The Delegate of the 3rd Fleet Dominion raises his objection over this proposal.

We believe that the best way to ensure diplomatic immunity is granted to all is to place the Headquarters not under the jurisdiction of any member states. Rather, it shall be administered by a joint council comprising of members of member states. Furthermore, even if the host member state can guarantee diplomatic immunity, events that are beyond the control of the government of the host member state may threaten the security of the diplomats. Therefore, placing the Headquarters in separate jurisdiction will ensure that the security of the diplomats will not be compromised by domestic instability of the host member state.

The Delegate of the 3rd Fleet Dominion proposes that a separate city-state be created as the capital of Democritus, either outside the territories of any member states or as an enclave of an existing member state, similar to Vatican City in real life. The capital shall comprise buildings of various Democritus organisations, as well as its own airport. This capital shall be administered by a council, with each member representing a nation should the nation be interested.

On behalf of Democritus we have prepared several flags.

These flags contain a few key principles:
- Looking aesthetically pleasing
- Keeping a neutral un-biased feel
- Promoting our peaceful image
- No elements that bias us towards Communist or Fascist supporting ideals

We have made these flags due to the fact that our nation holds the title of the Foreign Affairs Minister, and that we should have say in what goes on in new developments; however every nation within the region should be allowed to propose designs - we all share this region and it is likely that the flag will make a lasting impact on the creator's reputation if it is used on the new capital nation's flag.

Our team have blended a mixture of modern design and old symbols e.g. an olive branch is an old symbol used to represent peace but a modern globe is used to represent widespread adoration and support of that.

The use of pastel colours instead of strong saturatd colours appeals to the eye and is also less agressive - if you compare our nations flag which is made to look rather official and proud it uses strong colours and shades.
These flags (in the majority) use pastel colours and light shades, to influence the resounding peaceful outlook of the whole of Democritus.

Remember: this flag will represent our region, which we all share in peace together.
