nearly-perpetual scowl framed his reptilian features and a long-healed scar crossed his snout to give him a savage edge to his otherwise dignified demeanor. Logistically, he had concerns about this 'Phoenix' nonsense. Personally, he saw no need to interfere in the course of nature. Species survived or failed in the natural order of things based on adaptations. Advanced species thrived based on more complex means, namely social institutions and governmental styles. Rescuing each and every floundering civilization was going to be costly and ultimately fruitless...


"The Argonian delegation shares the concerns of our Hibernian associates. Further information into the full extent of this crisis is a requirement for Argonian support. We find the letter of the Phoenix Initiative to be acceptable, but not the spirit of the initiative itself. Argonian resources will not be squandered disrupting the course of nature on the galactic stage, rescuing every single backwater civilization the GESO comes across. I move to apply a 'level' of sorts to the charter, setting a technological development standard to measure prospective refugee candidates against..."

Delegate Vek paused for a moment, relaxing his stance a bit. Vek's voice carried the residual edge of command when he spoke, a projection of limitless confidence infused into whatever words or phrases left his mouth...

"However, the Argonian Empire can spare a rotating regiment of engineering specialists to construct and maintain temporary housing for a yet-to-be determined number of approved refugees on a few uninhabited moons in the Verdant system. I would like to stress that these encampments will be built to Argonian military standards and may not conform to acceptable levels for some members of this assembly. The assigned regiment will handle all security and sustenance concerns for the assigned refugees, et cetera. While we as a species are opposed to gigantic acts of charity, we recognize the need to participate and demonstrate support. Additionally, we lend tentative support to the Yalshian V involvement provided additional intelligence is gathered. Argonian lives will gladly be spent to curb slavery operations, but not to bail a non-allied entity out of a jam..."

With a curt nod, Vek leaned back in his chair and away from his microphone. He hated these endless debates, but at least numerous other members voiced concerns about this refugee nonsense. Resources were tightly controlled in the Empire, balanced on a razor's edge due to the constant infighting inherent in an organization so vast. As a general, he'd coordinated the movements of regiments and resources across entire systems. He understood the logistical side of warfare, the management aspect carried over into his current line of work and gave him a certain perspective. He expected resistance to his government's stance on the 'Phoenix Initiative', but that wasn't surprising. The stoic stance his people tended to take on issues of compassion and kindness wasn't overly well-received in most cases...

Silver simply nodded; so far, this was going well.. Her government was preparing a contingency should any murmurs of crusades become true; though they knew little, it could be a bluster or it could be serious. Now however was the case of getting this bill passed. And so far with state after state supporting it. It seemed as it would; to address the concerns of the other nations she stood clearing her throat.

"'The Terran Alliance agrees we cannot go to the aid of every civilization in need; we've got secondary matters to be concern with as pointed out. Our allies in the gamma sector as... most call and near the core are most at risk for being attacked. Certainly we cannot let that happen; salving must be curbed it wont be easy but I am honored that all of your fine peoples all of our species are united in one way or another in this cause. The issue of space is no problem..

Or at least shouldn't be; as I aforementioned, Talos station could be expanded to accommodate these persons, and it would make it an even more beneficial international hub. Hopefully peace can prevail, in light of these events a few defense plans are in the work by our government; but be assured they do not include offensive actions until the criteria are met. We can sit back and do anything and the Terran Alliance is honored to have its comrades step up to the plate side by side to tackle such an issue. "

Certainly these people would be looking for a planet of their own to colonize to begin to rebuild their empire. That is to say while such use of offered planet might be useful, they will be taken into the area of an empire not their own. My suggestion allows them freedom to search efficiently and quickly for a new home, as well as gaining them the ability to quickly colonize a planet." He looks at a small holographic screen on his arm for a moment. "A matter of a few days and nearly any planet could be not only colonized, but fully prepared with every comfort of their own homes, Including it being their own land, not borrowed."

-A: The settlements will be overseen loosely by the ACRM, Agency Council for Refugee Management, which will oversee the administration of the settlements and will work jointly with Hibernian authorities and agencies to find permenant housing for the refugees and/or to offer naturalization services to all GESO member-states will to be a participant.
- B: The planet of Metis III, specifically the two continents encompassing a mass 2/3rds larger then the Terran North America, will be the original site of Initiative efforts. Estimaties put maximum housing capacity around 5 billion; if the need to expand is to arise, the ARCM may establish secondary sites however only with explicit approval from the Alliance and the host nation of said planet. If the planet is unclaimed, the latter qualification is void.
-- II: If secondary sites are required, the Tellans and the Serrans are the first to be considered and may not be rejected without serious consideraiton
2: Provide food, clothing and necessary sanitation to provide basic needs for the refugees.
3: Funding for all efforts will come through a joint effort: the Hibernian state will offer 50% funding for all construction and other costs for the project on Metis III, and the Alliance must fund the other 50%

In order to push back the tides of darkness and chaos that would ruin the temple of personal liberty, and tarnish the essence of freedom. And so we pledge this document for both posterity and prosperity to establish a noble and enlightened league of nations dedicated to the preservation of all life, and to establish a sacrosanct conviction to defend the liberty of the individuals privy to this document. Yet we, the signatory powers recognize that violence is not the solution to every challenge; and indeed should be the final resort. The Galactic Economic And Security Organization is a faction of peace foremost, and the signatories to this treaty will uphold the virtues of honor, dignity, diplomacy, mutual cooperation, and peace.

In entering this agreement, all parties agree to mediate disputes and coexist in harmony; suffering the countless genocides, the destruction, and the subsequent galactic dark ages that followed the era of disorder we the species of the Galactic Economic and Security Organization look forth to protect ourselves; to expand our knowledge of the universe, and to better the galaxy as a whole. We do not seek conquest; we seek knowledge, understanding, and economic prosperity.

To affirm this commitment, we establish these sets of amendments based on the principle of universal liberty, cultural liberty, religious freedom, and tolerance to all races amongst us.


Article 1 Section A-

All sapient beings are to be granted the freedom of expression, speech, and thought; such actions may not be censured in international zones; any censured parties involved may ask for asylum from any number of member worlds.

Article 1 Section B-

Freedom of movement; unless sacrificed by allied trade command or the receiving world, all signatories shall retain free passage to their destination. Member powers shall promote freedom of movement for goods and services between worlds, and will attempt to minimize conditions that could cause an economic imbalance in intergalactic trade between member governments. Additionally, disputes between trading powers will divest to the Galactic Commerce Committee, which is overseen by the Secretary-General or a individual(s) appointed in his stead. However, as the Galactic Economic and Security Organization cannot impede upon the sovereign decisions of a power to restrict trade through its borders or interfere to an extent in any internal policy, a recourse for the determination of compensation for lost goods and services will be levied.

Article 1 Section C-

Realizing that extradition is a rather complicated process, and that the galaxy has a myriad of legal systems that differ from world to world; the Galactic Economic and Security Organization establishes a magisterial assembly composed of one of each member races legal representatives and their respective judges and legal councils, to be called the 4th Court of Judicial Matters. If the offense is committed against a citizen in international territory, then the government of the offended person is well within its rights to request extradition. However, the matter of local authorities conducting investigations cannot be overlooked, and this may cause some delay in the extradition of the perpetrator of the alleged crime. If there is a dispute between two governments about a suspect or individual, then the matter will come before a tribunal to be decided by a vote, and provided sufficient evidence is attained, the suspect will then be transferred to the most heavily offended party. In cases of sovereignty and national disputes, mediation to resolve the issue will be an additional safeguard to prevent escalation.

Article 2 Section A-

Signatories to this document henceforth shall pledge to uphold the ideals of intergalactic stability, peace, economic freedom, liberty and freedom. With such aims, all peoples governed under this pledge shall strive to settle disputes amongst governments through peaceful means, and should refrain from destabilizing galactic affairs with unnecessary acts of aggression.

Article 2 Section B-

(I) In the event of an act of aggression between two or more member states of the GESO, the Secretary-General shall appoint a negotiator to mediate the conflict and resolve it. If the negotiator can not resolve it, the Secretary-General shall work with the Security Council to develop a peacekeeping mission using GRF forces to end the conflict.

(II) In the event of an act of aggression between a member of the Alliance and a non-member, the Secretary-General shall appoint a team of three ambassadors to attempt to resolve the dispute peacefully. If they do not succeed within 120 days, or if they submit a Notice of Failure, members of the Alliance are obligated to defend those attacked.
- A: The GRF may assist in defending member states, but only if authorized by the Council.

Article 3

(I) To guarantee the functionality of this treaty to its fullest extent, member worlds jointly and individually by effective self-sustained capacity and mutual aid, will maintain and improve upon a collective and sufficient self defense capacity to resist armed aggression.

(II) If armed aggression against a member state occurs, then article 2, section b shall be activated. If it is so chosen by the power under attack however, the GESO shall reserve the right to intervene in conflicts if certain situations are involved. Minor incidents can henceforth be brought forth to be mediated, and if a significant threat is recognized by the allied power, an emergency meeting of the Security Council shall be called to debate the ramifications of any potential actions.

Article 4-

(I) The GRF (Galactic Response Force), shall be established as a unified military, exploration and defense force sanctioned to carry out the duties of collective defense, exploration and strategic and tactical operations that are authorized by the Secretary-General and the Council. The GRF shall be lead by the Joint Chiefs of Command, or JCC, and they will be appointed by the Secretary-General and confirmed by the Council with a majority vote, and will issue orders, assign and organize missions and other items that are required by the chief commanders of a force.

(II) In extreme times, the JCC may appoint a Supreme Allied Commander, who will unilaterly take over the actions of the JCC once confirmed, though extreme actions such as deployment and usage of strategic weaponry, planet wide destruction, war, or peace, must still be passed and confirmed by the Council. The SAC may be removed by a majority vote of the JCC, or by the Council on the JCC's or Secretary-General's recommendation

(III) The GRF will initially consist of vessels, stations, yards and other installations donated by member states for either limited leases or permanent leases. The Force shall maintain a mix of both, but should strive to field solely Force-owned vessels, operated by volunteer crews from member states. Funding for this shall come from, and be authorized by, the Council.

(IV) Deployment of the GRF, on large scale operations, may only come through confirmed action by the Council, or by the Secretary-General. The Secretary-General may unilaterally deploy the GRF on large-scale operations without Council approval for a limit of twenty days, as defined by the Sol calendar, before the Council must approve the deployment and extend it. Without approval, all deployed units are to be recalled immediately. Small-scale deployments, not to exceed more then eight ships in any form, are not subject to this rule.

(V) Command of any GRF deployment may not be given to any member-state, but from within GRF ranks of volunteer crew.

(VI) The GRF is to be funded according to a schedule determined by the Security Council. At the Security Council’s discretion this may be delegated to a designated committee to determine this schedule. The schedule shall take into account each nation’s contribution and each nation’s capability to pay. Each nation will be required to meet their funding requirements as laid out in this schedule.

Article 5

(I) The Galactic Economic and Security Organization, noting the fact that an overall speaker and presiding member over council meetings is needed, hereby establishes the office of the Secretary-General. This office, shall be responsible for directing and leading various GESO organisations and for chairing meetings, resolving tie-breaks, representing GESO at inter-governmental functions and making public statements on behalf of GESO, as well as the executive administration of the Alliance as he or she sees fit. The Secretary-General will be elected from within the Alliance itself, any member may propose a candidate and then the entire member list shall vote, with the candidate with the most votes winning, and the elected shall serve two years, unless impeached by the Security Council for illegal actions.

(II) The Security Council is hereby established, with the purpose of overseeing the legislative, security, defense and authorization duties, as well as others previously prescribed in this Charter. The Council shall consist of seven members, who will be elected in the same fashion as the Secretary-General; any member may propose candidates(s) and then the members as a whole will vote for they prefer. Each member will get three votes, and may only lodge one vote per candidate. The top seven candidates with the most votes will be elected and will serve for a period of one year.
- A: The Security Council will be led by the Secretary-General, who will officially propose bills, action and other items of discussion suggested or authored by the Counselors, and will be in charge of the behavior and conduct of the Counselors while in session. The Secretary-General may never vote in any Council action.
- B: The Council may at its own prerogative elect a Speaker from within who would assume the duties stated above in Sub-Section A.

Once again, the Pordish delegation breaks their silence to comment on the new proposed legislation:

Our greatest concerns have to do with the proposed change to the GRF. As stated in Article II, Section B, Subsection II, Block A - The GRF may assist in defending member states, but only if authorized by the Council - the allocation of defensive assets as stated is dangerous and needlessly cumbersome. If a member-state is under assault from another nation-state, the GRF should not need SC clearance to aid them. Rather, it should be the GRF's duty as an organization to assist them, at their own discretion. However with that said...

Article IV, Sections I through V, I'm afraid, preclude Nalydya from any great desire to aid in the reformation of the GRF, and will result in the recalling of the current assets we have graciously donated. We will not allow our vessels to be crewed by volunteer crews nor will we allow them to be commanded by foreign officers. Section IV, as with our previous concerns, lends itself well to danger. We find it appalling that officers are not given freedom to operate in a manner as they see fit with regards to the situations that they may be presented with.


And then, in reference to the growing refugee crisis, he speaks again, but in a tone that exudes a nearly condescending aura, yet with slight undertones of disgust:

We will not participate in any operations aiding or dealing with refugees.

Silver coughed; she stood curious and somewhat cautious about this whole thing; she was no military commander, nor was she a strategist, but there where several things that needed to be cleared up. So with a soft and collective voice; she spoke gazing over the council chamber.

I would like to point out a few things; we support the reformation and official designation of the GRF within the GESO; however, I am no tactician but I believe in certain circumstances commanders of the GRF ships and fleets designated as rapid reaction forces must retain a certain degree of flexibility, first off. IF there is a clear and present danger that cannot wait for council approval to one of our allies; we cannot tie the hands of our fighting men and women in red tape.

Second; trying to force people to utilize volunteer crews on their own property, that they donated, costing them resources and funds is a borderline violation of sovereignty, lets bet blunt, not every culture will have the same traditions or mix; but we can still work together cross training is good, and it should be sanctioned but no power should be forced unwillingly to accept volunteers from other nations, it as a right of sovereignty and it is one the Terran Alliance takes seriously. This doesn't mean the clause is invalid, it just means some adjustments need to be made for interoperability, witch we agree is important to a cohesive military force. The prodish delegate must realize we train together to fight better together; but we cannot impose our own principles so archaically, I suggest that article remain up for debate.

Third, the phoenix initiative is meant to create self sustaining worlds, developed independent governments through the COLLECTIVE effort of every member; divided along ethnic lines, we all know not all species will get along and we cannot force that, we can help establish a framework but simply put the Terran Alliance and others have pledged many resources and equipment for this en-devour, we think it would be fool hearty for one to take away the possible future benefits of developed allies or friends ; and possibly compounding the issues of war by grouping them in to one ethnic group on a planet. In the long run multiple systems with gates, will be sustainable economically, socially, and culturally. The recent deployments of assets, to various systems while having military capability are not solely meant for war, they are meant to defend the passage; the worlds we will build infrastructure one, and gates we will build using GADA; they will also be meant for support and operations duties. In hindsight those thousands of ships are significant to the size f the galaxy; and should alarm no one power. They are there on missions of mercy; anti piracy, defense, and escort.

The GRF must be maintained; but we also must realize we have given our assets out of our own will, we need to have tactical level commanders for small operations, if the report from Admiral Sturgess means anything.

Fourth; we agree with the reworking of the charter; but would like to suggest a semi collective secretary general position, who amongst them for their terms will appoint someone to speak on their and OUR behalf. Peace is our greatest virtue; we cannot abandon that, and the Terran Alliance pledges it will not. But there are some powers that cannot be spoken to in the way ambassadors would.. While we support the idea of mediation between conflicting states; we must note that will not always, all the resolutions we have passed should be introduced in to this charter in a better fashion but should not be invalidated.

Ladies, gentlemen and sophonts -she took a sip of water feeling it upon her photoform tongue and slips, no that she needed it.-

"I think we require effort and time to deliberate these issues; and to come up with a compromise; we cant allow ourselves to fall in to a trap of too much red tape. We shouldn't as humans put it "Jump the gun". However we see no issues with any of the other amendments and reworkings proposed; and thus vote aye on those but will request further deliberation on the issues raised. "

Responding to the points in bullet formation:

Firstly, I disagree. The GRF Is not meant to be a massive force capable of going "Die barbarian" on anyone whom dares attack us, it shouldn't have the ability to immediately lash out, most clearly because what if our guy is in the wrong? We're going to haphazardly commit GRF forces, billions of interstellar currency spent on these warships and men, irreplacable lives lost when we could have prevented it? Seems hardly in the right.

Secondly, once more, I disagree. As a former Commodore in the Royal Hibernian Navy for seventeen years, I have considerable experience in tactical formations and the general operation of a Navy, which is more or less what the GRF would be, except it would be for an organization and not a singular star state entity. Having the Terrans donate 14 of their 'hyper-advanced' capitals, and then having say the Bentusi donate 5 of their new cruisers, which are their first space going warships, and then completely withdrawing them in 6 months and replacing them with 8 Serran frigates is ridiculous. That kind of fluctuation and mis-match of technology is ridiculous and prevents any formation of credible strategies in the long term, which is above vital for an organization or a Navy of any form; it'd be like having an army and giving one half laser weapons and the other half slingshots. Additionally the assumption you still get to control those vessels when you donate them is beyond ludicrous; you donated them, you signed a lease allowing the GRF to use the vessels, crew them, command them. Your various command authorities don't get to command it when they feel like it, it's while on donated a GESO vessel, not Terran, not Hibernian, not Naldyan. A common field of technology and vessels will allow the GRF the firepower and consistent base it needs to carry out the operations we will expect of it.

Thirdly, with respect, no one in this Alliance authorized the deployment of the one thousand strong Naldyan and possibly Terran ships; in fact, my questions as to their true intention and other details your office still refuses to answer for some reason. Pledging resources and ships is a lovely show, but in reality it means nothing if no legal framework is provided - this Alliance has passed no authorization allowing the GADA to set up this project, therefore your contributions still sit in cargo holds, bank accounts, wherever waiting for authorization and those ships as far as myself and this government are concerned are performing potentially hostile deployments to Talos over a non-existent threat and un-authorized action; point of fact, the Terran Alliance and the Imperium don't get to deploy something and fly the GESO banner, saying it's a GESO operation without GESO authorization.

Fourthly, any concerns with the GRF, under the proposed reforms, being unable to respond to situations that come 'out of the blue' and require immediate response are unfounded - the reforms allow the Secretary-General to deploy the GRF for a number of days, which may be extended by the Council and if the situation is still that pressing when that requirement is needed, then the SG should have few issues convincing the Council to authorize an extended deployment. A strong central leader, but one that is still held to responsibility by the wider member base, is what we need to forge a strong Alliance and one that will be taken seriously by the inter-galactic community.

The UGSF representative to the GESO, Mennovan diplomat Vitya Sokoloff was going over the document at vote with his secretary, MJǪLL from the Natornic Cultures. Vitya looked around at the people as they made their points, adding to the document as it goes around. "Sir, are you sure about this?" MJǪLL asked as she brushed away her long, burgundy hair. Vitya simply nodded as he continued looking over the document in front of him. it was then that he voted "aye" on all points in the ongoing discussion.

We vote nay and with to propose making a collective executive council of rotating seats every so often. -Silver Said with a firm tone- And reserve the right to veto that part of the legislation until such matters are resolved.

Malcolm Black gazed calmly at the assembly of GESO's representatives. The Imperial representative of the Infinite Sith Empire to this august body observed the bickering of it members. Representative Black doesn't even know how they went from talking about the Phoenix Initiative and spending massive amount of resources for refugees to amending the GESO Charter. It is times like this that he doesn't understand why the Infinite Empire is even a part of this galactic organization. Many beliefs of the organization, the Empire disagree with or view it in a different way. Nevertheless, Malcolm understand his orders from the Sith Sphere of Expansion and Diplomacy and continue to ensure the Empire's membership.

Malcolm took center stage because while he doesn't care much of the refugees and most likely would not off any Imperial resources, the GESO Charter is a cause of concern.

"I like to talk about the GESO Charter, specifically the 'Security Council.' With the creation of that council would this body be disband as it duties will be absorb into the seven-member committee?"


If so, Malcolm Black have no doubt that he would retract the Empire's membership from the GESO. The Empire would have no wish to be force to follow some laws that their representative does not have the opportunity to influence due to having no position on the security council.

As folks seem to insist on the charter being amended and indeed it should be; as for the accusation of our imperialism and unauthorized deployment of GESO forces, that was in reply to the obvious passage if you look at the tally of vote; of the phoenix initiative. We merely as owners of our ships deployed them to begin the initiative as separate nations; not representing the GESO.. until the passage of this bill was made official. Or at least to be in a position to help those in need in a better and more efficient and post haste way when this did pass. It was unilateral action."

Malcolm cocked his head in thought before he spoke. A part of him is amused by the comment of GESO being imperialism, oh he can understand why they think that. He have notice that the GESO have that superiority complex that believe that their way is the correct way. He personally doesn't care as long as they don't interfere in Imperial affairs, they can believe whatever. Nevertheless, Representative Black understand the concern for deployment of military forces, if the Empire offer ships and soldiers, he doesn't want them to fight unnecessary battles for no gains other than peace and liberty and the other ideas that most of the member-nations tend to spew.

It is these branches of government that is annoying to understand. The Dark Council is the executive, legislative, and judicial body of the Infinite Sith Empire and therefore doesn't have issues of confusion of what do what.

Nevertheless, I find the creation of a executive committee...interesting and somewhat pointless. When you are leading a organizations of dozens of nations, you need strong leadership than wait until a council agree to something. I understand that this 'security council' is the basis of your democracy, but even most democracies have a singular executive leader."
