In the city of Gäjikëin in northeastern Sedikal peace talks were being set up. The room was a simple table with a few seats. The Sedik reprasenitive Śûô Åbvik and the president Jęk Rozbáçak would be attending. The talks were to stop aggression and conflict between The Fascist Federation of The Grand World Order and the United Socialist States of Bojikami.

The air was cool and brisk with the smell of spices and cooking meat from the venders in the air. A light dusting of snow covers most of the city. Jęk and Śûô walked into the Žèukolik building were the peace talks would take place. The Sediks took on a position in the center of the table and set out a pot of coffee. They were ready for the worst as they knew this two would not agree to peace with out a fight. 4 National police members armed with MP7 submachine gun lined the entrance and would fallow into the meeting room were they would provide protection. Jęk and Śûô were ready for peace.

Premier Anthony walked into the room calmly, despite his age he seemed youthful and energetic. He quickly took a seat and smiled "Hello." He said.

"why hello Anthony" said Jęk with a fairly calm and near depress face. He had seen over almost four wars in his short 9 month long presidency and was accualy Suprised he was going to help stop a war instead of fight in one. He leaned back in his chair and looked at Śûô. Śûô quickly jumped from his seat "coffee?"
He asked Anthony.

"Sure." He said. He had to admit he was dragging along today. The terrorists, the GWO and all had delayed his plans for retirement...

Sir Orwaltz entered the room with six other men; his adjutants, the Federation's delegation. He was wearing a black and white, finely pressed Federal Guard dress uniform with "retirement stripes" indicating that he no longer served in the military. Many people still referred to him as "Lieutenant-Colonel Orwaltz." A bright red yolk-and-arrows Falangist armband was wrapped around his upper left arm, a device of the controversial "Cadre-Bloc System" of the GWO. Even Fascists had their differences. His peaked cap was in his hand, because it was generally considered poor form to wear a cover indoors. His hands were gloved, something unusual for an Orderian official. His face showed minor burns from his service in the Guard, as he used a flame specialist tasked with carrying an M202A2 FLASH and compact flamethrower. He was completely bald, for if he grew his hair out, it'd grow in random patches due to his injuries. One would assume his hands looked horrific. He also had a black ferret with him in a mobile cage, a gift from his family before he left.

His entourage mostly consisted of men in suits or collared shirts and ties, though one wore an old Army dress uniform, complemented by the fact that both his left arm and his left leg were missing, replaced by examples of the advanced prostheses the Federation was famous for. Like Orwaltz, he carried his peaked cap in his hand rather than on his head.

The look on their faces indicated that they were unimpressed, that the whole thing was routine. They sat down and began unpacking computers and notepads, with Orwaltz being the last to sit, positioned in the middle of all of them.

"Greetings. I'm Lieutenant-Colonel Sir George Orwaltz, KBS, and acting Head of Foreign Affairs for the Fascist Federation," he said before looking at a picture, then at Premier Anthony. "I presume he's the Premier of Bojikami."

"why yes he is." said Jęk as Śûô gave coffee to Anthony

"do you want some coffee sir?" said Śûô in a fairly stern voice. Śûô was dressed in a formal black suit with a red dress shirt. Jęk had on his older infantry class A formal military uniform. It was a dark grey color and with sevral awards and accolades.

Jęk sat up and slumped over the table a bit.

"so if I may as, can you tell me why the conflict started?"

"No, thank you, I've always been more of a tea man, myself," Orwaltz replied, stroking his ferret. "I do believe the rest of my delegation is made of coffee drinkers, but I wouldn't ask you to serve all six of them."

"We started this war originally with the intent to assist the Liberationists in their endeavor to remove a government which not only tolerates, but actively condones mass murder on nothing short of an industrial scale. Premier Anthony has acknowledged that many terrorists are fond of his methods. He has utterly brutalized the people of the Australian continent. He has facilitated the creation of biological weapons, which, as any military strategist will tell you, are almost exclusively weapons of terror and the mass murder of civilians. He has devastated multiple Western democracies, intentionally targeting civilians including children. The Bojikami military is known for feeding civilians and POWs to wild animals. Before you ask us how we're sure, the way Premier Anthony even came to our attention was via his boasting about such feats- and we checked up on them afterwards. Bojikami is nothing short of dystopian, and I haven't even gotten started with the atrocity known as Communism that is present there. The Black Forest and Rockies are nicer places. So, we heard that a resistance had formed- one thing we have learned in the thirty-five years we've been here is that the best time to force a regime change is when the local population is already trying to. We have started this war because we are morally obligated to. Tell me, Mr. President, Mr. Åbvik, have you ever read Maurice Ogden's poem, The Hangman?"

He simply chuckled. "It appears the propaganda got to you, eh? Yea we destroyed Aussie, we amded biological weapons, why? The new arms race silly. I have never once killed a civilian. I dont condone it nor do I allow it." He coughed and then looked up "As for me, don't worry about me. I'm on my way out anyway. As for the terrorists I was speaking of the procommunist ones. You help the now deceased liberationists."

"why yes I have" said Jęk looking at both of the foreign diplomats.

Jęk walks out for a bit out of a small door used for catering. About 5 minutes latter Jęk walks back with to coffee mugs. He walks next to the GWO diplomat.

"don't worry you're not the only one that prefers tea." said Jęk as he put the mug next to the GWO dignitary. They tea was a faint red color and have a very herbal smell to it. Jęk sat back down.

"so GWO's reason for starting a war is for "moral" reasons, you know there are other ways of over throwing a government besides war. And Anthony while I can nether prove nor disprove his claims but I do know this. Your nation needs to lossin it's grip on the people and make more reforms to push you to democracy. I've red the communist manifesto and I'm sure mr. Marx would be to happy with a dictatorship that places full control of its people. And GWO should at least pacifiy it's self a bit so we don't have some sort of war going on between you to, I don't want to enact marshal law because to countries who show to be completly diffrince in ideology have a war on my border because they can't grit there teeth an accept that ones a fascist and the others a communist. I personally find both ideologies horrid but each to his own I guess. Now can you two talk out a peace deal with out me intervening ever other word? I say all territory goes back to its original positions and that Bojikami enact new reforms. As well as a DMZ area of 30 miles each side on your borders. Sound like a start?"

"Aye." Anthony said. "I am stepping down as premier. As for dictatorship, we've had a Senate since the beginning. So I don't see dictatorship." He breathed trying to calm himself. "I out lived all of my friends, my mentors, as did Bojikami. I just hope Emile does a better job of leading Bojikami.

[Sedikal]

"I'm not calling you a dictatore I'm saying your and Autocrat. I would like to see the senate have more power then you or Emily." said Jęk staring intently into Anthonys eyes.

[Bojikami]

"Emile is a man." Anthony said. "So far he is winning the elections for Premier. Any who I may do what the United States does and make them equal. You know, balance the other out?"

The clitter-clat of Orwaltz's aides typing on their keyboards provided a subtle background track every time someone spoke. Each laptop was recording the audio, and one small camera was filming the meeting. Orwaltz briefly inhaled the aroma of his tea before sipping it, an action more associated with coffee drinking. Orderian habits were sometimes awkward.

"Thank you [for the tea]. Then you would understand, Mr. President, that inaction is support. When bad men combine, the good must associate; else they will fall one by one, an unpitied sacrifice in a contemptible struggle; Edmund Burke. Ogden's titular character says it, 'First the alien, then the Jew, I did no more than you let me do.' We will not settle for less than a total revision of the Bojikami regime and the extradition of all of the Premier's high-ranking government and military officials to Our Federation. The extent of who is required to be sent to our country will be more explicitly defined in any actual documentation we sign. As, well, at least as I have been led to believe, Premier Anthony is in his final years. I'm sure we'll be willing to grant him some sort of clemency. We are well and good allowing the Bojikami to maintain their territorial integrity and even a Socialistic government for the time being- but the sheer disrespect of human life and dignity, and their detrimental contributions to the human condition, are unacceptable and absolutely disgusting. I'm sure that the argument will come that claims the Premier's comrades were merely following orders. One need only look back to Nuremburg to see a precedent in our favor," he said. He paused, and readjusted himself in his seat, now aimed slightly more towards Premier Anthony.

"Bio-weapons are inherently a civilian-targeting weapon. They make no distinction between rich or poor, old or young, military or civilian. They do not even distinguish the nationality of their victims. They cause unnecessarily long and painful deaths, which is one of the reasons why genuine military applications of biological warfare are bogus. Thus, it is no mystery why they are almost solely regarded as weapons of mass terror. Considering that your diplomatic missive to the Australians claimed you would slaughter even their children, which also flies in the face of your claim that you do not condone the killing of civilians, it actually does not surprise me in the slightest that you would make it a major project within your government to develop them, while my nation focuses on developing medicine, information technology, and new ways to transport commercial cargo."

"I'm going to tell you for that last time. Communism will stay. As per protocol there will be elections for the new premier. As for my biological weapons that is my own fault. In later years I have attempted to treat the survivors of Australia and New Zealand. But as I said, that is for the next premier to determine."

[Sedikal]

"I see, Orwaltz you make a good point. I will say that I do deplore the use of Biological weapons which is why Sedikal has banned such weapons, and if I remember correctly Biological weapons are illegal under the WA right? At that Bojikami is a legitamit nation. We will ask for reforms to enacted and Sedikal will over see these reforms. But also if there ate elections going on we will agree to them. Now is there any issue with this?"

"The Biological weapons were launched before we joined the WA. As for reforms, what are we talking about here?" Anthony said.

Orwaltz thought for a moment before leaning forward, one of his elbows on the table. His other hand kept hold of his ferret.

"Mass murder is mass murder, Premier. Those responsible need to be punished. Germany made reparations for the Holocaust, but the prime movers and many of the underlings still had to face justice. Reform likely will come on its own after we collect the officials responsible; but we would like to see an end to Bojikami terror weapons, limitations put on their arsenal of weapons of mass destruction, and an end to the development of new technologies with the sole intent of mass destruction. We understand that it'd be unrealistic for us to demand a transition of the Bojikami government to a Fascistic system- that's something that'll be expected in the next century, not this one," he said with a bit of a chuckle. "Additionally, due to the nature of Iron Province, we request that a demilitarized zone be drawn between us and them there. Elsewhere, such as Saint Didacus, this won't be necessary, but in Iron, we have Ferrous Territory, a part of the United States of Allanea, bordering us to the West. Most of our active forces in the Province are geared to fight off an Allanean offensive, not a Communist one. Iron is also... special, for lack of better words. Saint Didacus may be home to the Navy's Pacific Command, but Iron is absolutely vital to us."

"As I said, I am treating the Australians and New Zealanders. We will and currently are dismantling Z-Bombs, and Virus-22 Bombs. After the second arms race, we found no need for it. But for the District of Iron, we could either render it neutral or we equally divide it." He lit a cigar and put it in his mouth. "As for paying for what I and Commander Kreshkov have done, we will face prison."

Orwaltz turned his head to one flank of delegates before looking over to the others. Their eyes all met with his.

"I do hope you're not suggesting we cede part of Iron Province. That's unworkable, the Spire would never allow it, and any attempt by us to arrange for such a thing would be a surefire way to end up with the Order of Arditi having a word with us. Iron Province is the most major contributor per capita to our military power and the second or third¹ largest population center, second to Magna Polis itself. As for your weapons, we want to be sure that you stay true to your word; we want to regularly send weapons inspectors to ensure cooperation with any agreement made here. Additionally, the Spire has requested that we push for the stationing of small C.V.R.A.² units in Bojikami, not to act in an enforcement role as they do in the Federation, but as an early warning system for anti-Fascist activities. Their mission will strictly be to observe, not intervene. And, finally, the Spire wants more than just you and Commander Kreshkov; they'll likely want everyone involved down to the rank of Major or even Captain- their fates will be determined by their respective Tribunals. For sure, some will be freed and flown back to your country, but some will spend the rest of their lives in our prison system."

"Well if you consider burning a Nazi flag anti-fascist, then there may be a problem on Christmas eve. We burn the Nazi flag in remembering of when we liberated the north of Nazi control." Anthony coughed. "I don't see what imprisoning me will do. I don't have a lot of life left."

"I understand, Premier. As I said, the Tribunal will likely grant you some sort of clemency, taking your age into account. As for burning the Nazi flag, that's fine- the goal of the Commission is to report and, in our country and certain others, directly protect Fascists from violence and systematic anti-Fascism. They're adept at detecting violent anti-Fascist sentiment. The goal of these deployments would be to let the Spire know if the new Premier's government is suppressing proponents of Fascism," Orwaltz replied.

[Bojikami]

"So I am guessing its been decided?" Premier Anthony says. "And if I die in custody, I wish to be buried on Bojikami soil."

"Understood. Your body will be returned to Bojikami if you die in our custody. There's one more, lesser term. We want the right for our private enterprises to operate in your country, so long as they conform to local laws. These mainly will be service-based organizations such as fast food and retail centers, but surely, manufacturing jobs and the like will come with this. Employees will almost strictly be hired from the local population, and our own laws ensure that companies provide safe environments and pay their workers fair wages," Orwaltz continued. Some would argue that the Federation's plan was unusually "Ralkovian," but an untapped market was an untapped market- it didn't take one of Raskov's Chosen People to see the opportunity.

"You realize that goes against communism right?" Premier Anthony said.

"China, Vietnam, even North Korea- they all had elements of private enterprise, despite fiercely defending Communism. If you wanted to be very strictly Communist, you would abolish your government and any signs of hierarchy- Communism is a stateless, egalitarian ideology, after all. If you'd rather the companies pay up to your government so that it can distribute the incoming resources equally, that's fine as well," Orwaltz said, adjusting one of his gloves for a tighter fit. "The end result is Orderian resources entering your country in a system of mutual benefit. I don't quite understand why you wouldn't want this."
