Three million troops had been transferred from the eastern military regions to the city of Nanning, Guizhou, where the troops were boarding troop ships ready to leave harbour. Thousands upon thousands of pieces of military equipment were stored in transport and assault ships, and in the port itself there were close to a four thousand ships ready to depart for the campaign. The Commissariat of Defence had issued a full mobilisation order of all troops in the south and south-east, and a quick message was prepared to send to the Beatus should they ever ask about why the mobilisation was happening. Meanwhile, the troops slowly marched up the ramps to the crowded transport ships, waiting for the inevitable call from hell.

A dozen highly experienced officers would be joining the war, as it was expected that this war would be a very, very bloody one and a very, very long one as well. Launch procedures for every ICBM in the country were set to phase one; silo doors would be opened, and nuclear missiles would prepare to launch if necessary. Non-nuclear decoy missiles, which outnumbered the nuclear ICBMs nearly nine to one, were also readied and prepared, and these were set to phase two; coordinates were already set, and the only step that remained was phase three. Vladistov had no doubt that the ICBMs would not be used, but the missiles were readied simply as a precaution. The decoy missiles, however, would be fired liberally. Across Stoklomolvi, anti-satellite missile stations were prepared to shoot down any foreign military satellites in the area.

Along the coasts of every city, reserve garrisons were called up, and the KGB was on full alert. The Stoklomolvi Communist Federation, operating under a single order, shifted away from normalcy. A join session of the National People's Congress, the Standing People's Committee, the People's Assembly, and the State Council under the Commissar was launched for the final time. Nearly seven of these sessions had been held in private already, and the war machine had long been grinding its gears. With the planned death of Mikhail Alexeievich Stuyonovich completed, all that remained was to set the military-industrial complex into motion. A vote was held in each state organ, and the votes were unanimous throughout. It was official. The declaration of war was drafted, reviewed, edited, and completed within the day.

Every soldier who was present was loaded and ready for war. At the call at precisely 0300 hours on 26 October 2014, the first ship left harbour. Following the Apelsin class battlecruiser SMC Vladistov were several destroyers, and following those were several frigates and various other ships before the main transport block. To the port and starboard of the convoy were assorted submarines, escorting the transport ships. Perhaps this was the largest mobilisation of Stoklomolvi troops since the establishment of the Communist Federation.

The Stoklomolvi Communist Federation, acting under the directives of the joint organs of the state and the Commissar in addition to the military of the people's socialist state, has voted unanimously in the National People's Congress, the Standing People's Committee, the People's Assembly, and the State Council to declare war; and

Seeing as to the egregious violations of general human dignity and welfare of the common good around the globe through brutal display of force and unnecessary suffering and death, we stand united under the banner of crushing those who seek to destroy the lives of other for personal gain; and

Noting that the existence of the following state has brought not a single instance of benefit for any person or persons on NSEarth except cruel tyrants and rogue leaders who exploit the people over whom they rule out of greed due to various acts including but not limited to genocide, attacks on the peace, massacres of innocents, and general crimes against humanity; and

Condemning such acts as the aforementioned war crimes, in addition to condemning the ideology followed by the state listed in this declaration purely for having forced said ideology as the state ideology on other states regardless of whether or not the states in question request any intervention on their own behalves, even if the states clearly expressed their desire to remain free from said ideology; therefore

Stoklomolvi resolves to never cease its war until the entire country is exhausted or the state in question is reduced to a heap of smouldering rubble beneath the flags of those which the state committed crimes against; and

Stoklomolvi resolves to remain seized of the matter.

We hereby declare war on the state otherwise known to the world as the "Grand World Order."

The capital building of the outcast province of the Shogunate was abuzz. Intelligence reports, compiled from both the KIA and the NKVD flooded the military offices. A massive fleet was assembled in the neighbor to the west, Stoklomolvi. Was the giant preparing a vengeful invasion of Kagetora for a war over 60 years old? Throughout the archipelago, defense forces were brought online as the groggy military awoke. Anti-aircraft batteries, artillery emplacements, and weapons silos were quickly manned as the command centers waited for more definite information.

And come it did. The declaration of war against the Grand World Order was indeed a surprise, but none of the commanders could say it was completely unexpected. It was well known, even by a nation that had remained isolationist throughout most of recent history, that as long as the other existed, neither could truly rest.

Such a matter was for those in places high above the mere generals and governor of the province. The higher ups quickly moved into two camps. The first, supporting the fascist of the Grand World Order, largely based their arguments on the fact that Kagetorian ideology was similar to Fascism, more so than Communism, and that Kagetora and Stoklomolvi remained on poor terms since the last war. The Stoklomolvi supporters of the second camp did so out of hate for the Grand World Order, and almost nothing else. Many of them believed that the Grand World Order had given other Fascists, Imperialists, and Monarchists poor names on the world stage as oppressors, tyrants, and immoral. The Grand World Order had made the right wing authoritarians the bad guy, regardless of their actually intentions or beliefs.

A rapping on the door echoed through the room, forcing the Shogun to get out of his inordinately ornate bed. Most people in the Shogunate wouldn't dream of doing the same to Ieto, but Ienara was a different man. Much less violent and impulsive than his father, the new ruler had an extremely high approval rating within the nation, even without skewing the results.

Opening the door with a tired yawn, the Shogun was surprised to see both the Minister of Foreign Affairs and the Minister of Defense. That was a bad sign. Most of the time, petty invasions by random, minuscule nations would be something they'd laugh at in an occasional passing.

"What's going on?" asked the Shogun.

"There's a spot of trouble arising in Lisosia," began the Defense Minister, a grave look on his face.

The Shogun sighed. The simple phrase from the Minister could mean only one of maybe a dozen things. The first one that came to mind was that the province was in a state of rebellion. It would be probably the most notable rebellion since the Meiji Revolt. Another, and probably more dangerous, could be that Stoklomolvi was up to something big. Neither one was something the young man cared to think about.

"Are we being invaded?"

"No."

"Is someone being invaded?"

"Yes."

Now THAT was interesting.

"Who?"

"The Grand World Order."

The door swung completely open as the Shogun barged through it, wearing a bathrobe and slippers.

"Bring both offensive and defensive measures online. Stoklomolvi just gave us an excuse for something I've been wanting to do for a long time."

It is not often that I personally address the various powers that inhabit our planet. But today, I believe this is a time where we must unite to destroy an evil which inhabits our world. It is with the utmost gravity that we consider such acts, concerning the lives and safety of thousands, if not millions of people, but we feel that this effort is worth undertaking, not for us, but for the safety and wellbeing of nations and their people all over the world. The Grand World Order is a malicious, aggressive state that has millions of people under its oppressive thumb, committing acts of atrocity of unheard of levels, and wantonly invading smaller states that have done nothing but have an opposing ideology to itself.

In accordance with this belief, the National Assembly has passed Bill C-10, outlining an official declaration of war against the Grand World Order today, with the votes standing at 86 yea, 42 nay and 12 abstaining. The declaration, after passing, was signed into law today by Prime Minister Dubois herself at 9:00 AM PMT, giving the Minister of Defense 72 hours to begin mobilizing the People's Army for possible overseas deployment.

      I come with concern of this mobilization against the Grand World Order. As you may or may not know, the Amalgamate carries small but nevertheless watched investment within the nation. If the disruption of these investments are to come to light of us as a result of any military action from within aggressors that may be part of an attacking force, we will be taking the situation in a more mobilized manner. We do not wish for war.

      Rather, we are suggesting that it is not the correct means of action, and diplomacy is perhaps the best way.

      The Amalgamate is suggesting a peaceful approach to all things, and such actions on behalf of those who may seek to spread blood are simply those with too much power in one area, we have found. Let the guidance of a peaceful mind be the only one, and allow this to be talked out. For we would be most shamefully disgraced if our words were left unheeded, and our thoughts left unread. Is this is a fair request? Talk.

      I will not let you harm any investment of the Amalgamate, so little or so large.

The throngs of war were fresh, but they were not always delicious. Sometimes the coppery taste of blood was all that was needed to muddy the palette of tastes for the hawks that so wanted to wage a damn good war. And now, out of some twisted order, perhaps Stoklomolvi has created something that was distasteful to the Amalgamate. Something did not sit right to them, but Haasdra never paid attention to the machinations of the outside world. Always cloistered and despicable, and even as the Zaruham family pushed for civil reform and the Damiran Prince languished away in his light conversations and Ava began their newfound imperial actions, something didn't sit right.

But it wasn't the glimmering spire that was the Zarazego that the source of discontent come from. It was the banks of Rephalim. And the sweatiest hands were those so well-made to make the portfolios. The Headquarters of the Core. The Core. A nice ring to it, isn't it? A power paradigm focused and homeland management system, perhaps? It was never really sure of an organisation. The world as they knew it was slowly becoming a hassle. Everyday. Every damn day! Every damn god-forsaken day, there's always some nation somewhere, with some overeager army for some idiotic purpose that wants to invade this and invade that! And the politicians lap it up like some sort of starving mutt! Foolish! Fiendish! Utterly economically inefficient! Don't these fools get tired of war? Where is the diminishing utility here? Is perhaps, for all the laws of the universe are the ever prevalent economics, that war ignores it all? Is that the final frontier of advancement?

It didn't matter. Words were exchanged in Rephalim. Threats were made, chairs were thrown. Backdoor politics. All in a day's work with corrupt politicians and corporatism. Everybody loved it. And they were simply getting excited and willing to increase investment after some half-assed tinpot dictator decides to acquiesce control over their territory. Say what one wants to say, but a tinpot dictator pays his bills on time. His checks don't bounce. His accounts don't freeze. But socialists, how frightful a group they are! They believe in maintaining the weakest link! They believe in full employment and welfare benefits, and, of all the heathen and ridiculous things, equality! Listen to that drivel! Equality!

And now they've done it. Cracked up some crackpot army with the permission of some crackpot support to fight some crackpot dictator in some crackpot erstwhile 'empire'. Trouble is that this erstwhile crackpot empire is the very same consumer that is supporting a small sector (but still potentially valuable), of the Rephalim investment sector. Ava International would have a field day. And nobody likes it when they have a field day. For certainly, it's eight in the morning on a Tuesday and already, at the large and twisting chambers of the Great Zavock, the discussion room of Rephalim and its Lord Nahk Territurari, a shower of spitting contests and fingers are already being swung around like airplanes. Like airplanes! The parallelism! They want war and retaking and defending and all of that, but even as the Grand World Order is not even Grand nor Worldly nor (for that fact) so much of an Order if they are to garner such hostility, the Amalgamate has investment money in it. And nothing, bar nothing, incites the feverish groan of economists as watching their equity become nothing.

Hands were banging on the tables amidst gavels doing it the right way. Tall and weedy-glassed men with large pinstriped suits and oversized blazers harrumphed and groaned and yelled and bickered, and Nahk Territurari, the only man there under the age of fifty, kept crossing his legs in impatience. Defiant, but devilish, impatience. If they wanted a war, they'd have just said so. But he didn't. And damn it, if they want to maintain their status with Haasdra, they do what he says. He says 'stop'.

"And let us talk with the diplomacy of violence." He said, the Core Police watching behind him like armed dogs to the chain. Dogs that were more than just rabid and could shoot mountains of lead. Fearsome dogs indeed, but that didn't stop indignant old men. "Let them know the situation, and tell them what they're risking. And if they don't agree, we will give them a chance to pull themselves back." He answered.

Official Response of the Fascist Federation of the Grand World Order


Old news, the nation of Stoklomolvi has been trying to invade us for years, failing at every spike in interest.

The thing that is atrocious the most in this event is not the declaration itself- we couldn't care less about the failure known as the Stoklomolvi Military; even with ComIntern at their side, Stoklomolvi cannot harm us. The atrocity here is that many nations believe that the Order is the one committing crimes against humanity, choosing to rally behind the Communists instead! Is it not plainly visible to the most dimmest of people, that is this a laughably obvious hypocrisy? Such barbarianism will not go unpunished. It is also funny how ill-educated the people who are so ready to go to war are about our civilization- hardly a thing we've read has had a drop of truth to it whatsoever.

Stoklomolvi's government has stated that it will not stop until either they are destroyed, or the Order is. The Order is indestructible, for it is everywhere and nowhere. It cannot be found, it cannot be lost. You may kill its leaders, you can kill all known members- you can even kill every Federation citizen, but you will never stop the Order. We shall live on, until all that is alive is Enlightened!

Across the GWO

The GWO had been mobilized for some time now- various nations had threatened military action against the Federation and the Order, and this was nothing new. Several recon satellites made their way towards Stoklomolvi, though the SpaceCom commanders knew that Stoklomolvi would possibly have some sort of ASAT system on alert. Other satellites positioned themselves away from Stoklomolvi, in positions that would allow them to determine the destination of the Stoklomolvi fleet before it got too close to any target in particular.

In Soviet India reports of Stoklomolvi mobilisation had been received with muted enthusiasm as the nation tried to convince itself that the 'other' Communist power was going to stay the revolutionary course after all. Recent months had seen much debate over the validity and viability of the Stoklomolvi revolution, but now at least it was making the right noises.

The mobilisaiton of Kagetoran forces drew the much more serious attention of the National People's Guard, which was still lumbering through its historic expansion scheme as mandated under the Chivo Doctrine. The Kagetoran alert may have been triggered by a lack of communication on Stoklomolvi's intentions, but now a Beddgelen mobilisation was ordered under similar circumstances: the Fascists are up to something, better launch a few hundred interceptors!

Several BPAF and BPA Fronts had been placed on high alert by the time word of the declarations by Stoklomolvi and Kagetora arrived, the latter causing double takes and spilled beverages across the Commonwealth.

The League of Indian Communists immediately declared its in-principle support for the war on the GWO.

The Commonwealth itself, though, made no commitment on behalf of the Indian nation, and merely pressed on with renewed vigour in the course of its militarisation programme, which was now turning out equipment and carrying out training to a value increasingly close to the GDP of most nations thus far committed to engagement in this potentially historic conflict.

High Marshal William Orens. Gordonopia's foremost military commander for the past two decades. As the head of the High Command, he held great power in the nation. He had been called by the Prime Minister to a meeting with several high ranking figures to discuss a potential conflict. As he entered the room, he realized just how important this was. The commanders of every branch of the military, as well as several important political figures were in the room.
"Hello William. I think we can begin now." the Prime Minister announced as Orens took a seat. "As you all know, The Communist Federation of Stoklomolvi issued a declaration of war yesterday on The Fascist Federation of The Grand World Order. This is going to be the next great war. As you are all very aware of, public opinion is less then favorable towards the Communist Party, and even less favorable towards Stoklomolvi. The Grand World Order has done nothing to are people, as such, they are seen in a fairly neutral light. Several polls were conducted by various media outlets last night, including GGN, NGB, and BCG relating to the declaration of war. The majority of them asked the simple question 'Should Gordonopia get involved?' 68% of Gordonopians said yes. GGN and NGB also added the second question 'If yes, on which side?' 80% of those who responded yes replied that we should support the Grand World Order. That means that over 50% of the nation want the republic to enter this war on the side of The Grand World Order. I've called you all here to make a decision. I want the military advisers to give me their opinions on this situation. The political people here have the power to push a declaration of war through parliament. Now is when we make the decision. Who would like to go first?"
"I'll go first on behalf of the navy." replied High Admiral Halifax, commander of the Gordonopian Navy. "The new 9th and 10th fleets, along with a new carrier group, have just been completed. This will significantly increase our naval capacity. I reckon if we send four fleets, supported by an additional submarine squadron, carrier group, and flotilla, we'll have enough forces left over to defend our territory for a significant amount of time."
"Thank you Admiral Halifax. Air Marshal Blake, what do you have to say?"
"Our air forces are stronger then they've ever been. I can give a full report later, but I can guarantee the commitment of at least a few thousand aircraft."
"What about the marines, or the army?"
"I can answer for that." Orens replied. "From the last report I saw, the marines can commit three full armies, so around 600,000 men. The Army can give far more. If we leave enough behind to defend our current territory, I would estimate we can commit around five million men total."
"A fair amount. Not a war-winner in any respect, but then we aren't here to win this war on our own. Are our forces ready for war William?"
"I believe so. I don't see why not. We're quite prepared. If the people are willing to fight, then we should accept that this is what they want. If you give any sort of speech, be sure to mention that of course. Remind them that this is what they wanted, it wasn't the decisions of power-brokers seeking to increase our standing in the world."
"I will be sure to do that. Speaker Jeria, I believe that you and the others here have the power to push a bill like this through parliament."
"Yes, I believe so."
"Then it's settled. We will send a communique to the Grand World Order offering our help. If they accept, we will push the bill. If they decline, no one outside of this room will ever know this discussion happened."

"It would seem almost as if they want war. Hypocritical bastards, one could level the same charges against them, and be just as accurate with them." This time it was a box of staples, which smashed through a window, and thus one of the weirdest highway accidents in recent history would be triggered. "Well allies or not, we're not sending our boys out on their 'crusade for world peace'," Konrad snorted. "Take down this bit, Willy, I want this released immediately."

The Theocratic Republic, has always decried unprovoked acts of aggression, and such acts perpetrated by allies are no exception. We declare the actions by the Communist Federation of Stoklomolvi, to be contrary to the world peace, and under the agreements of our alliance, shall not be supported in anyway by the Theocratic Republic. The Zoroastrian faith in Parthia's highest official was the Dastur of Persepolis, a man who in ultra-religious Parthia was perhaps second to only the Shahanshah in respect from the people and weight of opinion. Today, he stood on a balcony in Persepolis, next to the Darbeh Mehr that held one of the ancient Fires of Victory, with TV cameras pointed at the white robed man, microphones taking in his voice and broadcasting it to the televisions of the Parthian nation. Stoklomolvi and Communism were not mere enemies of the Shahdom in Parthia, they were Communists, agents of the lie, followers of Ahriman and enemies of truth and all things good in the world. To the Zoroastrian faith as Parthians saw it, they were the agents of evil here on Earth. They had to be shown the light, and now, a white robed man on a Persepolis balcony would push exactly that.

"Faithful Mazdayasni!" His voice echoed out over the crowds.

"The evil lies of Communism threaten the world once again, the foul tentacles of the children of Ahriman threatening to ensnare yet another nation! They demand blood in the name of their false god and false prophet Marx!"

The Dastur paused, "Ahura Mazda blesses this state, and our people, it was he who showed us the light through Zarathustra, and it is he who supports our righteous Shahanshah! The cries of the crowd erupted into the air, a clear sign that soon enough, the Shahanshah would make a statement on the matter.

IFAM Arkanstisei, 0250 hours, 1km due East of Guizhou Province, Stoklomolvi

“Captain, we have neutral naval vessels leaving port. It’s a large formation.”

“... Large? From Stoklomolvi?”

“Yes, sir. They’re transmitting between ships using light naval encryption codes. They appear to be leaving port.”

“Hmm... what do they have stationed in Nanning Port?”

“Sir, the DNI report was incomplete; we couldn’t get anything exact. A few photos showed a battlecruiser, I think... the complete roster is here.” Handing the clipboard to his captain, the junior rating watched uncomfortably as his commanding officer, his face eerily illuminated by the pale green light of the computer screen, flipped through the papers. Eventually, he shook his head. “Over here.” he said. “20th October; DFI satellite photo analysis suggests the arrival of sixteen additional vessels. Class unknown, believed to be cargo ships.” He handed the clipboard back to the junior rating, and said “I think it’s these ships, midshipman. It would explain why the ASW patrols have been intensifying lately.”

“Yes, sir.” Standing around, unsure of what to do, the rating followed the captain to the sonar station, where another officer was gazing at the screen. “Sir... we’ve got a ship column, with added density at the front.”

“Those should be the escorts, with the transports in between...” The captain was leaning over the officer’s shoulder squinting as a few more objects registered on the screen. “... and those are assault ships.” Pausing for a moment, the captain appeared to be thinking. Suddenly, from the other side of the compartment came a shout; “Sir, ASW aircraft detected!”

“All right; dive, dive, dive! Get down to 215 and continue on until the maximum safe pressure! They must have subs around here somewhere, and the Arkanstisei isn’t armed for combat. Pull out to the ocean and surface once we’re out of Stoklomolvi territorial waters. Don’t get jumpy, though; remember, if they find us, we’re finished.” The submarine jolted as the engines were slowly put into reverse, and it began to turn as it dived, disappearing into the ominously, deep blue shadows of the ocean. If the Stoklomolvi ASW aircraft found the submarine, a Seawolf-class SSN modified for surveillance duties by the Directorate of Fleet Intelligence, then it would be sunk. That was certain.



Regardless of whether it would be sunk or not, the Arkanstisei had already prepared a burst transmission with details of the fleet and its’ projected trajectory. The information would be sent once the ship was either out of danger or knee deep in it; either way, the Anemonian DFI would receive the information. Where they went from there, however, was not the crew’s problem. Right now, their priority was to make it out alive from neutral territory, or die.

Folmovin Fleet Monitoring Centre, Folmovin Island, North Anemonian Sea, 0300 hours

It was a surprise unlike any other. Firstly, because Folmovin barely ever received any information save the location of commercial ships entering Anemonian waters, and secondly, because said information was coming from a submarine in Stoklomolvi territory, hundreds of miles away, transmitting in short, a method only used whilst evading hostile vessels so as to minimize the amount of time they were visible.

But it happened, nevertheless.

“Sir!” shouted an officer, turning to face the slightly bored higher rating sitting in the chair at the centre of the cramped room, who was trying to doze off, ignoring the howling of the unusually fierce blizzard outside. The heating in the small facility seemed to flicker on and off regularly, despite the regular checks by the maintenance staff, and the Fleet had dispatched a small corvette loaded with equipment to completely replace the admittedly antiquated central heating. That was the only information Folmovin had received over the past two days, and the whereabouts of the ship was the only information they were expecting to receive. Folmovin was a quiet place these days, especially since the Anemonian state had quietened down a little, trying to keep its forces in its own land. With a massive Army and Fleet re-equipment and reformation program under way, with the objective of increasing the total combat forces of the Holy Empire, the State was reluctant to spend money that could be directed towards procuring new weapons on what they deemed to be ‘pointless peacekeeping’. The Army, in particular, was finding that the arduous task of replacing every single 5.56x45mm round with the recently adopted 6.7mm ASA (Arsenal Standard Anemonian, a variant of the 6.7mm Grendel round that was to be adopted en masse by ODECON, designed for maximum efficiency in the weapons designed to fire it) was leeching at its available resources.

Annoyed by the shock of being woken from his daydreaming, the higher rating snapped at his subordinate. “What? I’m trying to sleep; you should know by now that...”

“Sir, it’s not a commercial vessel. I’ve just received a burst transmission from... IFAM Arkanstisei.”

“So what? It’s probably just a corvette asking for directions... just send them back to Mironin, they can...”

“According to the Fleet Roster, sir, Arkanstisei is a Seawolf-class SSN. Information regarding the vessel is marked as ‘Argent Vault’.”

Argent Vault was the Fleet codename for the designation ‘Highly Restricted’, indicating information of great sensitivity and importance. Finally understanding the scope of the situation, the higher rating stood up and crossed the small room over to the officer, saying “What does the message say?”

“I’m running the decryption program right now, sir.” As the two watched the screen, stared at in turn by the anticipant men in the room, the blizzard outside intensified, howling as the wind sprayed everywhere, accompanied by the thick snow, which was coating the island outside.

“Decryption complete, sir. The message reads as follows: ‘UR103 retreating from Territory B03, possibility of detection. Supply convoy (L) moving out of port, suspected battlecruiser escort.’”

Stunned, the higher rating muttered “I do not understand a word of that. What’s Territory B03?”

“It’s a DFI codename, sir. Stance and number.” replied the junior rating. “I think we should inform Karonin as soon as possible.”

“Of course. Somebody get on it.” A few seconds passed, and then another rating shouted “Done, sir!”

Outside, the blizzard was intensifying. A message had just crossed miles and miles of open ocean, containing some sensitive information that would be sure to give the general staff a shock and a subsequent headache.

In the end, only the crew of the submarine, those in Folmovin and the final recipients of the message would know about its contents.

, Alert Room, Mostonei Chambers (Fleet Intelligence Headquarters), North Sector, Karonin Naval Base, Karonin Citadel Island, 0306 hours

Wincing as he heard steady beeping in his ear, the officer, slouched back in his seat, growled and turned over, trying to get away from the noise. He couldn’t, and as he tried to ascertain exactly what was producing the internal sound, he squinted, seeing that it was still pitch black outside. In front of him, his computer screen was still flickering, and it was only then that he realised that he’d fallen asleep whilst on duty. His eyes widening, he turned to look at the digital clock on the desk.

3:06am. He’d fallen asleep, but his relief was late. He’d have to watch himself next time; thankfully, there was no easily accessible CCTV system in the room; national security demanded it.

Still hearing the beeping, he slowly pulled himself up, fumbling around the side of his desk until he found a power lead. Following it upwards, he finally came across the switch and pressed it, wincing again as the searing light suddenly flashed to life. Turning to face his screen, he reached for the mug of coffee that he’d brought along with him two hours ago. It wasn’t hot, but welcoming the prospect of caffeine to keep him up, he took a sip. Grimacing as the taste of the cheap, ready-made beverage soaked into his mouth, he reached for his mouse and clicked, only to be met by a password screen. Quickly typing in the digits and words, he pressed the ‘ok’ button, watching as his computer plunged into the default loading screen of all DFI computers. The crest winked to life in front of him as the countless programs on the computer came back to life; finally, he found the source of the beeping. According to the machine, he’d just received a transmission from... Folmovin. Sighing, he opened the file, taking another sip of the foul black coffee; being Folmovin, it was probably just another overplayed report concerning pirates on the high seas that ended up being lost fishing vessels most of the time. Either that, or another request for additional heating equipment.

The words began to appear across his screen and he sat back, casually taking a sip as he began to read the words.

His mug fell to the floor as he stared at it in shock, spilling coffee over the cold stone.

By the time the door to the room opened, a few minutes later, the coffee had been wiped up, the mug had been placed quickly on the desk and the officer had pulled on his long, winter issue Fleet coat, the insignia of the Directorate of Fleet Intelligence, General Headquarters Group, gleaming on his right shoulder. In his left hand, he held a folder containing the message, and all the previous messages of the Arkanstisei for reference. In his right, he held his Heckler & Koch USP .45 semi-automatic pistol; seeing the weapon, his late relief stuttered “I’m, I’m sorry, sir. I had to go to the bathroom.”

Quickly stepping towards the door, the officer asked “All right, all right. Look, can you tell me where the Directorate Chief is... the rear-admiral?”

“Oh... he’s at a meeting with First Admiral Sailis. At Fleet Overall Headquarters?”

“That’s about a kilometre from here... damn.” muttered the officer. “All right, sailor, save every transmission you get over your shift and put it in the Priority One folder. That’s an order.”

“... Oh, yes, sir. May I ask if something happened?”

“No, you may not. Good evening.” Pushing open the door, the officer quickly strode out of the alert room, past the empty secretary’s desk and out of the back door of the Mostonei Chambers’ South Block, emerging into the dark night. Above him, a light illuminated the snowy, rocky landscape, and the bay below, where a massive fleet sat, lights everywhere, with fighters roaring overhead every so often and small patrol boats doing rounds of the harbour. All together, there were five natural, one man-aided and one man-made harbours on the vast Karonin Island. The Mostonei Chambers were to the north of Karonin Island, overlooking Harbours 3 and 4... thankfully, there was a direct over-water route to the central ‘hill’, where the huge general headquarters of the Imperial Fleet of Anemos Major sprawled across the rocky land and glimmering snow, built into and over the original citadel.

Taking a quick look at the headquarters (the Sailis Citadel), the officer made his way along a short cobbled path from the back door to a steep staircase carved into the rock face upon which the Mostonei Chambers were built, carefully ensuring that he didn’t slip as he made his way to the wooden pier at the bottom, which was empty. Cursing, he picked up his radio and turned to the frequency of Citadel Mobility Command, waiting until he got a clear signal. “CMC, this is Commander Krynsei of the Directorate of Fleet Intelligence. I need a transport from Mostonei Chambers, South Pier, to the Sailiei Citadel’s North Pier immediately.”

“Roger that, sir. Vessel is en route. Please wait; it should be with you within three minutes.”

“Screw that! This is urgent; I’m invoking a DFI Code Trentyr.”

“... Uh, yes sir. We’ve rerouted a nearby patrol boat. Please wait.”

“Hurry up.” Putting the radio back into his coat, Krynsei stepped onto the pier, putting his pistol away. Holding the folder tight, he watched as a searchlight flashed on, coming to rest its beam of light on him and the pier he was standing on; moments later, a patrol boat, equipped with its torpedoes, missiles and depth charges, appeared in front of him, its powerful motors growling. Quickly climbing onto the vessel, Krynsei found himself looking at a young lieutenant, who seemed slightly unsure about what to do.

“Hit it, helmsman.” muttered Krynsei, and the patrol boat roared to life, speeding across the dark, freezing waters of Karonin, towards the massive, illuminated citadel standing so prominently at the centre of Karonin Naval Base. Searchlight flaring, the patrol boat shot past a slowly cruising destroyer formation, plunging into the heart of a Marine supply convoy. Grinning madly, the helmsman swerved the boat in various directions until miraculously, they made it out of the formation unscathed. Pushing the boat to full speed, he sent the vessel hurtling over the water’s surface, quickly approaching the citadel at a ridiculous speed. Nearing the pier, the boat slowed down, cruising into place under the concrete roof of the North Pier, coming to rest beside a similar patrol boat. Holding his folder tightly, Krynsei said “Helmsman, you’re a genius. Thanks, lieutenant, your services have proved to be...” He paused for a moment as he climbed over the side of the boat onto the concrete pier. “... invaluable.”

“Not at all, sir. It’s my pleasure.” came the reply from the lieutenant, who promptly ordered his vessel to return to its patrol course. Quickly turning away from the vessel, he began walking along the pier, towards the stairs, where a group of Karonin Guardsmen, their lightweight black helmets glinting as they stepped forwards, PUE-4 PDWs in hand. “Identification, please.” was all the first lieutenant commanding the group said, and Krynsei produced it. Looking over the card carefully, the soldier eventually returned it to Krynsei, saying “Troops, stand down.” As his men lowered their weapons, he asked Krynsei “Is there any particular reason you’ve come to visit General Headquarters from North Sector at three in the morning, sir?” asked the officer, to which he was given the response “Yes. I need to see the Director of Fleet Intelligence, now. It’s urgent.”

“How urgent? First Admiral Sailis does not like being disturbed.”

“It involves nuclear submarines in other nations without authorization.”

“This way, sir.” Escorted by the Karonin Guard officer, Krynsei quickly made his way into the citadel main hall, towards the nucleus of the entire facility; the First Level of the Headquarters.

He eventually delivered the information to the Director, and the Anemonian State suddenly, inexplicably raised its DEFCON level to 2. Within an hour, a carrier combat group was sailing out of Karonin, and within two, the Asakuran Navy had secured the entire South Anemonian Sea, leaving the Anemonians with two extra fleets, which they sent north.

By the time the official Stoklomolvi declaration of war was issued, the Crown Army had remobilized with the 3rd Army loaded up on transports and ready to move, 160,000 troops prepared to intervene in the case of armed conflict in the name of Sceptre and State, to fight for the Pronged Crown. The entire Imperial Reserve Fleet had been called up, with the numerous Yamato and Montana class BBs and BBNs assigned to Marine Expedition/Reaction fleets to provide fire support. Patrols across the North and South Seas were intensified, with the Imperial Air Force’s NORAECOM (Northern Aerospace Command) sending out regular ASW and anti-shipping patrols over the oceans every minute, every day, to hunt down any vessels that might have wandered into Anemos Major’s seas. Long range Global Hawk UAVs were being dispatched to gather further intelligence; however, for now, the Anemonian State would wait to see who would make the first move, to see whether it would have to get involved or not.

The High Administrator slowly set his whiskey down. A thick, scotch whiskey, it warmed the throat incredibly well, especially on this cold evening. No, he wasn't tipsy. The report indicated that the Communist Federation of Stoklomolvi had declared war on the Fascist Federation of the Grand World Order. Slowly, Sangdor Maff stood up, and walked over to his phone...

"At least the communists don't go around instituting their will on others," Thatcher replied. The High Administrator shook his head. This debate was going nowhere. Most of the Councilors were undecided in what to do. He assumed whoever won the debate between Thatcher and Depolva would undoubtedly be the one the rest of the Councilors would follow. Suddenly, the newest councilor spoke up.

"Might I offer a different solution. Why not stay neutral in this conflict? This isn't our war. And any idiot who wants to attack our forces would receive a kick to the teeth from our armies, navies, and air forces. I just say, let them duke it out and watch the show. Pull back our forces from any possible engagement zones and let them have their war." Sangdor was impressed. This man, what was his name? Ah yes, this Councilor Ryan Maskirovka from Alaska was an excellent find. Pity the rest of the Councilors were too old to see that war wasn't always the answer. As the High Administrator, he was barred from any discussions. However, he had to attend meetings, as his vote counted. The eight others here would vote and his vote was cast to make sure that any ties were broken. As the leader of the Council, he could, however, call a vote at any time. That time was now.

"My friends. I believe that it is now time to vote. All those in favour of war, raise their hands." Depolva and Thatcher both raised their hands. "All those in favour of neutrality unless provoked, raise their hands." The remaining six Councilors, along with Maff, raised their hand. "Neutrality it is." Calling his aide over, he told the woman, "Transmit an open message with the following..."

It was a clear night with the full moon shining bright upon the holy city of Libra giving it a slightly eerie look. Within the imperial palace few lights were lit. On the pond in a small private garden moonlight reflected creating a long stretched shadow of a cherry tree. Aside from the remarkable spectacle it was quite unique considering the location of the garden, namely the 22 floor of the Imperial palace and the beginning of the private palace of the Imperator.

Past the tree the shadow met a dim light standing upon a long stretched table. Sitting around the table were the most important people of all of Tybra, The Imperator, several Imperial Guards, the Admirals of the Four Winds, The Generals of the Skies, the Generals of the Earth, and the Council of 5 along with the secretary of Foreign Affairs. It was a seldom gathering, not just because of the people who had gathered but also the location. The private palace was a location under normal circumstances the private residence of the Imperator and the persons allowed passage were none.

The debate however was one which required swift actions but also actions thought out with care and steps which would be shown victory or defeat.

"We should not meddle wit these affairs, they have legitimate cause." A suited man said while rubbing his eyes from fatigue.

"If we do not fight now while at large we could be their next target!" A uniformed man said, his dark uniform showing his status as a knight above all and Imperial Guard Captain.

"Let's review their statement again shall we?

'Seeing as to the egregious violations of general human dignity and welfare of the common good around the globe through brutal display of force and unnecessary suffering and death, we stand united under the banner of crushing those who seek to destroy the lives of other for personal gain; and'

here they proclaim to be good but yet act as aggressors, do not forgot that Tybran teachings says that when ideologies oppose each other in conflict of equality; things like good or evil do not exist. It is clear that they are acting purely out of hatred against a specific ideology. Thus we should act accordingly." A general said. His uniform reflected in a small beam of moonlight showing a glance of a silver crow.

"One which is against the prime rule of our foreign affairs. Regardless of that, this war is not even in our interest, what could we possibly gain through this war?"

The Imperator had been quite for the past few hours, yet now he rose from his seat. He placed two hand on the table and took a small breath of air.

"Let us assume the Grand World Order would fall, they would lose a critical counterpart and we would lose a critical buffer.If they GWO would fall who would be next? The capitalists? the Democracies? The Imperialists? Or even us?! Do not forget that there are nation that can be or are more cruel then the GWO. And although we may not appear to be so, even we have done acts which cannot be said in public.

We require GWO as a crow one that makes the noise to which the hawk looks upon, and when he does so long enough the Bahamut can strike his claws into the hawk. That has been the Tybran manner of war for centuries, not knowing what strikes them striking them with superb strategy.

We will make a traditional response at the same time send out the Winter Fleet let them sail towards international waters, not right in between fleets but at the sides. When the time comes and if my predictions are correct the next move will be revealed then." The Imperator stopped talking and with a small nod he showed he was open for criticism.

"But" The admiral hesitated for a small second "The winter fleet should we not send the Southern Wind they are by far our largest fleet"

"They are quite so, it is therefore exactly why they cannot be send. Do not forget we are speaking of fleets which could rise in the hundreds if not thousands of ships. Such large fleets require much more supplies then a much smaller fleet and as such is easier to trace. A smaller fleet can act with much more elegance and can hide even in open waters.

Also i will take personal command of the fleet, although indirect. The Imperial Statement shall be sent out tomorrow morning at 8 A.M. Tybran Time, meanwhile i want the Winter fleet to be loaded with the Palamedes armament."

After the additional orders there was a moment of silence whether it was fatigue or astonishment was slightly vague , the Palamedes armament was never tested in an actual war. Yet the silence was quickly broken by a near unison of voices: "Yes, your majesty."




Imperial statement of Foreign Affairs

Although the Holy Empire of Tybra does expresses grave concern against the statements let out by the nation of Stoklomolvi. They come proclaiming to be liberators and defenders of the earth but we cannot see them in that same light. Within this conflict we can only see them as the aggressors whose intentions are based upon hatred of an ideology.

In this world Good nations do not exist, in this world Evil nations do not exist. This good and evil are but simple terms to show a conflict of ideologies, yet disagreeing with one does not justify the declaration of war upon it. Through diplomacy and debate one ought to persuade one to change their ideology. Not through cold steel and hot lead.

Though we do not approve or disapprove the Grand World Order, we cannot and we will not tolerate these actions of hostilities. As such we will express our support for the Grand World Order against Stoklomolvi until there's a clear sign of desire of peace of either side.

Furthermore, and with the hopes of peace in mind, we must demand that Stoklomolvi and those who show support for Stoklomolvi's cause in this conflict end their hostilities against the Grand World Order.

The people of Niur were shaking in anticapation. All over the country, the declaration had brought excitement. And now, another ideal was coming, the posibillity of bringing the whole of the region of Vvardenfell against the Grand World Order. Some were against it, others for it, but still many were unsure that the other nations would want to help.

We find it quite amusing that the Grand World Order would use the argument that it is of course a far less evil state than Stoklomolvi in this conflict and therefore completely in the right. If the undoubtedly absolute leader of that state truly wished to garner support, perhaps he should not have begun by admitting openly his nation's gross violations of human rights and national sovereignty? But of course the musings of fascist nations cannot truly be understood lest we lose our minds entirely.

The simple fact of the matter is that while the nation of Stoklomolvi is undoubtedly a poor choice for the free states of the world to latch onto in their struggle to rid the world of oppression, it is currently the sole choice. The Grand World Order is perhaps the most tyrannical, oppressive nation on the face of the planet, and it declares openly its intention to spread this tyranny to the far reaches of the globe. Those who choose to throw in their lot with that nation solely to rid the world of communism are the truly blind -- they see neither the hypocrisy of supporting a far more dangerous and unpredictable nation nor realize the implications an Orderian victory would have on the humanitarian situation in the world.

It is for these reasons that by the grace of God and the Kancléř, the Republic of Prekonate hereby does pledge its support to the nation of Stoklomolvi for the duration of their struggle. This is done not out of a wish to see communism engulf the world as so many seem to assume, but rather to see the evils of the Grand World Order stamped out entirely. Iron Harbor Naval Base, 2300 Hours Local Time

Iron Harbor, the great Gordonopian naval fortress. For over 100 years, massive numbers of ships ad servicemen had made it their home. Now, for the first time since the Ludendorf Coup, it was once again a staging point for a major military operation. Operation: Republic Arrow, the deployment of the advance force to help defend the Grand World Order from the vile communists of Stoklomolvi. The 3rd fleet, made up of 35 major warships and over 30 submarines was being deployed to GWO territory. Along with it would be transports carrying the 4th Marine Army and the 8th Army, for a total of around 400,000 men, and several thousand tanks. This would be the advance force. It would help Gordonopia's allies until the main force could be fully mobilized.
Admiral Goestch, the commander of the fleet, looked anxiously out at the open sea.
"Commander, do you think we should have made the decision to go to war?"
"It's not my decision to make sir."
"Neither is it mine, but that doesn't mean I can't have an opinion. Right now though, I don't know what to say. All we can do is hope for the best."
"Yes sir. Hope for the best."
As soon as the word was received by the Grand World Order, the fleet would set out. Soldiers on the numerous transport took the time to write their last letters to their families while they were still in their homeland. Most of them knew though, it would be a long war.
