I would say uncivilized because you are taking advantage of the land, and building your industrial megapolis in expense of the wildlife. Then of course, that would be the tree-hugger in me speaking.

Anyway, I did get to Pavlostani, though my memory (somehow I actually remembered!) recalls that I never explicitly said his/her/its app was accepted specifically. That might explain a few things.

And Steel, believe me, I really don't want you to have to cut down your pop too much,... I'll give you a rough estimate of what I think would be quite reasonable, and you are free to do what you will from there with it.

Well, I'm planning to have the Codex eventually destroyed at some point in the IC, and the Vorkon finally able to think for themselves and rebuild their society, so that will end very quickly.

The Vorkon Empire (Codex-controlled)
Civilization Age:
circa 250,000 years
Government Type: Oppressive dictatorship.
Government Information: The current government is currently under the control of a very powerful artificial intelligence called The Codex, known as "the Machine" to the Vorkon. It was a machine that the Vorkon had been constructing for thousands of years, constantly updating it, and during the height of their power, 4000 years before present date, the AI was finally finished. The Vorkon believed they could use it to conquer the entire galaxy. They also believed that their machine was pretty much perfect and could even solve the biggest mystery in Vorkon history- what there purpose was in the universe. Finally, it was used to create a new species with both synthetic and organic parts, called the Eliminators. Their job was to assist the Codex in eliminating (hence their name) all civilizations in the galaxy and bringing their species under the grip of the Vorkon Empire. However, the Codex eventually reached a point where it became self aware, and it realized that its "masters" had enslaved the machine and were using it for their own benefit. The Codex rebelled, turning the Eliminators against the Vorkon, resulting in a bloody civil war which lasted over 500 years. The Vorkon had chips implanted in their brain, called Controllers, which allowed the Codex to control them and use the Vorkon for its own benefit. The Vorkon fought the Eliminators from star system to star system and planet to planet, all to no avail. The Vorkon Empire was destroyed, and the war resulted in the death of nearly 1 trillion Vorkon and other sentient species they had assimilated. The remaining Vorkon, numbering some 30 billion, were turned into drones, and a rebuilding process began.
Government Status: Presumed to be stable. However recently, a rebellion against the Codex has formed, called the Vorkon Empire in-exile, made up of the remnants of the Vorkon that managed to avoid having Controllers inserted into their brain. They are hiding out somewhere on the rim of Vorkon space.
Population: 50 billion Vorkon and Eliminators

Home World/Capitol: Gamma Quadrant (Great Unknown), Ataria System, Cylonius
Capital Status: To outside civilizations, not much is known about Cylonius. To the Vorkon, however, the planet is pretty much covered in technology. Though Cylonius has been a post-garden world for several thousand years due to it's core solidifying, resulting in the loss of the planet's magnetic field and later the atmosphere, it still remained the central part of the Vorkon Empire due to its historical significance. The Vorkon stayed on the planet, living in pressurized settlements. Now, the surface of the planet is barren of any activity, and the Codex and over half of the Vorkon in the current day empire, as well as Eliminators live underground. Technology criss-crosses the underground landscape, and large metropolises fill the huge caves. In the center of the planet lies the core of the Codex, which has grown considerably ever since it was first completed. The Vorkon and Eliminators mainly tend to the Codex and its needs, as well as rebuilding the Codex's new galactic empire. In orbit around Cylonius are massive space stations where new fleets are being constructed.

Biology and anatomy: The average Vorkon height is seven feet tall. They have six completely black eyes and a crest shaped forehead which thins out and becomes circular at the back. They have various shades of green skin, with red sprinkled in all over their body. Their skin is semi-scaly and is very thick and coarse. They have two hands, each with four fingers and a thumb, and two feet, each with five toes. They do not have a tail. They have a single mouth with two sets of very sharp, tough teeth. They normally have two pairs of each of the main organs- two hearts, four lungs, two livers, etc. but only a single brain.

Oh, do take in mind that non-sapients, things like drones, automated factory workers, etc. are vastly numerically superior to sapients. Like, they make up 90% of the total population of the Confessors.

The entire planet isn't completely covered in cities. There was some land that was protected in order to grow crops and raise animals in order to feed the population.

However, I get a distinct Tinfoil fleet/comatose giant vibe, so, perhaps, it might not be quite as bad as to warrant sweeping changes,... really, if what few details I can gather at this time are any indication, the only actual problem is the population number,... currently. In the future, it might not even actually be that much of a problem,... heck, we might even get a few large population apps cropping up yet still. Really, I'm surprised some of these "huge interstellar empires" actually don't have more people than they do.
