She then looked again at the other delegates, who have been going in and out of the meeting room occasionally for various reasons. "Charles, Benedict, Michel, Christa, Linnea, Ilene - would you please decide if your nations are going to vouch Perawin and Taziristan please?"

Qurde sighed from relief. "Thank you for your time, ladies and gentlemen. I shall tell our Ministry of Diplomacy about this development.", he answered.

He then looked for a seat, and quickly took his phone and contacted the Padhre, Aver Sadhush. After talking for a while on the phone, Qurde exchanged farewell greetings with the Padhre, and then turned to the other delegates. "Now what would be the current issue that is being discussed about in this Coalition?", he asked.

OOC: Hey guys what's the topic of discussion right now?

Vera's eyes fell to the table in front of here. "Lord Cross passed several months ago," she murmured, then looked up and, with little more force, said: "Atnaia vouches for Troaso, and adds their vouch for Perawin, for whatever it is worth. We agree that Taziristan doesn't quite meet the memberships required by the Coalition and will not vouch for them."

"Now, regarding your question," she cleared her throat, "we weren't actually in the middle of anything, but since you asked, I'd like to raise some issues." She casted several papers aside and looked around to make sure she has the delegates' attention.

"The first one is a minor one. I'd like to make sure we're all on the same page regarding the current war raging between the MSTO and the Communists. The concern I have is for civilian vessels in the area of Polar Svalbard and the Wake Islands. Can we agree that in case of damage or loss of life as a result of the ongoing battle in that area, it would be the responsibility of Svalbardian forces to take care of people and equipment?" She turned towards Christa as she said the last sentence.

"The second matter is about the Regional Early Warning System. You may notice that four of the members of this Coalition are in it, and all members, if I'm not mistaken, are well within the high resolution detection zone. Firstly, I'd like to encourage other members of this Coalition to join the agreement. Secondly, I'd like to offer nations which have no advanced early warning capability, the chance to purchase such a system from Ostehaar. It is both our interest and yours, since more of our systems around the region means better detection capability overall."

"The third issue is technological cooperation for defense purposes. Ostehaar offers posts for PhD students and veteran researchers in our scientific institutions, which include managing and taking part in classified technological projects in the fields of aerodynamics, missile development, and RADAR electronics. We would also need some help with funding those projects. My government has informed me that Vancouvia would make a contribution, but more would be welcome of course."

"And the last issue," Dora sighed in relief, "is... A military exercise. Given the rising tensions in our region, Ostehaar would like to offer that this Coalition would hold a full-scale military exercise involving our nations' armed forces, mainly naval and air forces. Lövsk, which is under our control nowadays, can be used for ground warfare exercise. Thoughts?"

Christa Smiled politely at Dora, "Dora I must come out of the gate in response to your first issue. Currently the Wake Islands area is a warzone, where over a hundred ships and tons of fighter jets are currently playing a giant, deadly game of hide and go seek. Any civilian ship dumb enough to go into that area is likely to get attacked, and they should know that they willingly did that. If coalition ships wish to be safe, they may sail through Svalbardian national waters in order to bypass that area. We will protect any ship that goes through our waters or near it, although any that sails within the area won't have protection. We cannot afford to waste ships protecting civilians who value time and money over their own safety.

"Secondly Polar Svalbard would love to work with its fellow coalition members and join the REWS, along with that we would be willing to help fund those project once our usual spat with Cottorian is over. Sadly though until our war is over we cannot partake in an exercise, although once it is over and we our finished licking our wounds and tearing down the Cottorian government we would love to partake in an exercise with our coalition members."

Crista took a breath and sat down.

"Miss Dora, I'd love to be a part of your Regional Early Warning System, as that would prove invaluable to the safety of the sovereignty of Baldroun...", he explained, seeming to forget something, "and all members of Coalition.", he remembered. "Baldroun extends its gratitude to Ostehaar and the Coalition for this Warning System", he added.

He drank from the coffee on his table, and then proceeded to continue what he was saying. "Also, Baldroun isn't ready for it now, but we would also love to hold military exercises with you", he said to the people in the room. "As for the education in military technology, we feel that our technological level in defense is currently adequate, and so we will not send students for now." He then finished his cup of coffee.

Kaliste smiled as she took out a ceremonial silver pen. "Perawin is honored to be a member of this Coalition." She quickly scrawled her name and authorization.

Kaliste thumbed through some files until she found the page she wanted -- military spending. She cleared her throat to respond to Dora's newly raised issues. "While Perawin agrees with the second matter in theory, Perawin may have some trouble actually advancing the matter. We do not believe that REWS states if nations without an early warning system in place are able to join. If such nations are permitted, we would be pleased to be privy to such a beneficial agreement. However, if the treaty requires that a member nation has a system in place, Perawin may not be so inclined. We are, to be frank, not quite as wealthy as many, or probably most, of the nations in this coalition. While we would be pleased to purchase an early warning capability from Ostehaar, depending on the cost we may simply not at liberty to do so.

In regards to the third issue, Perawin would be overjoyed to send our top students and researchers abroad to contribute and gain knowledge in all the fields stated. Perawin is willing to make a donation, after more information is provided to the specifics, of course. In comparison to wealthier countries, it may not be much, but we will contribute a percentage." Kaliste stopped and, as Qurde had done before her, took a sip of her coffee. Not finding it to her taste, she quietly placed it down.

"Finally, we would love to join a military exercise. While some of our naval units are being refitted, it should be done in time. At least our air force will join the military exercise." She stirred in some herbs, as coffee was taken back home, and found it much more to her liking.

"I was contacted by the Baldrounien Padhre in Science and Research, and apparently Baldroun would be happy to contribute to the advancement of military technology. We will be sending students and specialists in Ostehaar, hoping to help the nations of the Coalition maintain the capability to defend in a world with ever-improving technology.", Qurde reported. He signalled for another cup of coffee, now with no sugar. "Baldroun would also be happy to accommodate specialists from other nations in our military research institutions, sponsored by the loyal Agheme-Valenue Corporation.", he smiled. The smell of coffee awakened his senses even more.

"At the moment we are also engaged in our own conflict and with a Eutristani fleet blocking our ships from entering the Northern Waters of the Western Isles we cannot join the military exercises in Lovsk, but we shall do our best to protect any ship from the Coalition from piracy and hostile powers."

Vera shifted. "Atnaia has already expressed interest in the REWS and is simply in communications with the GRCP regarding it. As for military exercises, Atnaia is very interested in participating."

Dora examined her lists once more, after listening to the delegates and typing their responses to her laptop. She took another sip of her hot tea and smiled briefly at Christa, indicating her words were reasonable in her eyes.

"Very well, thank you for your responses," she then said. "So about the REWS - I'll refer up to my government and ask about the possibility of allowing your nations to use our radar systems at much lower costs. If you'd like, I can ask about positioning the systems there ourselves. That way your nations won't have to pay for them, with the downside of having us operating the systems in your territory for you." She smiled.

"About the war-games - Since Polar Svalbard's and Keomora's current engagements prevent them from taking part in military exercise, I think it's better to raise the issue again in the future. Meanwhile," she looked at Vera, Kaliste, and Ian, "our governments may start the coordination process. I guess we'll leave it for higher ranks to decide."
