Three million troops had been transferred from the eastern military regions to the city of Nanning, Guizhou, where the troops were boarding troop ships ready to leave harbour. Thousands upon thousands of pieces of military equipment were stored in transport and assault ships, and in the port itself there were close to a four thousand ships ready to depart for the campaign. The Commissariat of Defence had issued a full mobilisation order of all troops in the south and south-east, and a quick message was prepared to send to the Beatus should they ever ask about why the mobilisation was happening. Meanwhile, the troops slowly marched up the ramps to the crowded transport ships, waiting for the inevitable call from hell.
A dozen highly experienced officers would be joining the war, as it was expected that this war would be a very, very bloody one and a very, very long one as well. Launch procedures for every ICBM in the country were set to phase one; silo doors would be opened, and nuclear missiles would prepare to launch if necessary. Non-nuclear decoy missiles, which outnumbered the nuclear ICBMs nearly nine to one, were also readied and prepared, and these were set to phase two; coordinates were already set, and the only step that remained was phase three. Vladistov had no doubt that the ICBMs would not be used, but the missiles were readied simply as a precaution. The decoy missiles, however, would be fired liberally. Across Stoklomolvi, anti-satellite missile stations were prepared to shoot down any foreign military satellites in the area.
Along the coasts of every city, reserve garrisons were called up, and the KGB was on full alert. The Stoklomolvi Communist Federation, operating under a single order, shifted away from normalcy. A join session of the National People's Congress, the Standing People's Committee, the People's Assembly, and the State Council under the Commissar was launched for the final time. Nearly seven of these sessions had been held in private already, and the war machine had long been grinding its gears. With the planned death of Mikhail Alexeievich Stuyonovich completed, all that remained was to set the military-industrial complex into motion. A vote was held in each state organ, and the votes were unanimous throughout. It was official. The declaration of war was drafted, reviewed, edited, and completed within the day.

Every soldier who was present was loaded and ready for war. At the call at precisely 0300 hours on 26 October 2014, the first ship left harbour. Following the Apelsin class battlecruiser SMC Vladistov were several destroyers, and following those were several frigates and various other ships before the main transport block. To the port and starboard of the convoy were assorted submarines, escorting the transport ships. Perhaps this was the largest mobilisation of Stoklomolvi troops since the establishment of the Communist Federation.

The Stoklomolvi Communist Federation, acting under the directives of the joint organs of the state and the Commissar in addition to the military of the people's socialist state, has voted unanimously in the National People's Congress, the Standing People's Committee, the People's Assembly, and the State Council to declare war; and
Seeing as to the egregious violations of general human dignity and welfare of the common good around the globe through brutal display of force and unnecessary suffering and death, we stand united under the banner of crushing those who seek to destroy the lives of other for personal gain; and
Noting that the existence of the following state has brought not a single instance of benefit for any person or persons on NSEarth except cruel tyrants and rogue leaders who exploit the people over whom they rule out of greed due to various acts including but not limited to genocide, attacks on the peace, massacres of innocents, and general crimes against humanity; and
Condemning such acts as the aforementioned war crimes, in addition to condemning the ideology followed by the state listed in this declaration purely for having forced said ideology as the state ideology on other states regardless of whether or not the states in question request any intervention on their own behalves, even if the states clearly expressed their desire to remain free from said ideology; therefore
Stoklomolvi resolves to never cease its war until the entire country is exhausted or the state in question is reduced to a heap of smouldering rubble beneath the flags of those which the state committed crimes against; and
Stoklomolvi resolves to remain seized of the matter.
We hereby declare war on the state otherwise known to the world as the "Grand World Order."
