Justice Minister S'szar Vows To "Rein In the Perpetrators"

MARIA — A recent crime wave has gripped the capital realm as youth unemployment coupled with severe government austerity cut-backs in welfare and social security has sent Athretvar youth on a rampage.

Maria, Athretvari — The United Realms continues its defensive capabilities upgrade with the construction of four long-range radar bases along the Realms eastern flank. The federal Council of State has also approved a proposal by Wicko to build two additional radar bases along its western coast. A further radar base was authorized for a future site near Oszyraahsz Naval Base in Hikuptah. Meanwhile, Athretvari has completed its second naval base. Dausz Naval Base will be home port to the Athretvar 2nd Fleet, including two new air-carrier groups. The groups will be formed around two recently received 100k-tonnage CVN1 air-craft carriers from Szukxoi’s Port Galilei Shipworks (PGS) Pisa Naval Yard Number 8. Each carrier will carry upto 12 Szuk-30 Elvisz fighters, 6 Szuk-36 Aiskanfal fighter/bombers, and half a dozen Asktia drones.

Baa Dhi, Lennoxoro — The Lennoxoro Navy received the first of 24 new 68,000-ton Hram Lurjehr (Type 110-C) battleships from Szukxoi’s Port Galilei Shipworks (PGS) subsidiary. Built by PGS’s Pisa Naval Yard Number 12 in Galileo state, the 24 Type 110-Cs will be joined by 64 destroyers and approximately 40 support and logistical ships which are all part of Lennoxoro’s RPY 2660-2670 Defense Modernization and Security Enhancement program. The modernization program, like many now being undertaken throughout the realms, is being driven by the federal government’s new Common Defense and Security Policy approved by the Council of State in March. The Council of State has also approved ж105 million to upgrade Lennoxoro’s Bpahd (Joint Services) Base naval port berthings and logistics facilities to accommodate the new vessels. Amore and Rhydinn — The Annibello and Szarthja parliaments have approved the formation of their first Joxo special services units. Like other Joxo units, the Annibello Defense Forces (ADF) SSU-01 unit and the Szarthja Defense Forces (SDF) Unit J-1 will be trained at the Joxo Combat Training Center near Little Flea, Lennoxoro. Joxo service members must undergo four years of intensive physical and combat training before getting fitted for their Shiga-Jujitsza Battle Body Systems’ LandMaster-series suits. Once armored, Joxo troops can perform incredible feats of acrobatics, strength, and lethality when coupled with a Shiga-Wire weapon system. The upgrades are being paid by Harpantania as part of its defense modernization program, and is expected to cost approximately ж83.5 million. The upgrade work is being completed by Aska Industries’ Realms Monument Infrastructure headquartered in Vyking.

Wicko Ex-General Charged With Corruption

Saint John — The government of Wicko has charged a former Chief Logistics Officer of the Wicko Defense Forces with corruption as part of a new massive drive to clean up the realm and its military, the media reported Tuesday.

Innocent Until Proven Guilty: 'Yes', Says UTR Congress

MARIA - The UTR Congress's Committee on Interrealm Legal Affairs has today backed a proposal by the Council of Realm Ministers of Justice and Law (CRMJL) to guarantee respect for the presumption of innocence throughout the UTR. The Committee voted by 45 in favour of an opinion backing the proposal (to 0 votes against and 0 abstentions).

Welcoming the vote, Taubira Hristiannja, the UTR’s Federal Secretary of Justice said: "The CRMJL and the UTR Congress are joining forces to deliver stronger rights for the union’s 56.4 billion citizens. Today's vote paves the way towards putting in place a series of procedural rights which will apply to all citizens who are caught in criminal proceedings, throughout the Union. This proposal will make sure that the core principle of ‘innocent until proven guilty’ is made effective across the UTR. Citizens should expect a similar level of protection when they travel in the Union as they find at home. It is now up to realm Justice Ministers to advance this proposal so it can swiftly become law."

The proposal aims to guarantee respect for the presumption of innocence of all citizens suspected or accused by police and judicial authorities, and the right to be present at trial. It will in particular guarantee that guilt cannot be inferred by any official decisions or statements before a final conviction; the burden of proof is placed on the prosecution and any doubt benefits the suspect or accused person; the right to remain silent is guaranteed and not used against suspects to secure conviction; and the accused has the right to be present at the trial.

The proposal is part of a package of measures to further strengthen safeguards for citizens in criminal proceedings. The other proposals in the legislative package aim to make sure children have special safeguards when facing criminal proceedings and guarantee access of suspects and accused to provisional legal aid at the early stages of proceedings and especially for people subject to a Federal Arrest Warrant.

Following today’s opinion by the Legal Affairs Committee, the Committee on Civil Liberties, Justice and Home Affairs will adopt its report on the proposal in the coming weeks. The proposal will then be voted on by the UTR Congress in plenary session.

There are over 109 million criminal proceedings in the United Technocratic Realms every year. On 9 March 2656, the The Council of Realm Ministers of Justice and Law made the first step in a series of measures to set common UTR standards in all criminal proceedings. The CRMJL proposed rules that would oblige UTR countries to provide full interpretation and translation services to suspects.

That law was followed by a second on the right to information in criminal proceedings, adopted in 2658, and then by a third on the right to access to a lawyer and on the right to communicate, when deprived of liberty, with family members and with consular authorities, adopted in 2659.

On 27 November 2659 The Council of Realm Ministers of Justice and Law proposed a package of measures to complete fair trial rights in criminal proceedings. The package consisted of a proposal for federal legislation to strengthen the presumption of innocence and the right to be present at trial; a proposal for special safeguards for children; a proposal for the right to provisional legal aid; a Recommendation on procedural safeguards for vulnerable people; and a Recommendation on the right to legal aid.

Without minimum common standards to ensure fair proceedings, judicial authorities will be reluctant to trust in each other's judicial systems and decisions and thus send someone to face trial in another country. As a result, UTR measures to fight crime – such as the Federal Arrest Warrant – may not be fully applied.

Midgar,46566-Both houses have signed a new military bill into law today that will allow inmates charged with non violent crimes be allowed a choice to serve in the nations military or national guard.Their terms of service would be based on how long they were set to be jailed for.If they choose to serve in the military the inmates criminal record will be expunged. The bill is in the hopes that it will ease the loads on the national prison system and serve the nation better. The inmates will have the rights of any service member and the same pay as other persons of the same rank and time of service.

The Grand Duke Will be heading to Maria the capital of the UTR to officially sign a standard peace treaty amongst the two nations.While a treaty was verbally agreed upon by the two countries, the Grand Duke feels that actually going to Maria will be a sign of good faith to the UTR government.

His Majesty High Sultan Abu Ali has reportedly told high ranking generals at Fort Suleymanshakzhi to begin enacting base policies and combat readiness scenarios designed to prepare soldiers for open combat.

The policies, which have never been enacted in Maledictorian history before today, include a strict curfew, routine firing range training, and increased frequency of emergency drills and combat scenarios. Such actions would generally only be necessary if the military was preparing for war, due to the impact on morale and diplomatic penalties that result from these procedures.

Midgar,465660 A new nation of a estimated 16 billion has finally settled on the southern border of the Grand Duchy. The country is rumored to be called The Greater Arcadian Reich. With a economic power just to the south of them it has the possibility of weakening the economic power of the Grand Duchy in the north west.The Grand Duchy has sent a minor official to open up communications with the new country and to offer them a chance to apply to the Western Confederacy. The hopes are that having good relations with a nation that nearly equals the Grand Duchy in size would not upset the economic balance in the north west.

This change in Enkon has thrown the Grand Duchy's Foreign affairs into turmoil at this time. The previous Foreign affairs plan was to use the ocean as a buffer in defense. While the army has always been the strongest branch of the armed forces it was always assumed that the navy would play a role as a buffer to knock invaders out before they would reach mainland 46566. This turn of events will cause a shift in the military plans of the nation.

The rise of communism threatens Roland de la Cruz's Solisian government. The threat of communism originates from the discrimination of the Astinian people. During the Great Nuclear War, the Astinian Federation, a communist government backed by Solisia, was ceded into Solisian control, due to the inability to protect themselves. When the Astinians boarded the last ships out of NCON Prime, many Solisians felt that the Astinian people were subordinate, and could have used the last ships for more Solisians. Racial discrimination reaches an all-time low at Port Augusta. Many Astinians were discriminated in the space station and most were not respected among their Solisian cabin-mates. When Mare Solis started colonizing Enkon, President Roland de la Cruz knew that the Astinian people were distant from the Solisian people, and knew that the Astinians had many disagreement with Solisian politics. He even feared a coup by the Astinians. In order to preserve his government, President Roland de la Cruz assigned a majority of the Astinian population to live in the island of North África, far from the Solisian capital.

Tucsón Bay, North África - At his office in Ciudad Real, Adelmo Rios has been investigating reports of random Astinian killings across the territories of Mare Solis. Many journalists have researched into this and has concluded that racial hate crimes are the cause of the murders. Adelmo Rios thinks theres more to it. Even though the Solisian's perception on Astinians are generally low, the Solisian people are a compassionate people, too compassionate for the average Solisian to go around killing Astinians. Rios then takes a visit to Tucsón Bay the capital of North África. The city is know for the birth place of the modern Communist Party of Solisia (CPS) & it's military branch, the People's Armed Service (PAS). Both organizations are not influential or significant enough to have the capability to take over the current Solisian government. Once Rios arrives at North África, he travels to an abandoned facility located in the outskirts of Tucsón Bay. This facility hosted the executions of seven civilians, including one pregnant women. The most significant civilians of the seven, were Isaak Domnin & Albert González, both high ranking officials of the PAS. Their executions were made to look like hate crimes as their bodies were placed in a truck, and nailed to their bodies were signs that read racial insults.



After investigating the location of the executions, Rios then travels to downtown Tucsón Bay, where Isaak Domnin's & Albert González's houses were stormed by armed men, coordinately at the same time. A video review shows two teams of armed concealed men stormed both of their houses and kidnaps the PAS officials and their families. An anonymous Tucsón Bay police officer, who reviewed the videos, notes that the armed men who kidnapped them, were deemed too "professional" for your average crime gang in Tucsón Bay, even for the most experienced gang. This anonymous Tucsón Bay officer was then assigned to investigate the crime, but after a couple of weeks the leadership of his police department declared that the murders were caused by hate crimes. The verdict was declared within two weeks of the crime committed, an insufficient time for this degree of crime.

United Realms Congress to Consider Revolutionary "Animal Republic" Legislation

MARIA - Environmental groups were stunned with joy today as freshman Delegate Kyl Berratto's (C, Harpantania) wild legislation proposing the creation of an "autonomous animal republic and protectorate" within the borders of the United Realms gained the unexpected approval of a slim majority of the federal Congress's Environmental Affairs Committee.

The legislation proposes the creation of Animalia, an "autonomous animal republic and protectorate of the United Realms". Human development and settlement will be strictly limited in the territories of the new "republic", and will be for the sole purpose of supporting its "logistical, developmental, and defensive" needs, such as breeding programs, and a unit of elite "republic rangers" who will be specially trained park-rangers and border guards, among other resources and services meant to protect the "republic" from the impacts of human activities and protecting the territory's native animal species.

The legislation inspired by Mr Berratto's childhood growing up in the Harpantanian outback, calls for nearly a half-hex of territory within Harpantania specifically designated for the wild Harpantanian mustangs, and a large swath of "water territories" within the Sea of Hypacja and the Bruno Sea for Athretvar red-fur whales.

Said Mr Barretto, "The other creatures of this world are just as entitled to a nation of their own, where they can live free from the interference of humanity and civilization. In these areas, animals will be able to develop in peace and prosper."

The Realms Ministries of Defense and Law and Order are taking the proposed legislation seriously, with both ministries issuing statements that they will act in accordance with the law and act in their full capacities to protect the territory as if populated by humans.

"These territories will have their own defense forces made up of federal troops. Its navy will insure that no fishing or unauthorized marine traffic violates the territorial waters, and its air force will enforce no-fly zones over its airspace. They will also perform aerial patrols and logistical operations for the republic's human personnel, those responsible for carrying out its necessary human functions."

As a republic, Animalia will be entitled to seats in the federal Congress. The legislation calls for a human council made up of biologists, zoologists, and other animal and environmental experts to "perform the republic's necessary human decision making activities and manage its human personnel."

Mr Barretto wasn't able to answer when asked if the animals would be able to vote for the council members, saying only, "They will be selected based on their conviction to representing the best interests of the animals in the republic."

The Greater Arcadian Reich Establishes Foothold in New Coalition of Nations
In accordance with Executive Order U66 Oberbefehlshaber Ai Motako, former commander of the 8th Arcadian Kaito Fleet, has established the the Arcadian Mandate of Promethius Prime on Enkon. The move comes after the Imperial Senate agreed to colonisation proposals tabled by Prince Karl-Gustav which would transplant significant population of Arcadians from the Promethiun dominion onto the planet which has only recently been identified as inhabitable by the Greater Arcadian Reich. The total colonisation effort has taken almost a year to complete with new settlements still being established, named after major locations and people within the Reich, however the colony has only been formally proclaimed today in a formal ceremony. It is unclear whether or not the Emperor will be visiting the newly established colony, but Prince Karl-Gustav declared his intention to make and official state visit at the earliest opportunity.

The formal announcement of the establishment of the Arcadian Mandate of Promethius Prime caused some considerable concern among the existing nations of Enkon due to the size of the population and its attendant military force; however with the Imperial Senate's decision to designate the planet as a Grade 4 (Protected/Amenable) world a policy of minimal military intervention has been announced by Oberbefehlshaber Motako. What this means in practical terms is that the colony shall rely upon its local resources and military forces for protection and expansion with external Imperial support only available in the event of a planetary evacuation order. The Imperial Government made it clear that it has no intention of trying to change the planet's designation as a Grade 4 world and therefore had no interest in deploying military forces there to subjugate the local populations.

A government spokesman made the following statement:
"The local and native populations have been deemed on the whole friendly, and are classed as racially acceptable. As far as the Prime Minister is concerned there is sufficient data to indicate that they pose no threat to the genetic future of the Reich, nor do they pose sufficient military threat that significant military operations are warranted. At this time the primary objective of the colony is to establish economic ties with other local nations and to begin utilising the planet's resources in the production of much needed materiel and commodities for the Reich. Oberbefehlshaber Motako has our full faith in ensuring that the Arcadian presence on Enkon has minimal impact upon the technological and societal development of the planet and present protocol for emergency state abandonment of the colony rather than invasion."

Arcadia Opens Diplomatic Channels with 46566
Upon the formal establishment of the local government by Oberbefehlshaber Motako, Promethiun officials were approached by diplomatic representatives from the planet's native nation of 46566; a Grand Duchy located directly to the north of the Mandate which has a similar population size. In response the Oberbefehlshaber authorised Uberkommissaraußenpolitik (Foreign Minister) Rickart Stern to extend an invitation to their Foreign Minister Elizabeth Stuart, to attend a meeting in the colonial capital of Arkades and begin talks with her government. At present the Oberbefehlshaber has not confirmed the overall aims of the talks however restated the clear objectives of the colony as an economic hub on the planet; it seems likely that some form of trade agreement will be discussed as well as border controls. The general amiability of the planet's inhabitants thus far has been dubbed 'satisfactory' and 'promising' by the government. As a result the military have been largely demobilised and have been placed on labour duty, assisting workers in the construction of infrastructure.

ZetaResh Corporation Given Mandate to Establish Stahlwerks

The Imperial Government approved the issue of a Charter for Trade and Industry for the ZetaResh Corporation, allowing them to construct the Stahlwerks facility in the newly established Mandate. The Charter itself allows the corporation to establish the factory city which will produce bars of refined metal alloys derived from ores mined on Enkon; the Corporation will retain complete governmental, legal and military jurisdiction over the city and its surrounding mines and in exchange 10% of the profits generated by the facility will be paid directly into the Colonial Treasury. This will be the first facility of its kind to be built by ZetaResh on Enkon and probably the largest; similar facilities operated by the ZetaResh Corporation already exist on Iax, Jobe II, Magnon and Kavo IX but this will be first to be established on a world not entirely controlled by either the Reich or the Corporation.

The United Democratic Emirates of Onza
Following a multitude of petitions, calls from academic figures and celebrities, and even a few peaceful protests, the temporary government of Onza announced today, their intentions to host elections in the very near future. The following candidates, who were nominated by their parties several months ago, are considered the primary candidates who will appear on every ballot.

Jamal Boulos - Libertarian Party

Jamal Boulos was born in Naqar, Onza where he also went to high school and college. Boulos excelled academically, and although originally noted as "shy" and "reserved," he rose not only to the top of his class, but emerged as Vice President in his student government, as well. A keen analyst, his former mathematics teachers noted that he sometimes understood the lesson better than they did - having taken home his textbook and studied the lesson diligently. Boulos has described himself as less diligent than he was back then, stating that "school required a lot of me, but now I have time for things outside of work, as well."

Boulos graduated from the University of Naqar with honors, majoring in Business Law and minoring in Mass Communications. He's worked as a media analyst and a legal consultant for several notable businesses across the nation. In addition, he's worked as a civil engineer and taught as a mathematics professor at his graduating university.

Boulos was nominated on the ticket of the Libertarian Party, and has spoken on a variety of economic and social-related issues:

On public vs. private
Speaking about the ongoing debate on if Onza, which currently has a slightly larger public sector than a private one, should totally convert to one or the other, Boulos stated "I don't feel that we should cut the public sector, considering I'm all for things like education, transportation, and healthcare, but there are some things that we can turn back over the private sector, and we can also loosen some of our regulations on some of them - particularly the airline industry."

On social issues (abortion, LGBT equality, affirmative action, etc.)
Touching lightly on a plethora of social issues, the candidate said "I think a lot of people agree with me when I say that the government should stay out of our bodies and our bedrooms. However, while I do agree with affirmative action for the smallest of minorities, I don't think we should expand it any further than it is now."

On energy
Energy is largely considered to be one of the most divisive issues in Onza, and Boulos is no stranger to this, taking what experts have called the "non-partisan" stance with is statement saying "Onza is currently very strict about clean energy. The entire nation is currently powered by hydroelectricity, geothermal energy, wind energy, and solar energy, but I will say that we could lower energy costs by using controlled amounts of clean coal methods to keep air pollution to a minimum while drastically reducing the toll that Onza's energy funding takes on its national budget."

On welfare
While welfare has never really been a topic of interest for Onzaians - the "safety net" being something constitutionally guaranteed - some have taken its efficiency into question. Boulos, for example, stated "I dread speaking about welfare because it kills me to say that we may have to take away some funding for this assistance, even if it takes it away from those who really need it. The majority of our welfare funding goes to education and informational programs that aim at getting the homeless into homes and the unemployed into work. However, Onza has a very low unemployment rate, and our homeless rate is rapidly deteriorating, so I think some cuts are certainly in order."

On military
While Onza has been a historically peacenik nation, some have begun calling for a medium-sized, modern military, with Boulos stating "It is definitely a tempting thought to think that we could have a defense force that could defend us from dangers, but our police force is currently strong enough to handle just about any possible domestic crisis. I think we have the backing of the GA and the rest of the international community if something ever goes wrong."

Sade Raisa - Liberal Party

Sade Raisa (pronounced Sha day Rye ee sa) was born in Khajil, Onza, where she went to primary school, but not to college. Raisa performed exceptionally well academically, with the exception of mathematics, and was noted by her teachers for being very stern and stoic, having always been the leader of group projects. She was once said to have been disciplined for allegedly disrupting the classroom after she shouted at another student who continuously interrupted the teacher. Speaking on the incident recently, she said "I don't like knowing that other children are missing out because of this one bad child. Something had to be done, so I did it."

Raisa originally decided against going to college - favoring an entrepreneurial path instead. However, realizing that ample knowledge of government regulation was important, she ultimately opted to attend the University of Akhmis, where she graduated with a Ph.D. in Business Law and Public Administration. She then started a media research business, News Nation, which grew very rapidly. She eventually sold its TV and radio portions to various media companies, whereas the print portion was shut down. She's also been a frequent contributor to many media channels, and has worked at least two large businesses out of government debt.

Being nominated on behalf of the Liberal Party, Raisa champions moralism and limited government in the economy, having spoken on a variety of issues:

On public vs. private
Calling the large public sector "unnecessary," and even "outrageous," Raisa stated "The reason our public sector is ridiculously large is because we have very tough regulations that keep private businesses from succeeding in these fields. Why can't the private industry open up a bus service? Because our government wants to monopolize it for themselves, and they keep any business that is competition on a tight leash. I advocate for expanding the private sector, while reducing the public sector. Let's keep our tax dollars going to places where they should be going, like healthcare, welfare, and education. A lot of what's left can be privatized."

On social issues (abortion, LGBT equality, affirmative action, etc.)
Raisa stated that she wasn't particularly interested in social issues, but said that she does have opinions that she would not necessarily act upon if she were elected, stating that "I don't like talking about 'social' issues because that implies that it's our government's job to be in any way social. Our government allocates a whopping 16% of its budget to Social Policy every year. This is just not important. Minorities don't need the government's help, nor does anybody from the LGBT community. We shouldn't be spending massive amounts of money in the name of making things 'equal.' I don't know why abortion falls under this category, frankly, considering that's a woman's health matter, and not a social one."

On energy
On the particularly divisive topic of energy, Raisa took a bold (and dangerous) stand against what she feels is a government monopoly on energy, saying "I don't understand why so many people are in support of our government controlling all of our energy. Do you realize that we could have the quality energy that we get now in larger, yet cheaper amounts? It's called using the resources that are around us, such as coal and oil. Of course I don't support pumping waste into the air, but are not a modernized nation with plenty of researchers? We can find a way to have clean coal and clean oil, I know we can."

On welfare
Raisa was clear that she wasn't with her entire party on the issue of welfare, indicating her stance by saying "I am in favor of our safety net. I know what it's like to fall financially, and it's one of the best things our government does when it catches those who slip and helps them get back up. There's room for some spending reduction in the system, but otherwise, the system is here to stay, even under my presidency."

On military
Raisa indicated that she wants the government to spend less, but she did say that the need for a military is "a very real one," and that "our great nation should give itself the power to stand alone when nobody else is willing to stand with us."

André Lamar - Democratic Socialist Party

André Lamar was born in Akhmis, Onza, where he also graduated high school and college as well as where he currently resides. Lamar was described as an outgoing person who was "altruistic." He also performed very well in school, academically speaking. Teachers noted that he would oftentimes tutor other students about a subject that they didn't quite understand, which at one point nearly got him disciplined for cheating. When asked if he would change, Lamar said "I would gladly help every one of them again, regardless of what effect it had on me."

Lamar graduated from the University of Akhmis with honors, majoring in Law and International Diplomacy. He worked as a highly successful public defender for several years as well as a law professor for some time. He was, at one point, appointed as the Minister of Human Rights under the temporary government. During this time, he went back to the University of Akhmis and obtained a a degree in economics, as well. This landed him a side job working as an economics analyst for several media outlets, while also sometimes being a legal contributor. Lamar continues to serve as a public defender, even as he campaigns for President.

Nominated on the Democratic Socialist Party's ticket (sometimes called the Party for Social Democracy), Lamar has given his input on a handful of major topics:

On public vs. private
Lamar spoke in favor of the public sector, saying "I maintain that the large public sector is necessary to our nation's wellbeing. Things like public transit, education, healthcare, law and order, and welfare should not be handed over to the sector that is in the game to make money. The driving force behind these things should be concern for the welfare of others - not monetary gain or profit." Lamar also added that the private sector is necessary, and should not be reduced in size. "I'm not calling for the deconstruction of the private sector," he said, "I'm just asserting that they don't need any more of our industries."

On social issues (abortion, LGBT equality, affirmative action, etc.)
Lamar has indicated a very strong support for the current policies that Onza has that are socially related, saying "If our nation ever loses sight of those who need our assistance the most, then we are no longer a nation, but an uncivilized jungle. The act of living should not be a game of survival of the fittest, it should be something that is guaranteed to all, even if that sometimes warrants giving our minorities a hand to help them. Unemployment is low, and the chances of one being weeded out of a job opportunity in favor of someone of a minority are even slimmer."

On energy
As with social issues, Lamar showed support for the current means that Onza uses to gather energy, saying "I am very proud to be able to call myself a citizen of a nation powered solely by renewable, clean resources. The expense is not nearly as grand as my opponents suggest that it is, and giving the energy market to the private sector not only endangers our environment, but it puts our citizens at risk for having to pay the bill whenever a large project fails at the hands of an irresponsible corporation. As President, I will work very hard to ensure that our energy is clean and renewable, and that people you can trust are the ones overseeing its production."

On welfare
With welfare being a smaller topic than the others, Lamar didn't have as much to say, other than expressing his support for its extensiveness and calling it "one of the best in the region."

On military
On the potential establishment of a military, Lamar said "I find that the answer to a lot of these questions lies in history. One must look back just a few centuries to see what competition for military might and conquest led to. I believe that an organized police force is necessary to the defense of a nation, but an organized, international force should serve as the chief defender of nations from external conflict, and thanks to the Global Alliance, we are on our way to such a thing."

Jamaar Solomon - Sultanate Party

Jamaar Solomon was born in Khasekhemre, Onza, where he also went to high school. Solomon consistently skipped school, and was disciplined for truancy multiple times. However, he did rather well when it came time to take the final exam. Solomon says that he "doesn't regret" what he did, noting that he "had a very happy childhood thanks to not wasting time in class on the days where 75% of the block would go towards disciplining the unruly."

Solomon didn't go to college, citing that he had a job offer immediately after high school in electrical engineering - an offer that he took rather than pursue an education. After some 14 years of work, however, Solomon found himself unemployed, but was saved financially when he became an actor. Starring in the hit film, "The Desert Sands," Solomon made a huge name for himself and is nationally renowned. He went on to star in several films that performed well, but not as well as "The Desert Sands."

Solomon was nominated on behalf of the Sultanate Party - a party that advocates the return to a series of sultans and one, ruling Pharaoh.

On public vs. private
Solomon has expressed interest in expanding the private sector with creative, new markets while keeping the public sector the same, saying "I like the way the public sector is now. It runs rather efficiently. Though, I'm always looking to improve things, and when I look around, I see that our private sector could be making even more money if they just expanded into more creative markets, particularly in entertainment. Modern technologies like virtual reality and experience simulation, for example, would rake in a ton of profits, if only businesses looked to these ends."

On social issues (abortion, LGBT equality, affirmative action, etc.)
Solomon has said that he believes in equality, but not affirmative action, saying "I think that it is necessary that the government does what it can to make everybody equal, but when this involves showing favoritism towards a particular minority or community, then the government itself has become a part of the inequality problem. As for other social issues, I'll say that we should never ever take away the protection of women's rights and LGBT rights that we have developed today - but I do reaffirm my stance against affirmative action."

On energy
On the divisive topic of energy, Solomon stated "I love that every hour of the day - regardless of how bright it is or what the weather is like - I get power. No blackouts, no brownouts. What's even better is knowing that this is clean. Sure, it's a bit expensive, but I don't think you can put a price on our planet, and destroying it or its atmosphere is not an okay think to do."

On welfare
Solomon admitted to receiving welfare while he was out of work, saying "I maintain that everybody should go to college into today's world, especially since our tax money pays for everybody to go. I've been on welfare before, and I'll say that it is very helpful. I didn't enjoy getting it, but they made sure I knew how to get a job, and they even assigned me a social worker to inform me about job offerings that I was qualified for. Really, it's a good thing how extensive it is. I don't think I'd support any cuts."

On military
Entertaining the idea of Onza having a military, Solomon said "While I believe that it's good to have positive relations with the international community, I do not feel that we should depend upon them for military support. That, my friends, is the job for us. Thus, I support a military, I'll leave it at that."

Midgar,46566-The deputy Foreign Minister has sent a junior diplomat to the nation of Greater Arcadian Reich. The Ambassador John Gibbs has been given the order to open up trade with the company. Many newspapers within the Grand Duchy are hoping that no lasting military treaty will be talked about.The papers have also been mentioning the general lack of civil rights within the Greater Arcadian Reich should bar it from entry within the Western Confederacy.The local belief is that they would fail to meet the human rights requirement for the treaty itself. Most economist on the other hand want closer ties with the nation as the nations economy will not harm the nation at all.

Military brass rethinking ties with the UTR
Midgar,46566- The top brass within the military have begun asking the Foreign affairs ministry to have closer ties with the United Realms. With the recent treaty signing by the Grand Duke in Maria, the relations seem to reasonably closer then any time in history. The reason for wanting closer relations with the UTR seems to be militaristic in nature then economic.The hopes seem to be that military wants to make sure that the UTR and the Greater Arcadian Reich never form a military alliance or treaty against the interest of the Grand Duchy. With the recent arrival of a nation with the similar population as the Grand Duchy as shifted both the economic and military away from the balance on the planet.Before the UTR and the Grand Duchy balanced each other in what was some sort of Cold War. About the only time the countries allied was during the SUN fiasco during the Great War.

The most common thoughts is that any military alliance between any of the three will scare the remaining nations on Enkon. The best scenario for all nations is to make sure that if all three countries cannot stay at peace then to make sure the third country to remain neutral in any war. At this time for everyone involved war would damage everyone and should not be the first choice in matters.Previously the Grand Duchy was surround by former IDCA countries but since the great war and colonizing the new planet the Grand Duchy's no longer surrounded and thus the more militant aspects of the society are quiet for now at least.

“And this makes it official. Congratulations, Ambassadors,” the Chairman said cheerfully. “This brings our circle to ten. The Council is working to add more, and they will, as time permits. After our pose for the press you will prepare introductory meetings with your respective governments. And remember...”

Sounds of knocking at the door opens to cameramen and journalists quickly filing in to snap pictures, providing a blurring display of light around the room and its new diplomats.

“Ladies and gentlemen of the Federation, let me have the honor to introduce the the Foreign Service's new Ambassadors. Jonaz Hafstromme, the Ambassador to The Kingdom of Mcnernia, our neighbors to the north; Makoi Simiati, the Ambassador to The Stuffed Giant Teddy Bear of Welsh Cowboy, and Gerard Artaud, the Ambassador to The Arcadian Mandate of Promethius Prime.”

Cameras flash and reporters throw questions out but the men stay silent and smile for the pictures. After a minute of posing, Chairman Keilani walks in front of the trio to announce the photo-op was over. “Thank you… more information can be found on the Federation Foreign Service Page. At this time it is unclear what the Colonial Government's desired outcome is as they have refused to make any further statements on the matter, beyond confirming that the Imperial Directive published in our last broadcast forms the basis of their foreign policy.

Our foreign affairs correspondent, Mia Scovari, had the following to say when asked to speak on the matter on the daily political discussion show which aired this afternoon: "We can only speculate at this point of course, but a few definite conclusions can be drawn. In line with the Imperial Directive, labelled ID-E:1 we can rule out war of course and though not specifically stated in the directive it is only a very short speculative leap to conclude that no military agreements or alliances will be made either. Since the directive pertains primarily to economic matters I wouldn't be surprised in some form of trading pact weren't discussed as an option, as well as a formal border recognition and control treaty, though the latter may be seen as unnecessary since the native populations have been declared 'safe' with regards to genetic purity. If I were to make an educated guess a non-aggression pact would also be on the cards; Promethius Prime was always intended to be a resource and economic colony, not a military outpost or spring board for territorial expansion in the sector so the fewer potential enemies we have the better."

ZetaResh Corporation Receives Government Commission to Develop New Infantry Armour
As the manufacturers of the three principle armour systems utilised by the armed forces of both the Reich and the Mandate it was not seen as surprising when the Imperial Government commissioned the newly established Enkon branch of the ZetaResh Corporation to produce a supplementary next generation armour system. The design requirements set down by the Ministry for Logistics and Materiel call for a fully integrated battle system, like the Mk2 and Mk3 Fibre Plate models which are currently the mainstay of the Arcadian military; however unlike the Mks 2 and 3 this new armour will be fully powered and synth-muscle supported.

Powered armour is nothing new, the Arcadian military has been using the Mk2 and Mk3s for years, however where the new design is to differ is that the powered systems will not be limited to HUD and tactical tools. The new armour system, the name and designation of which have yet to be announced will incorporate a synth-muscle support mechanism to enable the wearer uninhibited movement despite the weight of the armour, as well as enhanced strength and motor skills. One commentator at the announcement press conference described the intent of the commission as 'an attempt to produce a man sized, walking tank'; while the MoLM did not confirm or overtly agree with this statement it seems likely that a powered infantry battle system such as this will produce an affect of this nature.

Some specialists expressed doubts as to the usefulness of a combat system on this scale when combat walkers and crawlers are already in development for the military, with Dr Lars Tully or the University of Mageth in the Arcadian System arguing; "What it seems the military wish to achieve with this latest design commission is a system akin to a like war-walker or 'mech'. While I agree for the need of such 'walking' weapons to provide close quarters fire support I question whether this is the correct direction to go in; I worry that the resulting battle system will prove too small for its intended purpose, but too big for use as a regular supplementary system for standard infantry squads. In saying this though I must stress that as I have not seen any design concepts or schematics I cannot comment nor form an opinion based on anything more than my own experience and study."

A spokesman from the MoLM dismissed these concerns, stating that the military had been considering its position on this matter for some time and that it was only through careful consultations with troops, commanders and strategists in active service that a decision was reached.

Federation Promises to Support Kingdom of Rodem’s New Government

The economic crisis in Rodem continues to bring fears of hyperinflation. The small island nation south of Endiko lost its largest trading partner, outside of the Federation, after the fall of the Itharion government last year. The Rodemish government recently issued short-term debt at interest rates as high as 18%, and its currency, which was fixed at 6:1 with the Federal Ajer, now trades at about 9:1. Many analysts are worried the country will soon default on its debt.

Corruption and poor governance are also a major problem in Rodem. The shadow economy is one of the largest in the region, at around 50% of GDP, according to BLJ Research. Businesses not operating underground tend not to pay taxes, further depriving the government of funds. Last week Rodem’s new Prime Minister Nicole Solistra, estimated that 39 billion Rodemish Fins had gone missing during Yakov Niloslavitch’s rule. PM Solistra is working hard to stamp out corruption, and with it the the shadow economy, but needs new industry to provide legitimate jobs to its people.

Right now the Rodemish government needs to find about 34 billion Fins this year to finance its large current account deficit and to meet foreign creditors. The threat of default is possible. In a show of support to the Rodemish people, The Federation has sent a team of financiers as well as investors that will help Prime Minister Solistra right the wrongs of the Naloslavitch era.

The Silent Wars Part 2

While finishing up his investigation at Tucsón Bay, Adelmo Rios is contacted by an anonymous man who holds limited knowledge of these killings. Rios then travels to Gibraltar, the rendezvous point between the informant & Rios. When Rios finally meets the man, he finds out that this man was a former JSOC Task Force member. Rios asked why the former JSOC member would give limited information to him. He said, "It's ironic that President de la Cruz's government takes pride in it's political freedoms when he's cabinet is killing Astinian communists".

The anonymous man then talks about the role of JSOC in this secret conflict.

He says,"A small amount of people truly knowns about the JSOC Task Forces, even smaller that knows about the particular task force that is responsible for these killings".

He then says,"Just like any JSOC unit, we were all designed and purposed to combat foreign &domestic threats. But this particular task force responsible for the killings, has an emphasis on the domestic side".

Rios then asks, is he sure that President Rosario de la Cruz is the overseer of these operations. He responds with,"Like all military units in the SAF, all our orders originate from the President".

Concerning a—

Treaty of Mutual Non-Aggression, Peace, and Friendship
Between the United Technocratic Realms and the Grand Duchy of 46566

The Government of the United Realms proposes the following treaty:

The Government of the United Realms and The Government of the Grand Duchy of 46566 desirous of strengthening the cause of peace between them, have reached the following Agreement:

Article I. Both High Contracting Parties obligate themselves to desist from any act of violence, any aggressive action, and any attack on each other, either individually or jointly with other Powers.

Article II. Should one of the High Contracting Parties become the object of belligerent action by a third Power, the other High Contracting Party shall in no manner lend its support to this third Power.

Article III. The Governments of the two High Contracting Parties shall in the future maintain continual contact with one another for the purpose of consultation in order to exchange information on problems affecting their common interests.

Article IV. Neither of the two High Contracting Parties shall participate in any grouping of Powers whatsoever that is directly or indirectly aimed at the other party.

Article V. Should disputes or conflicts arise between the High Contracting Parties over problems of one kind or another, both parties shall settle these disputes or conflicts exclusively through friendly exchange of opinion or, if necessary, through the establishment of arbitration commissions.

Article VI. The present Treaty is concluded for a period of ten years, with the proviso that, in so far as one of the High Contracting Parties does not advance it one year prior to the expiration of this period, the validity of this Treaty shall automatically be extended for another five years, and so on every five years thereafter.

Article VII. The present treaty shall be ratified within the shortest possible time. The ratifications shall be exchanged in Maria. The Agreement shall enter into force as soon as it is signed.
