Be realistic
That's all - but just because it is the 22nd century doesn't mean anyone will have lasers as standard frontline weaponry, hover tanks and 'plasma' rifles. Also population and economies and infrastructure still apply - many nations will NOT be capable of reaching into space - and none easily.
Do not have history which conflicts with the canon history
Very important. This means nothing regarding huge world unions or anything of the such. Any nation which is not real in real life has an area capacity of around half of Russia - or the size of China. And even then, nations that large are very unlikely to get in.

Canon History
The year is 2194. In the past few hundred years - the world has been shaped to become more technologically advanced than ever - space travel now being capable and somewhat profitable. World War One resulted in a stalemate between the powers - and World War Two occurred, but on a huge scale - lasting onward for ten years and resulting in an Allied defeat, though the Nazis fell soon after. Over 90 million people died in just Europe alone. The world was heavily reshaped from this huge event from WWII - many countries falling, dividing, some uniting and conquering.
The second Republic of Venezuela was founded by Francisco de Miranda and never fell - never leading to Simon getting power - and thus a slightly more capable Venezuela. In 1944 - with Venezuela being the main oil supplier to the USA, Venezuela was increasingly being pumped with more and more funding - until the US was landed in by the Axis. However, this gave Venezuela important leverage over it's neighbours - even Brazil, and during the midst of WWII, left the Allies, and the Axis, on a campaign across an unready and well weakened South America which was invested in fighting Axis or pro-Axis insurgencies, spies and saboteurs. Venezuela was able to overrun much of South America - even a portion of Brazil, and snatched the Antilles for itself. Many years passed of Venezuelan supremacy - and when the Nazis fell in 1968 - Venezuela had acquired so much support from the now collapsed Axis it had onpar technology with them. It now reaches for the stars, after it reached for a portion of Antarctica.
