That's...just not done. There are plenty of countries where the head of state can exercise more actual power than the head of government - Vladimir Putin in Russia, Ayatollah Khamenei in Iran, I'm presuming Recep Erdogan now that he's Turkey's president. And it's traditional and more or less inherent in monarchy that no one occupies a higher symbolic place than the monarch.

[*]Summary: The Liberian Federation was a reformation of the former Republic of Liberia created by the Monrovia Accords to settle the Liberian civil war and the crisis between neighboring Khorsun and the Apilonian Empire in 2014. The Federation consists of two subnational entities: the Khorsuni Autonomous Territory in the former counties of Maryland, Grand Kru, River Gee, Sinoe, and Grand Gedeh, with its capital in Vholasi (formerly Zwedru), and the Republic of Liberia, encompassing the ten remaining counties with its capital in Monrovia. The two entities are self-governing in most respects; the national government is weak and requires the consensus of both in order to act. Each maintains its own self-defense force of 9,000 men, with small contingents of Khorsuni and Apilonian military personnel remaining in an 'advisory' role to the respective sides. The federal government has no armed forces of its own and is constitutionally mandated to practice neutrality, but it does maintain a 6,000-strong national police force. 4,000 international peacekeepers from the New African Republic are also present to uphold the tenuous truce between the Khorsunis and the Liberians. The economy, underdeveloped and plagued by corruption in the past, has been further damaged by the recent civil war. However, foreign aid and investment from Apilonia and Khorsun, along with reforms enacted by the new regional governments, offers hope for recovery and growth, though how long the ceasefire can be expected to hold remains in question.
