This initiative shall:
1: Establish temporary housing and community facilities for refugees on a suitable nearby habitable planet.
2: Provide food, clothing and necessary sanitation to provide basic needs for the refugees.
3. Provide information and assistance to aid the refugees in finding a new home. To be accomplished by either incorporating the refugees into a willing and suitable existing nationstate or through providing assistance and help for the refugees establish their own nationstate.
Phoenix Goals
1 – To diplomatically, in consultation with all stakeholders, create a permanent solution to this crisis.
2 – To establish a neutral and safe environment for the refugees until permanent arrangements can be made.
3 – To provide their basic needs with a community driven focus so that their community while in the transitory phase can remain intact.
4 – To act in the best interests and on the behalf of the refugees in dealing with a variety of diplomatic responsibilities to further the permanent solution of this crisis and to prevent further abuse of vulnerable refugees until a permanent solution can be found.

BEGIN MESSAGE
After consultation with the Hibernian executive branch, we are offering our support for the so called Phoenix Initiative - furthermore, due to stability and resource concerns brought up by fellow members, the Hibernian government is prepared and willing to offer the use of Metis III for the purpose of housing any and all refugee's assembled as part of the Initiative.
Metis III is the third planet in the Metis system, which is approximately two weeks from the capital system Eire. It was originally colonized three decades ago to provide renewed mineral resources into our resource banks, which it did and has done ever since. Currently only the first planet, Metis I, is inhabited with permanent settlements. The only existing settlements on Metis III currently are mining related facilities that are needed to control automated machinery or to conduct mining and or coordinate mentioned efforts. We are prepared to allocate two continents in the eastern hemisphere of the planet for the Initiative's use, subject to some conditions.
[-] We are prepared and have materials ready to construct pre-fabricated settlements and housing, as well as engineers and teachers to construct appropriate utility grids, such as power and water, or to train the refugee's on how to do it themselves.
[-] In order to ensure order and safety, a policing and guard force will be necessary and we believe in the spirit of cooperation and are willing to allow a GESO joint police force, but they will be subject to Hibernian legal code, as would be the inhabitants of the refugee settlements.
[-] Current intelligence on the precise scope of this crisis is unknown, therefore if necessary we would be willing to expand the site to another continent on planet, but we believe keeping it localized and solely on one planet would be in everyone's equal interests.
[-] Administration of the site can be led by a joint GESO team, but must have Hibernian representation on it ; we are willing, and intend, to operate a customs posts at any refugee site in order to facilitate any of those wishing to emigrate to another star state, or wishing to become naturalized citizen in Hibernia, or any other GESO nation. To that end, the Hibernian Royal Navy will be allotting it's detachment of shuttles at Starbase 83, which is in orbit of Metis II, for the purposes of emigration and will request a representative from GESO nations to facilitate naturalization processes, if legal or allowed, in other star states besides our own.

Our allies in the gamma sector as... most call and near the core are most at risk for being attacked. Certainly we cannot let that happen; salving must be curbed it wont be easy but I am honored that all of your fine peoples all of our species are united in one way or another in this cause. The issue of space is no problem..
Or at least shouldn't be; as I aforementioned, Talos station could be expanded to accommodate these persons, and it would make it an even more beneficial international hub. Hopefully peace can prevail, in light of these events a few defense plans are in the work by our government; but be assured they do not include offensive actions until the criteria are met. We can sit back and do anything and the Terran Alliance is honored to have its comrades step up to the plate side by side to tackle such an issue. "

-A: The settlements will be overseen loosely by the ACRM, Agency Council for Refugee Management, which will oversee the administration of the settlements and will work jointly with Hibernian authorities and agencies to find permenant housing for the refugees and/or to offer naturalization services to all GESO member-states will to be a participant.
- B: The planet of Metis III, specifically the two continents encompassing a mass 2/3rds larger then the Terran North America, will be the original site of Initiative efforts. Estimaties put maximum housing capacity around 5 billion; if the need to expand is to arise, the ARCM may establish secondary sites however only with explicit approval from the Alliance and the host nation of said planet. If the planet is unclaimed, the latter qualification is void.
-- II: If secondary sites are required, the Tellans and the Serrans are the first to be considered and may not be rejected without serious consideraiton
2: Provide food, clothing and necessary sanitation to provide basic needs for the refugees.
3: Funding for all efforts will come through a joint effort: the Hibernian state will offer 50% funding for all construction and other costs for the project on Metis III, and the Alliance must fund the other 50%
Phoenix Goals

We the sapient people of this galaxy; whom had many of their forebears struggle through the unforgiving void and maelstrom of despair, come together today in this hall in order to preserve our sacrosanct freedoms that had been won with blood, toil, and will, hence forth establish the Galactic Economic And Security Organization in order to preserve the way of life that all sapient beings; human or otherwise have the universally given right to enjoy. In order to push back the tides of darkness and chaos that would ruin the temple of personal liberty, and tarnish the essence of freedom. And so we pledge this document for both posterity and prosperity to establish a noble and enlightened league of nations dedicated to the preservation of all life, and to establish a sacrosanct conviction to defend the liberty of the individuals privy to this document. Yet we, the signatory powers recognize that violence is not the solution to every challenge; and indeed should be the final resort. The Galactic Economic And Security Organization is a faction of peace foremost, and the signatories to this treaty will uphold the virtues of honor, dignity, diplomacy, mutual cooperation, and peace.
In entering this agreement, all parties agree to mediate disputes and coexist in harmony; suffering the countless genocides, the destruction, and the subsequent galactic dark ages that followed the era of disorder we the species of the Galactic Economic and Security Organization look forth to protect ourselves; to expand our knowledge of the universe, and to better the galaxy as a whole. We do not seek conquest; we seek knowledge, understanding, and economic prosperity.
To affirm this commitment, we establish these sets of amendments based on the principle of universal liberty, cultural liberty, religious freedom, and tolerance to all races amongst us.
Article 1 Section A-
All sapient beings are to be granted the freedom of expression, speech, and thought; such actions may not be censured in international zones; any censured parties involved may ask for asylum from any number of member worlds.
Article 1 Section B-
Freedom of movement; unless sacrificed by allied trade command or the receiving world, all signatories shall retain free passage to their destination. Member powers shall promote freedom of movement for goods and services between worlds, and will attempt to minimize conditions that could cause an economic imbalance in intergalactic trade between member governments. Additionally, disputes between trading powers will divest to the Galactic Commerce Committee, which is overseen by the Secretary-General or a individual(s) appointed in his stead. However, as the Galactic Economic and Security Organization cannot impede upon the sovereign decisions of a power to restrict trade through its borders or interfere to an extent in any internal policy, a recourse for the determination of compensation for lost goods and services will be levied.
Article 1 Section C-
Realizing that extradition is a rather complicated process, and that the galaxy has a myriad of legal systems that differ from world to world; the Galactic Economic and Security Organization establishes a magisterial assembly composed of one of each member races legal representatives and their respective judges and legal councils, to be called the 4th Court of Judicial Matters. If the offense is committed against a citizen in international territory, then the government of the offended person is well within its rights to request extradition. However, the matter of local authorities conducting investigations cannot be overlooked, and this may cause some delay in the extradition of the perpetrator of the alleged crime. If there is a dispute between two governments about a suspect or individual, then the matter will come before a tribunal to be decided by a vote, and provided sufficient evidence is attained, the suspect will then be transferred to the most heavily offended party. In cases of sovereignty and national disputes, mediation to resolve the issue will be an additional safeguard to prevent escalation.
Article 2 Section A-
Signatories to this document henceforth shall pledge to uphold the ideals of intergalactic stability, peace, economic freedom, liberty and freedom. With such aims, all peoples governed under this pledge shall strive to settle disputes amongst governments through peaceful means, and should refrain from destabilizing galactic affairs with unnecessary acts of aggression.
Article 2 Section B-
(I) In the event of an act of aggression between two or more member states of the GESO, the Secretary-General shall appoint a negotiator to mediate the conflict and resolve it. If the negotiator can not resolve it, the Secretary-General shall work with the Security Council to develop a peacekeeping mission using GRF forces to end the conflict.
(II) In the event of an act of aggression between a member of the Alliance and a non-member, the Secretary-General shall appoint a team of three ambassadors to attempt to resolve the dispute peacefully. If they do not succeed within 120 days, or if they submit a Notice of Failure, members of the Alliance are obligated to defend those attacked.
- A: The GRF may assist in defending member states, but only if authorized by the Council.
Article 3
(I) To guarantee the functionality of this treaty to its fullest extent, member worlds jointly and individually by effective self-sustained capacity and mutual aid, will maintain and improve upon a collective and sufficient self defense capacity to resist armed aggression.
(II) If armed aggression against a member state occurs, then article 2, section b shall be activated. If it is so chosen by the power under attack however, the GESO shall reserve the right to intervene in conflicts if certain situations are involved. Minor incidents can henceforth be brought forth to be mediated, and if a significant threat is recognized by the allied power, an emergency meeting of the Security Council shall be called to debate the ramifications of any potential actions.
Article 4-
(I) The GRF (Galactic Response Force), shall be established as a unified military, exploration and defense force sanctioned to carry out the duties of collective defense, exploration and strategic and tactical operations that are authorized by the Secretary-General and the Council. The GRF shall be lead by the Joint Chiefs of Command, or JCC, and they will be appointed by the Secretary-General and confirmed by the Council with a majority vote, and will issue orders, assign and organize missions and other items that are required by the chief commanders of a force.
(II) In extreme times, the JCC may appoint a Supreme Allied Commander, who will unilaterly take over the actions of the JCC once confirmed, though extreme actions such as deployment and usage of strategic weaponry, planet wide destruction, war, or peace, must still be passed and confirmed by the Council. The SAC may be removed by a majority vote of the JCC, or by the Council on the JCC's or Secretary-General's recommendation
(III) The GRF will initially consist of vessels, stations, yards and other installations donated by member states for either limited leases or permanent leases. The Force shall maintain a mix of both, but should strive to field solely Force-owned vessels, operated by volunteer crews from member states. Funding for this shall come from, and be authorized by, the Council.
(IV) Deployment of the GRF, on large scale operations, may only come through confirmed action by the Council, or by the Secretary-General. The Secretary-General may unilaterally deploy the GRF on large-scale operations without Council approval for a limit of twenty days, as defined by the Sol calendar, before the Council must approve the deployment and extend it. Without approval, all deployed units are to be recalled immediately. Small-scale deployments, not to exceed more then eight ships in any form, are not subject to this rule.
(V) Command of any GRF deployment may not be given to any member-state, but from within GRF ranks of volunteer crew.
(VI) The GRF is to be funded according to a schedule determined by the Security Council. At the Security Council’s discretion this may be delegated to a designated committee to determine this schedule. The schedule shall take into account each nation’s contribution and each nation’s capability to pay. Each nation will be required to meet their funding requirements as laid out in this schedule.
Article 5
(I) The Galactic Economic and Security Organization, noting the fact that an overall speaker and presiding member over council meetings is needed, hereby establishes the office of the Secretary-General. This office, shall be responsible for directing and leading various GESO organisations and for chairing meetings, resolving tie-breaks, representing GESO at inter-governmental functions and making public statements on behalf of GESO, as well as the executive administration of the Alliance as he or she sees fit. The Secretary-General will be elected from within the Alliance itself, any member may propose a candidate and then the entire member list shall vote, with the candidate with the most votes winning, and the elected shall serve two years, unless impeached by the Security Council for illegal actions.
(II) The Security Council is hereby established, with the purpose of overseeing the legislative, security, defense and authorization duties, as well as others previously prescribed in this Charter. The Council shall consist of seven members, who will be elected in the same fashion as the Secretary-General; any member may propose candidates(s) and then the members as a whole will vote for they prefer. Each member will get three votes, and may only lodge one vote per candidate. The top seven candidates with the most votes will be elected and will serve for a period of one year.
- A: The Security Council will be led by the Secretary-General, who will officially propose bills, action and other items of discussion suggested or authored by the Counselors, and will be in charge of the behavior and conduct of the Counselors while in session. The Secretary-General may never vote in any Council action.
- B: The Council may at its own prerogative elect a Speaker from within who would assume the duties stated above in Sub-Section A.

I would like to point out a few things; we support the reformation and official designation of the GRF within the GESO; however, I am no tactician but I believe in certain circumstances commanders of the GRF ships and fleets designated as rapid reaction forces must retain a certain degree of flexibility, first off. IF there is a clear and present danger that cannot wait for council approval to one of our allies; we cannot tie the hands of our fighting men and women in red tape.
Second; trying to force people to utilize volunteer crews on their own property, that they donated, costing them resources and funds is a borderline violation of sovereignty, lets bet blunt, not every culture will have the same traditions or mix; but we can still work together cross training is good, and it should be sanctioned but no power should be forced unwillingly to accept volunteers from other nations, it as a right of sovereignty and it is one the Terran Alliance takes seriously. This doesn't mean the clause is invalid, it just means some adjustments need to be made for interoperability, witch we agree is important to a cohesive military force. The prodish delegate must realize we train together to fight better together; but we cannot impose our own principles so archaically, I suggest that article remain up for debate.
Third, the phoenix initiative is meant to create self sustaining worlds, developed independent governments through the COLLECTIVE effort of every member; divided along ethnic lines, we all know not all species will get along and we cannot force that, we can help establish a framework but simply put the Terran Alliance and others have pledged many resources and equipment for this en-devour, we think it would be fool hearty for one to take away the possible future benefits of developed allies or friends ; and possibly compounding the issues of war by grouping them in to one ethnic group on a planet. In the long run multiple systems with gates, will be sustainable economically, socially, and culturally. The recent deployments of assets, to various systems while having military capability are not solely meant for war, they are meant to defend the passage; the worlds we will build infrastructure one, and gates we will build using GADA; they will also be meant for support and operations duties. In hindsight those thousands of ships are significant to the size f the galaxy; and should alarm no one power. They are there on missions of mercy; anti piracy, defense, and escort.
The GRF must be maintained; but we also must realize we have given our assets out of our own will, we need to have tactical level commanders for small operations, if the report from Admiral Sturgess means anything.
Fourth; we agree with the reworking of the charter; but would like to suggest a semi collective secretary general position, who amongst them for their terms will appoint someone to speak on their and OUR behalf. Peace is our greatest virtue; we cannot abandon that, and the Terran Alliance pledges it will not. But there are some powers that cannot be spoken to in the way ambassadors would.. While we support the idea of mediation between conflicting states; we must note that will not always, all the resolutions we have passed should be introduced in to this charter in a better fashion but should not be invalidated.

"I think we require effort and time to deliberate these issues; and to come up with a compromise; we cant allow ourselves to fall in to a trap of too much red tape. However we see no issues with any of the other amendments and reworkings proposed; and thus vote aye on those but will request further deliberation on the issues raised. "

"The security council is the basis of our democracy, what I propose -Ms Silver said- is a rotating collective executive, not a single secretary general inherently. As folks seem to insist on the charter being amended and indeed it should be; as for the accusation of our imperialism and unauthorized deployment of GESO forces, that was in reply to the obvious passage if you look at the tally of vote; of the phoenix initiative. We merely as owners of our ships deployed them to begin the initiative as separate nations; not representing the GESO.. until the passage of this bill was made official. Or at least to be in a position to help those in need in a better and more efficient and post haste way when this did pass. It was unilateral action."

It is these branches of government that is annoying to understand. The Dark Council is the executive, legislative, and judicial body of the Infinite Sith Empire and therefore doesn't have issues of confusion of what do what.
