It was just another busy day in the Terran capital on Neo-Earth, the sky was abuzz like a hive with traffic down town, canyons of various sized and shaped sky scrapers stretched as over three islands and to the north deceptively seeming as the buildings were infinite in number and the Le-grant motels sky lobby on the two hundredth floor of the building was the perfect place to see this major city , 30 million people made their lives here and the federal district out in east kinds was in its own little slice of quiet paradise. Nonetheless today was a day of importance, the Terran Alliance would be expecting several diplomats from various worlds and this would be the place to host them.

The delegates would come in to an ornate red and azure colored grand lobby with black marble pillars at various even corners. Above them they would see a regal chandelier made of fogged glass with simulation incandescent light bulbs lighting up the lobby with their soft yellow hue. The floor would be white marble like materiel and sport a fountain feeding small channels with crisp water and ordained with blue mosaic tiles on their bottoms. All this was in the center of the lobby, and around the place people, drones, alines of all sorts left and enter checked in and checked out mostly executives, attaches or representatives on business from the myriad of wealthier companies. Near the back end of the lobby passed the fountain was a spiral stair case covered mosaic pattered red and aqua blue carpet, at the head of the engraved white marble railings were two carved alabaster gryphon statues. The stairs only lead a few flights up to twentieth floor but nonetheless it was another piece of art in the hotel. They entered the waiting area for the mag elevators. These lifts where encased in a composite window allowing guests to see around and at the various different levels. When they made their way up they could see the different floors pained in different colors with ornate wall paper and carpets to match. Service and cleaning drones hovered around keeping a diligent watch for any dirt, grime, problem or security risk.


In the sky suite number three nineteen, was Secretary of state Malcolm shore. He was a tall skinny, man with well kept black hair and brown eyes. The room was enormous, it took up nearly a quarter of the missive floor with black marble columns similar to that in the lobby but with gold engravings, they were strategically placed and jet up in to the tiled ceiling of marble outlined with terracotta. The carpet was aqua blue with deep Neptune blues spiraling in a pattern. There was a dip in the floor where there was a fountain over terracotta tiles, a carved marble statue of Athena with gold engravings at its apex. To the far side of the room near various paintings was a large alabaster mural donned with silver etchings it was in the image of a man and woman holding up a sun. At another point in the room was a long clear composite table with various padded chairs around it and several data pads displaying the GESO treaty in its entirety.

Malcolm had been briefed of what was going to happen , the concept was simple enough get the delegates in, show them the charter persuade them to join, and negotiate changes to the charter. Of course it wasn't that simple, politics never was in this galaxy. Malcolm expected to have to do some serious selling for some of them, and he wasn't expecting one hundred percent results. He sat down at the head of the table looking towards the door, the other seats having more direct views of the sunny clear scape of the art deco and glass metal metropolis. Two security drones entered the room, the golden hued wooden doors clicking open allowing them in. Malcolm waved at them and said. “Good to see you not that I expect problems but you never know, lets hope we can start this in a timely fashion.” The drones merely nodded one of them saying in return. “Yes Mr. secretary The probability of a threat to the meeting is low.” Malcolm nodded folding his hands on the table. Meanwhile another drone hovered in this time it was a service drone it was carrying a pitcher of water and several cups it dipped down to the edge of the table and slid the tray on to it. Shore moved it to the center and sighed.

The flag of the attending nations were displayed against the wall were the holo vision was located, it was to mark solidarity with them as well as show that the Terran Alliance would show them good faith. Malcolm looked the area over, so far every thing was perfect down to the white flowers in a china vase. And now it was the waiting game, it wouldn't be long before hes thrown head first yet again in to the large arena of inter galactic politics. The Alliance hoped it could rebuild its base of allies and to strengthen its position even more and strengthen the position of states in this new organization, as well as allies in general. He knew that a lot of the galaxy was isolated, everyone knew. It seemed as if they were alone in the spatial political realm at least in their sector of space. It was amazing how they were able to get in contact with these governments let alone set this whole event up. But alas the Alliance government is hoping that this endeavor will be a wind fall for them.

There was a lot of security in the building due to the event, most of it was unseen to the layman or wouldn't be recognized as the element of surprising any would be assassin, terrorist or unauthorized intruder was maintained. The other side of the security force was visible in key spots to deter any attacks. The security in general was provided by the Secret Service, and the UCPD. So while the diplomats entered they would see the active security while at the same time being protected by the under cover security agents. And thus it had been established that attack in any way would be counter productive to the assailant. Another, standard measure was to tell all the delegates to leave their arms, be it knives, swords, guns, or armed guard home. How ever the latter did not apply to national leaders.

Member worlds to this treaty commit to safeguard the sovereignty and liberty of member powers, and the right for all sapient creatures to exercise their natural given freedoms. Member governments that undertake this endeavor will affirm their support of maintaining stability and peaceful coexistence between worlds. They will collectively and indomitably coordinate their effort to preserve peace and security. Henceforth signatories to this document will agree to abide by the rules and framework laid out by this charter, establishing The Galactic Economic And Security Organization. (GESO)


Article 1:
Signatories to this document henceforth shall pledge to uphold the ideals of intergalactic stability, peace, and freedom. With such aims, all peoples governed under this pledge shall strive to settle disputes amongst governments by peaceful means, in such a demeanor that refrains from endangering intergalactic stability.

Article 2:
Member powers shall promote freedom of movement for goods and services between worlds, and will attempt to minimize conditions that cause an economic imbalance in intergalactic trade between member governments. Additionally, worlds will attempt to facilitate closer economic relations between the subject governments chosen party. Parties to this alliance will cooperate and maintain a partial free-trade agreement between other signatories to this treaty. Conditionally this article will allow member states to engage in a full free-economic and trade- zone.

Article 3:
To guarantee the functionality of this treaty to its fullest extent, member worlds jointly and individually by effective self sustained capacity and mutual aid, will improve as well as maintain a collective and sufficient self defense capacity to resist armed aggression.

3a:
Members will consult with each other, if a signatory is of the opinion that their possessions, sovereignty, or security of any world is perceived to be in jeopardy by a hostile power or powers.

Article 4:
All member worlds affirm and agree that in instances of armed foreign aggression against one or more member powers, that it will constitute an attack upon every other signatory to this treaty. If such a scenario occurs member governments may each exercise their rights to individual self defense and a unified response in defense of the member under attack. All member governments will collectively assist the member or members under attack with forthwith action and the unlimited use of armed force where deemed necessary. Non treaty governments who are aligned with individual members or multiple members will, if offered by the non member subject, be integrated and coordinated with in any allied response. Only when an effective and successful conclusion to a conflict by diplomatic or military means is reached will such measures shall be terminated.

Article 5:
No member government under this treaty will engage in or associate with powers that practice forced servitude or without letters of marques conducts armed attacks, seizures, and the capture civilian assets not limited to freighters, couriers, civilian liners, shuttles. This article also prohibits the economic association between member governments and powers permitting forced servitude or piracy. If any ship of any member power is raided, captured, destroyed and if in addition civilian, military or medical crew are captured for forced service then Article 3a and Article 4 may come into effect.

Article 6:
Parties to this treaty henceforth establish a council in which they will be represented for the express purpose of the implementation of this treaty and aforementioned articles. This body shall be organized in a fashion where it may be able to meet in a timely manner at any point. In addition this council will organize sub-councils as necessary. Particularity a security council may be established to consider measures on implementing article 3a and article 4.

Article 7:
This Treaty hereby establishes that every party to it shall collectively work toward counter measures against chaotic infestations, mystical beings of a hostile nature, paranormal psionic or other abnormal and/or supernatural forces. Neither this article nor treaty will attempt to infringe upon the policy of member nation that concerns the internal laws governing the aforementioned list. However, subjugation and extreme and unusual punishments to beings of this persuasion if innocent will be considered a violation of the sentient rights declaration of this treaty. In addition if a chaotic infestation is discovered the security council will be called to session to determine what action is deemed appropriate, due to the highly volatile, corrupting and hostile nature of chaos and some other mystical beings. Similarly any attack with such abilities by any power possessing them against any party to this treaty will invoke Article 3a and Article 4.

7a:
Any party to this treaty that maintains the ability to use mystical, paranormal or psionic force will have their abilities classified equivalent of a scale of conventional weapons. This article does not prohibit in any form powers with these abilities to join this treaty, but establishes that in the instance of inter-stellar relations within this treaty a number of specialized personnel with these same abilities shall be the basis of a conditional deterrent and if need be a force to apprehend powerful beings within member powers if requested by the subject state in order to prevent destruction or widespread disorder resulting from, but not limited to, the criminal, insurrectionist, or homicidal tendencies of any such being.

Article 8:
Member governments are encouraged to allow the free passage of signatory ships except in cases where this passage may be hazardous to one or more parties, such as in the case of a natural disaster in a system, or if deemed by the government of the subject nation that all civilian space flights be grounded or turned away. This treaty will also establish a conditional framework for the construction and maintenance of a gate network to connect participating treaty signatories. In addition, these gates will be used for civilian traffic and the rapid deployment of armed forces in cases of armed aggression or when Article 4 of this treaty is in force. An intergalactic standard for civilian and military craft as well as personnel shall be established to mitigate confusion.

Article 9:
Signatories to this treaty may act unilaterally with one or more members outside of this organization, however if such actions include an attack and they are retaliated against then Article 3a and Article 4 do not come in to effect except in specific circumstances where the attack was preemptive for the subject power's national security. In cases where there is a threat to the whole of the GESO but no active aggression has yet been facilitated then this article will permit the voting security council to use a multilateral force under the GESO to eliminate the grave threat. This applies only in cases of extreme threat, such as imminent invasion, or the deployment of weapons of mass destruction with clear intent to attack one or more member states.

Article 10:
The GESO will operate a fully staffed and functional headquarters known as Allied Operations Command (AOC). Allied Operations Command will house the GESO council, security council, and the senior command staff from all member powers. The United Terran Alliance, the primary signatory to this treaty, shall house Allied Operations Command. However, secondary headquarters known as Auxiliary Allied Command will be assumed by a power through a council vote. In addition, should circumstances prevail in emergency circumstances or if it is decided by the hosting power to call a vote for relocation of Allied Operations Command, then the council will deliberate and thereafter implement the relocation to the awarded power. All GESO heads of government and senior military officials where applicable will have a direct up-link to Allied Operations Command in order to facilitate coordination with GESO commanders, and to dictate their directives to council members. Command staff and the chief general officer will observe events, major operations, enemy operations, and units conducting exercises.

Article 11:
In the instance where either or both Article 3a and Article 4 come into effect the command staff will, under Article 4, have the ability to communicate with commanders in the theater of operations. This is to facilitate the deployment of GESO assets in order to effectively counter a major offensive against an allied member or, if directed to by the council, as an offensive strike when deemed fit. Under Article 3a command staff will put assets on notice and deploy them when the security council deems it appropriate as part of a response, or a security measure.

Article 12:
The GESO membership process is begun when a power submits its signature and application for review by the council, when the application is received a stringent review process by all member governments will begin to ensure that the applicant is appropriately abides by the charter, and not in violation of the articles set out in this treaty. If the applicant power passes the review process than they will be granted probationary membership, until such time the council votes in favor of approving the new probationary member as a full member power of the GESO, or a period of five years has passed and the probationary member has not violated the articles of this treaty nor misrepresented themselves. In instances that involve gross violations of the charter, misrepresentation, and armed aggression against fellow members, expulsion is effective immediately and in a circumstance where the expelled party is attacking a member article 4 will come in to effect. In minor violations of policy, charter, or treaty obligations involving non critical breaches the council will vote weather to secure, expel or reduce a member to probationary membership.

The ADS Forerunner was in the right place at the right time. They had been sent out to find this "Terran Alliance" specifically. The Galactic Data Networks they had accessed and news services they had been able to breach had spoken well of them. They would be a good ally, it seemed. As they arrived out of the latest jump, they spread their drones and caught the message as it was being transmitted. They were calling a summit.

Praeceptor Harroldson laughed. That made his job easier. With a burst over the Ansible, he transmitted the message home and moved on.

Back in the Large Magellanic Cloud, on the Milky Way side of the Tarantula Nebula, the massive Construct of Akrid continued to spin. Inside of it's Nickel-Iron Walls though, the triumvirate was divided. Imperator Lucas sat back and watched his President and Prime-Minister arguing over the message. Prime Minister Tekala was, unsurprisingly, a member of the Aristocratic Party. His movement favored isolationism from this universe and trade with others. Better to keep those who knew of their existence at a currently insurmountable arms length. President McEvedy - originally of the Kerenskiy Konfederatsii's Wolverine Province - was a member of the Liberty Party. With her people's old enemies located far away, she and her party favored greater interaction with the outside world. Though she was wary of an alliance such as this, she recognized the economic gain this would bring. The Emperor would have the final say, both of them knew that. Though equal by law, his position had been created by St. Yoethran himself. His position was the one which had originally led the Akridi to glory, and his father - as so many Emperors had done in the past - had served as a beacon of light in the darkness of the Devourer and the Exodus. Though equal by law, by tradition the Emperor was first among equals in the Triumvire.

It had been he who convinced the Crown Royalists and the Liberty Party to vote in favor of the diplomatic reconnaissance mission. It had been he who ordered the Electronic Warfare Pickett Ships to be seconded to the Foreign Ministry for the purpose. He wanted to end his people's isolation and discover more of what this universe they had stumbled into out of blind fear had to bring. Prime Minister Tekala knew he was fighting a losing battle, but he might be able to ensure the President and Emperor didn't give away the farm in the process. He was successful in one part, the diplomatic team would be ordered to protect their location unless absolutely necessary. President McEvedy had asked sarcastically why they had even bothered building the SAPL array in the first place if that was the case, but ultimately agreed. The Emperor just smiled, the SAPL array would provide them all the protection they needed.

The Forerunner was ordered to Terran Alliance space, and a single message was sent.

We are the Akridi. We wish to attend this summit. With your permission, a diplomatic ship will be sent carrying representatives of the Union as a whole and the member-states individually.


Included in the message was an overview of the culture. This Federal Union seemed like good allies. Perhaps it was time to find out.

The ADS Legatus, the first of a new class of Diplomatic Chancery Ships. She was designed as a mobile Chancery, and could function as an orbital embassy. Her only defenses were massive shields and energy cells capable of five FTL Jumps in rapid succession. The Akridi Imperial Guard was notoriously proud of the flag. They insisted that every naval vessel carry a flag in the vacuum, even if it meant including a bar in the flag to keep it streaming. The diplomats had tried to keep BuShips from doing the same thing to the Chancery Ships. They had not only failed, the flag was even bigger.

Ambassador Blandinus Curtius Celsus was Chief of Mission aboard this ship. And he knew this would be a strange mission. He had multiple Deputy Chiefs of Mission, one from each of the member states of the Union, on this mission with him. If Akrid chose to sign this treaty - and Ambassador Curtius knew the pressure was on him to do just that from the Emperor - they would have to abide by it. Thus, it was necessary they at least had a say on the decision to reject or approve the charter. Career Minister Dobrev of the Kerenskiy Konfederatsii stood at his side. Dobrev was the only other human in the senior staff. Career Minister Helgia Tel'Tak was a Caamasi from New Calocour, the Galatana Hierarchy had chosen the Volus Career Minister Nafran Con in place of the Turian government, the Quarians had chosen Career Minister Lar’Raanis nar Adori. The Krogan had no patience for diplomacy, and thus had asked Career Minister Edera T'Volek - herself a daughter of an Asari-Krogan marriage - to represent themselves along with the Kurinth Republic. The City-State of Cord'ai had sent Career Minister Ta'rac Chulak to represent the Jaffa. They were among a dozen others, each representing a member state in the Union. Curtius idly wondered whether anything would actually get done...

OOC: Do we want to post an OOC Thread for discussions? I like the charter, and my diplomats will agree to it in the end, but a few of the staff being sent will object to the disclosure of our location on general principle. We are a slightly paranoid lot, but the majority wishes to move out into the universe.

Ambassador Curtius tried to hide his annoyance. Taking a guest's weapons? Guests should arm themselves with the expectation they might have to defend their host. Granted, the last time that had even been necessary was before the Unification, but it was a courtesy thing. At least he had been given a weapons check receipt so he could get it back. Emperor Severus had given that rapier to his great-great-grandfather. Career Minister Dobrev was far more sanguine on the situation. He was still not used to this "everywhere armed" mentality of the Akridi. The rest of the staff was even keeled as well. Dobrev waved them inside.

"Ambassador, may we speak for a moment?"

"Of course," Curtius responded. Dobrev was his Deputy Chief of Mission, it was only polite.

"Sir, you need to calm down. Sir, this is a basic difference of protocol. I know it is one that goes against your culture, but we are somewhat unique in this universe. You know this. Sir, just take a few moments and collect yourself."

Curtius wanted to yell at him, but he was correct. Cutius WAS blowing this way out of proportion. With a few brief breaths, he calmed himself and led the way in. He almost - almost - broke his stride upon seeing the 6 m tall robot. Even in Akrid, few infomorphs chose a shell like that one. This guy was big.

Curtius walked up to him - hoping the entire time that he was assuming correctly this was an ambassador and not some assassin, he was feeling awfully naked without his sword - and placed his hand over his heart. "Greetings, I am Ambassador Curtius of the Imperial Union of Akrid. This is my Deputy Chief of Mission and Consular from the Kerenskiy Konfederatsii, Mikhail Dobrev, and the representatives of our various Civitataes." He introduced them all. It was a long list.

"The Fedral Union you say? And what sort of meeting are they wanting us to attend?" asked the wisened voice Senator as he sat back in his office chair letting it turn slightly giving him a wonderful view of his private lake as the blue light of the Bianary Neutron stars refleted gracefully along to crimson red waters giving things nearby a sutle violet color in the shallow portions near the shoreline. The response came soon after from seemingly nowhere, yet also from everywhere.

"The Fedral Union has always been a steadfast ally of the Imperium it would be at the very least rude to accept their invitation. At best it could enhance our position with their government and we may finally be able to see about forming a lasting economic deal there. At worst it would be a nice vaction for you and the family. I know ever sense you ascended to Senator you have been working non-stop and I'm sure your wife and daughter would like to see what it is that keeps you await so often these days."

Ari' Yah sighed softly as he knew the voice had a well founded point.

"Very well then... Let the Fedral Union Delegate Service know I and my family will be attending this event and to contact you should they have any further questions.... now... I believe we both have something to do... I will speak with you again on the ship."

The voice made no response, but the sensations in the room changed when it left. Ari' Yah so loved having his own Intelligent Construct as his personal assistant. Not more than a few seconds after the I.C. had left to go about its tasks Ari' Yah's wife and daughter entered his office prompting him to fall to one knee which caused his daughter to run at his letting the two fall into a full embrace. Ari' Yah's wife only stood and smiled and a soft giggle as she watched the two swirl about as the little one laughed.

"Tell me my lovely daughter... how would you and mommy like to go on a trip with daddy?" he asked as he gave sly eye to his wife to gauge her reaction, whch turned out to be pleasent enough. The little girl made a pondering face before sking a question...

"Will I get a present?"

Ari' ah laughed and pinched her nose while nodding his head 'yes'. This was all she needed to know as she begins to yell "We're going on a trip!" and storms out of the office to make ready her cloths and favorite toy for the voyage. Ari' Yah and his wife both gave a mild chuckle as they watched their little girl race down the hallway scaring the families baby Biomech pet. Once she was out of sight Ari' Yah's wife closed the door and gave her husband a soft kiss letting her arms wrap over his mid-section. Ari' Yah returned the kiss and enbrace before surprising her by lifting her up and giving her a small twirl making her give a small shirek from the surprise. As he placed her feet to the floor once more she slapped his chest playfully as if the seem angry by the action.

"Don't scare me like that!" she said as she fell back into his arms once more. "So where are we going for this trip? Somewhere nice I hope..."

Ari' Yah answered enthusiasticly "We are going to Neo-Earth... The Fedral Union has requested a delegation to attend a meeting. I thought it would be nice to have my family nearby to help me keep things in perspective."

Sli' ie, the wife, quickly turned about pulling his arms around her waist before responding. "As long as you promise to take me out to dinner after we are done... you'll hear no objections from me."

Ari' Yah leaned in and kissed Sli' ie's neck saying "I'll take you to the ends of the universe and beyond..."

With final preperations to the ship and the flight plan approved the Captain of the vessel took his place at the small ships helm and gave his approving gesture to take the ship out and begin a Dime-Jump to Neo-Earths outer defensive zone. It was a small ship so it only needed to get a short distance away from any other vessels before jumping into Trans-Dime space for the trip, but before that the Captain wanted to attend to his ship's V.I.P.'s. After a short phase jump to the quarters deck he straightened his uniform and checked for anything in his teeth before knocking at the hardlight door to Ari' Yah's suite.

"Enter" called the ominous voice prompting the Captain to enter the room where Ari' Yah was sitting at an office chair looking over notes and documents. As the Captain stopped at the desks front Ari' Yah pushed the documents aside and folded his fingers before speaking.

"Captain... I hope all is ready for our trip?" he inquired as he sat back in hi chair. The Captain nodded agreeingly before speaking. "We are your Lordship, but I must again object to the weapons policy of this event. the risk to you is to great to ignore."

Ari' Yah nodded before speaking. "Perhaps you are correct Captain. Should I need assistance for defense you have my permission to send this ships security crew to retrive myself and my Family. However, I will see that I show in good faith our willingness to show respect for reasonable requests... and fear not Captain... I am not so removed from my old life as to not remeber how to defend myself."

The Captain gave an Official nod before phasing back to the bridge where the Helmsman was ready for the order to Jump. The Captain took his seat and waved his hand silently commanding the Helms to begin the Dime-Jump. From the inside of the ship the windows outside take on a blood red color as a bright yet non-radiative light envelopes the vessel then vanishing leaving nothing behind but micro-particle gems of Dimensional vapors.

(Outer Neo-Earth Defensive line- Intersteller traffic control.)

As the Vessel exited Dime-Space back into normal reailty the ships crew began trying to make contact with the Fedral Unions Traffic Control in order to receive docking orders....

Narume Atan, an older Calaverian and major diplomat of the Cooperative had arrived and was now walking about the meeting place of the other nations that were also in attendance. There was no need for security, at least the other leaders of the Cooperative sure didn't believe so. He wore white suit and sat down. His nation had already signed an agreement before hand however but this was the official joining of the military Alliance of the GESO.

" It sure is good to be somewhere else other than bartering with local militias and insurgent groups over half-assed copies of our weapons to be sold to them" He whispered to himself before sighing. With this new alliance it would allow the Cooperative a lot of leverage for their small size. With only five worlds they planned their actions carefully. They knew when to argue and when to agree also when to cut their enemies throats in their sleep. Narume looked at his watch, which wasn't on his wrist but a HUD imprinted from behind his eye, a synthetic organ like creation used to give him real-time information. The Calaverians were great at mixing syntho-organic technologys together, in fact many of their creations had a artificial exterior and a organic like interior. One could look at their soldiers, they often wore damage resistence plastic polymers as their armor and underneath a gooey like organic substance softened trauma.

This was no exception as the man blinked to change pages on his schedule before leaning back and smiling.

Career Minister Edera T'Volek noted the man sitting in the corner, and made her way over. Running her hand over her scalp crests, she asked, "Is this seat taken?" Her red dress was daring in cut for an Akridi, though rather modest by Asari standards. Only a small amount of cleavage was visible, and the slit in the skirt only came up to her knee. Overall, the shade of red and the gold shawl she had artistically draped and pinned together above it went well with her deep blue skin.

With the voyage over the small family walked into their suite and took stock of the situation. Their daughter was still young and had never ventured outside of the Imperium and so a great any thing where fasinating to her, especially the furniture which was made of either metal, plastic or wood like materials. Ari' Yah and Sil' ie watched as she moved about touching and tapping everything around her as she tried to identify the material she felt.

"Daddy... What is this made of?" she asked as she stopped at the old wooden deck which overlooked the cityscape on the upper floors. Ari' Yah gives Sil'ie a quick kiss before rushing to his little girl, picking her up and sitting her down on the desks top so she could feel the woods texture.

"It's made of wood my dove... wood comes from trees." he told her as she placed her hands upon the indented portions where once a many letters had been writen upon it. It was amazing to her that wood could be used for so much. She had heard stories about the Ancient people who used wood long ago in Hobbeebia, before its use was outlawed unless found dead and you had permission to use it. As she continued to pay attention to the desk Ari' Yah returned to his wife and told her he had to go back down stairs and mengle till the meeting was to take place. With a graceful nod Sil'ie gave a small kiss to his cheek and closed the door behind him as he left back downstairs where the other delegates where now gathering.

In the elevator he closed his eyes and willed his traditional dress attire for a more politically suitable one that was a simple series of white robes covered with a golden chest plate which allowed his 6 wings to fold naturally to his back to keep this from being so noticable. It was a troublesome thig to do but it was better then having a child come running run and giving them a good tug pulling out a feather. As the elevater landed at the ground floor he took a look around the room and took stock of those already present and made his way near others of the same cloth, hoping to worm his way into some idle chatter with the other delegates.

Curtius wanted to yell at him, but he was correct. Cutius WAS blowing this way out of proportion. With a few brief breaths, he calmed himself and led the way in. He almost - almost - broke his stride upon seeing the 6 m tall robot. Even in Akrid, few infomorphs chose a shell like that one. This guy was big.

Curtius walked up to him - hoping the entire time that he was assuming correctly this was an ambassador and not some assassin, he was feeling awfully naked without his sword - and placed his hand over his heart. "Greetings, I am Ambassador Curtius of the Imperial Union of Akrid. This is my Deputy Chief of Mission and Consular from the Kerenskiy Konfederatsii, Mikhail Dobrev, and the representatives of our various Civitataes." He introduced them all. It was a long list.



Nexus would look around as you could hear his gears wind up from directions of his arms. The armored machine was intrigued of this new place in which he never been to. He wonders if he should remember to himself every time he walks into a meeting of some sort. The last time he done it, it caused a scene. A big scene. Nexus was forced to leave that day without any words.

Moments later, he would hear a distinct voice to him. He finally looks over at the man and his friend. The face of Nexus could terrify anyone, due to him being some machine. He kindly stands up and nods at them, giving them a sign of thank you. "Salutations, friends. What a pleasant surprise! I wasn't expecting someone vast such as you." he said. He wasn't there to make enemies. He was there to make more allies. He soon begin to speak to him about Military upgrades while passing the time of waiting for this meeting to begin.

The small group of three races walked into their suite relaxing but with each one thinking of as many outcomes as possible.

Haven't been on a planet in long time it feels unnatural said Jullian.

You get used to it though lets get this done I don't want to seem like a latecomer replied Avelin.

The group quickly made its way to the meeting room and taking seats and staying quiet. The AI fur and Equestrian all sat together waiting for what would happen next.

Wow, that is an odd face, Curtius thought to himself, Whoever designed that either didn't care about aesthetics or didn't understand biomorphs. "We are actually a rather middling nation as a whole, we simply believe a Confederal power structure is better for Biomorphs, and that our member Civitatae should have the right to send a delegation along to any treaties to be signed. Ultimately, as the representative of the Union as a whole it shall be my job to approve or disprove of Akrid's signing of the treaty; but I shall not do so if too many of the Civitatae Foederatae and Civitatae Libera et Immune vote against it in private council."

As the talk shifted to military technology, Curtius sent a quick comm burst to Dobrev. The Konfederatsii was a Stratocratic Republic in which only veterans could hold executive offices. As such, he asked Dobrev to take point on the conversation. "And what, pray tell, did you have in mind for military upgrades? What kind of technology are your people looking for?"

Malcolm watched as the delegations poured in, from all over the galaxy and beyond they had made the trip to this humble meeting. To affirm their stance, and their strength. Malcolm took a frosted glass filled with ice and water and decorated with etched glass flowers on the outside. He began sipping at it before putting it down standing up and walking towards every delegate. He began greeting them one by one a smile over his face, this was going better than he expected, he didn't know this kind of turn out would appear.

“Hello, I'm secretary of state Malcolm Shore welcome to New Sol everyone its an honor to have you with us. I'm glad to see everyone here, its been a long time since we've had so many representatives in one place. But that is because of the affairs in the galaxy, we will not bow down to the isolation imposed by the rest of the powers. Our economic well being depends on it, and if all goes well we'll be on our way to a more secure and prosperous future. With that let us start this meeting, the charter is on the table for each of you to evaluate, during this session we'll see what needs to be changed a bit. But our hop is it can be accepted in its current form.”

Malcolm looked around his eyes averting from person to person, he gazed at the earth pony that was present and gave a nod to him it was interesting he thought and rather good for diversity and what GESO stood for. He sat down and shifted forward in his chair ready to get this meeting underway, so far so good. It was a nice turn out, it seemed as if many were at least interested in what this treaty and organization was about. So Shore wanted to run with it, and to see how far he could get. The intent of GESO in the UTA's mind was not to be the galaxies policeman, however this did not mean they would remain by if a threat is clear and present, or if a power blatantly violated the sovereignty or properties of member worlds. Malcolm settled in to his chair, he started looking over the data pad before him, it was tied to the rest of them and could see any changes the others made. That way it would be easier than having to repeat what they meant. Today was going to be long, but well worth it in his eyes. The chandelier above him shined with the soft incandescent hue from their simulated bulbs, it was a smaller version of what was down in the lobby, but it was rather ornate indeed this was one of the best hotels in the UTA.

Curitus strode over to a seat near Nexus, making sure to keep Dobrev on the side with Nexus in case the two needed to continue speaking. He saw Dobrev hand the infomorph his comm channel and a public key encryption for it (while discreetly placing a military grade attack barrier on the back of his neck, just in case). Career Minister Tel'Tak was given the seat on his other side - he hoped the fact she was Caamasi would help in the coming summit - with the rest of the Consuls taking their positions behind them.

Picking up the pad, Curtius read through the proposed Charter. The Aristocratic Party was sure to dislike Article 2 - they were a bunch of Neo-Mercantilists, but the Crown Royalists and the Liberty Party would approve and the Church loved any idea which met with "Natural Law". It would pass through the House of Lords and House of Commons rather easily. The Liberty Party would probably express annoyances in private that he didn't push for a full free-trade zone, but the option to create one meant they would set up the Helios System as a Free Port within an hour of ratification and the Aristocrats wouldn't be able to oppose them beyond a token to keep their base in line.

He couldn't help but wonder what Article 5 would mean for the diplomatic ship currently being threatened in what was originally thought to be uncontested space, but the Imperial Guard would be able to strike back. He hoped.

Chaotic infestations? Curtius could almost feel the eyebrows lifting around him. They don't mean Chaos like those Imperium of Man loonies over in Universe-4011 did they? Curtius certainly hoped not, that Nurgle entity creeped him out...

The gate network would help appease the isolationists. The light from the Milky Way was 168,000 years old by the time it reached the LMC, and the reverse was true as well. Plus, a Gate Network would mean transit to and from the Milky Way would no longer take months.

Curtius could feel some of the disagreement flowing back at him from the shared comm channel, but the yeas were already outnumbering the nays. Still, he had a couple things to discuss. Better to wait until the charter as written had been agreed to before bringing those items up.

Elizabeth Hopkins strode up to the guards. "Hello boys, how are you doing today? Is this the GESO meeting? Elizabeth Hopkins, Intergalactic Syndicated Press." She handed over her press pass, "Mind if I enter?"

Picking up the pad, Curtius read through the proposed Charter. He couldn't help but wonder what Article 5 would mean for the diplomatic ship currently being threatened in what was originally thought to be uncontested space, but the Imperial Guard would be able to strike back. He hoped.

Chaotic infestations? Curtius could almost feel the eyebrows lifting around him. They don't mean Chaos like those Imperium of Man loonies over in Universe-4011 did they? Curtius certainly hoped not, that Nurgle entity creeped him out...

The gate network would help appease the isolationists. The light from the Milky Way was 168,000 years old by the time it reached the LMC, and the reverse was true as well. Plus, a Gate Network would mean transit to and from the Milky Way would no longer take months.

Curtius could feel some of the disagreement flowing back at him from the shared comm channel, but the yeas were already outnumbering the nays. Still, he had a couple things to discuss. Better to wait until the charter as written had been agreed to before bringing those items up.

Elizabeth Hopkins strode up to the guards. "Hello boys, how are you doing today? Is this the GESO meeting? Elizabeth Hopkins, Intergalactic Syndicated Press." She handed over her press pass, "Mind if I enter?"


Nexus, due to him being a VERY smart and intelligent machine, heard what he said from his facial expression. He decided to let it go. If things broke loose during this meeting of his, he probably would've been destroyed, kicked out, and never seen again. He then nods and said "It's not I that is wanting Military upgrades. It's that I am offering you." he said. And since he didn't fully pat him on the shoulder, he barley did it. If he done it, he would've broke his shoulder, due to having incredible strength.

Moments later, he sees some women come through and calculates her, to make sure she wasn't a threat. Due to him being part super computer, he would then try to understand how her ways was. (That means by betray or something like that). by understanding her blood sample, her body temperature, her eyes, and her facial expression. Come top find out, she wasn't a threat.

He looks over and joins Ambassador Curtius looking through this pad. He smirked. The article mad Nexus a bit... well, quite well. He looks at everyone and calculates them. He leans his head back and growls a bit.

He then speaks up in his, scratchy computer voice. "So, about this alliance, what do we need to know?" he asked a she looked around, hoping someone would give him an answer to his question.

(The ambassadors has stayed quiet reading the charter and moving parts of their body slightly to communicate if they disapproved or approved of a section)

(So far so good thought Jullian the council would be okay with this)

(One learns more by listening thought Aveline after she read the charter and her voiced her OK by the flick of an ear as she began listening to more of the conversations)

(Content after reading the charter Slade Voiced his approval by getting more comfortable in his chair, I can imagine the paperwork and it won't be on me for once thought Slade as he began to drift off)

Ari' Yah took notice of the others all gathering in the main conference room of the hotel, a room that held great splender to be sure. Ari' Yah tried his hardest to remain un-noticed as he took a seat within eye-shot of the other delegates as he took up his own data-pad and gave the alliance charter a looking over, all the while taking notes on the perspective issues which may arise from his signing the agreement. Everything seemed fairly standard for the type of alliance being proposed, all except for the building of hyper-gates. The imperium prefered to remain... locationally exclusive. His dossier told him that his people where not the only Dark-Space dwelling nation to be present to the meetings... this Curitus character seemed to be from the place. Dark-Space was a big place with few landmarks to use. Rogue planets and blackholes are a constant threat even more so to a people which seem to lack a proper system.

"I am a little curious as to who these... Proposed Allied Operations Command will be controled by? Will a multi-national crew be stationed there or will it be an inhouse deal?" inquired Ari' Yah as he placed the data-pad on the table once more. It was about this time the he noticed his wife and daughter walking through the lobby. He gave her a smile which she returned and they walked outside to enjoy the city and what it had to offer. A quite sigh to himself he returned to the meeting with his full attention.

"The Hobbeebian Imperium also wishes to know standard the classification and grading of Genetic Abilities. The Imperium already has a classification system in place for such reasons, and to what extent will GESO's power be able to restrict or regulate said abilities?" Seeing as the Imperium concluded that psionics and of "mystical powers" where simply forms of geneticly aportioned abilities, it was only wise to monitor the development and potential danger presented by the abilities... as well as find ways to counter-act them.

After submitting his questions he took a look around the room and took stock once more of the delegates as they read the charter themselves, trying to gauge their reactions by the change in their auras. The one that was not showing any beyond an electrical discharge was the overly large mechanical being. Why such a monstrositey was sent to the meeting and not someone of flesh and blood was somewhat insulting, but he made no attempt to display his contempt.

Curtius could feel Ari'Yah's eyes on him. He looked up from his pad and met the guy's eyes. With a quick mental command, a small retinal laser comm system buried in his eyes blinked a rapid burst message at the alien in morse code.

Ari' Yah, that was sitting from him, would be looking at Nexus. Nexus looks at him and calculates him from his body. He didn't find him a threat to harm him or anybody here so he looked away and kept his mouth shut.

Nexus stood up and looked at everyone. The 20 foot tall machine growled. He was hoping he could get everyone's attention on what he was about to say. "If this room doesn't mind, I'd like to say.. er... offer our alliances a few things or two." he said. The movement of his body would barley make the room shake. Enough to make ripples in a water, poured in a cup or a glass. He walks in front of the room and taps his chest, getting everyone's attention. Well trying to.

"I would like to say, first off, greetings. My name is Nexus, I am the leader of a vast Military and complete control over Cyberdyne Systems and Military Upgrades. Do not be afraid. As much as I look dangerous, I don't like to kill. But anyhow, I would like to discuss this... alliance." he said as he looked at everyone.

(OOC, assume we arrived quietly earlier.)

The Void-Walker hung in its orbit, having made an unimpressive entrance to the system and the lone recon carrier having already sent down the delegation, its command crew waited in anticipation of what would happen.

Planetside, the delegation sat quietly, having made their way in. The three representatives took their time reading over the supplied tablet with the articles. Hian, a brown and white patterened male Icatan, was the ranking member of the Talonian delegation and the director of the Merchant Caste. He wore a red toga with gold filligre accents over a white vac suit. Not bothering with extra footwear beyond the built in slipper-shoe of the suit. On his left sat a black furred male Merr named Kuror. He wore a black sleeveless coat buttoned up to the neck over a black and purple vac suit. Purple bars lining the collar denoting his rank within the Caste of Ebon Mind. On Hian's right sat Lohel, a silver haired female S'kan of the Warrior Caste, she was attired in a formal officer uniform, black shirt-jacket with red markings on the epaulettes, a pair of black slacks and polished boots worn over a black vac suit. Both Hian and Lohel wore empty holsters, and Kuror posessed a moderately sized metal clip on the back of his right shoulder that his coat was designed to allow through. The three of them having reluctantly left them aboard the shuttle rather than leave them in the care of anyone. Even so, neither Hian or Lohel were worried knowing Kuror's status within his Caste.

They whispered amongst eachother, anyone able to overhear the hushed tones would hear what sounded like an amalgamation of animal sounds and something resembling words here and there with no apparent constant for grammar or root language use. They took turns pointing at various parts of the charter, exchanging comments as they simultaneously took turns looking up to pay attention to other delegates present. After some time, the two looked over at Lohel, who looked up to the assembled delegates.

She spoke in a clear sharp tone, she had advanced to the rank of Vice Admiral, and had a long record of service behind her. "We have come to agreement, and each of us has something we wish to be clarified." She paused, brushing a lock of silver hair from her face, looking to Hian who stood up and seamlessly continued.

"Firstly, I, Hian, as representative and Director for the Merchant Caste, and Warrior Caste representative Vice Admiral Lohel" he gestured to her, "Have issue with Article Two, our own laws prohibit the passage of any foreign vessels or individuals to or within our core systems. Due to reasons of national security, all current trade is conducted through four trade hub star systems. Regardless of any affirmations of security from members here, we will not waver on this measure." He paused but a moment taking a breath. "Second, the Warrior Caste finds issue with article 8. On the matter of the gate network, it is acceptable to place such a device in proximity to our Merchant systems, however all trade will have to be handed off at the trade hub and taken on by soveriegn vessels to core systems. It is also against current regulations to allow intigration of military forces, though I believe this can be worked through fairly easily." He took another breath, not letting up his pace. "Third, and possibly the most pertinant to our decision. The representative from the Caste of Ebon Mind, Master-Wizard Kuror," He gestured to the Merr on his left. "Requests clarification of Articles Seven and Seven A, as pertaining to the weaponized classification system. It is his own, and my own opinion that this could cause undue stigma between those with and those without metaphysical abilities. Indeed, many of those within the Caste of Ebon Mind would warrent a similar classification to tactical weapons of mass destruction due to their inherint capabilities. Though I should mention that we have an extensive classification system in place already to gauge ones mastery of metaphysical abilities and regulate their use." He took a final breath and sighed. "That is all, I concede the floor." Hian spoke before sitting back down.

Prince Abahai, the representative of the Minrozian Empire and member of the royal family. Born of vampire mother and human father, he was known to possessed streaks of aristocratic arrogance but on other hand, deep down he has a generous and golden heart caring for the welfare of Minrozian subjects. He was sent to this meeting by his cousin – the Emperor as the gesture of goodwill and sincerity to the alliance. Not only that, he’s one of the most level-headed and pragmatic Imperial officials, unlike many of his isolationist peers. Although the sceptical and nationalist elements of the Imperial cabinet believed the alliance is a waste of time and resources, they feel GESO is more likely bring harm to the Yang Empire than good. But the Emperor and his supporters begged to differ. They believed becoming part of the alliance will yield good results in the long-run and possibly getting their allies to help them fight the Xorans and the Omaskans. In any case, Abahai is now here as the representative of his nation.

Donned in his royal yellow robes, he stood up from his seat and gave a respectful bow to everyone in the room as per the tradition of his people and partly…more on formalities. The prince begun introduced himself, speaking with his notable Minrozian (Chinese) accent. “I’m Prince Abahai of the House of Yang, cousin to His Divine Majesty the Emperor of Minroz. On behalf of my country, it’s an honour to be part of this alliance of great nations, much like yourselves. However know this…we Minrozians will honoured any reasonable goals which will benefitted us as a whole and the need for greater cooperation in the times of crisis. So don’t wished to make war or to conquer but to make peace, living in harmony among the civilizations. From this day, I hope we worked together for the good of our nations. May the Heavens blessed your people eternally.”

He sat back into his seat, tapping his finger on the table for attention.

“I rest my case and now as to the business.” Abahai clears throat, “Like His Esteemed Excellency Ari’Yah of Hobbeebia said, which nation is going to lead the Proposed Allied Operations Command? Personally I do recommend a multinational crew, combined with their past experiences and profession. That way, it’ll not show favouritism or led by the ‘imperialists’ in my opinion. A fair trade of many species working together in the Allied organisation such as ourselves and promote mutual cooperation of our nations.

As for article 8, I must put forth the concern of my government. The gate networks, at least our own, should be regulated and supervised by our respective political entities. Who is going to look after our portal gates? Will it hinder national security? In my country’s case which is an Empire of many dimensions and worlds, we preferred to look after and make our own portals or gates to clarify your understanding of our terms.

Lastly, the rest of the articles is more than satisfactory for me and my government.”

Ari' Yah's eye brow raised slightly as he saw the small bursts of photons coming from the aliens eyes. He could tell it was in some kind of code but a code he was not familiar with in the least. However, as the code began the aliens aura shifted to a slightly darker which Ari' Yah took as being to some degree annoyed at being looked at. At the same time the mechanical obstruction broke the tranquility once more by not only speaking but also by walking to the center podium causing what he figured was serveral stress fractures in the buildings floor.

"I would like to say, first off, greetings. My name is Nexus, I am the leader of a vast Military and complete control over Cyberdyne Systems and Military Upgrades. Do not be afraid. As much as I look dangerous, I don't like to kill. But anyhow, I would like to discuss this... alliance."



"The alliance your refering to is already being discussed."[/] he mentioned as the metal behemoth returned to his seat. Then others stood up making their cases. The most notable ones being the Meta-physical classification system, the Allied Operations Command, and the gate system jurisdiction.

As for article 8, I must put forth the concern of my government. The gate networks, at least our own, should be regulated and supervised by our respective political entities. Who is going to look after our portal gates? Will it hinder national security? In my country’s case which is an Empire of many dimensions and worlds, we preferred to look after and make our own portals or gates to clarify your understanding of our terms.

Ari' Yah nodded at the Princes question he to was interested in the the gate system as well. Since Hobbeebia's Home system was located in Dark-Space they had long learned hw to enter the galaxy quickly without the need of a Portal Gate. Thought he was sure the gates would be used by the less-technologically advanced races to reach Hobbeebian Imperial space for trade reasons, the thought of having a extra-governmentally controlled travel device within the Imperiums space would cause some concern with the Miltary command. Not to mention the possible interaction issues such gates would have with the Trans-Universal Drives on the larger Warships, or the Binary Neutron stars the system orbited around. Even in alter-space the intense gravity of the system would make the gate unstable during peak activity. Ari' Yah would have to see these issues addressed, but waited to see how this Prince handled the situation.
