I kinda like these ideas.I have never played Last of Us and to get into the character i was watching the gameplays walkthrouthgs on youtube...It's awsome.

Team leader:lara lin, degree in human cells, viruses, mutations, and plagues
Staff:50 sciencetists
Soliders: 250 troops highly trained working inland and 100 helping lock down the outskirts
And 3 50,000 kilo-ton nukes (if everything doesn't work out and there is a outbreak the bombs will blow on your orders)
