With today's technology, and not too far in the future(10-20 years), physical impairments like that won't be such a hindrance. Mental disorders, however, are a big nope-nope. Generally the OPs are open to everyone. Blind Knife is the first that isn't, I think, and that was first come, first serve (and possibly "no newbs allowed" although that was never tested).

Rebellious Citadel will be limited to a maximum of 48 people because of seating on the V-22s, but we'll cross that bridge when we come to it.
