Given the vast level of support from the Coalition of a quarantine of the Vorradian state, the Dominion of the Lubyak hereby declares such a quarantine in effect as of the transmission of this message. Elements of the Lubyakan Navy have been dispatched to contribute to the enforcement of the Coalition quarantine.

The policies of this quarantine will be as follows:

1. Any vessel or aircraft that is not a vessel or aircraft contributing to the blockade that approaches within 500 kilometers of Vorradia without prior confirmation, will be perceived as an attempt to breach quarantine and will be intercepted.
2. Upon interception, the vessel or aircraft will be given until 250 kilometers from Vorradian border to either turn back, or be interned by a member state of the quarantine force.
3. If the intercepted vessel or aircraft refuse to comply with quarantine instructions, it will be considered a hostile military target and will be eliminated as such.
4. Any attempts to fire upon quarantine vessels, aircraft or personnel will be perceived as open hostility, and the vessel or aircraft that fired will be eliminated as an enemy combatant.

We once again remind the international community that though these actions seem cold and heartless to the people of Vorradia, they are nonetheless necessary. The people of Vorradia are in thrall to their theocratic demagouges, and have never shown to be posessed of the will to do anything but surrender themselves as soldiers for their regime, or as labor for their regimes war machine.

When combined with continued Vorradian calls for the creation of an anti-pony alliance, the Dominion of the Lubyak--and the Coalition at large have no choice but to perceived attempts by the Vorradian government to rebuild their war machine as hostility. The limited suffering imposed by this quarantine and the change in government requested by the Coalition would be nothing compared to the suffering that would be unleashed upon the Vorradian people should their leaders--again--drag them into a war they can not win.

As such, the Dominion of the Lubyak feels no need to allow any form of aid, be it military, humanitarian, or other pass the quarantine zone.

From Gijirokastra, the two ships, the LAC Varanken and LBS Arazei, departed the harbor, with 2 Admirals, 10 captains, 40 doctors and 80 nurses, as well as 1,000 privateers. It would also have 2,000 reserve soldiers, and fluterred the Luziycan flag. It agreed to most of the terms, but also will be harsh. Indeed, Vorradia brought it amongst themselves, they should have been punished. They will not allow it be developed, and will fire on any ship not contributing to the blockade whatsoever.

It will take 6 days to sail over to the blockade zone, but they knew they will shoot any enemy ship (ships not in the blockade) on sight, regardless of intentions.

Remember, stay in contact with other nations, since we are participating in the blockade of Vorradia, a communist nation who forces it people to fight wars that they cannot win. Immediately, their guns began to be set, and they began radio transmissions to the crew of the other ships. It was going to be a long mission, and really huge; but they had one goal, to either make Vorradia a lifeless hellscape, or a land of freedom.

The High Chancellor placed the Spirean seal as the ink dried upon his signature, and with a heavy heart, Maven Auryn composed a very important letter to those who wished to help the Vorradians, a clear statement of their crimes, so that no righteous hearted ones would sympathize with those who committed such heinous crimes that the Vorradian regime committed. the harvest was plentifull, and our storage spaces full. our population may be small, but our land is lush and fertile. we can offer our abundances of potatoes, cabbages, wheat and various fruits. we also have an abundance of hempstalks meant for extraction of fiber, but the capacity of our industrial sector to habdle this amount is insufficient. it is sufficient to provide our population with the goods they need, but not to handle what we have available.

We are saddened by the naked greed evinced by the land-grabbing demands to partition Vorradia. If the coalition were truly concerned with the threat of Vorradia and the tyrannical nature of its regime, why did they not provide more support to non-theocratic factions before the current regime solidified its control? We believe that the coalition should have acted sooner and that this late attempt to gang up on Vorraida is at least partly motivated by imperialistic feelings.

Secondly, we are intrigued by the accusations from the Christian Republic of Luziyca that the Holy Imperial Territories of Vorradia, a nation which we have always thought of as basically a Corporate Police State with a right-wing ideology, is in fact communist.

We request permission from the Coalition to allow a fact-finding group to enter Vorradia to ascertain the truth of this matter. They would also try to look into what the possibilities are of a major epidemic; after all, it would be tragic if nearby nations who had nothing to do with this war are contaminated with some disease originating in Vorradia, and we feel that the international community has a right to know whether this is a likely possibility or not.

The United Kingdom of Malgrave had been monitoring the situation in Vorradia since the country had been destroyed in war. The Prime Minister had stressed the importance of maintaining the current blockade and the military had engaged it's intelligence assets to watch the situation closely, it seemed to be working as to their knowledge no-one had even considered breaking the blockade let alone sent any ships in the direction of the once warmongering nation.

A series of beeps then echoed across the silent room, a message from the Malgravean Foreign Ministry had arrived and a naval intelligence officer quickly picked it up, when gathering intelligence of such importance every single arm of the Malgravean government was utilized even the Foreign Ministry.

"Admiral. It's the Foreign Ministry, they are sending us information on recent changes to the situation in Vorradia"

Inigo simply nodded turning to the front of the room as the information was sent to the Foreign Ministry to the small military bunker underneath the Prime Ministers residence, the information was certainly interesting it appeared that Vorradia had sent out a call for assistance in it's reconstruction efforts and some nations were abiding by the call and sending ships to help with the re-construction something of which the Prime Minister had to been informed about, making the small journey towards his office the Admiral picked up the phone and dialled the brief number to the Prime Ministers private line.

Prime Minister Rachel Berry groaned as she was awoken from her brief sleep session by the annoying ring of her private line, groaning she turned and picked up the phone from it's cradle

"Prime Minister Berry. I have some new information regarding the situation in Vorradia. It appears that the country has appealed for international aide and various communist nations are preparing to send assistance
"I'll be down their in a moment" the Prime Minister responded putting down the phone.

Personal stood to attention and saluted as the Prime Minister and her Deputy entered the room and made their way towards the centre of the room to stand alongside Admiral Inigo, as the Prime Minister stood beside him he signalled for the intelligence from the Foreign Ministry to be shown on the rooms centre screen for the Prime Minister to inspect herself.

"Very well Inigo. Send in the Navy but don't get too carried away, you do have a budget" and with that the Prime Minister was gone dragging a tired Deputy Prime Minister with her.

The entire city of Portsmouth appeared to be in jubilation as the Royal Malgravean Navy prepared to set sail, they had not seen action for quite some time so the local population had flocked to the various observation sections of the port to witness the fleet getting ready.

And why would it? It was a fleet of civillian vessels, crewed by volunteers who knew little about the sea, if anything at all. They were no doubt mostly young, filled with idealism and hope about the world, and burning with rage about the 'injustice' and 'hearlesness' of the Coalition blockade around Vorradia.

Aboard the bridge of the destroyer Charlemane, Lieutenant Commander Whirlpool hung his head in pity. The poor souls aboard the freighters meant well, he knew that, and it would be a shame to have to destroy such childish innocence, but they had brought themselves to a warzone, and they were to find out what it meant.

The flotilla had been tracked for nearly a thousand kilometers before it arrived with long range patrols, and even some join tracking information from the over the horizon radar mounted on the Austrian Longsword class vessel that had been commited to the blockade. Hopefully, it's OTH radar would be its primary contribution, not its batteries of missiles.

As he looked out from the bridge, Whirlpool's eyes fell across his own ships tools of destruction. Like the Governor Taylor that sailed with it, the Charlemane was a Governor Nuskov class destroyer, meant for general purpose warfare. It could have sunk the entire flotilla from more than a hundred kilometers away if it had chosen, but the rules of engagement had specified its course of action.

Steaming ever closer to the convoy, Whirlpool nodded at his communications officer, silently giving the order to broadcast a pre-arranged message on all channels. However, before the broadcast went out, the dark blue unicorn glanced at his weapons officer, giving him a quick order.

"Get their attention."

"Aye, sir," the officer reported.

Within moments, the twin 130 mm guns on the bow of the Charlemane roared, sending two shells to splash into the water a good fifty meters ahead of the leading ship in the aid flotilla. No sooner had the splashes went out, than the broadcast from the Charlemane was sent into the airwaves.

"Attention unidentified vessels, this is the Lubyakan Naval Ship Charlemane. You have entered the Vorradian Quarantine Zone. As per the diplomatic communique broadcast to all concerned parties, and available for easy access to the public, this action is prohibited.

You are hereby ordered to pursue one of two courses of action. You may choose to turn your vessel around, and return home unmolested, or you may head to the nearest available Coalition port, where your cargo will be inspected, and its delivery to the Vorradians handled as the Coalition believes proper.

If you do not pursue one of these actions, and continue to within 250 kilometers of the Vorradian coast, you will be declared hostile, and will be terminated as quickly as possible."

The message was repeated in several languages, to make sure there was no chance of a mistake. The two destroyers had taken up positions ahead of the flotilla, easily making more speed than the civillian ships. None of them would be able to scatter and run.

As if to be sure, the two destroyers took a moment to activate their jamming gear, filling the radio waves with static. A military grade transmitter could burn through such jamming with ease, but a civillian set would have difficulty doing anymore than spitting or sending out white noise.

If the civillians aboard had planned on some glorious broadcast to the internet, they would be dissapointed.

As he looked out from the bridge, Whirlpool's eyes fell across his own ships tools of destruction. Like the Governor Taylor that sailed with it, the Charlemane was a Governor Nuskov class destroyer, meant for general purpose warfare. It could have sunk the entire flotilla from more than a hundred kilometers away if it had chosen, but the rules of engagement had specified its course of action.

Steaming ever closer to the convoy, Whirlpool nodded at his communications officer, silently giving the order to broadcast a pre-arranged message on all channels. However, before the broadcast went out, the dark blue unicorn glanced at his weapons officer, giving him a quick order.

"Get their attention."

"Aye, sir," the officer reported.

Within moments, the twin 130 mm guns on the bow of the Charlemane roared, sending two shells to splash into the water a good fifty meters ahead of the leading ship in the aid flotilla. No sooner had the splashes went out, than the broadcast from the Charlemane was sent into the airwaves.

"Attention unidentified vessels, this is the Lubyakan Naval Ship Charlemane. You have entered the Vorradian Quarantine Zone. As per the diplomatic communique broadcast to all concerned parties, and available for easy access to the public, this action is prohibited.

You are hereby ordered to pursue one of two courses of action. You may choose to turn your vessel around, and return home unmolested, or you may head to the nearest available Coalition port, where your cargo will be inspected, and its delivery to the Vorradians handled as the Coalition believes proper.

If you do not pursue one of these actions, and continue to within 250 kilometers of the Vorradian coast, you will be declared hostile, and will be terminated as quickly as possible."

The message was repeated in several languages, to make sure there was no chance of a mistake. The two destroyers had taken up positions ahead of the flotilla, easily making more speed than the civillian ships. None of them would be able to scatter and run.

As if to be sure, the two destroyers took a moment to activate their jamming gear, filling the radio waves with static. A military grade transmitter could burn through such jamming with ease, but a civillian set would have difficulty doing anymore than spitting or sending out white noise.

If the civillians aboard had planned on some glorious broadcast to the internet, they would be dissapointed.

"Alright men, we are going to head to their 'coalition port' for inspection. When we get there, keep your cameras on the medical supplies, those are the most fragile and the most likely to break. Also these foodstuffs, and take pictures of their security personnel eating on their time off if you can... we won't say that its the food we brought as aid, but we won't deny this 'fact' either."

The old captain was a veteran of the ZPVP (Zebulor Patriotic Values Party), a weak right-wing political party with some sympathy for Vorradian society, so he knew how to pull stunts like this.

"And since they are jamming us, back-up all footage and keep it safely hidden. They might want to take away our recordings after inspection. If they want to prevent us from recording in the first place don't give up your equipment easily, do all you can to provoke the authorities short of throwing the first punch; I want to record some authoritarian brutality with my hidden equipment."

The carrier was a mass of activity as an E-2D Hawkeye AWACS was spotted on one of the bow catapults. Towards the aft of the deck, several FB-34s were being armed with Kh-35U anti-ship missiles in preparation for any blockade runners.
Elsewhere, the other ships of the Orussian blockade force were taking their positions, ready and waiting for the first ships to begin arriving.

Accompanied by the resounding whine of the E-2D's turboprop engines, the electromagnetic catapult fired, sending the AWACS skyward. Quickly, a pair of Kharkov F-33s took up position on the forward catapults and followed the E-2 into the air.

Every pilot, even as combat-oriented as they were, hoped that nobody would be foolish enough to press the blockade, even though many knew that someone would try.
It wasn't so much a matter of 'if'. It was a matter of 'when'.

C'tan's tourist guide to hazards in Vorradia or things you need to know if you want to ship them aid.

First, it's a terrible place to go, second, we blew up or savaged the entire infrastructure outside the city. The same environmental factors that delayed the Allanean military getting there will also affect aid.

Cold: You know the infamous Russian winter of 1812? Or 1941? Vorradia is colder than that. Vorradia's city is only kept warm by constant industry and power, and a large system of steam vents. The natives who live outside the city are basically eskimos.

Nuclear-Strategic Landmines– Planted by C’tan, each of these landmines is a buried weapon designed from the ground up to fail on. That means, unlike a nuclear bomb, blowing it up, tampering with it, dismantling it will set it off. Repeat will. Efforts to dismantle this without setting it off are like trying to cut a hole in the bottom of a full fish tank without water getting out; there’s a way to do it, but it requires substantial lateral thinking. Each is over a hundred megatons; sufficient to destroy anything within miles, including bomb disposal teams. These can be remotely detonated by several states including C’tan and the GPH, adding another far greater nuclear apocalypse to the damage, should we feel the urge to do so.

Radiation: Later in the war, C’tan deployed terrenes, powered by atomic reactors, when these were breached they triggered deliberate nuclear meltdowns. Everywhere in the city will have a seriously elevated risk of cancer. Some areas will be just-plain-lethal. Your aid workers will get cancer or radiation sickness if they spend too long there.

No airports: Vorradia had no airports by the end of the war. We had to make our own. We destroyed that on the way out. Sauce for the goose is sauce for the gander; your aid workers will have to build their own airport. The natives might have built one by now, one supposes, though.

No ports: Linking to the previous, there were no port facilities, except an underwater submarine-pen (destroyed) in evidence in the entire nation.

No roads: There were no roads from the coast to the city. We built one, but it is covered in mines from our departure. Anti-helicopter mines were involved too.

Guerrillas: Before the war, the people outside the city walls opposed the Vorradian government. Peaceful contact was made by Princess Luna’s agents, and an alliance established. While they were offered resettlement, it is unlikely that they will all have taken such an option, and those that remain have been heavily armed and are unlikely to approve of aid going into the city when they can take such aid for themselves. These are not standard guerrillas any more, they have state of the art PMT arms and battle experience. C'tan continues to drop them weapons.

Sea Mines: Never enough mines. We also deployed VA-111 Shkval-based bottom-mines around the coast and the best harbour sites in anticipation of relief from Emperor Pudu during the war. They'll still go off and attack anyone attempting to land.

I have heard recently that the tyrannical theocratic government of Vorradia, the same one responsible for the war that brought the devastation of their own land, is calling for aid while ignoring the fact that it was due to their ignorance and arrogance that had brought them to that state in the first place. While my nation was not involved in that conflict, I can say I am troubled by this same regime coming back to power. This is a government that is utterly tyrannical and speciesist, especially toward Ponies. The very fact that it would try to rebuild its strength by playing on the gullibility of naive states who seem to prefer ruling with their hearts instead of their minds disgusts me.

I cannot allow for such a cruel tyrannical speciesist regime which rules over what remains of its people and land with an iron fist to regain its strength and prepare to carry out the very acts that had led to its destruction in the first place. Therefore, I would like to give my support to this blockade to keep supplies and armaments from going out to Vorradia until these power-hungry demagogues are deposed and replaced with a more sensible benevolent government. To that, I shall send a small contingent of warships, 15 in all, as well as patrol aircraft, to aid in this blockade.

And to all those who oppose this blockade, I say, are you so willing to be used by these tyrants who could very much use these supplies to rebuild their war machine and repeat the heinous acts they had carried out before? And in addition, I shall also perform Saurisia's traditional disregard for what other nations think of us and our actions, or what former President Miller put it colorfully: "The Fuck the World Doctrine".
