So the Tsar would appoint his head of state?

A Monarch would be a powerful Head of State who would appoint a head of government, not the other way around.

The Tsar is the head of government in that he has direct executive control over the functioning of the state and the making of official policy. The Prime Minister is appointed by the elected Duma (Parliament) and serves a largely ceremonial role.

Gratislavia, you definitely want the tsar to be head of state even if he is de facto head of government as well. In protocol terms, you're saying your prime minister ranks above your monarch in terms of symbolic authority. That'd be a big cause for embarrassment in international diplomacy, for example, where your prime minister would be accorded a higher reception than your tsar.

That's...just not done. There are plenty of countries where the head of state can exercise more actual power than the head of government - Vladimir Putin in Russia, Ayatollah Khamenei in Iran, I'm presuming Recep Erdogan now that he's Turkey's president. And it's traditional and more or less inherent in monarchy that no one occupies a higher symbolic place than the monarch.

Terra and I have decided our dispute over Liberia in The Wheel of Fire is more or less at an end. We are using the template for a premade state to represent the political solution we came to there. We'll both be forfeiting our claims to Liberia in favor of this.

Well given that I'll be away from Sunday to the Sunday thereafter, I'm leaving Earth II in the hands of Dalmasce/Estainia who has express permission to smite with impunity. Given the plethora of claim RPs lagging behind in posts, I can only assume he'll have no shortage of targets. So if you get smited I don't want to hear it.

^ This is largely pot/kettle folks, as I'm lagging as much as y'all are, lets try and get some stuff caught up or done before the big man gets back.

So for those of you who operate the F-46 Enforcer, which is essentially a Layified Su-34, this image has been brought to my attention.

After research, advice, and a metric ass-load of math on Windows Calculator I have determined that not only can I make it work but it'll be more realistic than my Layified Su-34.

So yes, this is coming.
