Once, there was a magnificent world, moving to and fro quietly in a small solar system, residing in a young galaxy that was barely out of its infancy. And the perversion that had been forgotten was reborn here on Earth. Our paradise, our splendor... revoked with prejudice in the hour of desecration. The Behemoths, the Leviathans... all have sought to claim Dominion over this fallen world, and all have passed away. The greatness of those that await us in History rings true forevermore. This, then, is APOLLYON: A multinational superstate, comprised of various nations placed far and wide across the world. The superstate will rise from the ashes of all other prototypes, and will be indivisible from the concept of absolute power. Apollyon shall return balance and order to a lawless, reckless world under the penalty of death, subjugation, or worse. We shall know all, we shall see all, and we shall soon conquer all. This is what unites us, and drives us, and propels us ever forward. We are the Last Zion, the final clarion call trumpeting the arrival of the end of days. There shall be none like us from before the world began, and never again shall any state or group approach us. We are the culmination of all that have risen.

The First Commandment of Apollyon: Honor Thy Allegiance

Nations wishing to join Apollyon must be willing to conform to the concept of a superstate. Like its spiritual predecessors, Apollyon is dependent on the loyalty of its members, inasmuch as the member-states of this accord continue to fight to bring about our Will with extreme prejudice.

The Will of Apollyon is defined by the consensus gleamed from the active member-states involved therein. It is the authority of the many to determine the actions of the many, and to correct the errors of the few by whatever means necessary to the preservation of the state.

It is the responsibility of the member-states of Apollyon to determine which nations among the hopeful few are to be given access to the privilege of membership. For while many shall rise to our call, few there will be that warrant our attention. One more than half of all members at the time of an applicant's submission of intent must approve any new additions to the state.

The Second Commandment of Apollyon: Honor Thy Brethren

All member-states of Apollyon are sovereign, inasmuch as an individual part of the superstate can be sovereign. The member-states are, however, bound to consider their fellow member-states in this accord as extensions of their own territoriality, and should treat others with due respect.

In instances of disagreement between components of the state, be it political, financial, or military, member-states are expected to settle their differences internally without full intervention from the state. Arbitration may take place at the request of any party in a dispute, with any neutral member-state serving as an arbitrator. Member-states are obliged to adhere to arbitration's findings.

All member-states entering into league with one another through Apollyon are expected to accord one another free trade throughout their spheres of influence, so long as agreements between sovereign nations does not harm one party's domestic economic markets. No member-state shall mark up the price of commodities or goods sold to a member-state or its dependencies.

The Third Commandment of Apollyon: Honor Thine Self

All member-states of Apollyon are expected to present themselves diplomatically and militarily with great strength and honor to project the desired image of the superstate. Those nations chosen to join the superstate will accord themselves appropriately in all dealings with non-aligned states.

Those states joined to the superstate will retain their own internal government apparatuses for the application of common, public, and statutory law within their own territorial borders. Further, all member-states will maintain their own currency, which shall henceforth retain its purchasing power throughout the superstate.

The participation of each state in the cause shall be a testament to the importance each member-state places on the survival of Apollyon. Nations may dissolve themselves of affiliation from the superstate without prior notice, but must remain active should they choose to continue to represent the goals and tenets of our cause.

The Fourth Commandment of Apollyon: Honor The Cause

It is the sovereign responsibility to treat an attack on a member-state of Apollyon as an attack on all member-states. Further, it is the responsibility of each member-state to bring their petition for help before the superstate itself, lest an issue is left to the merits of the individual member-state, thus signifying that no help is needed in defending the superstate as a whole.

All member-states enjoined to one another through Apollyon shall refrain from entering into collusion with external forces or other members of the superstate for the unified purpose of dissolving or in likewise manner damaging Apollyon. Such treason constitutes a deliberate and provocative attack on the foundation of the superstate, necessitating a full retaliatory response.

Member-states in league with one another through the superstate apparatus are expected to participate in the day-to-day functions of the state, including but not limited to: discussion on proposed ordinances, additions to the superstate's membership, any and all general mobilizations toward military actions, and to promote the Apollyon superstate domestically and abroad.

The Brotherhood: Member-States of Apollyon

The membership of the superstate known as Apollyon comprises a diverse assortment of governments, religious beliefs, ethnic creeds, and socioeconomic systems. There is no specific criteria applicants are expected to adhere to when applying to the superstate.

The active participants in Apollyon have been found worthy of admission by a vote undertaken by their peers, who are already serving in the superstate. Through the good graces of those holding the fate of an applicant's admission, the members of the superstate have earned their stripes, and are the best of the best.

When a nation gains entry into the superstate as a full member-state, their flag is added to the collective in honor of their achievement. The flag remains visible to all those that would partake of it until such a time that the nation in question elects to terminate its membership in the superstate, or is summarily ejected for a flagrant violation of our code of conduct.

Becoming a Member-State: The Application to Join Apollyon

All nations seeking to gain entry into the superstate are expected to represent the ideals of Apollyon prior to joining the alliance. The stated intention of this superstate is to project both soft and hard power to generate a vast sphere of influence—be it geopolitical, military, or socioeconomic—in order to influence world events and generate feasible political capital in various aspects of governance.

Nations who fulfill the expected obligations of an Apollyon member-state may fill out an application as presented below. Said application should be completed in its entirety, and should be an honest and complete representation of one's nation. Incomplete applications, or known fabrications may stand as grounds for outright rejection.

All applications submitted will be processed according to the order in which they are received. Applicants should remain visible in the Apollyon thread(s) while their petition is considered. An application will be voted on by the then-current membership to determine whether a member nation is accepted. One more than half the membership body must vote to accept a new member into its ranks.

To be called up for a vote, the applicant must have the approval of a Founder before voting may begin, or otherwise have an active member-state motion in the Apollyon thread to begin the voting process on an application, while at least one other member-state seconds the motion.

A member-state may approve an applicant with a vote of aye or yea, disapprove an applicant with a vote of nay or no, propose that an applicant become a prospect (retaining one's pre-vote status indefinitely until a new vote may be convened), our abstain from voting altogether. Three votes cast for prospect-status for an applicant are required to keep the applicant in consideration for admission.

Former members of the Conglomerate are exempt from the application process, and are granted automatopoetus membership status upon their request to join the superstate.

THE CODE+

While the Commandments of Apollyon are designed to provide a general rules base for the superstate, the Code of Apollyon is designed to facilitate the practical day-to-day maintenance of the entity. The Code contains general information on the alliance—its membership, its policies, and its rules. This resource is compiled to provide working knowledge of the superstate's functions and operations to its membership, while simultaneously providing valuable information to prospective applicants who wish to better understand the practical governmental apparatuses of Apollyon. This resource can be updated as needed.

Statute 1.0 — Activities of the Superstate

1.1 — Definition of 'Activities' — For the purpose of creating a uniform definition of 'activities' as the term applies to the functions of the superstate, activities are defined as any act or action perpetrated by no less than two active member-states in Apollyon that directly involve the superstate itself, including (but not limited to) diplomatic conferences highlighting the joint-membership of both states in Apollyon, military activities where both member-states are in concert with one another, or trade agreements that deal exclusively with members of the superstate.

1.2 — Diplomatic Events — Any active member-state of Apollyon may engage in diplomatic talks with one or more nations enjoined to the superstate at any time, without restriction. Any diplomatic agreement forged between member-states cannot be considered binding on the superstate as a whole, however, and no member-state shall be held liable for private diplomatic acts when said nation is not cogent to the discussion in creating said diplomatic acts. No member-state of Apollyon may engage in diplomatic negotiations with external entities (alliances, nations, or otherwise) on behalf of the superstate without the expressed written consent of a Founder.

1.3 — Economic Ventures — Nations enjoined to the superstate as active members are hereby vested the full and total privilege to create storefronts with other member-states of Apollyon and to enter into trade agreements with one another, provided no agreement is forced upon an unwilling party, and that the terms agreed to by the prospective parties does not infringe upon the commandments and code of ethics hereby established for the superstate.

1.4 — Military Ventures — The active member-states of Apollyon may at any time enter in league with one another for the purpose of mutual defense or punitive territorial expansion without seeking the approval of the superstate itself. However, the superstate cannot be held liable for damages incurred by such acts, and may absolve itself of its defensive commitments should the wanton aggression of its member-states jeopardize its sovereignty.

1.5 — Participation — It is the consecrated right of all nations enjoined to the superstate to take part in the day-to-day functions of Apollyon. This includes discussing and voting on prospective applicants, positing new policies which may be added to the Code henceforth established, and engaging in earnest discussion with other member-states on the superstate's vision and it's military-and-political direction.

1.6 — Restrictions — No member-state will be given the authority to act on behalf of the superstate without expressed written permission of a Founder. Further, no state enjoined to Apollyon may conspire with external forces or other member-states in any activity that could damage or in likewise manner disrupt the functions of the superstate or its membership.

Statute 2.0 — Admission Policies of the Superstate

2.1 — Definition of 'Active Member' — An active member-state of Apollyon is hereby defined as any nation that has obtained full membership in the superstate via a vote of their peers, or their installment by the Founder in tribute to their former membership in the Conglomerate. Active members are not necessarily considered those states who are most frequently visible in the affairs of the superstate.

2.2 — Admission Procedures — A prospective applicant to the superstate will be expected to submit a completed application in the Apollyon thread as a signal of their intent to join. No vote should be cast for an application before a Founder gives permission to begin the voting period. To begin a voting period, a founder must approve the commencement of voting, which can either be done at their discretion, or after an active member-state has motioned to begin voting on an applicant, and a second member-state forwards the motion. A Founder may prohibit an application from coming to vote, or may stop a vote on an application at any time if a discrepancy in information presented is discovered, or if the applicant nation has a demonstrable history of breaking rules or policies that Apollyon member-states are expected to adhere to. During the voting process, a member-state may approve an applicant with a vote of aye or yea, disapprove an applicant with a vote of nay or no, propose that an applicant become a prospect (retaining one's pre-vote status indefinitely until a new vote may be convened), our abstain from voting altogether. Three votes are necessary to be cast in favor of prospect-status for an applicant for said applicant to retain consideration for full admission.

2.3 — Rejection of an Application — Any application that is found to contain inaccuracies or incomplete information may be returned to the applicant for correction, or rejected outright without any further obligation to the prospective nation. If a nation's application contains information which may paint the applicant in a grievous light may be used to postpone or reject an application outright. Any application that proceeds to a vote that fails to receive either three prospect-status votes or accrue 'yea' votes from one more than half the current body of active member-states at the time of the vote will be considered rejected by proxy, requiring the prospective applicant to wait one calendar month before reapplying. Repeat failures in the application process may suffice as grounds for the permanent rejection of a prospective applicant.

2.4 — Rights of Applicants and Prospects — All applicant states to Apollyon are hereby vested with the right to receive a prompt recognition of the reception of their application and earnest discussion on the merits of their inclusion to the superstate, provided the policies outlined in Sections 3 and 5 are not violated. No applicant or prospective nation can be forced into any activities of the superstate against their will without first being approved as full, active member-states.

2.5 — Standards for Applicants — Prospective applicants to the superstate are expected to complete their applications in full, and to submit them in the proper channel. All applicants and prospects are expected to make themselves available to the active member-states of Apollyon for discussions on their applications or questioning regarding the policies and practices of their state. An applicant or prospect should have a documented history of demonstrating the moral tenets that defines the vision statement of Apollyon. Moreover applicants and prospects are to demonstrate above-average writing skills in their roleplays, using proper grammar and spelling without violating the code of conduct presented by the NationStates website.

Statute 3.0 — Defense of the Apollyon Superstate

3.1 — Definition of 'Defensive Military Action' — A defensive military action is henceforth defined for the purposes of the superstate as any organized military maneuver of campaign designed to protect a member-state from an invading or otherwise threatening entity or state who seeks to use punitive force for the obtainment of political favor, territorial concessions, or other acts which fit an ad hoc representation of casus belli.

3.2 — Acts of War — All nations enjoined to the superstate maintain the sovereign right to declare war on a foreign entity or state independent of Apollyon oversight, with the caveat that such a maneuver may absolve the superstate of its responsibility to defend said member-state. For the purposes of the superstate, an act of war against Apollyon would be considered any instance where three or more member-states are simultaneously targeted by an invading or otherwise threatening entity or state who seeks to use punitive force for the obtainment of political favor, territorial concessions, or other acts which fit an ad hoc representation of casus belli. An act of war as issued by the superstate requires approval from a founder, a motion to vote for a declaration of war by an active member-state, a forwarding second from another active member-state, and one more than half of the active member-states in Apollyon at the time of the vote approve a declaration of war. Any declaration of war as authorized by the membership of the superstate requires a full mobilization of the superstate's military capabilities.

3.3 — Full Mobilization — A full mobilization of superstate military options can be called upon when a declaration of war is authorized by the membership of Apollyon through a vote, though riders in any declaration may absolve certain nations from having to participate militarily. All nations that are active member-states of Apollyon at the time of the issued declaration are enjoined to participate in any mobilization order. If a member-state does not approve of a military action taken by the superstate, they may file a grievance with the membership to absolve themselves of culpability in said military act. Any nation that fails to mobilize during a mobilization order (pertinent to an authorized declaration of war), or fails to file a grievance with the member-states of Apollyon may be fined at the discretion of the member-states at the time of the infraction.

3.4 — Military Preparedness — Pertinent to the standing ordinances of the superstate, there is no current unified military body representing Apollyon-proper. Ergo, all active member-states in Apollyon must maintain a standing military force that can be mobilized in the event of an authorized declaration of war, or other crisis that requires the rapid deployment of military forces. Member-states who wish to be permanently absolved of responsibility in the military defensive preparedness of the superstate must file a grievance within seven days of their admission to Apollyon. Grievance claims must be approved by a Founder before a member-state is absolved of culpability.

3.5 — Offensive Military Actions — Any member-state may enjoin themselves with one other member-state for the purpose of launching a punitive offensive military action against another state or entity independent of the jurisdiction of Apollyon, with the caveat that such an act may absolve the superstate of its responsibility to protect said states. No nation may enter in league with more than one other member-state to engage in an offensive military action, be it preventative, provocative, or punitive in nature without the written permission of a Founder. Any offensive action to be taken by the superstate proper must be proposed for vote by an active member-state, and forwarded by a second member-state. One more than half the active member-states present at the time of the vote must vote 'yea' for the superstate to authorize a full or partial mobilization to engage in an offensive military action without having first been attacked.

3.6 — Surrender — No member-state, save the Creating Founder (New Azura) may surrender on behalf of the entire superstate. Furthermore, any member-state engaged in a military action that is driven to the point of surrender must first inform the membership of the superstate of their intention to surrender. No member-state retains the ability to surrender on behalf of any other member-state without their explicit written permission.

3.7 — Treatises — Any active member-state of Apollyon has the ability to negotiate treatises, be they diplomatic, geopolitical, military, or socioeconomic in nature, on behalf of the superstate. However, no member-state has the authority to ratify or in likewise manner enact any written obligation with another entity or state. All proposed treatises must be brought in full before the membership of Apollyon, to open the floor for debate and discussion. An active member-state may then propose that the prospective treatise be brought to a vote, with another active member-state seconding the motion. If the treatise does not violate standing principles of the superstate, and is met with one more than half the active member-states' approval at the time of the vote, said treatise becomes binding on all member-states.

Statute 4.0 — Ejection of an Apollyon Member-State

4.1 — Alternative Punishments — If a member-state of Apollyon has demonstrated multiple flagrant abuses of the written Commandments of Code of Ethics, punishment may be meted out as determined by a Founder. Such punishments may include a written rebuke of the offending party, a fine or levy which shall be established on a case-by-case basis by a consortium opinion reached by a simple majority of the active Founders, or suspension from all superstate activities and amenities for a length of time to be determined by a Founder. It is up to the discretion of the Founders to mete out punishment for abuses on a case-by-case basis.

4.2 — Right to Appeal — Any active member-state who is faced with a order for punishment or summary eviction may request an appeal to arbitration. In an act of arbitration, the accused state will be allowed to make their case for retention of membership before the entire body of the superstate, while a Founder will provide the evidence used to determine the punishment or eviction notice. The active member-states will then be allowed to confer and discuss the merits of the punishment or eviction order. If a simple majority of the active member-states believe the punishment is suitable for the infractions committed, the membership may vote to uphold the decision of the Founders. If a simple majority determines that the evidence presented is insufficient to punish or summarily evict a member-state from Apollyon, the membership may vote to overturn the decision of the Founders. Finally, if a simple majority determines that infractions have been committed by the offending member, but that the punishment meted out by the Founders is either too soft or too stiff, the membership may vote to decrease or increase the severity of the punishment originally meted out. All decisions from an arbitration for appeal to the membership of Apollyon is considered binding.

4.3 — Summary Ejection — Any state enjoined to Apollyon that commits multiple grievous offenses against the superstate, which covers any act that could harm or jeopardize the integrity or sovereignty of the superstate proper can be issued an order of summary ejection by a Founder. An ejected member-state retains the right to appeal an ejection notice within seven days of the written publication of said ejection notice. After seven days, failure to appeal the ejection notice effectively terminates the member-state's rights and privileges to an appeal. No nation ejected from Apollyon may re-enter the superstate.

Statute 5.0 — Governance of the Superstate

5.1 — Authority to Govern — The authority to govern the superstate is henceforth vested in the active member-states of Apollyon. All active member-states are granted the privilege to discuss the merits of an act of the superstate, propose new legislation, and vote on the various matters of business undertaken in the day to day operations of the superstate.

5.2 — Governmental Agencies — The right to create governmental agencies or officer positions in the superstate is hereby vested to the active member-states of Apollyon. To create an agency or officer position, an active member-state must propose said agency or officer position concept before the membership. An active member-state must motion the proposal to vote, with another active member-state seconding the motion. If one more than half of a majority vote to approve an agency or officer position, said agency or officer position becomes a statute in the Code hitherto created. No governmental agency or officer position can conflict by nature with the stated Commandments or Code of Ethics hereby established. It is the responsibility of the Founders to eliminate any and all agencies and officer positions that conflict with any written Commandment or Statute contained herein.

Statute 6.0 — The Members of Apollyon

6.1 — The Roster — It is the right of every appointed or elected member-state of Apollyon to have their flag presented alongside the other member-states' flags in the main thread, and to have their information cataloged in the Code. A roster of member-states is henceforth authorized to serve as an index of participating members in the affairs of the superstate. Member-states are listed in the roster according to the date of their admission.

6.2 — Updates — Any update to the Roster requires a written explanation to the Creative Founder (New Azura) in order to be enacted in the written record. Once approved by the Creative Founder, all roster updates should take effect no less than twenty-four hours from the time of approval. If discrepancies are found in the roster index, a member-state may petition the Creative Founder highlighting the inaccuracies. Roster updates are made as quickly as can be facilitated.

Statute 7.0 — Amendments to the Code

7.1 — Abolished Policies — All policies and statutes stricken from usage by the superstate are to be striked in the Code, with a rider attached explaining the reason behind the removal of certain policies or statutes. Such acts of abandonment of policies or statutes are enacted by a vote of the membership of Apollyon, with one more than a majority of the active members voting to strike a policy or statute from the record making it so. It is the responsibility of the Creative Founder (New Azura) to add riders to stricken policies and statutes.

7.2 — Additions to the Code — All active member-states of Apollyon have the right to discuss the abolishing of policies or statutes in the Code, or propose new legislation to appear in the Code. In all instances, a vote adhering to the conventions previously established must be carried out for any additions or removals from the Code, with one more than half the total membership at the time of a vote agreeing to add or remove to the Code. The Commandments of Apollyon are to be held sacrosanct, and no member-state shall alter or diminish them in any form.

7.3 — Conclusion — This marks the end of the first iteration of the Code. All policies and statutes contained herein are authorized by the Creative Founder of Apollyon, and will take effect upon their posting. All policies and statutes that are added beyond this point are considered binding in similar vein to those policies and statutes that appear before it. All member-states, irregardless of the date in which they apply to join Apollyon (or are admitted as full, acting member-states of Apollyon) are implicitly bound to abide by and follow all Commandments, policies, and statutes contained herein. The submission of an application by a prospect nation is tantamount to a public vow to uphold and defend these Commandments, policies, and statutes under penalty of expulsion from the superstate. Thus, it is so ratified on this, the 20th Day in the Year of Our Lord, Two Thousand and Eleven.
