Seeing Haruhi glancing at him in such a way, made the Emperor put his Black mask back on (ltechnically the black version of Uchiha Madara's spiraling mask, TG me for a picture of it. Other than that, my Emperor looks like Pein, except with black hair, while his face has some Orochimaru mixed with Qin Shi Huangdi features, while also having some Uchiha hair behind his head.)..

He then, drew his katana into the air, the swished it on his desk. He put it back into its sheath, then bellowed out loud.

"Comrades! Please! Stop with the arguments! We need to discuss the main matter at hand. The alliance itself. Arigato gozaimasu, Comraden Propaganda Minister, as well as her Black Guards. I should have maintained order myself." the Emperor said.

To Caraway, the Emperor addressed him.

"Our nation is a militarist culture, while our code makes us stay armed at all times. Also, we are all bringing weapons, in case the meeting is targeted. I am sure everyone has their reasons." the Emperor said.

Then the Japanese delegation, Azula as well as Hatsushiko included, began to cackle for a few moments at the reference to Sarah Palin (OOC: Seriously? Talking about Yankee politics now? As a Japanese who loves entertaining himself at how inefficient US politics are, I could only imagine...)

The Propaganda Minister came back to the attention of the Emperor and Delegate Karl.

"I am most pleased that your nations have agreed to our proposal," She bowed in thanks, "As you know, Comrade Commisar is one of the leaders in Nuclear Weaponry. Therefore, we felt it only nessesary to offer other nations the same capabilities." The Ministered turned her attention to Nicholas Caeus, "Thank you, Comrade. We respect your mature and honorable responce in these issues."

The Black Guards, noticed that Emperoress Hiruhi had awoken and to the Minister's orders, were to tend to her best they could.
"Comrade Emperoress Hiruhi, do you require anything?" Asked a Black Guardsman, "We have been ordered by Minister Mei-Li Yue to tend to our fellow Comrade."

Meanwhile, other Black Guards had noted the actions of the Canadian Delegation and began to shift the escort towards the Canadian side. With such rash actions, they were prepared to take down the Canadian Delegation at a moment's notice.

The Propaganda Minister stood up once more, "So Comrade Emperor, Comrade Karl, Comrade Caeus, what issues would you like to bring up and proposed solutions?" She said politely.

Karl's guards, although slightly more relaxed, continued to be on alert, ready to pull a trigger if someone did something stupid. The tensions in the room were certainly high.

Karl himself continued to laugh quietly at the hostile nature of so many of the representatives and national leaders, who were so quick to be angered. It seemed so juvenile. Then again, this may have been the first diplomatic things any of them had done. He continued to sit back, relaxed, listening intently to the conversation in the hopes that something useful would come out of it.

General Kang looked around the room, and wrote several names on a list which he held with him. They were names of representatives not to trust, or to be wary of, along with notes on their personalities and demands.

"Alright, now that we seem to be getting back to business." Caeus said, sitting back down while glaring at the Canadian delegation. "We must try to open more trade and infrastructure with other countries in the alliance. I propose that we put public funding to improving docks and railroads in nations who have those assets in poor conditions, and if necessary, construct them for several countries to improve trade. Since some of our members are in a state of war, I recommend one of the neutral nations, such as myself, protect some of the trading convoys on the high seas and in the skies in International waters."

She took this measure, to try to restore the peace in the room. The Emperor, nodded, kissing her like a true Cassanova seducer would do. He rewarded her for this excellent suggestion. He rolled his tongue into her mouth, then finished kissing her, turning back to zhe meeting. That must be my husband's approval..Azula thought to herself, smiling...

As for the meeting itself, more needed to be discussed.

Slightly pale from embarrassment, about a situation in mind, the Emperor spoke.

"Mooshiwake gozaimasen, once more... chotto matte kudasai...shikashi... My---problem, *ahem*, is something you would never imagine---*ahem*... Soshite wa, I think I shall let Orochimaru discuss this..." the Emperor said, growing pale...

"We have a nuclear submarine that has betrayed us. Its captain, is a capitalistic fool, bent on greed, willing to start a separate war of his own, for money. His submarine---is a ---rogue submarine...we have a hard time trying to capture it...Captain Yushuu Ikito, is a threat to all mankind, having an Akula III with 50 nukes on board, ready to aim at anyone, to trigger nuclear war. We are doomed, one of our own submarines, bringing us into destruction..." Orochimaru said, equally embarassed.

At this, Karl spoke up.

"If we may add to that, the Nomadic Peoples of YellowApple could assist in providing aerial support when defending said convoys. We can also provide several teams of engineers to assist in planning and constructing rail systems in the nations that need them."

Blue Belle slowly returned to her seat from underneath the table as she continued to take notes on her tablet, still shaking a bit from the sudden outbreak of hostility.

"I agree fully, Comrade Caeus." Stated the Propaganda Minister, "Public rails, docks, airports and roads should be improved. I also think that letting a neutral nation such as your's to guard member ships during times of war is a very wise idea. Comrade Commisar agrees to the proposal."

The Minister then went on to Orochimaru's statement, "A traitorous submarine captain is nothing to be embarrassed of Comrade Orochimaru. The answer is to simply have submarine crews travel in packs... or to simply make an example out of said crew." Miss Mei-Li Yue replied.

Also, we have 4 fleets chasing after them, however, we lost several ships & submarines in the process. That treachery has cost us naval power, as well as a sane image. We have been humiliated!" the Emperor bellowed.

Well first off we should start by offering jobs in construction that should help get people back to work,while agriculture could be expanded to offer more food.And don't worry about your sub commander,if that sub surfaces anywhere near the island we'll have it destroyed.

Karl was slightly disappointed that his words seemed to slip past the ears of his comrades, but unlike some of his contemporaries, he knew better than to do stupid things like firing off warning shots. He tried again, this time on the new subject of economic infrastructure.

"Yes, construction and agriculture are certainly important. However, just as important will be service-oriented industries. YellowApple can help to establish privately-owned telecommunications and medical offices throughout the nations receiving assistance, both of which will provide a means for professionals and untrained individuals alike to find additional jobs and provide vital communications and medical services."

Propaganda Minister Mei-Li wasn't against the idea of private-owned business, rather propaganda that such businesses could create... such as telecommunication. Comrade Commisar personally maintained an iron-grip on public infomation. In fact, the Summit itself was being recorded in order to broadcast in Comrade Commisar later on. One of the Black Guards was filming the Summit on the Minister's orders. The film would later be edited, documented, archived and shiped to many members of the Pact as a sign of good will.

Dave Wilson finally made his entrance. Alone, unarmed, and modestly dressed; he felt out of place amongst such distinguished folk. He offered everyone in the room a hearty handshake before asking a secretary for minutes from the part of the meeting he had missed.

He took a seat, and began to read what he had been handed. Observers would not occasionally puzzled looks as he flipped through the pages. About halfway through, he asked, "Excuse me, is this a misprint? Did the Canadian Prime Minister really say he raped a woman before attending this meeting? Nevermind. I don't want to know."

As he listened to the other delegates speak, he couldn't help but wonder if attending this meeting was a horrible mistake - reminiscent of the time from his childhood when a stranger lured him into a van with the promise of candy.

Karl wasn't as comfortable with suppressing free speech and press, considering that YellowApple had just relaxed its grip on public communications and broadcasts.

"The decision of monitoring communications, I feel, should be limited to the nation receiving such improvements. After all, not all member nations of this Pact support the suppression of free speech or press. In fact, we are one such nation that is much more lenient in what may be broadcasted, as long as it does not promote terrorist activities. Too much suppression may give the Pact a bad name, in addition to very likely not being necessary."

The Emperor, now wanting to indeed find a pragmatic solution to problems, decided to agree with the YellowApplans...on certain levels...

"At times, I am a pragmatist. I may have to agree with Karl, that this alliance needs a better image. However, we are all sovereign nations. Our domestic policies should not be squabbled over. I for one, completely suppress speech or press. However, let us not get into such arguments. Our priority is to the alliance. Also, Zathgan comrades, I thank you for promising to sink the traitor submarine on sight. Now, indeed, while infrastructure, as well as agricultural reforms are excellent, I may have to back down on business, as we are strongly anti-business. However, once more, our internal policies are not things to be squabbled over. I would not wish for us to look like the US Congress, a bunch of squabbling children. In terms of private businesses, those who have these, may conduct trade with the governments of nations who do not have business. This is my compromise."

"May I also wish to add that while we are anti-business, telecommunication improvements are important as well as necessary. However, we regress on medical offices, for fear that business may grow corrupt out of greed, favouring money over one's health. I would be careful as to regulate such business." the Emperor also added.

"My point exactly, Emperor," Karl replied. "Regulations on how businesses may operate - or if they may even exist at all - are solely the right of the nations they exist in to decide."

The US Congress bit was one particularly exciting to hear, as YellowApple had become YellowApple in the wake of a complete standstill of the American government caused by partisanship and disharmony.

"Moving on," Stated Minister Mei-Li Yue, "I see in an article of the Pact that you have requested a 'Satelitte Pact'. Could you please explain further into the Satelitte Pact, Comrade Emperor?"

The Comraden Government had little progress in space technology, rather a vehicle that could enter space... but come back down to deliver nuclear warheads. They possessed a single Military Satelittle to terrain and predict weather events that could occur, but other than that, they were stuck on earth.

The Black Guards had also wondered something, a mysterious delegate with armed forces, monitoring the Japanese Emperor and Propaganda Minister greatly. Finally having an idea to whom it was, the men came to the conclusion that it was an Aquitayne Observer, monitoring the pact. For now they had been carefree, but this was to be a troublesome occurance.

"Watch the Aquitayne observer and Canadian Delegations," Came a order from one Black Guard, "Nobody touches the Propaganda Minister, if they do, incapacitate them."
"Understood," Reported another.

This summit just kept getting more and more interesting.

A satellite pact is where we protect each other's space programmes, as well as try to protect each other's satellites, while merging them into a strong effective group, so that in case on member loses---ahum---his....satellites, he can rely on another member, to keep his nation running off satellites. Also, it is to help each other further our space programmes, by investing in each other's space programmes, as well as exchange material, resources, etc. to help further each nation of this pact in their space programmes. In addition, I would also like to help everyone develop a strong orbital strike capability." the Emperor said.

OOC: I am a Japanese (also born in Japan, as well as living in it right now), who constantly entertains himself watching the US Congress act so immaturely. I constantly watch videos online, of how the US senate squabbles like children. Why are they so indecisive on laws that could provide them jobs? Seriously, they need to use their brains a little better...if any...although the same might be said of South Korea, when their legislators squabbled over a law concerning lunch money...
Back to the Comradens, the Emperor addressed them.

The "Satellite Pact" was one which Karl knew would be... interesting from YellowApple's perspective.

"Well, YellowApple does have an extensive orbital infrastructure in place already, including permanent orbital settlements, a lunar colony under construction, and facilities in the La Grange points between Earth and its moon. We can certainly assist in the establishment of the orbital networks of other member nations, including the deployment of satellites from many of our orbital outposts."
