We of the Scandinvan Freedom Association have managed to procure and translate a copy of the new regulations that will soon be released by the Council of Lords that will quite innately alter the way in which slaves are to be handled in the Scandinvan Empire. We wish to clarify before any conclusions are drawn that many of the laws are merely the cementing in statues age old practices which, after the passage of this act, formerly governed the treatment of slaves. Regardless, we ask that the world understand that slavery is still alive and well in the Scandinvan Empire.

Imperial Codification of Slave Statues

By the grace of God, in the name of Erid the father of the Empire, through the assent of the Emperor, the approval the true Catholic Church, on behalf of the people of the Glorious Empire of the Scandinvans, for the preservation of our most blessed social order, in accordance with all that is holy, and through the consent of the lords of the Empire do we know proclaim the following laws to be in effect at the moment that they are publicized to the general populace.

For the Maintenance of the Faith

1. Slaves are hereby prohibited (save if they are merely transporting them on behalf of their master) from possessing bibles, faith related literature, prayer books, blessed icons, rosaries, and any other religious material save for crosses made from unvaluable materials attached to a leather or woolen necklar. Any of them found violating this portion of the law shall be subject to twenty lashes and two days in the stocks. The second offense shall result in fifty lashes and a week in the stocks. The third offense shall lead them being handed over to the Inquisition.
2. All individuals held in thrall are hereby prohibited from attempting to preach the faith save amongst their family. Any of them found to be acting against this is to be deemed a heretic and handed over to the Inquisition without delay.
3. Slaves are no longer allowed to attend standard Church services. They must henceforth go to masses handled by specifically trained clergy inside of designated facilities with at least two armed warriors prepared to deal with any impudence. Slaves attending regular services must be punished with forty lashes and a week on the stocks.
4. Thralls are not allowed to receive communion. Those who lie in order to acquire the Eucharist are to be handed over to the Inquisition.
5. All slaves who defy a full ordained member of the clergy are to subjected to eighty lashes and the gibbet for two weeks.
6. All slaves who defile their bodies with tattoos shall be forced to have them removed without anesthesia being employed in the process.
7. Slave marriages are not to be celebrated or confirmed by religious rite.

For the Assurance of Proper Interactions

1. Slaves shall not make eye contact with a noble who is not their owner. Failure to do so will result in five lashes.
2. All slaves shall be required to obey members of the warrior or noble caste without question unless if the directive issued interrupts one from their own master. Any slaves who does not do so shall be subjected to ten lashes and a day in the stocks.
3. Male slaves cannot be alone in a room with a free woman after dusk. The proscribed penalty for this shall be twelve hours in the stocks and no more than five lashes.
4. Males slaves must be constantly monitored when around trueborn children. The punishment for this shall be decided by the slave's owner and the father of the children, if the children are not the slave master's kin that is.
5. Slaves must avoid physical contact with free people least a whipping of eight lashes be issued.
6. Freeborn people must not engage in congress with another person's property at the price of a weregild.

For Orderly Master and Slave Relationships

1. Slaves who commit aggravated battery against their master are to be gibbeted until death.
2. Slaves who defy the lawful order of their master are to receive 50 lashes and a week in the stocks.
3. Male slaves whom illegally enter their owners dwelling at night are to be presumed to be attempting to murder or rape their masters. As such they are to be executed by beheading in all due haste.
4. Male slaves who rape the womenfolk of their household are to be castrated and then immolated.
5. Slaves cannot be in possession of firearms. All those who are shall be expected of attempted violent sedition. Thus they must be subjected to lashing until they confess their intent.
6. Slaves found to be attempting violent sedition shall be hung.
7. Slaves are considered the inviolate property of their owners without exception and as such their disciplining of them or use them cannot be called into question save for religious reasons which must be brought before a priest.

Defending the People

1. Slaves who murder a free person are to be killed publicly through being broken upon wheel or by being drawn and quartered.
2. Battery against a free person shall result in fifty lashes, two weeks in the stocks, and a year of excessive labor.
3. Slaves are not allowed in establishments which serve liquor. Those who violate this shall be placed in the stocks for two days and whipped no less than three times.
4. Slaves who trespass on property shall be whipped twenty times and given a tracking a chip.
5. Slaves who illegally enter a home are considered brigands and can be killed freely. Those who are not must be whipped sixty times before returning to their owner's service and are to be given a tracking chip.
6. Slaves who attempt or successfully perform arson shall in turn be burned upon the pyre.
7. Slaves cannot meet in groups of more than five save if they are all kin. Failure to abide by this can result in result in up to thirty lashings and a day in the stocks.
8. Any theft shall result in a lashing to an amount determined by the owner of the stolen good and the that of the slave.

The Rights and Limitations on the Acquisition of Chattel

1. All individuals whom are heretics, heathens, mongrels, tribals, apostates, lesser bloods, pagans, atheists, socialists, muslims, emancipators, communists, degenerates, etc. and are from nations which do not have legitimized governments are hereby declared to be the property of whatever civilized individual brings them into the Empire.
2. Free Scandinvan men are henceforth once more free to engage in the slave trade as established by ancient custom be it through raiding, privateering, the utilization of grey markets, and de facto legal purchases from foreign governments so long as the merchandise being bought is not an individual protected by Imperial decree or by Scandinvan hereditary traditions.
3. Individuals of documentable and legitimate Jewish descent are to be handed over to the Ralkovian embassy.
4. People from recognized civilized nations are to be protected from forced enslavement.

Those Born into Thralldom

1. Those born to a female slave are to be the property of their mother's owner.
2. Those born to male slave and a free woman are to be the holdings of their father's master.
3. All those born into slavery are to always remain chattel regardless of the blood that they might carry in their veins.

Defending Proper Customs

1. Male slaves are henceforth not allowed to be literate. Those who are already and continue to practice it shall be whipped twenty five times per offense. Those who are taught after this law comes into effect shall have their tongues removed.
2. Slaves cannot learn any language besides Scandinvan, stanaght, the creole Arab tongue of Vismer or Valdra, and the other recognized regional dialects of the thralls. All those slaves found violating this ordinance will be given forty lashes and shall have their tongues severed in half so they cannot spread their corruption to others.
3. Manumission is hereby totally banned in accordance with earlier Imperial decrees on this matter, though the right of the Emperor to exercise his own will in extraordinary situations is still maintained.
4. Any individual found to be willfully harboring escaped slaves shall be enslaved and given over to the owner of the slave(s) they were attempting to illegally shelter.
5. Slaves are not allowed to have their testimony admitted to the rolls of any religious, business, or government entity.

The Master's Prerogatives

1. The owner of a slave has the right to freely sell their property for any reason.
2. The master of a slave may chose to make their chattel work in whatever profession they deem prudent so long as the skills acquired in it and its demands of it do not contradict the existing law.
3. A slave's owner only restriction on the rights with a slave are they cannot engage in male homosexual activity and cannot without reason kill them.
4. The master of a slave can rent them for any lawful purpose.
5. The owner of a slave can freely prohibit their property from wandering around aimlessly.
6. The correction of deviant behavior in fields not covered by standing ordinances shall be in the exclusive realm of a slave's owner and their right to handle it freely cannot be contested.
7. Masters are free to punish escaped slaves in whatever way they see fit save short of death for the first occurrence of flight.
8. Owners can use whatever means are necessary to recover escaping property.
9. The owner of a slave can resort to any means to properly ensure that their slaves cannot escape.
10. Owners of slave can empower others with their lawful powers via contracts.

The Privileges of the Thralls

1. Enslaved mothers cannot be separated from their children until their offspring reach the age of nine.
2. At the age of seventy slaves are to become the burden of the owner and can no longer be used for excessive manual labor.
3. Slave unions cannot be dissolved and thereafter separated without a three month notice.
4. Slaves shall have the days of Easter and Christmas off.
5. Sundays shall be have shift days for slaves for harvesting period(s).

However, the forbidding of Christianity to slaves is anathema to the Allied States' Government, and it is strongly urged that the statutes concerning Christianity and religion be removed.

Furthermore, the Allied States government requests information as to why, in the modern era, slavery is considered to be important to the Government of Scandinvan, and why alternatives to slavery such as modern conveniences, modern factory robotics, labour saving devices and other means of labour are not used. If there are economic reasons, surely discussion of improved trade would remove the necessity of the use of slavery.

Mr. Kent,

Slaves have no right to be brought fully into the fold of the Almighty. Whilst it is proper to give them base instructions upon the faith it is not correct to indoctrinate them into it. They, after all, descends from individuals whose corruption has seeped into their bloodlines and has left their descendants removed from the graces of God. The best that proper Christians can do is to minister to them and alleviate what taint they can from their slaves. Anything more is nothing short of is insulting to the designs of the highest.

The economic rationale that you present sir however is rooted in commonly held misconceptions. The labor of a thrall is actually quite on the same level as that of a free worker and actually exceeds it in overall productivity due to their owner's capacity to freely direct the attentions of their worker. When combined with proper training a slave can fill role in production save those that are managerial or white collar. Thereby allowing for the utilization of an ever evolving technical basis in production.

For this reason upon conversion our great King, David II (the Lawgiver) in the 17th Century decreed that there should be no more slavery in Edom, and this was further enshrined in law when our nation was liberated from the Cornellian Empire and became New Edom under Queen Adah I (the Liberator).

It is strongly urged upon you that you should liberate your slaves. There are after all ample compulsions upon the loyalty of employees and servants in the New Testament. Without doing this regrettably New Edom's government would be obliged to avoid all trade from your nation directly or indirectly. Mr. Kent,

As with so many others you attempt to delude the world by relying upon the employment of a few select verses in the Bible. The particular quote you use has been twisted by you to rationalize a position which is foreign to the implied meaning of Galatians 3:28. The passage itself merely says that before Christ all those worthy of him are granted his sight freely. There is not a single instance in the Bible where the lamb of God actually condemns the institution of slavery. There are simply demands that a slave's owner bring their slaves into the faith in a manner befitting their lowly status. Thus showing a deep nature within your people to twist the Bible to further your own ends.

In the Old Testament the right of the people of God to hold slaves is confirmed and even encouraged. As well, Jesus affirmed the legitimacy of the old laws save for those concerning stoning, rape, and the freedom of the market. Thereby indicating that your own understanding of the Bible is extremely limited and derived from an ultimately contemptuous view of it.

These traits in turn render your worldview abominable, misguided, and heretical. In turn making your view practice of the proper faith an affront to God himself. Your beliefs only serve to show the justness and holiness of our Empire's blessed policies. Your condemnation adds to the legitimacy of our practices for only a deluded heathen would so profoundly spout such lies about our righteous institutions.

It is upcoming of a gentleman, especially one in a high ranking government position, to so nonchalantly communicate with one's superiors. We hope that in the future that you will consider addressing in a more serious manner least you insult your people further.

As for the web link you gave me, the Scandinvan Directory System decided that it would be best for me not to besmirch my work area with whatever you decided to attempt to get me to watch. Instead I had the pleasure to redirected towards a website which was offering some rather fair prices on slaves and plantations. So I instead decided to buy myself a new plantation that specializes in the growth of sugarcane and already found some staff for it. Though I could always use some more. The code of conduct which governs our society is as ancient as any nation's historical record. The precepts which govern us are time tested and have proven themselves capable of withstanding whatever test has been raised against them. They give our civilization strength, direction, and purpose. Things which are so rarely found in the so called enlightened democratic states which are now ever so frequent in this world.

By the grace of God, have we been able to avoid the anarchy which has taken hold of the world as the mob has taken control of so many and destroyed the wisdom of their fathers by abandoning their ways. In relation to the proposed treaty, I wish to clarify some various concerns before the final approval of it. What would be the preferred means to settle the associated cost with returning any previously enthralled subjects to the other? If a person signs a debtor's agreement would it still be acceptable to have a person pay their debt via entering into a indentured servant's contract? Are they any desired provisions which you would like to be included in any treaty between our peoples beyond the condition of automatic emancipation?

Once these points have been elaborated upon I shall, after attaining the approval of the Council of Lords and the Emperor, be free to properly conclude this business so that our two peoples might begun to establish more refined and mutually beneficial ties.

With the mutual recognition of each other as equal, civilised, and business-oriented societies we've already managed to strengthen the foundation upon which all proper, and more importantly, ultimately all successful nations operate - egalitarian conduct and reciprocal respect. Due to the distance involved between our nations I sincerely doubt there's currently nationals of either enthralled by the other. So far, we managed to miss each other in that regard. But our world is growing smaller as technology and the globalisation increase both frequency and intensity of interaction. I think it's reasonable to assume that neither has any considerable number of nationals of the other in their stocks. We should go through the stock at a reasonable pace and research if any such transactions transpired. Given the low numbers involved, if any at all, it would be best to emancipate such individuals by default as a show of respect and to consider it as a diplomatic gift, among friends, to promote cooperation. Surely those involved in the transaction would recognise that the honour their society would gain would compensate them enough.

As for debtors; personally, I never had any pity left for such good-for-nothings. However, we cannot let the machinations and shortcomings of lesser men impact the work of infinitely their greater. While I wish to abide by Scandinvan custom in that regard, I would recommend prohibiting indentured servitude as a form of debt repayment in regard to each others citizens. Specifically, I would advise on prohibiting either party's nationals from using their person as collateral for debt, and only limiting it to capital assets. Greater men would not end up in such a situation, but under extraordinary circumstances or bad luck, one never knows, it might happen. This would obviously be problematic. Chance should play no role in the orderly world our societies seek. Lesser men on the other hand cannot be trusted, otherwise they wouldn't be lesser men. For our honour, for reliable business without tension and smooth operations, and for the good of those who wouldn't otherwise know better, we should discontinue such practises. It's also risky as it leaves potential for third parties to abuse such a loophole and create tension by sabotage, something the savages are quite adept at, thus inhibiting or restricting our trade and business. They might dupe or find someone willing to deliberately infringe upon either party's dignity by allowing himself or herself to come into bondage. We should minimise, or if possible completely eliminate such a possibility.

As for further provisions. Automatic emancipation is a good start, but I see no reason to not further expand upon it. Considering the circumstances, and pardon me for being just a diplomat and no economist, but I assume the Scandinvan people would also agree to expand it to include free trade and movement of goods between us, a general recognition of each others currency as legal tender, at least for trade, and removal of destructive trade barriers such as tariffs, quotas, and/or restrictions, or at least a reasonable limitations of both. Such provisions would certainly stimulate investment, cash flow, and financial cooperation.

The Scandinvan Empire does not need to rely on its hereditary prerogatives, institutions, and traditions to justify why our people are free to hold slaves. We merely have to point out the natural predispositions of those held in bondage. Their innate propensity towards chaos, immorality, sadism, and heresy are what make them fit to be slaves. Nothing more and nothing less. The Scandinvan people in fact every one of them a service by keeping them as chattel. For it is under our righteous influence that the lesser peoples might find civilization and purpose. Without our interference our slaves, as well as their descendants, would be left to dwell eternally in misery. Forever more bound to the uncivilized ways of life that their ancestors dwelled within.

There is the added benefit for the thralls in that they receive proper religious instruction from our people. We correct the heresies preached by deviant forms of Christianity. We burn away the falsehoods brought forth by the archblasphemer of Arabia. We purge the vile practices instituted by pagans. We drive away the destructiveness of the socialist. We bring purpose to those led astray by the chaos of democracy. We destroy all the elements which are harbored by our subject peoples over the centuries due to our enlightening touch.
