Nothing, not even the recent conflict with the Cookish, compared to what had happened to these people. She saw the look on a child's face, and struggle not to cry out with compassion. It was always the children that hurt most in war.

The sound of large rotor wings could be heard over the city, as the sun would become blocked for a few secounds as two Mi-26s would fly past carrying large boxes which were strapped to nets which were carried under them, carrying the roundel and insignia of the Estovakivan federal air force. As they semingly headed towards in the direction of the End Times Church Refugee camp, in cordination with the new-edomites, as they soon began to disappear into the horizion carrying their vital cargo. This were actually a tiny bit of the Estovakivan aid work in New-Edom as supplies from Estovakiva were shipped to New-Edom nearly daily, or brought by cargo aircraft, which were then distributed to refugee camps by trucks or helicoptres, by either the New-Edomites or the estovakivans, the Estovakivan troops in New-Edom were under the New Edomite Military District Command as agreed by the two sides which were already firm friends and allies.

On the road a convoy of KAMZ, trucks about 10-12 of them would drive past a security checkpoint manned by Estovakivan Troops which were let through at once as they were carrying much needed supplies such as food and medical equipment and aid two utility vehicles provided escort for them atøeast to some extent. There were over twenty soldiers manning the checkpoint, as they stopped some cars and searched under them with a mirror on a pole to see under cars as they looked for IED`s or anything supecious, while they checked its luggage room. concrete barriers would block most of the road as it meant that to get into this part of brightwater you had to drive past them. Wearing their dauntless body-armor and combat fatigues which were Lyran LDPCUs uniforms and Balcoth helmets with bacheclavas, beside the road block but more in the background a single LY224 'Sorcha' HIFV would be parked being the imedtiating factor, two Pseudonaja Protected Mobility Vehicles were as well parked with soldiers sitting in or standing around chatting and interacting with the local population, or just simply patroling. On a nearby building a sniper would provide the overwatch as he were baisically sitting beside his sniper rifle enjoying the scenery drinking a bit of his vodka ration, stil he knew to drink just the propper amount as he watched a few girls walk down the road through his binoculars wishing that he were on the ground instead with his comrades.

As soon as the car with the shrailleni approached they would have become wawed in for inspection, by a Sergeant not wearing a Bacheclava mostly becouse of his large beard with knots done in norse fashion, however wielding a AY144L Advanced Assault Rifle in his arm while he had a holstered LY46 'Hellhammer' .50 cal pistol could be seen by his tigh. His name were actually Igor and he has served in the Estovakivan Federation Army for 15 years or more, which is why he is allowed to even have a hellhammer pistol, which was given to veterans, it could posibly noted by people around him that his beard were gray/white.

Meanwhile two soldiers, named Varkov and Ivana would sitt by a table playing chess, while they watched some of the traffic, there were much less tension in the air now, due to the peacetreaty however the upcoming elections could make the situation meltdown once again, Ivana was clearly winning as she put Varkov`s king in check as she smirked lightly. "Hah seems like chess is not your game Varkov", however the two would have been interrupted by their real duty as a car were stopped.

Katara's eyes narrowed as their car neared the checkpoint, and she took note of not only the display of firepower but the soldiers who patrolled the area as well. She took a quick count, and though she could not see the sniper on the rooftop she assumed that such men would be posted in the area. She was not familiar with the uniforms, but the man who waved them over was a massive specimen, with a large light gray beard and the look of a hardened warrior on his face. The image reminded her of something...

"Who are they Submatriarch?" One of the girls asked from the seat opposite her. All of them seemed nervous, accutely aware that they were strangers in a foreign land, and of the foreign soldiers who were waving them on.

"Estovakivans," Katara replied shortly, realising that the men reminded her of someone that she had met in New Edom, and recognizing the symbol on their vehicles. The Sisters fell silent, though she could tell that they were no less nervous. The Estos had gained somewhat of a reputation in the Empire, neither particularly good or bad. But it was known that they were very different from the Shrailleeni, and that made them subject to suspicion.

"Remember your decorum, Sisters," Katara reminded them, "and don't worry. They are big and loud, but mostly harmless. I'll handle this."

Rolling down her window, Katara leaned out, her face a mask of neutrality.

"Greetings from the Shrailleeni Empire," she called to the bearded man. "I am Submatriarch Katara Telta fe Vangarra, with a small delegation bound for Joint Peacekeeping Headquarters."

"Ah, did I give the impression that I was not happy with the role Norvenian peacekeepers have played? My apologies, it was not my intent," said John Carmel pleasantly, without missing a beat. He glanced at one of his aides, who was taking minutes, and took the notes a moment and read aloud, "The elections must not only be free and fair, but they must be obviously fair and free. Any peacekeeping force with a history in or with New Edom, no matter how great its neutrality, compromises the appearance of electoral openness the moment it makes its members into arbiters of the fairness of the elections." He looked at General Steele. "Your words, General, not mine, and frankly they are more succinct than mine were. That is my intent. So I think that we agree on the Shrailleeni matter--I very much appreciate your contributions. I also agree with what Princess Nuleztahni has said--I think we all understand that they would be acting in an advisory capacity before the election, to help prepare local electoral officers for the election."

He looked around the room and said, "Were there any other matters on the agenda that need to be discussed?"

Siri's answer to Nennog was to incline her head and make a small, soft sound. She drummed her fingers on the table lightly. "Our troops are advising as much as we can already. Hramanatar Israyelyan's men work with law enforcement in our zones to train new officers. Soon they'll be processing things on their own, Elwe and Edomite alike. This is something we have an interest in more commitment from both during and after the elections. It would be very helpful for the stability of the region to have a mixed, non-biased police force with proper techniques and training. With every ethnic group involved, there is hope for moving forward."

"Your rhyming's not bad, for a novice, I'd say, which you clearly must be--but don't give up, try anyway! Now we are driving down cedar avenue, which you'll note has cedar trees every two feet orTu few. Turning left, I'll put flaps down to tone down the glare of the sun as we turn onto Boulevard Snare. Now Snare was the fella who founded Brightwater town, this fantabulous place that we're driving around. As we go past the villa of High Prince Find Lamat, you can see his tall statue and that reminds me, we're coming up fast on Bell-Aire, the street that leads to the Sharpaxey-lair which is your destination, at which we have come, and by the way for the fare 10 copper's the sum!" he said, pulling up before a two store block long structure.

Nuleztahni looked up from the table in front of her. “Those are excellent words Hramanatar Kalousdian and you save me the time of saying them myself. As I believe there is still more to discuss, perhaps we should address the issue of those who might not be fully literate? It would certainly be a large and extremely difficult task to bring everyone up to speed.” She took a drink before continuing. “One thing most people will know is what their preferred candidate will look like and if they do not, then that will be easier to remedy than playing catchup in terms of literacy. It is perhaps a simple idea, but perhaps including a clear image of each candidate in conjunction with their name and party solve this issue for this election at the very least.”

Nuleztahni thought things were going as smooth as they could given the large heads bobbing around. It made her job easier, but also less interesting.

Varkov walked alongside the car checking its underside quickly as he did understand that these people weren`t exactly the people to hide a 155mm unexploded shell.

Meanwhile Ivana would have placed herself on the opposite side having a clear view-point of the driver clutching her assault-rifle her black hair could be seen being lightly longer then the helmet itself her eyes were actually a mix of green and blue and for some reason she was wearing black lipstick. Igor leaned forwards towards the window to come at the same height as the shrailleeni submatriarch. As he grined "Shrailleeni? what by Thor's beard brings you here?

After hearing her explanation he nodded lightly "Pardon us for stopping, but there are some elements of New-Edom which is not as friendly folks as the rest, i suppose the submatriarch already knows the route to the headquarters?. Chatting could be heard coming from the Balcoth helmet with its integrated communication system, which made him frown "Seems like there has been a traffic accident up the road, i suggest you ladies take left up here and continue down one of the smaller roads. "What the devil is holding up the Shrailleeni?" Governor Carmel muttered to his aide.
"I'm not sure sir--they sometimes have a vague idea of time..." the aide replied.
Carmel nodded, keeping his face blandly pleasant. "The ideas concerning security support are well taken, as are the ideas about images--perhaps spoken media for those who are illiterate or semi-literate."

"I have a concern about the New Edomite troops being brought in, about that first thing, before we continue." said Princess Fuamnach. "I thought we were having most of the combat troops with drawn. Why is an Armored Cavalry Regiment--one of the most elite units in the regular army--being brought in, under an officer known particularly for his aggression?"

Perrin smiled. "I think that Princess Fuamnach knows my reputation very well, but she's incorrect. It's not one of the most elite units in the regular army, it's the best, plain and simple. The very concept of Armored Cavalry was transformed by my ideas, and the 14th has always been an elite regiment. It's not a huge unit, so you need not be concerned, but it's so that the people of Brightwater can feel safe, and so that none of the more rascally Branch leaders get any funny ideas about pushing non-Elwe around."

"This is outrageous," said Nennog, flushing. "The 14th's very existence is a symbol of oppression. First into action--against oppressed so-called colonials. Those sabres you so proudly wear in ceremony--how much blood is soaked into their hilts?"

Perrin looked coldly at her. "Interesting you should mention that. A lot, Commander. A lot of the blood of our enemies is soaked into those hilts, of those swords that were not broken or buried in foreign lands. That should give those who think of opposing us serious pause. And for those who do not take that pause and act impetuously...well more fool them." he then smiled and seemed boyish again. "But why do you have such concerns? We are all at peace now, and planning elections. Don't worry, I'll keep the troopers busy--with sports and improv nights and training and good mint tea. Ah, tea...give the New Edomite cavalryman his tea, his cha--there you are, he'll die for you."

Nennog rolled her eyes, and was about to speak, when Perrin said, "Listen everyone: I intend to be, no disrespect to General Augrim intended, the best District Commander Raith Immel has ever seen. You play ball with me, and I'll play ball with you. You do your bit, and I'll do mine. We're all part of the same team, in a fight for freedom and democracy. Work hard, train hard, play hard, and play the game."

"There should be a balance," Siri said quietly, watching the Elwe respond to Perrin. "I do trust the Brigadier-General to do what is best for Brightwater and the Edomite citizens within those walls. However, that alone is a problem. A force coming into the area should be there to protect all citizens from mistreatment. Regardless of whether they are Elwe or not. Until we reach that point, I will continue to voice reluctance at increasing troop presences in the area. Princess Fuamnach's concern is legitimate for someone who has lived in Raith Immel for the past few months."

All of this made her feel even more tired than she had been out in the field and she fought the urge to place something cold against her closed eyes. Anything to ease her headache. Carmel and Fuamnach at least both could voice their concerns in a less than confrontational tone. Siri was curious to know how much more agreeable Nennog and Perrin would be if someone had doctored their drinks.

"As for who has shed more blood, I think all of us have too much of a checkered past to start throwing accusations," the Hramanatar said with an edge to her words. "Both sides have demonstrated a willingness to murder each other, yes? We are trying to move past this. I understand that it is difficult to bury a hatchet that has kept its edge for centuries, but attempting to beat each other with it is not going to aid in the process."

Perrin knew that Nalayans were touchy, but he didn't care. Either they were allies or they weren't. "Hramanatar, I wonder if you're actually joking. Nalayans aren't really known for being terribly funny people, so I'm going to assume not. The main armed forces around here that aren't peacekeepers are the Branches. People in Brightwater are scared of them. I'm not a philosopher or an idealist, I'm a soldier. What I'm doing by being here is restoring balance. If anyone has any complaints about the conduct of myself and my troopers, well...the Sergeant-Major's door is always open."

"Thank you General," said Governor Carmel, hiding his weariness. Unbeknownst perhaps to the foreigners, Perrin was one of those officers particularly trusted by the Free Congress; it also made him a pain in the ass to deal with. Augrim couldn't leave fast enough; he had only reluctantly accepted the appointment and was irritated at constantly being drawn away from his real duties in Haran. That was all part of the game too--keeping Augrim off balance had removed him as a rival, for the most part. In spite of some of the breast beating, it was pretty simple--the Elwe knew that Perrin and his troopers would attack them without hesitation if they crossed the line, and he had made that very clear. It had also unsettled the peacekeepers, but that couldn't be helped. "I'd like to ask something else too: that we remember the treaty. We have agreed that this will be a fair election and all are sworn to abide by it. Those who do not do so...are accursed. God may forgive them--whether human agency can or not is irrelevant. It will not be accepted. I, John Carmel, vow that I will remove myself from office shortly after losing this election, if I do not win. I expect the other candidates to be prepared to do the same."

Nennog said, "I of course will abide by my sworn word. And I will throw you a party, Governor, when you have to leave." she said with a smile.

Princess Fuamnach sighed. "I have sworn...I see the need to bring it up is yet with us, and it grieves me." She was already making a plan in her head to deal with Perrin Pahath-Moab. She wrote a note to Princess Nuleztahni.
Do you see the web of intrigues Touchstone has set about this Raith Immel of ours? This election will make use of his cunning to destroy us and establish his power more strongly. I beg you to meet with me in private.

"I am not unaware of the military presences in Raith Immel. The Branches are supposed to be drawing down their own forces as well, Brigadier-General. And I am not opposed to more of an Edomite presence. To the contrary, in fact. My objection is the partisan color that seems part and parcel to the entire thing," Siri said, hints of frustration in her expression. "I look forward to the day we will be asked to leave. But that seems impossible with forces squaring up for confrontation. There are plenty of Elwe as frightened of the Branches and New Edom alike as there are terrified townspeople. I am not asking you to become a philosopher. I am asking for a commitment to protecting anyone who is caught in the middle, no matter what shape their ears happen to be."

She understood the idea of an armistice, but her responsibility was to the people on the ground. Particularly civilians. The only way she was going to be interested in handing over the burden to someone else was if they genuinely were willing to protect any noncombatants, not just the certain parts they decided they liked more. Squaring up with the Branches was not a bad idea, but without temperance it did nothing for the Elwe that were trapped in the middle.

Kalousdian had never possessed much of a temper. And yet, the feeling of uselessness that was overwhelming in certain situations kindled a fire that she'd thought herself incapable of. Exhaustion did a marvelous job of keeping her in check, however. "I am not unaware of political necessities at this time. I have been doing my best over the past months to be sensitive to it. But you must understand the position I am in as well. There are a great many people now who rely upon me to advocate for their right to equal protection and safety," she said, releasing the tension threatening to crack her head with a sigh. "If you cannot trust us to be genuine in our sentiment, then perhaps we were the wrong people to allow to aid, yes? I am not here to advocate for either side, nor do I intend to. But people are exposed, particularly refugees. They need guarantee of good faith and treatment from New Edom just as much as the people in the cities do."

Perrin said with a grin, "Then we have no issue, Hramanatar. You'll just have to trust me. I consider everyone in this room, and everyone they represent, to be a New Edomite citizen. But the reason why I'm limiting my patrols to around Brightwater is simply because that's the compromise--the Branches will do likewise outside of Brightwater. Look at Nennog--she knows. She's alive because we're honoring the treaty."

Nennog laughed. "Is there anything lovelier than a true honest enemy? What the General is saying, Hramanatar, is that he'd love to slaughter my White Thorns to the last man, woman and child--but he won't, because his honour demands otherwise. I want to win the election, not restart the war. If I win that, then that will be my total victory. Oh, the Edomites, Hramanatar, are wise. They sent him because it makes the possibility of armed brawls in the streets and country roads less likely--now it would mean war again. I hope this is understood."

Now it was Katara's turn to frown. They were already late, and though Shrailleeni did not have a great sense of urgency when it came to time she expected to at least arrive before the meeting concluded. The Esto's tone was typically of his people, but not offensive, and so she chose to ignore it and accept it in the manner that it was intended. She met his cold eyes with her own lively, bright green, a hint of a smile on her lips.

"I am sure that we will be fine, thank you. I am thankful for your concern and for your duties here in the city. May the peace of the Mother Goddess be with you."

She rolled down the window, and the car proceeded down the route recommended by the Estovakivan. The roads were certainly smaller, and their travel was slowed by people walking along them. Katara wondered if they would arrive on time at all, but wasn't terribly worried. The Peacekeeping nations would decide Raith Immel's future, the Shrailleeni would simply help in any way that they could. As the car pulled away, the Sisters started to chat among themselves.

"Did you see him? He was massive!"

"His eyes were like the ice on the mountains..."

"Sort of attractive in an exotic way. Do they all look like that?"

Katara said nothing, and tried to ignore them. They were mostly younger than herself, and few of them were married. As Sisters of the Temple, marriage and the masculine sex were doubtless on their minds, and she could not prevent them from chatting while foreigners were not around. She wondered again how long it would take them to navigate the city.

"Well, now that we have our murderous grudges toed up to the line of honor, can we move on to the next problem?" Siri said, her face behind her hands now. The headache was getting worse still. God, and the smell. Every time she closed her eyes it got stronger. The charring, cooking smell of flesh and hair wreathed in flame...the pops and cracks of where it split open to reveal blackened bone...

Under the table, Israyelyan grabbed Siri's knee and leaned over. His voice was soft when he spoke in Nava'ai, every harsh syllable heavily accented from his childhood home. "Kalousik, would you like me to handle this?"

She nodded but she was only half in the room with them anymore, blistering heat hitting her from all sides. She could taste the smoke in the air now, filling her lungs and choking out the life. "Excuse me," she said curtly, standing up. She managed a dip of her head and a salute to the other military people in the room before striding out into the hall.

When it finally started to recede, she'd already emptied her stomach. Now she was clutching at the counter where the sink was, her whole body trembling like a leaf. The medical staff had always jokingly called it Dzyun's Razor, after the head of the Inkvizitors: the more traumatic incidences you were exposed to, the higher your chance of problems. For months now it had been eating away at her in silence. If she'd done the right thing, if she'd run faster, she could have saved those burn victims. Voronwë would be alive. If she'd been a proper physician, she could have saved all of her patients. If she hadn't abandoned her troops to go on a fool's errand after Nennog, Arabyan and the others would still be at Antarrayin, laughing and joking.

To think they gave me a medal for leaving people to die. The black humor bubbled up in her chest like heated poison, giving birth to a laugh that never made it past her lips. Not once since she'd set foot on soil in Raith Immel had she been able to give word to her feelings. There was no one to talk to, no one to tell her it wasn't her fault. Instead it was always there, the guilt eating at her like shards of white phosphorus caught in flame. Every detail was fixed permanently in her brain for her to relive over and over and over.

Back in the conference room, Israyelyan was doing his best to fill the gap left by his comrade's sudden absence. "Nalaya offers whatever she can," he said simply, crossing his arms in front of his chest as he shifted in his chair. "Whether or not we are useful is for Raith Immel to decide, but we can at least pledge our assistance to see this a fair and peaceful election. Training proctors to give the ballots to non-literate people is a good start, as is a non-partisan police force for the region. If the best we can do to aid is simply not interfere, then we will do that."

"It's much appreciated," said Governor Carmel. Truly.

Nennog noted Siri's departure. She felt sympathetic, even as she thought, "That woman...if only she could see that she would not have had to come here if not for the Edomite bastards. One day..."

Fuamnach felt an ache of sympathy. She wished she had died in the war. She had no idea of what else she could have done, but she felt that she was a monster who had begun something that was the only way towards freedom--a path she hated.

High Prince Findi Lamat shook his head inwardly. Everyone so anxious to succeed in desperate plans that a thousand years from now would mean nothing or would be summed up in a sentence by someone without the slightest understanding of the context. The trees that stood now would mostly be gone, and only the stones remaining silent and speechless. All that was real was all that was brief, for human beings.

Perrin noticed as a soldier. He thought that Siri was close to breaking, and that a good superior would be transferring her soon to some duty that would do her honor and give her rest. She was overwhelmed, and he didn't want her around when she broke. Pity, but there it was. He would be the one to make the recommendation, since he saw no evidence that her comrades would. He didn't look at her when she came in; he felt she would hardly thank him for singling her out. He calmly said, "I agree with the idea of proctors, in fact I strongly recommend it." He went back to doodling.

Siri took a deep breath in the bathroom, calming herself down. The phrase, Physician, heal thyself had never before seemed quite so appropriate. Despite their isolation here in New Edom, she knew she did have officers she could rely upon. The only difficulty was their distance, and the fact that she had so much trouble even thinking about it that she hadn't been able to convey the problems she was having in her reports. Still, the orders from on high had already come: as soon as the election was finished, St. Xavier's would be replaced by St. Michael's, and then the draw down would hopefully begin.

In a strange way, it was harder to handle in places like this, where the adrenaline flood and hyper-arousal made no sense. Back in the field, she could work it off with exhaustion.

But at the root, it was like Israyelyan had warned her. She could only shove things in the box at the back of her mind for so long, and it could only hold so much. Someday, it would come open worse than this if she didn't start unpacking things, and she wouldn't get to pick when or where. After this, I need to talk to Israyelyan. I think I'm ready. I hope I'm ready.

She made certain that she was cleaned up and in perfect bearing when she came back. If anything, the Hramanatar seemed a little bit better, the vast pressure of whirling emotions vented somewhat by her latest episode. Her apology was a murmured one when she returned to her seat. Again, Israyelyan caught her knee to reassure her and express his concern without breaking his stony military discipline.

"Later, can we talk?" she asked hesitantly in Nava'ai.

He nodded before they both went quiet, waiting.

Nuleztahni had listened intently and had pulled her face up from the table periodically to observe the eyes of the different speakers. In the past it was believed that person’s soul resided physically within their eyes. And to be born blind meant your soul floated apart from your body and mourned its separation. Those days were long gone, but there was much to read in a look, a glance. There was certainly fire burning in the looks of those present, but despite this, things were still rather...calm. Relatively speaking of course.

She saw a piece of paper slide her way and for a moment was brought back to her days as a schoolgirl. She had received plenty of notes during that time, much to the chagrin of her teachers, considering most were given to her during class. It had been a fun time and probably one many of her classmates would not forget either. Upon reading the note she was pulled out of her reminiscence. Now this was interesting. She casually looked around the room and let her green eyes rest on Fuamnach’s for a brief moment. In them could be seen her acceptance of the meeting. And if that was not clear enough, her head nodded almost imperceptibly. After completing her scan of the room, she continued to spin the pen in front of her.

Steele watched Siri leave, then return, out of the corner of his eye. The Nalayan contingent was smaller than the Norvenian force, which had grown to twenty-five thousand combat soldiers, and its high command had always been closer to the ground than the Norvenians in FOB Northstar. Steele and Siri were very different officers; while Steele had done his time in the field, he was now fundamentally an organizer. But Siri still had blood on her hands, both in killing and in healing. It was different. Steele had seen enough combat in his time to know that. He also knew that the fact that Siri had demons with which to contend did not make her any less effective as an officer; in fact, perhaps her spiritual struggle made her better at what she did, gave her drive. She was on the edge; but perhaps, Steele pondered, one had to be on the edge in order to fulfill one's full potential.

At any rate, there was still work to be done. The general glanced across the table at Perrin. The young man was a good soldier, but he was young, and young men often had an inflated idea of their own ability to change the world; Steele was rather more concerned that Perrin know his limits than that he avoid incompetence. He glanced over at Standish, then cleared his throat.

"I understand the idea of a balance of power between the branches and the army," he said quietly. "But mutually assured destruction seems a questionable policy for ensuring security in an election year. However, if General Pahath-Moab restrains his military activities to Brightwater, and allows Shrailleeni observers free access to the collection and counting of votes, then we are not opposed to the reinforcements." Privately, Steele was concerned. Brightwater would be a center of election administration, and the Council Police were notorious for closing off outsiders from Edomite government business.

Standish had the same concerns, but he also had a counterpunch planned. The last time the Council Police stonewalled us, Lauren Russel ran an exclusive and caused an international outcry. If they try to steal the election by using their control of Brightwater, they'll find their efforts broadcast all over Pardes.

"Regarding the election proctors, visual ballots, and the creation of a non-partisan police force, we are fully in agreement with the committee," Steele continued. "In fact, a bill has recently passed the Assembly allocating funds to train and equip such a regional police force - if the various parties here represented regard such support as welcome."

"Well, that's very welcome help," said Governor Carmel, feeling baffled by this but not really sure as to what else could be said. "What are your plans, exactly, for this shall we say provincial police force? How much funding are we talking about, and how would the training be done, and the equipping and recruiting and all that?"

"Isn't this a whole different meeting?" Perrin asked. "Can we have a break to get more eats or something? I mean there's no way a police force is going to be trained in even a month adequately, so I see this as kind of moot. Besides, it's still a truce--which means that the peacekeepers, Branches and my Regiment will have to patrol northern Raith Immel. We'll have to cooperate to do that General. I suggest that your police recruiting and training commence if it meets with everyone's satisfaction, but we'd need to see some kind of plan. As for the present, you play ball with me, and I'll play ball with you. You do your bit, and I'll do mine. We're all part of the same team, in a fight for freedom and democracy. Work hard, train hard, play hard, and play the game."

The continued journey of the Shrailleeni was as peaceful as Katara had hoped, and they arrived at the villa at the same time that Perrin was suggesting a break for lunch. Katara led her companions out of the car and into the building, where they were escorted to the area of the meeting.

Upon entering, Katara greeted first High Prince Findi Lamat and then the other delegates, her associated mirroring her movements behind her.

"Greetings to all of you from the Shrailleeni Empire. I apologize for our lateness, but Brightwater is crowded and the Estovakivan security thorough in their duties. I am Submatriarch Katara Telta fe Vangarra, the head of our delegation here. I thank you for our invitation to this meeting."

She and the others found their seats quietly, and sat down with the utmost decorum.

"I trust," she said to help ease the potential shock of their entrance mid-meeting, "That all goes well?

New Edomite letter of badassness

Offical Communique of the Stratocratic Federation of Estovakiva

TO:President William Touchstone
From: General Vladimir Volostov
Subject:Recent events in New Edom

Dear President William Touchstone i must thank you for your kind words, regarding the Estovakivan soldiers, both men and womans which would not have benefited from training among the New-Edomites if not for the professionalism and wilingness of New-Edom and its military for letting us have exersices on its soil as friends. And after consulting with various staff members we have agreed that it would be great to have New-Edomite soldiers training in Estovakiva during the winter, as we belive we are one of few nations in Pardes with an arctic-force this wil prove useful for New-Edom in the future as well as for us.

Your request or rather suggestion regarding joint naval and aerial exersices has been noted and wil be examined by the Estovakivan federal air Force as well as our navy, and im sure we can come to an agreement rather quickly as allways, regarding its location size and such.

When it comes to the regards of the reds i must say we agree, any aggressive elements inside a soveregin nation is rather unwanted especially when it commits crimes such as murder and smugling of weapons? And of course patience only runs as large as the coup can fill with water or tears, as this letter is being send i have instructed General Kamerov and Ambassador Malashenko to arrive at the presidental palace or your residence if required, or our embassy within New-Edom to discuss the possibility of sending unwanted elements to the Stratocratic Federation of Estovakiva.

Might-Bravery-Endurance.

Sinercly, General Vladimir Volostov

Governor Carmel was about to greet them as was High Prince Findi Lamat when Perrin stole a march on them. "Welcome," he said. "We were just discussing a plan the Norvenians have to fund a provincial police force, and I was suggesting tabling it while we have lunch and conclude the discussions about the elections. And Sub-Matriarch, you are late, but come in looking as fine as that, and as long as you come in, it's good."

"General..." said Governor Carmel irritably.

The Shrailleeni visibly stiffened, the Sisters glancing at each other despite their strict orders to the contrary. They were unfamiliar with foreign culture, and were at a loss for how to respond to the comment. It was one thing for a man to make such a comment to a woman, which was rude enough, but during a diplomatic meeting? Unheard of. Luckily for them, Katara was a bit more world-wise. She fixed Perrin with an unreadable stare, and responded quite politely.

"I am glad that we have your forgiveness, General," she addressed him borrowing a clue from the Governor, "and your compliment is taken honorably. However, next time I shall expect dinner, drinks, a serenade, four outings, and a house constructed in my honor before you address me in such a fashion again, let alone in what I assume," she glanced amusedly at the other representatives in the room, "is a diplomatic meeting."

Now the other Shrailleeni stared at Katara, with a mixture of awe and shock. Katara wouldn't know this, but that was the first time that a Shrailleeni woman had ever spoken in such a manner in any kind of official setting. The effect was, to them, somewhat shocking.

Perrin raised his eyebrows. "We'll see, Sub-Matriarch, since you ask so nicely. Anyway: I'll let the Governor talk about the minutes for a moment."

Carmel said coldly, glancing at Augrim, wondering why he wasn't disciplining the younger officer. But Augrim looked as though he was staring serenely off into some distant desert landscape. He sighed. "Thank you, General, that will do." Nennog and the Elwe hid their amusement behind serene stares. "Sub-Matriarch, thank you for joining us. I was hoping to discuss your peoples' roles in the coming elections, and so far what we have is the idea of peacekeepers acting as proctors, and the general organizing of the areas into electoral districts. But I'd also welcome your thoughts on any of the points that I had raised in my letter."

Katara was very cool through the General's words, eyeing him without emotion. For only a brief moment, she wondered if any foreigner was savvy enough to successfully court a Shrailleeni woman. She imagined that the results would be hilarious for the Shrailleeni, and imasculating for any pompous, patriarchal man. With that thought behind her, she turned to respond to the Governor. She had prepared for this meeting well, it was her first official assignment as a member of the Matriarchy of State.

"Thank you Governor. Elections are not precisely a strong part of the Shrailleeni Empire," she said with a smile, "but they are not outside our realm of familiarity. If the peacekeepers feel that they can expand their roles to act as proctors, than that seems like a good idea to me. The Empire is prepared to supply you with as many personnel as you require for that task as well, we have a number of volunteers organizing under the Temple who are interested in aiding with the voting process."

In actuality, they had been forced to begin denying applicants. Many Shrailleeni were eager to get out of the country for the first time in history, and many more were fascinated by the Edomites. There were also a fair number who wished to spread the word of the Mother Goddess in Raith Immel as well, but Katara was not going to mention that.

"As for the electoral districts, I would be interested to see what the general had in mind. Have we decided upon voting locations yet? I assume that the procedure will mirror the Edomite norm, so I would like to know that as well if you have the appropriate information."
