    To the People, Nations, and Representatives of the International Community,

    Ten years ago, in response to a grave incident of counterrevolution and an attempted
    coup d'état, the once vast State of the Kyrus People was devastated by a singular act of cowardice and dishonor. However, the Kyrusian people, in the decade that has passed, have learned to cope and adapt to their decimated homeland, and, from the ashes of a once great civilization, have risen from the earth once more. Through the usage of defensive policies, fortified cities, and significant amounts of atmospheric cleansing technology and State-provided radiological health services, we have been able to craft for ourselves a land that is capable of sustaining us.

    That singular act, the great Reckoning as it has become known, decimated our continental scope and forced us to retreat to the ancestral homeland that once served as the center of our self-determined livelihood. In the past, it was the great, historical home of the
    Kyrus Sich and the loose confederation of warring clans and families that served to found the Kyrusian nation. Now, in the wake of the Reckoning, we use it much as they once did – albeit with the advantage of deeper philosophical understanding and technological awareness.

    As such, we do hereby announce our emergence – or, more correctly, reemergence – onto the great, shifting sea of international politics. We do not require your recognition, though such formal politesse would be well received. In truth, this announcement is less for the great powers of the world that would, in time, serve well as allies to the Fortified State, and more for the enemies that sought so long ago to vanquish us from the realm.

    They sought to end our lives, and, in most, they were successful. Our populace – ethnic Kyrus and Kyrusian alike – were mercilessly slaughtered nearly to the point of total eradication. Genocide, by any other name, was perpetuated from back-channels and war-rooms in the empires of old that, for years, helped the Stratocratic Chancellery (what has become the
    Pjsmov ze Komanjeralmus) maintain continental peace and assisted in upholding the status quo. In the hours of our greatest peril, not even our allies assisted us. When men, women, and children were being heralded from their offices, homes, and schools, merely to be gunned-down by little more than armed bandits, they were no where to be found. Though, in time, those few diplomats, officers, and politicians that both assisted and permitted the attempted insurgency paid – with their lives – for their mistakes...

    Though I welcome words of the wise and recognition from the international community, as mentioned, this is not for you. This is for the bastards (pardon the lack of polite wording) that sat back in their chairs and merely shouted orders that ended the lives of millions of people. This is for the despots who are but little more than the sons-of-whores who chose to exterminate innocent people for the sake of political gain.

    This is for you, Charles...

    Below, both friend and foe, you will find attached a copy of the recently ratified Revolutionary Charter of the Fortified Nation, an addendum, in truth, to the great codex that is the Constitution of the Kyrus People and Imperium of the Legion, formulated and enacted in order to force our old ways to evolve – to adapt – to the great change that the Reckoning permitted to befall us.

    We have not perished. We have not laid down and permitted our circumstance to remove us. We have not been eradicated. In the ten years of silence after the Reckoning, we rebuilt our land. We re-forged our philosophy. We made ourselves – forced ourselves – to persevere. In the wake of annihilation, we endure; and no more shall we be held to the desires of an uncaring cabal of reactionaries persisting not for their love of their nation and people, but for their own, selfish desires.

    We have returned, and woe be unto thee, mine enemies, for the travesty you have committed...

Revolutionary Charter of the Fortified State of Kyrusia
Ratified March 10, 10 A.R.
Promulgated March 3, 10 A.R.

Hereafter, for the continuance of the Kyrusian State and
the overall survival of the ethnically-determined Kyrus people and
the endurance of all cultural attachments therein, the amended
Constitution of the Fortified State of Kyrusia is hereby enacted.

PREAMBLE

    Ten years ago, the glorious, pan-Slavic entity, traversing the continent, and uniting the Kyrus people and their Kyrusian brethren, faced its greatest and most powerful enemy. In the light of that day, the great stratocracy that held its peoples' welfare tantamount and the returning of their glory as chief goal, was forced, once more, to return to the state of destitution that the original “Kyrus Sich” was founded upon. The Kyrusian people faced travesty and annihilation like no other. They were forced to watch as their own, determined glory drained from the face of existence and fell upon the ashen, glassed earth beneath their feet.

    Ten years ago, the Reckoning befell the Kyrusian people.

    Having existed for nearly four hundred years, from the original sich-communities to the great Fortified State, the Kyrusian nation had become accustomed to war and strife. The people of this glorious nation came to understand the meaning of loss and calamity. They came to trust in their fellow comrades intrinsically – not only in the foxholes, but in the streets and homes to which they once held dear. Yet, even still, in the treacherous National Legionnaires' Congress (a legislative body formed by members of the National Kyrusian Legionnaires' Party, holding session every four years) the seeds of dissent and counterrevolution grew.

    For years, a sectarian Congress had permitted (and even bolstered) the growth and Kyrusian diversity within the Fortified State. With the septs of the “Old” and “New Guard,” legislation of such revolutionary caliber that the face of the State was crafted anew, was enacted and ratified. However, the roots of personal and individual prejudice ran deep, and, in the end, forced the great Reckoning which befell the Kyrusian people like no other.

    All the great players of the glorious State began to march to the beat of different drums. Reactionaries stormed the Chancellory Citadel in an attempt to capture and murder the grand Stratocratic Chancellor, a Raznakovic by right, lineage, and action. Licentious rebels attempted to execute the great members of the “Old Guard” who, for years, had remained loyal to the people and State, comrades in truth and destiny. Though many of their plots ultimately failed, in the end, what few successes they upheld were vital and detrimental.

    Obtaining access to the great machines of war and catastrophe beneath the great plains of the Fortified State, the “New Guard,” dissatisfied with the moderate policies of the Stratocratic Chancellor, enacted to maintain peace – both domestic and foreign, made a vile attempt to release the thermonuclear juggernauts, atomic deterrents held merely to insure the safety of the people, upon the enemies of the great State. Fortunately, such a grave travesty was ceased before it could occur, but this did nothing more than to prolong the inevitable.

    For years, the enemies of the Fortified State had maintained a steady peace with the political engine of revolution and prosperity, secretly desiring nothing more than the total obliteration of not merely the Kyrusian people, but all ideas to which they held. In the moment in which the international community believed the State to be initiating a global, nuclear holocaust, the enemies of the once, great Kyrusian nation, fell upon the Kyrus people as if they had become rabid vultures and carrion-eaters, awaiting nothing more than a nip at the bosom of beauty and magnificence.

    In those quick moments, nuclear hellfire rained down upon the entirety of the Fortified State; and, in nearly an instant, over one billion souls were annihilated in the caustic storms of scintillation. The great holocaust consumed the State and its people, obliterating any hope for survival. The once fertile lands were reduced to smoldering embers, great acres of pasture delegated to become swathes of steaming, radioactive glass. The enemies of the Kyrusian people abroad were determined to insure that, never again, could the revolutionary pride of the Kyrus State be permitted to exist. All souls, civilian and soldier, would be removed from this earth, with what few that did remain left to rot in the radiological inferno that now devastated the glorious State, crafting them into little more then semblances of what they once were.

    For ten years, the enemies of the State would be permitted to believe such as atomic fallout consumed much of the continental republic that the Kyrusians called home, forcing what few that remained to wither and rot, consumed by their cancerous lesions and writhing tumors, or to flee from the land, only to be captured by the barbarous mercenaries hired specifically to eradicate them. They watched, their scientists, analysts, and intellectuals confident in the accomplishment their blood and soil had performed, knowing, even then, that nothing could survive the might of their cyclopean weapons of death and war.

    Even so, ten years beyond the great Reckoning, the Kyrus people persist. On this date, as such, forced to dwell in the great, barricaded cities that sit along the radioactive sludge that once were glorious rivers, forced each and every day to look upon the ruins of the vast, Kyrusian homeland, watching as comrades and loved-ones die or become consumed by the mutagenic, ionizing fallout that plagues the great, continent-spanning Exclusion Zone, the people of the glorious and reborne, Fortified State of Kyrusia do hereby declare themselves extant, and do wish to reforge the great anvil and sword to which the great people once held.

    Behold, for Kyrus blood has fallen so that others may be free.

    Behold, for Kyrusian soil has been scorched so that life may once more grow.

    Behold, for the Fortified State of Kyrusia still lives, and forever-more shall its enemies tremble.

[ ▲ ] Principles and Social Structure of the Fortified State
Chapter One: The Kyrusian People

    Article One: Hereafter, the following definitions for individuals residing within the Fortified State shall be held-to and shall not be deviated from by any authority, hegemony, or organized group conducting itself within the Kyrus State:
      Kyrus: An individual of ancestral lineage such-that they possess at least four grandparents of pure Kyrus descent;
      Kyrusian Second Grade: Hereafter known as “Kyrusian²”; an individual of ancestral lineage such-that they possess two grandparents of pure Kyrus descent;
      Kyrusian First Grade: Hereafter known as “Kyrusian¹”; an individual of ancestral lineage such-that they possess one grandparent of pure Kyrus descent;
      Kyrusian: Without any amendment signifies a resident of the Fortified State of either Kyrus or Kyrusian² or Kyrusian¹ status;
      Nojprynajti: Known as “non-designated”; an individual not possessing ancestral lineage of any gradparent of pure Kyrus descent;
      Nejmrutav: Known as “radiation afflicted”; an individual who, regardless of degree, possesses irreversible present mutations caused by or from radiological and nuclear fallout.
    Article Two: In accordance with the proper conduction of law and the endurance of the Kyrusian people, individuals of Kyrus and Kyrusian (Second and First Grade) status shall hold full protection under the law. Individuals of nojprynatji status must defer to their local dinjtsi authority for proper (if delegated) representation and protection. Entities of nejmrutav status shall have no protection under the law – whether from dinjtsi or central authority.

    Article Three: No authority shall attempt to promulgate or amend the definitions of persons herein. Additional statuses may be amended to the law, but removal of statuses shall not be possible under the Revolutionary Charter except by unanimous consensus by all delegated bodies required and stipulated herein: State Command Council and State Committee for Legislative Promulgation, or, in the event of a declared national state of emergency.
Chapter Two: The National Political System
    Article Four: The Fortified State of Kyrusia exists as a revolutionary nationalist state of the Kyrusian people, expressing the will of the legionary and revolutionary denizens of the State, as well as forging to endure the culture, nation, and ethnic identity of all Kyrusian people.

    Article Five: All political power rests with the Kyrusian people, expressed through the representing apparatus that is the Komakojnstaetia (“State Command Council”); furthermore, the will of the people is represented through the State Committee for Legislative Promulgation, each comprised of Kyrus individuals appointed according to Original Revolutionary Constitution of the Fortified State of Kyrusia.

    Article Six: The political governance of the Fortified State shall function according to the principles of eltaijidemokraijmu (“democratic elitism”), functioning in a lowest-to-highest manner. As such, each tier of authority shall possess a senior administrator (State Command Council, Komajeralmus; State Committee for Legislative Promulgation; State-Commissar of the Interior; Dinjtsi Authority Councils, Precinct Wardens; etc.) and a functioning body to enact and debate further procedures, serving higher authorities as required for further promulgation and acceptance.

    Article Seven: All State apparatuses and divisions shall serve to enforce and protect State legislation and shall make no attempt to circumvent or corrupt said legislation.

    Article Eight: Dinjtsi and local collective councils shall further function to discuss, enact, and improve upon relegated State procedures in the fields of utilities, protection, defense, agriculture, etc.

    Article Nine: Above all, the purpose for the State shall serve to insure the extant survival of the Kyrusian people, Kyrusian culture, and the Kyrus ethnic identity at the expense of whatever procedures and ideologies the fulfillment of this necessity requires.
Chapter Three: The National Economic System
    Article Ten: The defining principle of the State economy shall be its adherence to Kyrussocialijmu (“Kyrus-socialism”) and, as such, shall be collectivized and planned according to the appropriate economic practices delegated by the State-Commissariat of Economic Affairs and all attached bureaucracy therein.

    Article Eleven: According to the tenets of Kyrussocialijmu, State property shall be defined as the public and collectively-owned property of all Kyrusian peoples currently held within the peripheries of the Fortified State.

    Article Twelve: All means-of-production shall, thus, be collectivized according to the necessary principles in order to insure efficiency and equal ownership.

    Article Thirteen: All wages/salaries earned by the Kyrusian people shall constitute the personal property of the individual who has earned such in a non-exploitative and integral manner, free from all unnecessary forms of reduction spare for the continued prosperity of the Kyrusian people.

    Article Fourteen: State law provides the conduction of personal projects and work that, when conducted, shall not receive income in exchange for goods or labor; the earning of income from such procedures constitutes unauthorized monetary compensation and alienated labor and shall be penalized according to the necessary procedures.

    Article Fifteen: In order to consider the current and future generations of the Kyrusian people, all available scientific and rational practices shall be applied to all fields in order to insure maximum-output and efficiency, as well as delegating proper safety prerequisites when it concerns contaminated zones or possible radiological dangers.
Chapter Four: The State Foreign Policy
    Article Sixteen: All foreign policies and designations shall adhere to the principles of revolutionary nationalism and, as such, shall insure the integrity of the Kyrusian people in all affairs – including the superposition of Kyrusian desires and needs over those of others, friend or foe.

    Article Seventeen: The State shall conduct any necessary policies to insure Kyrusian integrity, but shall maintain a dominantly non-interventionist, nationalistic, alliance cooperation, non-intervention in domestic and internal affairs, the respecting of frontiers and territorial demarcations, the upholding of national and ethnic sovereignty, and the maintenance of all tenets necessary to insure continual national revolution.

    Article Eighteen: As a revolutionary nationalist state, the Kyrusian State shall conduct a foreign policy conducive to the insuring of ethnic determinism and national identity abroad amongst allies and allied movements as deemed necessary by the State Command Council and attached apparatuses.
Chapter Five: The Defense of the People
    Article Nineteen: As a part of the primary goal of the State, the State shall function as the chief delegation of defense of the Kyrusian people, while simultaneously insuring the continued propagation of revolutionary tenets and defense-aware organizations through the entire strata of Kyrusian society and government. This is to include, but not be limited by, the formation of a national armed forces (to include ground, air, naval, periphery, home guard, and all other necessary branches of the aforementioned), local or precinct militias or self-defense corps, and any organization that may be necessary to conduct the proper business of the State.

Chapter Six: The State Citizen
    Article Twenty: Federative citizenship of all denizens dwelling within the Fortified State, its dinjtsi and secured central region, and all dominions, protectorates, or otherwise foreign-held territories shall be declared “Kyrusian” and shall possess citizenship and the right to grade classification.

    Article Twenty-one: All affairs regarding the status of citizenship and the delegations therein shall be relegated by the State-Commissariat of Nationality and Ethnicity Affairs, its attached bureaucracy, and/or any defining executive department necessary for the proper function of the State.

    Article Twenty-two: As to circumvent the extensive clauses of the Original Constitution of the Fortified State, all men and women are to be declared of equal standing, rights, and responsibilities within the Fortified State.

    Article Twenty-three: Citizens of foreign nations that have refused to acknowledge the nation-state status of the Kyrusian peoples shall have no right to citizenship and, as such, shall receive no protection under the law and shall be treated as necessary for the continued functioning of the State.

    Article Twenty-four: Citizens of foreign nations that have become persecuted due to their revolutionary nationalist beliefs or allied philosophical currents shall be granted asylum and shall be determined to fall under one of the following classes:
      Sanctuary Citizenship Grade A: Individuals granted Sanctuary Citizenship Grade A shall be treated and serve as Kyrusian citizens and shall be permitted all rights delegated to Kyrusian citizens and shall receive protection under the law;
      Sanctuary Citizenship Grade B: Individuals granted Sanctuary Citizenship Grade B shall not be treated as Kyrusian citizens, but may be granted temporary or truncated citizenship in certain delegated dinjtsi, cities, or settlements specifically catered to the cultural and ethnic needs of such collective groups.
Chapter Seven: The Rights and Responsibilities of the Citizen
    Article Twenty-five: Citizens of the Fortified State shall be granted all rights and responsibilities declared by the Revolutionary Charter and Kyrusian law. No authority shall infringe upon these rights without just cause or in times of national emergency or the immediate threat of national security or ethnic solidarity.

    Article Twenty-six: Kyrusians shall have the right to employment and pay, guaranteed according to the accordance of Kyrus-socialism, due income to be received according to the quantity and quality of performed labor, and shall not receive income below the state-mandated minimum and grade. They shall have the right to choose their own profession in accordance to their abilities, skills, education, capabilities, and the collective need of the Kyrusian people and State.

    Article Twenty-seven: Kyrusian shall have the right to rest and leisure and the right to enjoy the culture herein, so long as such rights do not infringe upon the survival of the State.

    Article Twenty-eight: Kyrusians shall have the right to housing, education, health, protection, and the continued maintenance in the event of aging, sickness, disease, or physical disability, this is to include mandated protections from radiological fallout, biological and chemical hazards, and toxins present due to the Reckoning, so long as such rights do not infringe upon the survival of the State.

    Article Twenty-nine: The family unit shall receive protection from the State as the conventional, base-unit of Kyrusian society.

    Article Thirty: Kyrusians shall have the right to individual scientific, rational, artistic, and intellectual work, protected by the State, so long as such rights do not infringe upon the survival of the State or at such a time in which it become necessary for the State to claim public ownership of such work.

    Article Thirty-one: Kyrusians shall have the right to participate in the management and administration of the government and economy at all strata of society, to include the innovation, discussion, and enacting of policies so long as to insure the survival of the Kyrusian people. As such, all Kyrusians shall have the right to submit proposals, ideas, or innovations to the State for approval and further consideration, so long as such rights do not infringe upon the survival of the State.

    Article Thirty-two: Kyrusians shall have the right to create or enter into public organizations or unions for the expressed goal of assisting the Kyrusian people, culture, ethnicity, or State, so long as such organizations do not attempt to found a political platform, agenda, or party, and do not attempt to infringe upon or amend the Original Constitution, Revolutionary Charter, or laws of the State, in a violent or reactionary manner, so long as such rights do not infringe upon the survival of the State.

    Article Thirty-three: Kyrusian citizens shall have the right of conscience and the right to profess religious ideas or membership within a religion so-long as such practices are conducted in personal property to include a home, apartment, tenement, or established place for such. Organized religions shall not receive public or State subsidies and, as such, land shall not be delegated for the erecting of a church, temple, mosque, synagogue, or any house of prayer and worship, as such conflicts with the personal nature of the right of conscience. Furthermore, individuals shall as well have the right to not affiliate with any religious philosophy and maintain an atheistic ideology. All such rights shall be maintained as long as they do not infringe upon the survival of the State.

    Article Thirty-four: Kyrusian individuals shall be considered inviolable so long as it does not infringe upon the survival of the State. Personal correspondence in written or electronic from, telecommunications, telegraphic communications, etc. shall not be infringed upon nor confiscated without just cause by the Original Constitution, Revolutionary Charter, and laws of the State. Furthermore, no Kyrusian may be detained or arrested without just cause; no Kyrusian citizen may have their home violated or trespassed-within without just cause, so long as it does not infringe upon the survival of the State.

    Article Thirty-five: Protection of individual rights shall be delegated to the State and all lower bodies of governance.

    Article Thirty-six: All Kyrusians shall have the right to lodge a complaint or grievance with the State against any governing body or individual to be investigated and determined in a length-of-time as relegated by law.

    Article Thirty-seven: The rights of Kyrusian citizens are to be inseparable from their responsibilities. Any Kyrusian citizen who does not adhere to such responsibilities, as such, shall not be granted the rights delegated unto them.

    Article Twenty-eight: All Kyrusian citizens shall have the responsibilities to perform their socially-useful labor conscientiously according to the best of their abilities, education, and capabilities, and shall adhere to the labor disciplines as relegated by law. Evasion of such disciplines is incompatible with the Kyrus identity, Kyrus-socialism, and revolutionary nationalism as a whole.

    Article Thirty-nine: All Kyrusian citizens shall have the responsibility to protect State and collective property. It is the duty of all citizens to insure proper appropriation of capital, labor, and the methods and tools of production; squandering of these aforementioned items is incompatible with the Kyrus identity, Kyrus-socialism, and revolutionary nationalism as a whole.

    Article Forty: All Kyrusian citizens shall have the responsibility to respect and enhance the State, and to further progress its power, prestige, and development. This is to include all governing bodies, all cultural norms, all traditions, the Kyrus ethnicity, and all attached norms and mores.

    Article Forty-one: All Kyrusian citizens shall have the responsibility to respect the rights and duties of all other Kyrusians.

    Article Forty-two: All Kyrusian citizens shall have the responsibility to protect and conserve nature and the environment from radiological, biological, chemical, and toxic hazards – both from the Reckoning and otherwise.
[ ▲ ] The Structure of the Fortified State and its Constituent Precincts
Chapter Eight: The Fortified State – A Federative Integral Republic
    Article Forty-three: The Fortified State is a federative integral republic, founded on the principles of Kyrus-socialism and revolutionary nationals, conducted according to the practices of stratocratic technocracy in order to insure the ethnic determination of all Kyrusian people as to preserve the national, Kyrus identity, culture, and traditions from both the effects of the Reckoning and all other forces, either foreign or domestic, which seek to truncated such. Furthermore, the State shall be defended according to the principles frojitai graja degrajismu (“fortification before disintegration”) and shall include the erection and maintenance of all defensive and offensive measures considered necessary for the survival of the State and Kyrus Nation.

    Article Forty-four: The Fortified State shall be divided into five dinjtsi (“precincts”) and one “secure precinct” as such as follows:
      the Zahdinjtsi (“Central Precinct”),
      the Skhidinjtsi (“Eastern Precinct”),
      the Zhidinjtsi (“Western Precinct”),
      the Kyrusdinjtsi (“Kyrus Precinct”),
      the Piydinjtsi (“Southern Precinct”),
      and the Uzbedinjtsi (“Coast Precinct”).
    Article Forty-five: The State shall have supreme, unitary authority over all lower sections of the Kyrus Nation, to include but not be limited to: the conducting of the economy, defense, the foundation of territorial boundaries, drafting and approval of a budget, control over observance of the Original Constitution and Revolutionary Charter, and all matters considered necessary for the survival of the State.

    Article Forty-six: The laws of the Fortified State shall be unanimous with the laws of the dinjtsi. In the event a discrepancy arises, the laws of the Fortified State shall ultimately supercede all dinjtsi or local statutes.

    Article Forty-seven: The Fortified State functions as a single, complex, integral entity, and its sovereignty reigns through all dinjtsi and locales.
Chapter Nine: The Zahdinjtsi
    Article Forty-eight: The Zahdinjtsi (hereafter referred to as “Central Precinct”) shall serve as the capital of the Fortified State, and be the geographical location for the central authority of the State. It shall comprise no less than the full boundaries of “Old Kyiv,” as well as the fortified city of Rahketijstaetia which serves as the active, central location of the true-capital of the Kyrus Nation.

    Article Forty-nine: The Central Precinct shall only be populated by Kyrus and Kyrusians of the Second and First Grade.

    Article Fifty: Individuals shall not be permitted to exit the Rahketijstaetia into the Central Precinct without approved clearance, due, in part, to the severe radiological hazards that exist beyond the cleansed borders of the capital. Furthermore, individuals shall not be permitted to enter the Central Precinct from the Kyrusdinjtsi in which it is situated without approved clearance.

    Article Fifty-one: The Central Precinct shall function as an autonomous entity and federative district of the Fortified State. This authority shall not be superseded by any other body unless determined necessary for the survival of the State.
Chapter Ten: The Dinjtsi
    Article Fifty-two: The dinjtsi shall be relegated as the largest administrative divisions of the Fortified State, and, as such shall have a delegated capital to which the administrative precinct-authority shall conduct government business and shall hold supreme authority over the territory to which it abides.

    Article Fifty-three: The dinjtsi shall have the right to draft, discuss, promulgate, and enact localized laws which govern each individual precinct so long as it does not attempt to circumvent the Original Constitution, Revolutionary Charter, or State law, and does not infringe upon the survival of the State. Chapter Eleven: The Central Authority – Executive-legislative Branch
    Article Fifty-four: The executive branch of the Fortified State shall be the chief administrative and central authority for the Kyrus Nation, and shall serve as the highest directive form of governance for the State. No other abiding authority shall supersede the executive in any event. It shall function as a combined executive-legislative branch of the State.

    Article Fifty-five: The executive branch of the Fortified State shall be administrated and executed by the Komakojnstaetia (hereafter to be referred to as the “State Command Council”) and its constituent components. The head of state and government will be composed of the office of the Komajeralmus (closest translation: “Commandant-General”).

    Article Fifty-six: The State Command Council shall be composed of twenty-two State-Commissariats and their representative State-Commissars in conjunction with the Office of the Komanjeralmus. The State-Commissars shall serve as advisers and ministers of governance to the head of state and government, and shall exercise their own executive authority over their coordinated departments and attached bureaucracy. The State Command Council shall be appointed by the Komanjeralmus and shall not be restricted by the sufferance of lesser strata of society.

    Article Fifty-seven: The Komanjeralmus shall have the authority to issue Commanding Declarations which shall have the force of law in the event of a national emergency; in conjunction with the State Command Council, the central authority shall have the ability to promulgate Command Directives which will required the assent of the Komanjeralmus to have the force of law.

    Article Fifty-eight: The State Command Council shall serve to conduct the day-to-day executive business of the Fortified State and shall utilized its attached bureaucracy to conduct such business in order to insure the safety, security, and survival of the State and the Kyrus Nation.

    Article Fifty-nine: The State Command Council alone shall have the right to declare a state of war with assent given by the Komanjeralmus. In conjunction, the Komanjeralmus will be capable of declaring a state of emergency with assent from the State Command Council. These policies shall be conducted by majority decision of the Council.

    Article Fifty-nine: The Komitatstaetia ze Zajonavynneia (hereafter referred to as the “State Committee of Legislative Promulgation” or the “State Committee”) shall serve as the legislative branch of the central authority. It shall be comprised of thirty delegates elected by the State Command Council from dinjtsi legislative bodies, in addition to the State-Commissar of the Interior to serve as administrator and, in the case of legislative deadlock, shall have the ability to break such a deadlock.

    Article Sixty: The State Committee shall have the power to promulgate legislation, but not the right to enact legislation. Once promulgated by majority, all legislation much pass to the State Command Council. In the event of a bill passing by majority through the State Command Council, it must receive the assent of the Komanjeralmus in order to have the force of law.
Chapter Twelve: The Courts of Adjudication – Judicial Branch
    Article Sixty-one: The judicial branch of the central authority shall be comprised of the Supreme Court of Adjudication, Precinct Courts of Adjudication, and local and civil courts of adjudication.

    Article Sixty-two: The Supreme Court of Adjudication shall function as the highest court of the Kyrus Nation. It shall serve as a constitutional court and shall not decree decisions on individual cases, only the precedence upon which they were set. As such, the Supreme Court shall have the authority to decree any judicial ruling as “constitutional” or “unconstitutional.” In the event of a majority vote amongst the ten Supreme Justices appointed by the Komanjeralmus, a ruling shall be passed. The Supreme Court, through this power, shall have the right to nullify the rulings of lower courts if they are deemed “unconstitutional.”

    Article Sixty-three: Each dinjtsi shall have a Precinct Court that shall serve as an administrative supreme court for each dinjtsi. These courts shall be constituted of no less than three and no more than ten justices appointed by the Precinct Warden of each individual dinjtsi. These courts shall serve as the final court before being passed to the Supreme Court of Adjudication, and shall rule on a case-by-case basis, confirming or overruling the rulings of a lesser court.

    Article Sixty-four: Each dinjtsi shall possess and make available to its denizens civil, criminal, and appellate court systems by mandate. Each judge shall be elected by popular vote by the constituency to which the judge resides. By dinjtsi legislature, further court systems (such as juvenile, family, etc.) may be founded, but are not required.

Chapter Eleven: The Changes of the Nation
    Article Sixty-five: Due to the Reckoning, various changes are required in order to insure the necessity of the survival of the State and the Kyrus Nation.

    Article Sixty-six: The dating system of the Kyrus Nation shall hereby be changed to reflect the Reckoning. The Year of the Reckoning shall commonly be known as “0 Y.R.” Years dated before this time shall receive the suffix “Before the Reckoning” (“B.R.”), and years after shall receive the suffix “After the Reckoning” (“A.R.”).

    Article Sixty-seven: Due to severe radiological fallout of the surrounding regions of the Fortified State, a zone of alienation, known as the “Exclusion Zone”, has been demarcated. No individual without approved clearance may trespass into the “Exclusion Zone.”

    Article Sixty-eight: All individuals when outside of fortified cities have the duty to insure both themselves and their fellow Kyrusians take the proper precautions. This is to include, but not be limited by: the wearing of proper containment suits and breathing apparatuses, the proper medications (such as potassium iodine), proper radiological atmospheric scrubbers and cleansers, etc. The State shall make available these necessary components according to the Rights and Responsibilities of the Kyrusian people.

    Article Sixty-nine: The flag of the Fortified State shall be changed to reflect the Reckoning and the survival of the Kyrus Nation. As such, the flag shall be presented as a burgundy background, with five bars toward each end of the flag in alternating national colors and thickness of white, burgundy, and black. At the center of the flag shall be the crest of the Fortified State, which shall consist of two crossed rifles presented beneath a symbol for radiological and atomic hazards. The flag shall not be changed unless through majority decision by the State Command Council with assent granted by the Office of the Komanjeralmus.

    Article Seventy: All individuals believed to have originated from a nation that initiated the nuclear annihilation of the Fortified State shall have no protection under law and shall hereby be deemed “enemies of the Kyrus people and the State.” Such individuals have been found guilty of genocide and crimes against the Kyrus in absentia, and shall suffer all penalties decreed to them by the State.

Chapter Twelve: The Relation to the Constitution
    Article Seventy-one: The Constitution of the Fortified State, ratified in 1910, shall serve as the basis for all law within the State and amongst the Kyrus people.

    Article Seventy-two: The Revolutionary Charter shall serve as a singular addendum to the Constitution of the Fortified State and, shall hereby, have full force of law and shall, as well, serve in conjunction with the Constitution as the basis for all law and authority in the Fortified State and amongst the Kyrus people.



This is an open, introductory roleplay. Quite some time ago, I played this nation (albeit on another website) after leaving NationStates for ulterior reasons. I have returned, and remade my original nation; in truth, however, it's more of a "reboot." There are several nations that play here that have a canon history with Kyrusia, and while I am looking forward to their responses, this scenario is OPEN for anyone to respond. Whether it be recognition or condemnation, enjoy yourselves.

The soft strains of the Adagio of Mahler’s 5th played from the cellphone sitting on the nightstand, pulling the sleeping man next to it out of revery and into reality. Charles, King of France, was thought crazy by most of his friends for insisting on waking up at 6:15 every day even though he was not expected at his down-the-hall office until 8:30. Nevertheless, he had chosen it to make his routine and, much as his body would have rather stayed in bed, he quietly slipped out and tied on his robe. Looking back at the bed, he saw Caterina sprawled out, still fast asleep. There were times when he wished she would get up with him, but she was decidedly not a morning person. Better to leave her asleep; likely she’d be up in an hour anyway. Then they’d have coffee and begin talking about what was to be done that day, as they normally did.

Picking up his cellphone, he closed the outside door as quietly as he could and walked down the few steps into the garden. Versailles’s acres of garden had a particularly ethereal quality about them in the predawn darkness, humming still with the sound of nighttime crickets, but slowly stilling as the sun came up. The King turned on the phone and held out in front like a flashlight so he could see a little better in the dark, for although he’d lived here all his life, it was still quite possible to get lost.

Wandering through rows and rows of delicately maintained shrubs and flowers, he arrived at a small grotto. He remembered that when he was younger, there was a small vegetable garden here that his mother used to grow tomatoes, onions, and other things to make soup when she felt ambitious. Now, though, it served a higher purpose. Instead of nurturing plants, it now nurtured memories.

In the centre stood a carved marble Pietà, done in a style that would convince any passerby it had been made in the Baroque era, not ten years ago. Flanked by two angels on either side and illuminated by a small flame that constantly burned in front, Xavier had asked the palace architect to install this after the Reckoning. In comparison to that grandiose cathedral the Archbishop had him build in Paris to mark France’s survival- ironically named Holy Resurrection-, he felt that this grotto said so much more about the event than anything else could. Even though all it said on the base was Aux brûlés- to the burned.

For years, the official history of what happened on that fateful November morning told a story of victory that hinted at divine intervention. When the National Defence Council received word of what was taking place in Kyrusia and assumed that launch was imminent, they had to make a decision. Would they or would they not be the ones to fire first, in the hopes of saving themselves from certain death? Although there was a moment of hesitation, in the end, they made the choice to do what they had to to save the nation. Thus hundreds of missiles launched against the Kyrus state, delivering thousands of nuclear warheads on every city, military installation, port, airport, major factory, and any other place that might have even the slightest economic value. Within an hour, it was all over. Kyrusia lay in ruins, its vaunted nuclear arsenal destroyed in the silos. Not a single Frenchman died, save the unlucky few in the embassy in Kyiv. How did France survive? By virtue of good timing, the texts said. Some religious schools preferred to say that God, of course, showed favour on his Catholic people and ensured that the heretics would perish. The King wished that schoolmasters wouldn’t do it, but, he had to grin and bear it.

It’s what we have to tell people. But you know it isn’t true, Xavi, why do you keep lying? Didn’t Father teach you better than that, the King said to himself as he sat on a bench in front, gazing on the Mother of God clutching her son’s body. He called to mind his childhood catechism, remembering some of Christ’s last words on the Cross. “Woman,” he said, nodding to his disciple John, “here is your son.” Then to the disciple, he said, “Here is your mother.” This showed that the Lord gave His mother to all mankind, entrusting her to us and us to her. How many did she welcome into paradise on that morning?

How many of those supposed heretics, the innocent, children born and yet to be born, the old, or really, anyone who was just trying to live, how many did she take into her arms and bring to God? Or was what some of the more firebrand preachers said correct, and that they were all rejected and now burning in the underworld? Xavi had struggled with this question for years and had never been able to get an answer. “We can hope that they are in paradise,” Father Cheminoir told him during one of their many talks, “but we can’t know. God alone can decide that.”

“Yet they were just people. It was not as if we had even actually gone to war, we were being told that we had to kill before we were killed. And yet none of us were...”

“My son,” the priest had said, “God will forgive. If you hadn’t, none of us might be here today.”

And this is what the King could never stop thinking about. What would have happened if he had not given the clearance to launch? Would it really have been the end of the civilised world and the victory of the sich? Or was it all just an accident that he let happen? As no one had heard anything from Kyrusia since the Reckoning, there was no possible way of knowing the truth.

The truth. Did that get burned too.. he thought, as he began to reflect and remember.

Ten years earlier....

The red lights blinked repeatedly as the emergency klaxon sounded in the bunker beneath the palace. Royal Guards clad in their dark blue uniforms escorted the King and Queen into the central operations room, filing past rooms full of frantic surveillance operators and nervous officers. For the past few hours, reports had been filing into the the Ministry of Defence and the Versailles war room concerning activity in Kyrusia. Apparently, there were silos opening all over the country; Strategic Rocket forces had been placed on high alert and were possibly moving to a war footing. Initial analysis had suggested that this was nothing more than a nationwide exercise, but this was quickly disproven. Someone had wisely noticed that there were mass evacuations taking place of most major government facilities and military bases. Why were entire squadrons of planes going into the air and submarines leaving port? If this was a drill, Kyiv was giving the word a new meaning. If this was the real thing, well, then...

“God help us,” thought Marshal d’Estrées as he looked at the situation map. The map on screen showed all of the known missile installations in Kyrusia. Thanks to that NAQAM project he had approved some years back, the French had been able to infiltrate Kyrusian computer systems and monitor their activity; this was exactly the occasion for which they’d wanted it. All across the country, silos turned from a light green to a dark red, indicating that they were open and being prepared for launch. First it had only been a few in and around the Kyiv area, but, in the past twenty minutes, the whole country had gone on alert.

Based on their own estimates, they would have perhaps fifteen minutes before Kyiv began the protocols for a full attack on the Western powers. If they were going to do anything to act, they would have to do it now. Could they? d’Estrées knew that the King would likely be reluctant. Understandably so, as he was a veteran of the last action in Germany and had seen war with his own eyes. It followed, then, that he would not be quick to order nuclear holocaust. Besides, it was 3:10 in the morning. He had probably just been dragged out of bed.

The Marshal’s projections, however, did not hold. The King entered the room confidently, wearing the dark blue dress uniform unique to the commander in chief of the French armies. Only on occasions of the gravest importance did Charles choose to wear this, he had last done so during the address before the Estates-General declaring war on the United States last year. No doubt, then, that the King knew well what was going on and how serious it was.

And they pick now to argue? Charles and Caterina were arguing about whether or not she should go back with the children. Accepting a coffee cup from an orderly, the King commanded the Queen to go back and stay with them:

“If they wake up you should be there, they’ll go back to sleep easier if you’re with them. I can take care of things here,” he said, taking a sip.

Cat was baffled by this. Did he not realize that they were on the brink of nuclear annihilation? “Xavi, are you that fucking stupid? Do you really think I’m going to leave you NOW of all times? We’re facing annihilation,” she said, smacking him on the arm, “I’m not going anywhere. I’ll have Adrienne bring down the kids..”

“No, then they’ll never sleep,” he retorted, sounding strangely peeved. Then his tone changed as he sighed, shrugging his shoulders. “This is not somewhere where you should be. Especially not now,” he said, his voice eerily calm and collected as he studied the main screen. “Please, Cat...do this for me.”

“No, I won’t. I love you, I married you, and that’s why I’m staying. Whatever is going on...it’s not good. And didn’t I always tell you I wouldn’t let you get out of this marriage alive anyway,” making a deadpan crack to try to lighten the situation.

“Ha.ha...yes, that is true,” he repeated in a near monotone. Turning around almost as if he had not noticed him, Charles saluted the head of his general staff. “Monsieur le Maréchal. How would you explain what is going on? I know the facts, don’t bore me with them...but I need analysis. Projections. Consequences,” he squinted, studying the individual silos and reading their estimated payloads. These were all MIRV launchers, each of which held several warheads. One of these missiles alone could wipe out the entire Paris metropolitan area, their entire arsenal could turn the whole country to glass.

“Sire, in all honesty...” d’Estrées stopped himself, gulping. He found it hard to say what came next. “Our consensus is that...,” despite his crisp pronunciation, he nevertheless could not bring himself to complete the sentence.

“This is what? A drill? Raznakovic’s fucking with me? Our expensive computers are infected? We are pressed for time, Marshal,” his sovereign replied, looking over a printout.

“We believe that they are preparing for a first strike. Satellite imagery indicates that the silos are open, confirmed by our intercepts of their data transmissions. We have not been able to contact Kyiv for an explanation, all lines are inaccessible. They have begun the evacuation of most of their major facilities and they have ordered their warships to leave port. Le Conquerant reported sighting the Alexiji en route to Gibraltar....”

Charles interrupted, he had heard enough. “He’s done it,” he cried. “That beautiful bastard.”

“Sire? Done what,” an anonymous voice raised.

“Done what I have thought he was going to do for all those years. He’s decided that now that I have denied him the world, he’s going to destroy it and take the rest of us with him. I told you all he was going to do this,” he thundered, looking on the collection of his officers disdainfully. “You told me that he was a creature like any of the other ones we’ve fought against, that someday his day would come and we’d bring him down. I told you I knew better, remember, I went to school with the man,” he said, forcing a laugh. “He believes that he can usher in the Second Coming all by himself...well, gentlemen. Are we going to let him?”

He looked to Caterina as he often did during his outbursts to try to gauge her reaction, but found she was of no help. Her face was deathly pale, like nothing he had ever seen before. Chatonne was his pillar of strength in times like these, he could always count on her fire to pull him and everyone else through. But now, she was nothing. In the face of kidnapping, she had shown no fear, but in the face of nuclear holocaust, her resolved faded. “Xavi...” she murmured, sounding extremely weak.

The King went over and took his wife in his arms, holding her tight against his chest. “I’m here.”

“Don’t...” but before she could finish what she had to say, she fainted, her body now limp in his arms.

Don’t? Don’t what? Cat, talk to me, he thought, trying to shake her awake, but to no avail. “Cat, Cat...can you hear me,” he said, sinking to the floor as he tried desperately to bring her back to consciousness. She was still breathing, but there was no telling when she would be alert again.

D’Estrées and the rest of the staff looked in confusion, as now their sovereign was sitting on the floor cradling his wife’s body, apparently oblivious to everything around him. Time was running even shorter, the call had to be made now or never.

“Sire. We need your decision.”

A medic tried to approach the King, but he waved him away forcefully. “Decision. Yes,” the King replied quietly, stroking his wife’s hair. “Options?”

“The standard procedures in the briefcase, you know those...”

“Yes, yes, Marshal, don’t tell me what I do and don’t know.” Xavi’s hand moved down to stroke his wife’s face, thankfully still warm. “Who else knows?”

“I just got off on a conference call with the rest of SHAPE in Brussels, everyone is ready to follow our lead on this. Delhi and Rio are reporting as saying they have their own plans that they will put in place if we go, ditto Teheran. It’s all on us to initiate.”

“Ah.” The King looked down again at his unconscious wife, studying her face intently. Despite her condition, she looked as beautiful as ever; her raven hair cascading down past her shoulders, her lips sealed cutely. There was something so serene about this, something positively calming in the middle of all of this chaos. “Remind me, gentlemen...what was it that Oppenheimer said at Los Alamos after the first test?”

Another unknown voice, this time female, answered. “I have become death, destroyer of worlds?”

“That’s it....death. We’re all Catholics here, well, except for you, Pouliquen, but not the point. We know what death is.” Christ conquered death, didn’t he? Why are we going to have to go through it all over, when we don’t even know. If we were all dead men anyway, I wouldn’t care--but there’s still a chance we might yet live.

Looking down again at Cat, kissing her hand as he continued to hold her close, he thought more. And if I do nothing, we may die without seeing each other again. And the children.

To have and to hold, to love and to protect...I have to make good on that, even now. I will never forgive myself otherwise.

There remained only one option. Lord, have mercy on me.

Looking up at his waiting officers, he gave the order that would be burned into his mind for the rest of his life. “Option Three. Leave nothing more than two stories standing. Execute immediately....”

”IRUEL appears to be deactivating, your Excellency,” Colonel Davij Trovotosk quietly sighed in relief as the small, illuminated screen began to blink “REBOOTING IRUEL QUANTUM SYSTEM” in a determined pattern, text of an opaque-white hue beginning to stream across the base of the screen. ”It will take about...,” the Colonel, little more than an over-glorified technician, but in the days of the Stratocratic Chancellery, such military ranks were common amongst the sons of well-to-do Legionnaires, ”Ten minutes; yes, ten minutes before the IRUEL Quantum System and, therefore, the defense mainframe will be operational once more.”

”Thank God,” Maksian, for the first time in his life, also released a sigh of ultimate relief, placing a cigarette between his lips – the sixth in a little under fifteen minutes – and lit the end, inhaling until the red-pink glow of reddening tobacco became apparent.

”I think our reconnaissance equipment will be able to handle everythin' long enough for that fuckin' calculator to start back up!” High Marshal Ivanek shouted, slapping Colonel Trovotosk on the back in a congratulatory manner before turning to the Chancellor. ”Told y' we should have never bothered with that damn thing,” he stated, his tone draining from jovial to strained as he noted Chancellor Raznakovic didn't find it quite as humorous. ”At least those bastards were stopped...”

”Amen,” Maksian Raznakovic, current Chancellor of the Fortified State responded in kind, pressing his spine firmly against the uncomfortable, polyester upholstery of the armored personnel carrier's interior. ”At lease it's over,” he went on, taking slow drags, forcing long pauses every few sentences. ”When we get back, I want anyone even remotely connected to this bullshit rounded-up.”

”It'll be done, your Excellency,” Arkan Bodarich, Director of the Interior stated in a monotone fashion, his hand already reaching for his cellular phone. For all that his brother, Viktor, the Foreign Affairs Director, stated about his obviously homosexual brother, Maksian new he could trust him to get the job done. He always had. In the days of the work camps, it had been Arkan who had even rounded-up his own: homosexuals, bisexuals, and various groups of individuals who had been deemed “un-beneficial” to the Kyrus identity. He'd never wavered. Then again, perhaps...

”Appears that, for the most part, the 'New Guard' are responsible for this,” Arkan interrupted his superior's train of thought. ”About a third of the Congress was probably in on it then. Records indicate a particular group – headed by Georgi Mrajkon, you know, the delegate from Odecca – were probable in-charge, so to speak.”

”Where is Mrajkon?” the Chancellor queried in an assertive manner, stubbing his cigarette out on the metallic floor of the A.P.C.

”He's probably at IRUEL, but its been sealed – obviously.”

”Your Excel-”

”Keep it sealed then,” Maksian interrupted Trovotosk without a word to the wiser. ”Let them starve down there. They won't be able to access it anymore anyway. Let 'em rot...”

”Yo-”

”Wise choice, your Excellency,” Ivanek smiled broad, his eyes almost glimmering beneath the wide brim of his military cover. ”Let 'em rot! Hah! That'll show 'em. See how they like sitting down there once they realize the atmospherics have been deactivated. Bet it's going to be getting right cold about now... Right cold indeed...”

”I imagine,” Maksian smirked, scratching the side of his neck, ”We won't have to worry about them for awhile... Now we just have to worry about the rest of the fuckers... Arkan, detain their family members. See if that will give them incentive to surrender when we've got their fuck-tools and daughters at gunpoint.” Arkan nodded in response without so much as a word.

”If only your Father could see you now,” the High Marshal's smile broadened, almost becoming rictus. Any wider, and Maksian would have believed his head would begin to loll before rolling off his neck.

”If only he c-”

”Your Excellency!” Colonel Trovotosk barked incessantly, his voice seeming to echo in the soup can that was the personnel carrier.

”What, Trovotosk? What do you want?” the Chancellor shouted curtly, his eyes already beginning to resume their fury.

”Our detection system is indicating a nuclear launch from the West!”

Maksian, for a moment, simply stared as the Colonel turned the small computer to face him. The screen indicated a map of the continent, major Kyrusian and foreign cities and known military bases indicated. From the West, large, blinking red triangles were shown, smaller, red dots trailing behind them, each and everyone traveling East at an astonishing speed. Several of the triangles, as if on cue, broke into smaller formations of polygons and shapes, indicating the dispersal of multiple re-entry vehicles, meaning a greater amount of warheads were en route...

Maksian turned to the right, his eyes widening as he peered out of the slatted, steel window: ”Charles...”

The explosion that hit instantly over-turned the armored personnel carrier, flinging its contents – both material and passenger alike – immediately. As he watched, the cataclysmic glow of what could be assumed to be hellfire itself flashed across Maksian's brow. A steel support-beam jerked free, slamming through his right eye-socket, rupturing the thin filaments of tissue and sinew, forever removing the features from the Chancellor's facade. Yet, it didn't matter. The great concussive force of the blast was flinging the one-true-leader of the Fortified State and his sycophantic followers airborne, if but momentarily, before slamming them and rolling them onto the earth.

The interior of the carrier almost immediately became scorching, the heat weakening the structure to such a degree that, upon impact with an adjacent fence, it sheared clean in-two, Colonel Trovotosk's torso instantly flaying open, spilling his gullet and innards across the ground and what remained of the interior of the vehicle. Carnelian geysers filled the cabin, coating what few souls had not been jetisoned with the vitæ of the technician. Several screams seemed to penetrate the ruckus and the great, apocalyptic roar of the tactical nuclear device that detonated no more than four kilometers away. Yet, Maksian couldn't think; pain was filling his head. He'd already ceased sweating, his clothes becoming brittle and starched, scouring his skin as the thin fabric began to melt against his flesh.

Even still, the remains of the personnel carrier rolled.

Ivanek flew from beside the Chancellor as the cabin slammed into a rock out-cropping near a wooded area. Only Maksian remained – only he remained – slammed between the smoldering steel and iron of the vehicle that had been designed purely for his protection. Thick lacerations throbbed in his hide as the machine ground to a halt, smoke billowing from every orifice present in the vehicle, flames licking at the wiring and insulation beneath.

As Maksian found himself on his back, thick protrusions of metal and insulated tubing gripping his legs like a vice, the heat began to subside, but the pain did not. Thick, scarlet fibers (in all likelihood, his retina) drooped from where his right eye should have been, sliding so far he could taste the liquid that dripped from it. It was gone; he'd never see from that eye again; but that didn't matter, he needed to see. He needed to see what would, in all likelihood, destroy him. He needed to face it. He needed to meet the engine of his own destruction. Above all, however, he needed to know how all those people, all those souls who had merely disagreed with the Kyrusian policies felt when the bombs were dropped, great thermobaric munitions that incinerated entire cities from a single blast. He needed to know...

At great pains, Maksian dug his fingers into the finely-ground metal shrapnel of the cabin around him, tugging forcefully to escape. The silvered steel sliced through his fingers and palms, leaving fragments of dermal tissue, each scrap stained red, steaming from the residual heat that surrounded them. Yet, he persisted. Though it flayed his flesh, slicing open great gashes and forming chasm-like wounds, the former Chancellor drug himself, perhaps by willpower alone, through the personnel carrier-become-meat grinder. The wounds didn't matter anymore. It would all be over soon; the great empire of the Kyrus people would fall, and all would return to dust...

At last, Maksian began to feel the air blowing about him, his thick, brown-black hair billowing around his ears. He tugged one last time, falling across his stomach upon the up-turned chassis of what remained of his safeguard. In the distance, the towering edifice of smoke and flame grew, billowing upon itself in the most vague semblance of a mushroom. That was all he needed; all he required to pass peacefully unto whatever Heaven – or Hell – that may await him.

As unconsciousness gripped him, his eyes slowly drooping, each lid sliding closed, one over nothing more than a vacant socket, Maksian whispered a single word, his lips dry, and such a voice carrying to none but his own...

The Republic of Verdeguay had never heard of this "Kyrusia" before, but then again,this was hardly unsurprising. Prior to September 2009, the country had been extremely isolationist, shunning all diplomatic contact with the outside world and restricting trade, immigration, and emigration to the barest minimum. And, when Verdeguay finally did retreat from its shell of self-imposed isolation, the Kyrusian State was apparently gone. Or so it appeared to be. Now, however, it was apparent that this nation, once an impenetrable bastion of almost formidable martial strength, held in both respectful awe and deep fear by its neighbors, had arisen, literally like a phoenix from the ashes. Though decimated by a nuclear holocaust beyond imagination, Kyrusia, apparently, had survived. And, having been "absent" for a decade, the State surely felt as alone as Verdeguay had in 2009, when General Montesinos had ushered in the new order.

To be fair, Montesinos had some reservations about Kyrusian policies, but so long as that nation had not adopted the Marxist-Leninist model, there was nothing to preclude the formation of a working relationship between the two countries. For now, at least, Montesinos would limit his overtures to a simple offer of diplomatic recognition. More intricate details could be worked out later. As of yet, too little was known about these Kyrusians to adequately gauge their intentions. Would they become an intimate ally, an implacable enemy, or somewhere between these two extremes? Only time would tell. At any rate, Montesinos had little to fear. His country was still under the protection of Parthia, which would (and did) resort to any measures, even nuclear annihilation, to defend the landlocked little "banana republic."

After deliberating with his Ministers, Montesinos made his decision: He would recognize Kyrusia. And thus, under the auspices of the Ministry of Foreign Relations, he had the following top-secret message delivered to Mr. Raznakovic:

"Greetings from the Republic of Verdeguay.

It is with pleasure and interest that we welcome your return to the international community. We are a small and undeveloped country, but nevertheless, we offer you our friendship. Be it known that on this date, March 16, 2011, the Republic of Verdeguay formally recognizes the Fortified State of Kyrusia. We would be honored to host a diplomatic mission from your nation, subject to reciprocity. Though our nations have never interacted, it is my earnest hope that we can develop a healthy and mutually beneficial relationship. If you have any inquiries or concerns, please direct them to my Minister of Foreign Affairs, Vladimiro Moreno Ruiz, who enjoys my full confidence. May God be with you!"

However, as to more pertinent business, while currently, due mostly to the radiological hazards that plague our once-beautiful nation, in combination with the necessity of barrier-cities, property is rather valuable and, to be blunt, sparse - at least any property that is not plagued with the likes of the nejmrutav, but, even still, I believe we can make for accommodations for a diplomatic mission or embassy in the capital of Rahketijstaetia. The night song swayed peacefully in the city of Deus, the easing melody picked exactly for the occasion as everyone counted down, the anxiety, the tension building up in the people as the clock ticked…..tick…tick….tick. On and on that clock went, the squirms and shakes of joy as the people waited getting to a few who angrily stood and walked away, their heavy trots filled with their impatient anger. Tick….tick…..tick….The clock went on a second time, its rhyme matching nicely with the tone of the melody in the background, the serene classical tone complimenting the subtle movements of the clock itself. It was as if time had frozen itself, the waiting, the watching, and hell even the Imperius Di waiting in unflinching anticipation that only seemed to go on forever.

Tick….tick….tick…….Bing. The clock sounded, its ringing echo being damned out by the cries of joy and shouts of pleasure as fireworks sounded, the new moon festival officially beginning in the nocturnal city of Deus, the official centre of the Holy Caelumist Imperiate. It was a magnificent display indeed, the vectors of light and sound blurring and twisting together to make a beautiful spectre, even the new moon’s beauty would be challenged by these explosive bursts of energy. But the people enjoyed it most of all, the vanity of it all overwhelmingly pompous as they ate, drank and partied like animals, the shouts, the screams, even the grunts of pleasure and happiness rippled out of every corner of the city this night like a stale odour.

Even the Citadel was abuzz with activity as the Imperius Di shouted and danced, his long hair constantly whipping in the air, his face bare and exposed for once, his silver mask nowhere to be found. He cried out shouts of praise and good will, his bellows echoing thought the large tower that was the Citadel. His daughter enjoyed herself as well, her shrill cries just as loud as his as she sang and danced next to her father, the young girl a tiny image next to the man who was short by Deusan terms. But as the two of them danced the clatter of high heels could be heard coming from the Citadel’s hallways, a women walking from the shadows, her makeup and clothing dark but not in a bad way.

She stepped forward slowly, the click and clack of her high heels ruining the blaring music as it went on and on. The Di made a quick motion to get her to hurry up, the women speeding up and her face turning bright red as he scoffed and stood up, snatching the small piece of paper out of her hand. He skimmed, something…most interesting but indeed worth the trouble of interrupting his dance. He shook the women’s hand, grabbing her small palm and shaking it quickly before striding off, his steps much heavier and denser then the women who came before him. He rubbed his long, grey and brown hair as he made his way through the citadels many halls and steps, the huge tower almost like a vertical maze.

He made one last step as he came to the top floor, the man quickly bending over and panting heavily, laughing quietly as he regained his breath and energy. He wasn’t old by far, at the age of twenty-five he was a young Imperius Di. He wheezed once more, slowly bending straight up and walking forward, counting the numbers on the doors before he exclaimed. He pushed the large wooden door open, the creaking sound filling his ears as the music was to dim for him to recognize anymore. He walked in slowly and steadily, clicking on the lights that temporarily blinded him as he made his way to his desk, the small, cracked and dusty wooden desk that belonged to the first king of Deus.

But it wasn’t time for flashbacks or memories; it was time to work as the man quickly turned on his computer and wrote out the words to his message. It wouldn’t take long; the man was an excellent writer yet he seldom wrote, out of pride or fear he just never did it besides for business. But the communiqué was quickly written out, the jolting sounds of the printer pushing out the paper disturbing him as he stood there waiting for it, many sighs and scoffs filling the air as he waited for what seemed like hour before the piece of paper fell, the Di picking it up with speed and stamping on the official symbols needed, his work done for the moment. He trotted back, a wide smile on his face as he walked back into the room and picked up his young daughter, handing the piece of paper to the women who saluted him and walked off, the paper clenched in her hands tightly as she disappeared out of sight and out of mind.

    The gentle ”whurr” of glass-plate computer monitors and their associated processing units filled the white-washed halls that seemed, uniformly, to compose the inner bowels of the Central Authority Control Complex – more commonly known simply as the Kjrevehza. This, however, did not disturbed the bustle of personnel and trained professionals, hardened by ten years of radioactive fallout (and the peculiar grotesque qualities that it brings). They had become accustomed to the salvaged technology that was once the apex of the continent. They had adapted to their new homeland, and even as they typed furiously, citing reports, transcribing memorandums for the Setaeji, and doing various qualities of business reports, the presence of the Komanjeralmus had gone almost entirely unnoticed.

    It wasn't uncommon to see the recently... “appointed” administrator of the Fortified State lurking about the clandestine catacombs of the Kjrevehza. Since the travesty of the Reckoning, their once gentile (if but merciless) Commandant had become consumed by the paranoia that betrayal and the threat of extinction is apt to bring. On most occasions, however, Maksian (or, as he was more commonly referred to as: “Boss”) never uttered a word. Dressed in his olive drab fatigues, it was as if he was merely a staple of the state itself; a baffling monstrosity, he was, serving it seemed as a monument to the stratocratic, authoritarian characteristics of the great Kyrus nation.

    Stopping near the center of the room, a myriad of metallic desks littered around him, Maksian couldn't help but marvel. In the mind of the great generalissimo of the people, they had a long way to go before they could rightfully gain their former status as a powerhouse, but even now, with merely the first reports of recognition filtering in, they had accomplished so much...

    ”Komanjeralmus!” shouted a rather stoic officer from across the room, his fatigues eerily similar to those of the “Boss” - not to mention, most of the personnel currently working around him. ”A report has just been lodged by the State-Commissariat of Foreign Affairs, sir,” the soldier announced as he approached Raznakovic, slamming his right firt sternly against the cloth that covered his left pectoral, giving a curt nod – a salute within the boundaries of the State.

    Maksian turned, his shoulder-length, brown hair seeming only to jostle with the movement of his features, the beret remaining motionless. ”Yes...?” he uttered in a faintly impatient manner, raising a hand to repeat the salute given.

    ”It would appear,” the unnamed, faceless, soldier-bureaucrat of the State began, ”that the Holy Caelumist Imperiate has extended official recognition of the Fortified State, sir.” The soldier promptly extended a small, folded piece of heavily-starched paper toward the Boss, even as Maksian removed it from his grip.

    ”You're dismissed,” the Komanjeralmus responded, his tone distant and unaware, his eyes beginning to read as he flipped open the mass-produced parchment. He didn't even seem to notice as the soldier saluted, quickly about-faced, then exited through a door to the far wall. ”Hmm,” Maksian mused audibly, the gears of his mind slowly turned, formulating, planning. Such a peculiar message would require prudent analysis, but a quick response.

    In the end, Maksian merely smiled, turning off toward the upper-floors of the Kjrevehza, an iconic glimmer in his one, intact eye...

    It is in the spirit of gratitude and solidarity to which I write to you this evening. So far, recognition has been a sparse occurrence for the Kyrusian people – understandably. Yet, when such a courtesy is extended, we are not without a great sense of pride and jubilation. It has been many years since any great act of politesse or tact has been extended our way; I believe it is partly due to the inability of people to understand the tribulations we have been through, or the great strides we have been forced to make.

    In the end, however, we are thankful.

    Currently, however, the capital of Razketji is bustling with news of the various entities – national and otherwise – that see fit to communicate with what some have called the “Backwoods Federation,” not in official circles, of course. As such, I do not think I have any right or reason to deny the opening of diplomatic relations or the formulation of commercial and trade relations at this present time. It is with interest that our Foreign Affair's Division addressed the mystery of your declaration of intent to grace the international stage with your presence, much more so of interest was the revelation that we need to add 'once more' to such a heading in the newly created fact book being filed away on your realm. Whilst we wish to extend the usual diplomatic politeness in congratulating your realm hooking up communication lines to other nation-states, an astoundingly overstated triumph, we feel it far more relevant to convey our utmost respect, admiration and metaphorical applause on what seems to have been a miraculous survival and rebuilding effort by a state decimated by a nuclear disaster; few states, by our approximation, could have pulled of such a feat.

Consequently, along with our diplomatic recognition, which you will no doubt find irrelevant, as do we, it is in our interests to request the establishment of an 'embassy' between our respective bodies of governance. Although technically a company, Strange Industries cannot be strictly defined as one, and is beginning to adopt nation-state practices as our Geo-Political Simulator Branch bears fruit in terms of political reciprocation. However, being a for-profit, albeit philanthropic and technocratic, organisation, we are willing to enthusiastically back the cost of the construction of such an embassy following the specific requirements in your nation regarding the unusual weather conditions.

    First, I would like to express my gratitude at your response and desire to begin the initial stages of opening diplomatic conventions between the commercial entity you represent (Strange Industries) and the Fortified State. It is not often a corporation of such size and prestige expresses interest in what the World Assembly has termed a "pariah state." In fact, outside of official channels, the incident has yet to occur prior to your currently established precedent. While we understand that in the rapidly growing and progressing world, corporations that achieve nation-state status are not, as to say, "uncommon," it is nevertheless and intriguing departure from the status quo.

    As such, the State Command Council wishes to express sincere interest in the formulation of diplomatic relations with Strange Industries, formally by permitting the foundation of a commercial mission within the capital of Razketjistaetia. However, as you can, no doubt, understand, due to the nature of the Kyrusian State, land value is astronomical due to the scarcity of usable land. As such, the State Command Council is willing to immediately accommodate any desire to establish such a mission within a currently established compound within the capital tentatively until such a time arises in which the State-Commissariat of National Infrastructure will be capable of appropriating the domain necessary for the fabrication of an embassy by Strange Industries' officers and personnel. I hope you can understand that, while the construction of such expensive complexes may be rather simple in other lands, in Kyrusia, the hyper-dense, massive metropolitan regions are, more often than not, rather "strapped" for space available for new constructions. We hope that, until the S.C.N.I. is capable of allocating the necessary space for a construction, that a tentative mission capable of housing Strange Industries' personnel will suffice.

    Insofar as a diplomatic meeting, currently, I am unavailable for duties outside of the homeland. I'm sure you understand. However, it may be possible to schedule a diplomatic conference in the coming days between an equitable individual from your benefactors and an appropriate representative of the State capable of speaking in my stead.

    The State Command Council and I look forward to the progress of our recently fostered relations in the hope that, together, prosperity and understanding may be assured.

The ersatz motorcade, consisting of only a non-descript black sport utility vehicle and two Gendarmerie motorcycles, screeched to a halt in front of the main doors to the palace. Dominique Strauss-Kahn, Chairman of His Most Christian Majesty’s Council of Ministers, stepped down from the car and was shown inside by a waiting orderly. Clutching his briefcase with a near death grip, Strauss-Kahn’s visage betrayed a grave concern. He had the unfortunate duty of informing the King that despite enduring nuclear holocaust ten years ago, the Kyrusians were back. Not only were they back on the scene, but even Raznakovic, the bête noire of the civilised world, was apparently alive and well. And he had a score to settle.

No one at the Quai d’Orsay had anticipated anything like this. For the past ten years, the Foreign Ministry had kept an ear out for possible diplomatic chatter emanating from what had been the former sich. The best information DGSE provided suggested that although there were certainly scattered groups of bandits and marauders operating in the wasteland and even some patchwork city-states, there could not possibly be a full-fledged government.

Some had broached the possibility, it was true. Even as early as five years ago, General Morjuet, head of Army Intelligence, said that there was no reason to suspect that the Kyrusians were unable to implement their continuity of government operations. This was, after all, the regime that had constructed an artificial intelligence capable of operating the country’s nuclear, biological, and chemical arsenal, why wouldn’t they have drafted plans to survive a holocaust caused by enemy weapons? Morjuet’s proposals, however, involved sending scouting teams to Kyrusia to investigate for activity, and that was flat-out rejected by the Cabinet. No one wanted to have to confront what was actually in the country that they had devastated, lest old wounds be brought up. The Prime Minister remembered that Morjuet left the meeting chiding the ministers for being “unable to admit that we are the greatest mass murderers of all time...”

And now they had to deal with that. So long as one assumed the Kyrus had ceased to exist, there was really no crime. No crime, after all, if no one is left to accuse you. But here they were, charging France with the crime in the eyes of the world. It was even more than that, though. They accused the King directly.

This is for you, Charles...

Strauss-Kahn was an old socialist. He didn’t make the automatic assumption between crown equalled nation that many others did, but could see it played out here. For the Kyrusian Chancellor, really, what was France? France was nothing but the mask that Charles de Bourbon donned when he murdered the Kyrus. France was nothing but the means to that end.

He wondered what His Majesty would think of all of this.

As it happened, Charles was, as usual on a Tuesday afternoon, outside with his wife in the garden. It was spring and, as the weather had finally turned for the better, Cat insisted that they take coffee outside. His nose did not like being bombarded with pollen, but even he could not deny that there was something to be enjoyed.

Today’s topic of conversation centred around their son and his antics at school. Louis had made the mistake of getting into a fight with one of the Lafouygeron boys- all over the fact that one of them had called him a “son of a whore” and so was in trouble with the administration. They wanted to suspend him for a week, but, given that this was the Dauphin, they had to move carefully.

“He’s got to learn his lesson, Xavi. He can’t just go around beating up kids because they’ve insulted him.”

“It’s not even that,” Charles said, sipping his coffee. “Family honour was insulted. Father always told me that you treat family honour like you would a woman. If you were insulted, wouldn’t I be justified in socking the bastard who said it?

“You did that,” she sighed and shaking her head, “that paparazzi tried to sue us for everything we had...”

“Never mind that,” her husband protested, “he’s got the duty to defend the family name, it’s what we’ve always done. And besides, what else do you expect? Saro’s done the same thing on many occasions, you know how close those two are...”

“Well and so,” she said, reluctantly conceding that her son was indeed very close to his illegitimate sister, I think it sets a bad example. He knows he should be better than that, didn’t we teach him better?”

He chuckled. “We? You may have done that, but remember, I was the one teaching him aikido...” At that point, an orderly opened the patio door and announced: “The Prime Minister.” Not one to engage in full protocol, the premier inclined his head respectfully as he accepted the King’s hand, before turning to do the same with the Queen.

“Your Majesties.”

“Dominique,” Charles said, inviting him to take a seat. “I understand there’s something afoot. Your man sounded panicked on the phone.”

“Sire, it’s...it is a complicated matter. It concerns Kyrusia.”

Any cabinet minister who had served in any government since the Reckoning knew that Kyrusia, or, otherwise said, the “K-word”, was not something that should be said in the King’s presence unless there was a very good reason to do so. Charles did not really want to be reminded of what happened, and was known to lose his temper easily if the subject was brought up.

“Go on.” He took another sip of his drink.

Strauss-Kahn reached into his briefcase and retrieved a translated copy of Maksian’s missive, handing it to the King. Charles put on his reading glasses and began to scan the document while his minister continued to explain.

“DGSE picked up a broadcast version of this earlier this morning, they didn’t know what to make of it and passed it on to Quai d’Orsay. Orsay refused to believe that this was real and sent this back to DGSE, they then sent it to the Ministry of Defence who verified it independently, then it went back to Orsay again before coming to me.”

“Why...why come to tell me personally? Couldn’t this wait until the meeting tomorrow,” he said, reading through the Chancellor’s missive. Nothing out of the normal, really, standard Kyrusian nonsense about turning tragedy into triumph. In a way, he had quite missed it, there was a particular style in and of itself that you couldn’t replicate elsewhere.

“Sire, if you could look towards the end, the sixth paragraph...”

This is for you, Charles.

Could it be....no. He was dead, the King was sure of it. No less than thirteen bombs fell on Kyiv that night, surely he had to be dead, entombed in the glass. Maksian Raznakovic could have survived any attempt to kill him orchestrated by any foreign agency, but could he really survive an opening of the gates of Hell? This had to be a trick. But it couldn’t. Who else would waste time including this personal jibe against him, when precious few knew of the hatred that they had for each other? It was never just a matter of state between them, it was personal. Maksian Raznakovic and Charles de Bourbon hated each other for what the other stood for, for what the other represented. One for life, one for death. One for good, one for evil. One for hope, one for terror.

And there it was at the end. For the lost, Maksian Raznakovic. The bastard was not dead. He had not died...he, he alone who should have been killed that night, he alone who wanted to bring the world to holocaust. He escaped the fate of countless of his citizens. Had it all been in vain?

Charles looked up from the paper, staring his chief minister in the eyes. “Let me understand this. Maksian Raznakovic...the Stratocratic Chancellor. The Kyrusian despot. The beast of Kyiv.”

“Yes, Sire, I know who you mean,” he replied, sheepishly exchanging glances with the Queen, who shrugged in a way that suggested “He’s-not-really-taking-this-well-but-deal-with-it”.

“He is not dead,” Charles continued, “He is alive and still issuing proclamations. He is still in charge of the government that we thought we wiped off the face of the Earth. He is still in Kyiv. Is this so?”

“It’s not Kyiv anymore, it’s Razketj...something or other, something unpronounceable. But yes, it would appear so.”

“And he wants revenge.”

“Based on what he said in his proclamation, I would assume that, yes,” Strauss-Kahn said, confused. What was the King getting at?

“Ah. This is....,” taking a pregnant pause, Charles looked up briefly towards the clear-blue sky before down again. “interesting.”

“Sire?”

“Yes, interesting. I had assumed that I need not worry about him anymore, I thought he was eternity’s problem now.” Looking at Cat, he smiled a bizarre cross between a grin and an indifferent shrug. “Whoops. Now. We need to figure out what to do about this. Dominique, what do you recommend?”

“The Cabinet has already taken the liberty of drafting statements and we are prepared to send an official communique to Raznakovic’s government requesting an immediate termination of hostilities, additionally, if the situation requires, we are prepared to send diplomatic parties.”

“Tear up whatever you’ve written, it won’t be any good,” Charles said, closing the folio and handing it back. “I know Raznakovic, you don’t. He’s going to be seething about this for a while and won’t have anything to do with us. Besides, he’s laid that out clearly here, he’d shoot anyone we tried to send to talk to him. What we need is another plan, something foolproof. And I’ve got it.”

“Which is?”

“We say the same thing that we say whenever we have a difficult question: we say nothing. Not exactly nothing...the public need to know about this in some way. Get on the line with Orsay and draft a statement to be read at a press conference, something akin to our acknowledgment of the Fortified State’s return but that we do not believe it meet to attempt diplomatic or other contact at this time.”

“Very well, but, if I may advise you...”

“Do so.”

“Don’t you think that you should at least attempt to say something to Raznakovic on a purely personal level? At some point, the issue will have to be addressed. We cannot continue to act as if nothing happened.”

Charles thought for a moment before folding his hands neatly in front of him on the table. “I’ll take care of it. I’ve got a few ideas.”

Any Kyrusian radio operator with his or her ear turned out to the sea began to pick up the strangest message coming in over the wires. It wasn’t broadcast in any immediately recognisable language, but, rather, in morse code. When decrypted, it read as follows:

“YOU WANT ANSWERS. I HAVE THEM.”

    To Ms. S. Soeharto,

    It is with gratitude that I wish to respond to your proper communiqué this evening, and with great thanks on the behalf of His Excellency, the Komanjeralmus, as well as the entirety of the State Command Council. It is not every day that nations of such grandeur as the Empire of Anagonia-Yohannes seeks to officially recognize our nation - a country plagued by the travesties of nuclear holocaust and radiological fallout. As an emerging nation - and one with, at times, particularly controversial policies - we understand that, on many occasions, our presence has not often been one greeted with such respect and honor as you and your government have undoubtedly displayed.

    As such, I would like to express the desire of the Fortified State that, over the coming days, the State-Commissariat of Foreign Affairs will begin formulating the proper policies and conducting the necessary bureaucratic procedures in order to initiate the process of opening co-tangent diplomatic offices between the Empire and the State. You must understand that as a nation-state struck by such a catastrophe as the Reckoning, Kyrusia suffers from unique effects in regards to the value of property and the necessary appropriation of suitable land for the construction of or housing for diplomatic officers and ambassadorial missions that are considered safe and appropriate for occupation by foreign entities. Certain circumstances such as location to the Central Authority Command Complex, density of population, and likelihood of particularly "adverse radiological conditions" must be accounted for in the delegation of a diplomatic mission in order to insure the safety of foreign personnel. Due to this, it may take a greater amount of time than what is considered "normal" by international standards for the formulation of a proper designation for such a compound.

    As for the opening of economic relations, while I cannot speak directly for the Directing Committee of Combine Operations for Rubicon International, it is my belief that such a permitting of business relations would be beneficial to both parties involved. In conjunction with this (and the offer for free and safe passage of Kyrusian citizenry to the Empire), I would like to extend a similar offer on behalf of the State-Commissariat of Nationality and Ethnicity Affairs stating that citizens of the Empire of Anagonia-Yohannes are welcome in the citizens of Dravketjistaetia (chief port city of the State) and the capital of Razketjistaetia. Further travel restrictions would be lowered, but due to the necessity of protecting foreign citizenry from radiological hazards, they cannot be relaxed. Already, it is a requirement for all citizens entering or exiting the Fortified State to undergo mandatory contamination screenings and be provided with the necessary radiation protection; as such, though citizens of the Empire shall be welcomed wholeheartedly, it is advised that travel only be conducted by Imperial personnel for the sake of business or diplomatic relations.

    In closing, once more I would like to express the gratitude of the State Command Council and the entirety of the Kyrus Voisja (Kyrus Host) for such a sincere acceptance of the State upon the international community and further strengthening of relations between our two national entities for the sake of bilateral cooperation and and further interaction for the sake of prosperity and peace.
