Charter looks fine. Points of military alliance should be voluntary on the part of nations.

Once we get a name, then I will creat the IC thread and offsite.

Congress of Regal Nations has an appeal. Phoenix also seems to have a following. It needs to speak to who we are and what we are about. Hmmmmm
