The Minervan Alliance

THIS ALLIANCE has been created to further the cause of Education, the Arts, and Sciences to benefit all Nations, regardless of Government style, State Religion (or lack thereof), Species, Planet, Stance on Slavery, or Magical Ability.

The Alliance Charter

WE, the Nations of the Minervan Alliance, in Order to create a more Educated World, have agreed to the following:
Article I
Legislation
§1. The Minervan Alliance is, following the Second non-Atomosean Signature on this Charter, a Patronship, composed of the Patron State, Council States, and, should the Members so wish, (a) Grand Justice(s).

§2. The Council States shall be chosen by an Election by All Members, following the Resignation or dismissal of a Council State Rep. from His or Her Office.

§3. The Council States Shall be composed of the Heads of the Various Secretariats: State, Science, Art, History, Culture, Music, et cetera, as the Members find necessary.

§4. Council State Reps. may Resign as They wish, or be dismissed by a vote by the Patron, Council, or Grand Justice(s) [should they exist], following an investigation into corruption or Great Wrongs by a Special Council Commission. An Election shall begin as soon as a Notice of Resignation or dismissal has reached the Patron State Rep. or Secretary of State/the Interior.

§5. Should this Alliance also become a Military Alliance, in the event of a State of Emergency declared by a Majority Vote of the Council States all Power shall transfer from the Council States to the Patron State, and the Council States shall have no power except to end the State of Emergency, at which point they will regain Power. After the End of a State of Emergency, they may issue a Table Rase Order to overturn any decisions made by the Patron State during the State of Emergency.

Article II
The Patron State
§1. Following the Second non-Atomosean Signature on this Charter, the Most Serene Patronship of Atomosea shall become Patron State Pro-Tempore until enough Members exist to hold a formal Election.

§2. A State shall remain the Patron State until its Representative has Resigned or been dismissed. A Patron State may be dismissed and Elected in the same manner as a Council State.

Article III
Grand Justices
§1. Should a Supreme Minervan Court be created, All States of this Alliance shall be subject to it in order to ensure the Destruction of Great Wrongs (Genocide, Intentional Starvation, Unethical Research Practices, etc.).

§2. Any Member State may send an Accusation to the Head Justice. If He/She finds the suspected Crime to be a Great Wrong, a Special Council Commission shall be created, and, should enough evidence be collected, The Representative of the Accused State will be brought to Trial. An Accused State of any Type may be dismissed following a Guilty verdict.

Article IV
The Minervan Neutral State
§1. Should the Member States so wish, a State will be created for Members to conduct business with Each Other and non-Member States. This State shall always be Neutral, and the Head of the State will make no legislation.

§2. A fugitive from any State may remain in the Neutral State for One Month. Following this Month, the Fugitive must either give Himself up to the Authorities of His Homeland, or Open up negotiations with Them.

Article V
Le Grand Coup
In cases of Extreme corruption, and with the Unanimous Agreement of All non-Council or Patron Member States, or Majority Agreement with at least one Council Member, the non-Council States may Perform a Grand Coup, Removing all Council State Reps. and the Patron State Rep. from their positions. A new Election must be held Immediately.

Percent of Government Spending to Education: 27% directly, 22% of GDP; and a further 11% (9% of GDP, as in Industrial expenditure) to help fund research in the private sector.
Amount of Emphasis on Education in society: It is the government's first priority, and the only thing that all of the three main parties agree on (90% of votes). It is the most important thing to the nation, being the cause of our ridiculous economic growth; and it is what brings the nation together.
