Noting that the DRS has been established and recognized as the legislative branch of government for Democritus, and has the power to amend the regional Constitution.

Further noting that the Constitution contains many serious flaws with threaten the legitimacy of elections and the native status of citizens, among other flaws.

1. Defines all Democritus Natives as nations who consider Democritus to be their home region, and are represented by their main nation rather than puppet states/vassals.
2. Democritus Natives are recognized as sovereign states. Each Nation has the right of self-determination in their domestic policies, so long as they do not contravene Bills passed by the Democritus Regional Senate and breach the spirit or text of this Constitution.
3. Native nations have the right to be treated and protected equally under the law.
4. All Democritus Natives have the right to hold both 'executive' and 'non-executive' government positions (Excluding the Position of Founder).
5. Only Democritus Founder may grant non-natives 'Honorary Citizenship'. Honorary Citizenship is defined as non-natives granted full protection and rights under the law, excluding the right to hold an 'executive' government office. Honorary Citizenship of a state may be overturned if the Regional Senate votes for it, or the Founder suspends this status due to a regional security risk.
6. All nations, including natives, honorary citizens, and non-natives shall have the right to freedom of speech and expression, subject to reasonable restrictions imposed by law which do not violate the spirit or text of this Constitution (see Basic Laws of Democritus).

8. Non-Natives may not run for either executive or non-executive government positions, may not vote, and may not take part in DRS Debates.

1. The Democritus Regional Senate is where Democritus Natives and Honorary Citizens may send a national representative to participate in Democritus lawmaking.
2. National Representatives may propose and debate legislation in the Democritus Regional Senate, with a majority of half voting in favor of a resolution resulting in the adoption of the new/amended law.
3. Passed Bills may be Repealed.
4. Should proposed legislation not reach Quorum within one week, it shall be removed from the floor.

Noting that as the nations of Democritus begin to reach the limits of resource consumption and population housing, governments will turn their attentions to planets in Space.

Further noting that our Solar System is of significance to all nations in the region, and as such should be spared full colonization and terraforming.

Acknowledging that there are millions of other planets in the cosmos outside of our solar system that are not of such significance.

Hereby:

Establishes our Solar System (excluding Earth) as a 'Zone of Galactic Neutrality', in which PMT and FT combat are forbidden, as are all forms of terraforming, mining, and colonization. Our solar system will remain neutral in galactic affairs.

Reaffirms the right of all nations to wage wars, colonize, and mine on Earth so long as it does not breach the laws of this Senate, or the regional Constitution.
