The Buddhist Accord and Declaration of Protection

From the City-State of Phing Phong to the Nations of the Worlds,

The City-State of Phing Phong hereby declares itself a Protector of the Buddhist Tradition, in line with Buddhists making up the vast majority of our population. As such, we pledge to protect oppressed Buddhists everywhere, and assist poorer and weaker Buddhist nations whenever they face harm be it through the might of arms or the oppression of nations. We declare ourselves to be actively promoting the welfare and basic human rights of Buddhists across the nations and regions of the worlds. We declare ourselves to encourage the peaceful spread of the Buddhist way of life where people suffer the undue hardship of materialism and want. We declare ourselves to assist co-operative nations in alleviating the suffering and need experienced by some Buddhists. We declare ourselves to be great lovers of peace, though we will use regrettable force where the situation for Buddhists has become untenable. And finally, we declare all the Buddhists of the world to be eligible for special citizenship of Phing Phong, whereby they receive the legal protection of our ambassadors and Government while not receiving right of abode in Phing Phong.

Furthermore, we especially encourage other Buddhist nations or countries with a high Buddhist population to join with us in this Declaration, and join with us in becoming Protectors of the Buddhist Tradition. As we lack the ability to protect all faiths and peoples, we encourage other tolerant faiths to embark on similar missions of protection and peace, and are happy to assist in the facilitation of such dialogue.

We urge all nations of the world to unite in compassion and kindness, and hope that one day we may all be free from the anger and hatred of all the worlds.

Syvorji announces their intention to join the Alliance, because most of the people follow at least 2 elements of a mix of Buddhism and Shamanism, in the fact that Huynma is the equivalent of the Buddha, the animals are those who can communicate with him and we have the Creator, which the birds can communicate to.

In fact, we propose a conference to be held by Buddhist nations, or those that are similar to Buddhism, like ours, to be held in Thimphu, the last traditional Syvorjin city, at the temple dedicated to Huynma. Our goal will be to define a charter, to adopt symbols and many other issues.

The United Socialist States of Sebastianalandia is (in)famous worldwide for our militant atheism and hatred towards religion. We have jailed believers, declared faith illegal, and threatened institutions of religious teaching.

However, do not fear us. Buddhism, after months of carefully study and reasoned debate, has been declared by the Communist Party to not be a religin in the traditional sense. Buddhism, as a way of thought, is perfectly legal, accepted, and even encouraged as a form of spreading ascetic removal from the material.

Buddhist monastic orders have been restored in the country, and the mountainsides are dotted with monasteries, convents, gonpas, and stupas. We readily welcome the City-State of Phing Phong to consider the United Socialist States of Sebastianalandia friends and allies of Buddhists everywhere.

We would be greatly supportive of such an initiative, and will open communications between our Overseas Cultural Bureau and the relevant authority in Syvorji. We would send representatives from the three main schools of Buddhism in Phing Phong, as well as cultural and government officials.

The Republic of Tongshin is a young nation, and officially a secular republic as outlined in our constitution. Our citizens profess many faiths, and many have no religious affiliation at all.

Nevertheless, a majority of our population are Buddhist, and we intend our national development to be in complete harmony with the traditional culture and religion of the Tongshinese.

In that spirit, we wish to join the Buddhist Accord and Declaration of Protection. May all the beings of this world and all others know peace, happiness, and freedom from suffering.

While we do not have an official religion, Buddhism is fairly common in Threlizdun, and even though they do not make up the majority, the faith's teachings are widely respected amongst all. We do not necessatily believe that you need to protect us, however we would be more than happy to establish diplomatic relations with you and your people.

The government of Saint-Sebastian condemns Ngô Huynh and the state Phing Phong for establishing the Buddhist Accord.

Specifically Saint-Sebastian condemns the organisation's stated aim of arming and promoting violence by religious sectarians. We also object to the Imperialist and aggressive tone of the declaration. Specifically the claim by the government of Phing Phong to be the global protector of Buddhist culture and is to be treated with unobjectionable authority on the subject. The government of Saint-Sebastian does not recognise the claims made by the government of Phing Phong and rejects all assertions that its claims be accepted. Interference by the government of Phing Phong in the sovereign affairs of Saint-Sebastian will not be tolerated and will be countered should they be attempted.

While we have a permanent ban on all organized religions or lifestyles, we do have a significant Buddhist population, that is persecuted in our nation by the Civil Protection. We wish to send them as refugee's or what ever you wish to call them, to nations that are part of this Accord and will accept them as citizens of they're nation. These people do not wish to give up they're lifestyle and face consequences because of it so we ask this Accord to accept them.

You have grossly misinterpreted the tone and purpose of the Declaration, as is evident from the reply you have given. Firstly, our intention is not, and never will be, to arm religious sectarians as you suggested. We simply said that we would use " regrettable force where the situation for Buddhists has become untenable", which is a pledge for military intervention under circumstances of genocide or the like. Secondly, we do not claim to be the unobjectionable authority on the subject, and have only stated our intention to preserve and encourage Buddhist culture in partnership with like-minded nations. By saying this, you have made a frankly ridiculous assertion. Thirdly, the purposes of the Declaration are not imperialist, as you again falsely claim, as we have no intention of establishing an empire either through the Declaration or in any other way. In the future we ask you to take such initiatives as ours as a symbol of goodwill rather than a gesture of hostility.

Firstly, we express deep regret for the situation in your country and urge you to reconsider your position. However, we would prefer a peaceful solution to a violent one, and as such consent to your plans for population transfer. For our benefit and that of the other nations, we request that you publish figures for the number of persecuted Buddhists so that we can agree to terms. Other nations party to the Accord are free to choose whether or not to accept refugees, as it is not an obligation under the Accord.

Permission granted, we will be honored to host a cultural bureau.


We thank you, and complete costs of construction will be paid by the Phing Phong Cultural Bureau. May we ask the desired location for the cultural bureau and we will telegram you the details we plan to include. We also invite Tongshin to apply for an embassy in Phing Phong when the programme starts on the 1st January 2011.
