Noticing, the Chinese leadership were to blame for the cause of war and were accused of human rights violations and war crimes,

"Ladies and Gentlemen, the government of New Metropolitan France believes that this Senate requires several changes to ensure that it may continue to serve as an effective regional legislative body. As such we wish to propose the following bill."

DRS Proposal: Democritus Constitutional Amendment 4

Noting that the DRS has been the legislative branch of regional government for Democritus, and has the power to amend the regional Constitution.

Further noting that both the Constitution and powers of this Senate are flawed in several respects, some of which threaten the effectiveness of this governing body.

1. The Democritus Regional Senate is where Democritus Natives and Honorary Citizens may send a national representative to participate in Democritus lawmaking.
2. National Representatives may propose and debate legislation in the Democritus Regional Senate, with a majority voting in favor of a resolution after a period of 48 hours resulting in the adoption of the new/amended law.
3. Should a proposed legislation not have a majority after 48 hours, it shall be removed from the floor and classed as defeated.
4. Allows proposals to be classified as 'urgent' by the author or Founder, which can then be passed after over half of the active national representatives have voted in favor of the bill (regardless of the time frame).
5. Passed Bills may be Repealed and Amended.
6. Defeated bills may be resubmitted after alterations have been made by the author.
7. Charges the Speaker of the Senate and the Founder with the responsibility of maintaining civil order within the Senate debating chambers.

The Founder Account of Democritus

4. The Founder Account can appoint leaders of the Democritus Sovereign Army, Internal Affairs Officers, and non-executive positions without requiring an election.
5. A State of Emergency can be declared by the Founder Account should a threat to Democritus be discovered. This can include a 24 hour suspension of the Democratic Process.

The World Assembly Delegate of Democritus

4. The WA Delegate has access to regional polls, in order to help receive regional input on WA matters.

The Foreign Affairs Minister of Democritus

1. The Foreign Affairs Minister of Democritus shall be responsible for all foreign relations of Democritus, and and is selected by winning the popular vote in a regional election.
2. The Foreign Affairs Minister is charged with negotiating treaties, alliances, and other deals with foreign regions.
3. The Foreign Affairs Minister should alert the regional government and DSA should they perceive any threat to the region.
4. The Foreign Affairs Minister can propose, accept, close, and abort construction of regional embassies with the Founder's approval.
5. The Foreign Affairs Minister has access to regional polls, in order to help receive regional input on foreign policy.

Speaker of the Democritus Regional Senate

1. The Speaker of the Senate is charged with ensuring there are no violations of either the Democritus Constitution or DRS Legislation, maintain civil order within the Senate debating chambers, and is selected by winning the popular vote in a regional election.
2. The Speaker of the Senate has power over Communications and Polls to best fulfill their duties.

Internal Affairs Officers of Democritus

1. Internal Affairs Officers, who are appointed by the Founder, have power over Communications and Polls to aid in running regional activities and maintaining regional order.

1. Defines 'executive' authority as a government position that possesses the power to access any of the regional control settings.
2. Elections for all executive government positions (excluding the Founder and Founder-appointed positions) will last for two days, and be held every month.
3. All Democritus Natives and Honorary Citizens may vote in these elections.
4. Non-Natives are unable to vote in these elections.
5. Any vote rigging or other election fraud is classified as a coup attempt. Coup attempts are hereby declared illegal by this constitution.

1. The Democritus Regional Senate (DRS) may make amendments to this Constitution only after achieving a 'Super Majority' (no votes against) after 48 hours.
2. The Founder may not make amendments to this Constitution without having at least half of the region to witness the amendment should the DRS fail to act swiftly enough to ensure regional order.
