Crisis in the South (Semi open)

Postby Severslavya » Sat May 18, 2013 12:07 pm

**unless you have permission from me, please limit your responses purely to diplomatic actions and economic sanctions, as well as evacuating foreign nationals and such things.

A new age had dawned. How is man to express himself when the ideology of full human autonomy, has replaced first Christianity, then any sense of secular bounds produced by those sinister ideas, fascism and communism? Yet, the natural order is defied, the drive for the almighty dollar has led to the destruction of a peoples strength, and the creation of unfortunate circumstances for all involved.

Culture is not made in university research departments, or by well traveled and insulated intellectuals. Culture, often consists of the dinner table, and kitchen talk. Indeed, such is how ideas are spread amongst a suppressed race of Slavs which inhabited this authoritarian nation. Typical of an age of anger and loss, a particular conversation consists of anger at the new order, at the age of trade, at the age of diversity. The cult of the individual had left people isolated and paranoid. And now a new generation had grown up with only this rhetoric felt a great sense of loss and betrayal by everyone, and on the receiving end of this sentiment was the the population of Turkic peoples in the south. However, big changes were approaching, and all that was needed was a final blow of public confidence to this new age of ideas....

The passing of the trade acts was a final straw. In essence, Severslavya would be a puppet of giant corporations. The group of corrupt politicians had become so detached, that it degraded all practical intelligence on their part, to the point of being unable to gauge any degree of popular support.

The first stage of demonstrations was made by international law students outside the parliament building. A crowd perhaps of 200 people gathered; the overzealous police merely thought to use brute force to beat back the protesters. However, the effect was not as intended, a display of force only works when people have the ability to reaffirm themselves in other points of life, which was not the case.

The next day, a couple thousand showed up, protesting this time outside the police headquarters. The police were baffled, surely these anarchist punks just needed a bigger display of force?

This time, the police dawned militia camouflage wear to intimidate, and began to beat protesters with ever more urgency, among them, a young woman was brutally beaten, such footage made its rounds throughout.

The youth, sensing the chance to become part of something, and to effect a positive change, this time turned out in droves. Now 40,000 people marched in the city.

A meeting was called of prominent business and political leaders. At the end of a series of three meetings, the big business interests wrested control from domestic authorities, and in their apathy and disregard for people, merely ordered the full force of the military to be used to crush this threat to business interests.

However, the "new rich" lacked any of the talent of their parents, thinking themselves so clever as to have solved the problem, instead they had broken the camels back. Underpaid and abused soldiers, when orders were received in the barracks to be deployed, mutinied. Within a space of 72 hours, all of the army bases had been taken over,at the cost of 50 lives, and the soldiers, under the command of various nationalist officers, formed their own provisional government, and began marching towards the capitol to arrest the leaders of the government. The local military garrison stayed loyal, as did the police, but soon the city was overrun with hundreds of thousands of people mobbing and occupying all non secure buildings. In fear, the central leader made plans to depart, and sent out requests to foreign nations for housing him and his pro business administration.

**This would be the appropriate time if you want to evacuate your foreign nationals

Marshall had made his name in the political scene of Gaveria for being a staunch Nationalist and hardcore interventionist, at least when it would benefit the Republic. Since his election, his administration had deployed the military in offensive military operations under the guise of humanitarian aid or peacekeeping operations exactly seventeen times. And with each deployment the Republic and the corporations that funded the government each got little richer.

It a mutual relationship and a coordinated government policy. Gaveria would deploy the tens of thousands of men and women that it commanded to areas rife with corruption or political upheaval, impose it's will over the populace and set up a democratic government, one that would be extremely friendly to corporations with the Republic in return for being put in power.

It was drill that the Marshall Administration was well versed in and one that followed a very specific series of events. First they would identify the losing or favorable element within the target area, determine if the situation could be salvaged and if the faction would be accepting of Republican terms. Then the troops and supplies would roll in, and within a couple of months a new nation would be added to the International Roster.

It wasn't a surprise to the President when the Foreign Affairs Undersecretary barged into his meeting with the Director of the State Department and announced that some third world looking country or at least that was what it appeared to be by Gaverian Standards was laying the groundwork for a civil war in the very near future.

He quietly excused himself from the meeting and entered one of the many offices that were authorized for use by the Chief Executive of the Republic.

''So what is this country called?''

''Severslavya,sir''

''Do we have any assets in the Region?''

''A few''

''Well what's the situation PPF?''

''From what we have gathered it is a corporate fiefdom masquerading as a Democratic Republic.''

''Factions?''

''We believe there are several populist groups & independent military units springing up, atm.''

''Well, get me eyes on the ground and remove all civis from the CZ asap.''

''Yes sir''

''Keep me updated Pauline.''

''Yes sir''

His term as President had been reduced to thousands of tiny conversations and updates just like that with the various specialists and department heads that made up the government of Gaveria. It was impersonal but efficient, the way he liked it. He knew that Pauline would leave the office and head straight for the nearest secure phone line and get on the phone with Ezra Kramer, the Director of the Gaverian Intelligence Service and relay orders to activate an asset(s) in the region and put men on the ground to observe the situation. The second call she would make would be to her personal assistant would be type up the orders detailing a travel guide to be written up informing Gaverian Citizens about the situation in the area as well as the Presidential authorization ordering a evacuation of all Civilians from the potential conflict zone. It was his Administrations main weapon against their domestic enemies, their speed. Orders were relayed from the Capital within minutes and the ripple effects were almost instantaneous.

A week had elapsed since the initial protest, finally the first column of tanks penetrated the suburbs, soon they would be headed towards the parliament and executive building. The tanks would serve no actual purpose of course, they were merely there to re assert the power of the new military leadership. After a couple of hours had elapsed since the first forces had entered the city, a "takeover" of the buildings of government administration was effected. Almost none of the buildings, except the defense ministry, resisted. And even the Defense ministry building only put up a mild fight of a couple hundred rounds of ammunition, before surrendering. Luckily only two soldiers were lightly wounded in this exchange.

The next couple of days, symbolic gestures were made, such as the arresting of high profile financiers. However, in private, the new government made it explicitly clear that wealth, and foreigners were still welcome in the nation, however they would have to keep a lower profile, and now adhere to the Junta. Those that thought they could fight back, found themselves victims of certain "accidents."

A military Junta of five generals, and thirty lower officers was established. Within a few days, the Junta moved into the old buildings. Now a conversation emerged, as the five generals sat at the old presidential office, with the wooden desk of the president, replaced by a larger, but much less appealing fold out desk.

"We must make some [political] victories quickly for us."

The other generals nodded in agreement. All of them knew that they were living on borrowed time, and they would need to score some popular victories before people would settle down again, and then they could return to a status quo... of sorts.

"Vladimir Petrovic, allow me to raise the issue of higher pay. We must have higher pay for the soldiers. There are rumors in the barracks already of taking advantage of the chaos, and demanding higher pay."

None of the generals had any disagreement with the argument put forth, all agreed the military needed better pay and recognition. However, tax increases were to be avoided for the time being. Eventually Josef Vudovic put forth a plan, where cuts were made to education and health for ethnic minorities, and instead diverted to a 200 dollar a month pay increase for enlisted men. A significant amount of money in Severslavya.

Once this issue was resolved, all eyes and ears turned to another problem that could be manipulated in the short term, the problem of the Turkic regions:

"Vladimir Petrovic, we must protect our people, this is the prime force in our country"

All of the generals once again, expressed support, or at least silence. Finally Petrovic rose:

"Friends, soon this issue will become something which we can exploit. These cuts, besides providing for our troops, will aggravate them [The Turks]. All we need to do is to make some gestures of compromise. Dimitri Konstanov, send for a 'negotiation team' to the regional capitol."

"Yes, immediately."

"Alexander, contact our diplomatic staff, we must now begin to seek diplomat recognition from any state we can. Allow them to argue the ideological [thing], we will bend whatever way we need to in public to secure support. Make [token] gestures where we can, say what needs to be said in telex's that we make in public, even if the issue does not concern us. We must have the support of the [community of] nations."

The normally lively and busy border town was essentially a ghost town. The past couple of weeks had been rather exciting for the locals. Government fores and rebels had been skirmishing throughout the region and many of the young men had left to go fight and the women had fled to safer areas. in a civil war the border areas are the first to see fighting as loyalist forces attempt to crush the rebellion and rebels attempt to force their way into the interior of a country.

However Dimitri Roscovich wasn't exactly worried about the situation nor concerned about the violence that was about to erupt. His calmness could be attributed to several factors but chief reason among them was that he had nothing to fear. Having been born in the country an odd thirty years ago and been shuffled from city to city, state to state by his parents into they finally managed to immigrate to the Republic of Gaveria when he was eleven.

Shortly after immigrating, his parents were killed in a car crash and he was shipped off to a Federal Orphanage. Unlike most children in the Republic, he wasn't a native and his English wasn't the best, which was why despite the best efforts of his care givers he wasn't able to find a family that would take him and upon reaching the high age of thirteen he was enrolled in the Federal Academy system which focused on ensuring that the orphans that weren't adopted were about to be released among the general population as well-adjusted citizens instead of the emotional fuck ups that other civilized countries produced.

The system was sort of like a military academy, everything was structured and organized and everyone knew what they were supposed to do and where they were supposed to go. He received additional instruction in English and all the other skills that he would need in order to be successful in life, as well as a crash course in Republican history. The country fascinated him to no end. It was amazing how despite what seemed to be the fate itself conspiring to destroy the nation that they triumphed against all odds and even managed to prosper.

It was during his time in federal care that he decided that he would be more than just a resident, he would protect his adopted nation and earn the right to call himself a citizen of the republic. After graduating from Academy number six at the age of eighteen he immediately enlisted in the Federal Armed forces and after scoring off the charts in his initial testing he was placed in the special forces programmed which he also passed with flying colors. It was his love of the Republic and his desire to prove not only to himself but to everyone around him that he wasn't just some immigrant that leached off the government for seven years and that he was worthy of being part of their country, his country.

After a couple years serving in a special operations unit, he was approached by a recruiter for the Gaverian Intelligence Service who offered him a chance to be apart of a special program that would help save Gaverian lives from terrorism and hostile states. He accepted without hesitation. What happened in the sixteen weeks after that couldn't be described as anything other than pure hell but he survived and was put on his first assignment, his home nation.

His job was quite simple, he would live in country as any other resident would. He had a job, friends & relationships. But all of it was a facade, a charade put on for the benefit of anyone watching. At a moments notice he could receive a call and would have to leave all of it behind to do his duty to his country. He had never been activated before yesterday but his training served him well.

At 0900 hours, yesterday morning he received an encrypted message detailing his orders. His mission was simple enough, head to the capital, observe the situation and decide who was in charge and if there was a civil war who had the greatest chance of winning. He wasn't sure what the full nature of his mission was or if he would be forced to kill anyone in the course of his mission. But it didn't matter to him, his conscience had been dead a long time ago.

Dimitri packed his bags from his one bedroom apartment and went to a storage facility on the outskirts of town. The facility had been set up under false name by the GIS some time ago, to be used by any assets operating any the area. Inside was a treasure trove of equipment, from assault rifles to demolitions equipment. Everything he would need to complete his mission was conveniently located in one spot.

He gathered up several items that he suspected he might be needing in the future, and stuffed them in a dark military grade duffel bag and closed the storage unit behind him. He climbed into a little family sedan that he had stolen a few hours ago and drove off into the night, heading for the nearest bus station where he would board next one to the capital and begin completing his objectives in earnest.

Ooc: Just a bump post. I'll bring up the quality when the RP picks up.

Krishtana 17:00 hours. Prime Palace.

Premier Kemhebek Kirill requested a report on the neighboring Slavic nation from his loyal advisors. The political, social and economic unrest was worrying him.

"Asylkhan, what are these slavs up to now. Give me a decent report of the situation present in their country." The premier said.

"Yes, my premier. It seems We have a large and significant Kuman ethnic presence in this region right here *points to Saverslavya's southern most region* and it seems that a strong military junta has been imposed. The nation is ravaged by riots sir which are being dispersed violently and inhumanly. The violence also seem ethnic, as most of these slavs don't appreciate our ethnic presence in their region. The positive aspect is that most of the kumans hold control over the regions economic and social oligarchy."

"Hmm interesting indeed. Send propaganda lefleets to the local Kuman populace. Fortify their nationalistic view, bring them on our favor. Maybe we can make the local populace separate from the Slavic tyrants. It would be good to have their businesses on our favor. What is the international community's thought on this matter?"

"Quite indifferent sir but it seems some westerners are willing to offer aid to Saverslaya".

The Premier was pleased to see the various unrests in Saverslaya. Kumanistan has strong ties with the local Turkic populace. The premier only hoped the unrests would continue and if God wills, erupt into something more.
